A travel alert for americans as we see an outpouring of support all over the world. We are afraid but we dont want to let those things bother us in our daily lives. Four months after paris, another terrorist attack less than 200 miles away in brussels. Once again isis is blamed. Good evening. Im frank somerville. And im julie haener. The terrorists hit soft targets, detonating a pair of nail bombs and another explosion on a metro subway train. Authorities put the death toll at 34. With another 230 wounded. The u. S. State department has issued a travel alert for all u. S. Citizens in europe. This as belgian authorities search for an accomplice scene with the suicide bombers at the airport and for the bomb maker. Ktvus Jana Katsuyama is here with latest including tonight vigil in the belgian capital which is a city of more than 1 million people. Reporter frank and julie, it is 6 00 in the morning. The attacks happened almost 24 hours ago. The first attack here in belgium, two explosions at the airport. About 8 00 in the morning. Than an hour later, one at the metro center. A single blast. In the heart of brussels, people drew together. Hearts broken. Candles and flowers showed the pain of the massive crowd in morning. Elgin police have launched an urgent manhunt for other suspect in the bombing. Belgian police. The chaos at Brussels Airport came from two blasts so far so powerful the ceiling collapsed, tiles crashing to the ground. A big bang. Everybody cried and came along here. Smoke, you know . Reporter victims were left bleeding from bombs that Officials Say were stuffed with nails. One witness heard shouting arabic and gunshots. Three suspects arrived by taxi seen here on Surveillance Video. Each with a bag on a luggage cart. The man in a hat and white coat was seen leaving the airport and is now the focus of the manhunt. Authorities say the other two in black died in the attack. Each wore a single glove on the lefthand which mightve been used to conceal a destination device. The two blasts believed to come from the suicide bombers bags targeted crowds in the lobby before the security checkpoints. Police found at least one not detonated device and at least one kalashnikov assault rifle. About an hour later, a bomb exploded inside a metro card at the malbec station. [ crying ] in the dark the sound of a child crying as Passengers Evacuated a train and walked down the track. Outside, injured victims sat on the ground getting help. The belgian Prime Minister called for calm. Brussels went under a citywide lockdown with 500 soldiers deployed. Police conducted raids and found an Islamic State flag and bomb making chemicals in one apartment. Investigators are trying to determine if the attacks are linked to last fridays arrest of salah abdeslam. He was reported partly with Belgian Police which may have triggered the attackers to proceed with their plans. President obama got an emergency briefing in cuba. He sent a message to the world. We will do whatever is necessary to support our friend and ally belgium in bringing together justice those who are responsible. And this is yet another reminder that the world must unite. Reporter state Department Says that no americans were killed. They are still trying to determine how many were injured. We know of at least nine people, americans who were among the injured. We understand that three of them seen here were missionaries from utah. One of them, the one to the left with the yellow striped tie, he reportedly amazingly was in boston when the Boston Marathon bombing took place and in paris last november on the day of the attacks there. The images coming out of brussels today, especially seeing the picture of the suicide bombers is chilling. Very difficult. We know there was a u. S. Military officer and his family among the injured but as this goes forward we are going to learn more and more so probably getting more details later. Hearing that little girl crying was horrible. Heartbreaking. Around the world were seeing public displays of solidarity with belgium and its people, paris lit the eiffel tower in the colors of the belgian flag, black, yellow and red. French Francois Hollande said terrorists struck brussels but it was europe that was targeted. In new york city, the 400 foot spire on top of one World Trade Center is also lived in the colors of the belgian flag. President obama also called for american flags to be displayed at half staff through saturday out of respect for the victims. And in San Francisco city hall, it is paved in black, yellow and red tonight in a similar expression of unity. Today mayor ed lee said quote, our hearts are heavy as we mourned with the people of brussels. Reporter the somber vigil was held here just outside city hall, the Belgian Community and supporters came here to express their condolences. At dusk, the Community Came together to sing the Belgian National anthem. Three fingers held up, a symbol of affirming their respect and allegiance to their home country. A show of strength during a difficult time. In shock. Just numb and in shock. Ive gone through all the stages. Anger, sadness, confusion. Many have family and friends in belgium. They tell me the terrorists struck at familiar places. The Brussels Airport and a metro station they have used many times. A College Student from brussels said the last time she saw her family was at the Brussels Airport. When i came here, i was in the same place. Yeah. I dont know. Its horrible. It keeps happening and it hits home. You know . This is it. I mean, this is close to my sister is going to fly friday to come here. Tonight they are finding comfort in writing words of support on a banner to send back to their home country along with a book of condolences. Its hard to know that the only thing we can do to show our support is together here but i think it does make a difference because it shows that the world is watching. The Belgian Trade Commission recommending the rest they estimate there are 5000 belgians in the bay area primarily in marin, San Francisco and Silicon Valley. They say they will find strength in love and compassion, not anger. We will be happy, we will be stronger, we will stand for the values that we believe. And we will continue. I think we will be stronger. Reporter there is concern for the future and the risk of more attacks. Im sad for belgium but i am more worried about where is this going to go . You know . This is the beginning. Reporter the belgians tell me they are spirited and that they love life and that they refused to allow the terrorists to change the way they live their lives. Amber lee in front of city hall in San Francisco tonight. Thank you. The u. S. State department has issued a travel alert for americans in europe or planning to go to europe. The alert says potential terror targets might include sporting events and tourist sites as well as restaurants and transportation hubs. The state department advises americans traveling in europe to avoid large crowds, festivals and events. The alert lasts 90 days and is set to expire on june 20. Julie, tonight many people arriving here at the international terminal, they are just finding out about that travel advisory for europe. Naturally they wonder about security here. A chorus of concern tonight from dog owners over proposed leasing rules at 22 bay area parks run by the Golden Gate National Recreation Area. If these new rules are implemented, it would mean that dogs could only be off their leashes in five of those parks. Ktvus Azenith Smith is on the san mateo coast where dog owners told park officials these rules are too restricting. Azenith . Reporter frank, too restrictive and they want them changed. Many dog owners at tonights meeting are from San Mateo County where the proposed rules require dogs to be on leashes at all gg nra parks. At an elementary school, these dog owners held up paper plates that read failure and rigged to show how they felt about new restrictions for dogs at 22 bay area sites in San Francisco, marin and san mateo counties. Concerned about rules they say would significantly cut back on dog walking areas or require dogs to be on leashes. Popular sites include ocean beach and crissy field. According to Christine Corwin of the coast side Dog Owners Group of San Mateo County, access to dog friendly space would be cut by 90 . Im angry at the park service. For mismanaging these lands that weve entrusted them with. Reporter we met up with her and her dog gracie in montero one of four properties in San Mateo County none of which allows dogs to roam free. To her its not just about the dogs but also public access. The enabling legislation is very very clear. They should be managing for the communities and for recreation. And they are ignoring it. Reporter at the Golden Gate National Recreation Area at the new rules are necessary given more than 17 million visitors now using the parks. A spokesman tells us every year there are more than 400 incidences involving dogs. There have been conflicts that have arisen over the years. We had dog on dog incidents, dog and people incidents, dog affecting wildlife, dogs biting people. Reporter the parks are home to an extensive collection of endangered animal species. Including red legged frogs and San Francisco garter snakes. Lenny roberts with the committee for green foothills most concerned about wildlife supports the plan. One of the purposes is to protect the resources and protect those parks for future generations. Reporter tonights meeting is one of six meetings through the end of march. Brown joined the Police Department right out of the academy 31 years ago. And he is the first chief selected from inside the Department Since 1993. Hundreds of taylors fellow chp officers were also there.
