Reporter bicyclists who passed by afterwards were stunned to see the band bike and the victims shoes scatters. The woman in her 30s was hit headon by a car going the opposite way. Heading westbound, going like 50, 60 miles an hour. And ran right into a lady riding her bike. Just in the bike lane. Paramedics did all they could to try to save her before loading her into an ambulance. Witnesses watched horrified, some had been pedaling in the same bike lane just minutes before. It was heart wrenching, you know . We were just behind her on the road. Horrible to see somebody get hurt like that in front of you. And watch somebody take off and not take responsibility. Reporter the car, a honda fit, drove on despite a destroyed windshield. The driver dumped it and ran off. Investigators say he had been driving erratically, running stop signs, and had come up fast on two cars and tried to pass them before he veered into the victim. Sounds like he almost hit an oncoming car. Swerved, even further to the left, into the bike lane and hit the bicyclist. Should be safe. But when you see things like this, it scares you. Reporter cyclists who ride this route daily said the wider streets with fewer stop signs may encourage speeding. I was here last month, it was a ridesharer driver. Made a left turn without looking and hit me straight on. Reporter a helmet in pieces, car keys, and a cell phone. The disregard for safety and human life left regular bike commuters disgusted. He is described as asian or pacific islander, 25 to 35 years old and police right now are tracking him down. Witnesses couldnt help but see all this happen. Because the man was honking at the slower traffic in front of him before he tried to pass and veered into the bike lane. More developing news now from the city where Police Confirmed another cyclist was struck and killed by a hitand run driver. This time in a south market area. The collision happened at seven and howard 90 minutes ago. Police tell us the bike rider was a man in his 30s, he was hit by a driver who ran a red light. That driver took off but were told he was arrested as he got out of his car a few blocks away. San Francisco Police commission is set to vote on a new use of force policy. The change comes after several Controversial Police shootings in recent years. The new policy calls for officers to try to deescalate situations using crisis intervention training. The idea is to have officers armed with alternative strategies so they dont have to reach for their gun first. The commission is deciding between two versions of the policy, that have slightly different language, but the same goal. The fbi is confirming that the gunman who massacred 49 people at a nightclub in orlando had bought a plane ticket to the bay area. Investigators say omar mateen bought three tickets for himself, his wife and his child just a couple days before the shooting. The tickets were for flight to sfo in july. The judges decision to sentenced turner to six months in county jail created an uproar and made national headlines. What were focused on is removing this judge because that is the right of the Santa Clara County voters. To decide if they want to have him continue to serve regardless of any law. But late today, county public defender molly oneill urged caution saying kneejerk reactions dont always produce the desired outcome. The bill District Attorney rosens back and would mandate at least three years prison time for the upper limit of eight years in prison. Judges would be allowed to award probation. Funeral services are being held for regina jeffries, hit by gunfire outside a vigil for two of her friends who drowned last month. Dear Governor Brown, i write today with such a heavy heart reporter Eileen Wilson is so frustrated she mailed a letter to governor jerry brown about what happened to her 16 yearold great niece, regina jeffries. My niece was killed last week by a gunman who was randomly shooting into the crowd. Reporter she was shot to death last week when gunshots rang out during a vigil for two friends in downtown oakland. She was just performing a solo dance routine at the funeral for the two teenage boys who had drowned last month. Reginae had a bright future. She was the cheerleading coach of the crusaders in san leandro. She is associated with girls, ink. Bright girl on her way to college. Gunned down in the street. Reporter wilson is upset by the violence that reginaes killing will go unsolved just like the shooting death of his grandfather in oakland four years ago. She asked brown to push current mayor libby schaaf to address the violence. And i have seen our city go under at the hands of these criminals. Governor brown, please help us. We want our children to live. Thank you for taking the time to even read this, but im angry. Reporter wilson is just as hurt by the response she got today from the Governors Office basically a form letter referring her back to the police department. I was just even more incensed. I really was. I was absolutely angry. Reporter wilson worries with all the attention surrounding the sex scandal in the police department, real police work and Public Safety is falling by the wayside. Police say that is not happening. We remain focused. Given the past several weeks with changes, we have not lost sight or focus. Reporter now Eileen Wilson is helping to help bury reginae. She wrote to the governor hoping it would somehow make a difference. The police need to get on their job. They really do. Because of our city is going to hell in a hand basket. And its going quickly. Tell me first, how her family is doing and tell us a little bit more about reginae. What kind of person was she . Right now, the family is really struggling. With the grief of this incident. Its very hard. I mean, its very hard to swallow. Were angry. Were just really focused on bringing justice to reginaes name and to this killing. Reginae was a very bright student at school, she had just finished taking her sats for college. As a matter of fact, her mom really her mom will receive them in the mail. She was a cheerleading coach for the peewee crusaders in san leandro. She loves to cheerlead. Loved to dance. Had an infectious laugh. Just an allaround bright girl, just a life cut short too soon. You talk about the family and your hope of finding this killer. Its got to be that this haunting sort of question. Who could carry out something so coldly and if you and boldly . Yeah. And no one has any information. Its puzzling that it was such a crowd but theres no one coming forward. We need to stop these killings. My brother was gunned down in the street which was bridge in his grandfather. Reginaes grandfather. And i just do not want her homicide to be another statistic or her to be another statistic. She was just too full of life, too energetic, too much of a person that was just loved by the community for her to end up a statistic. She mattered. My brother mattered. Going back to the letter from the governor, one of the things that struck me, here, you write this really powerful letter to the governor, and you get back a response and it said thank you for contacting the office of governor jerry brown regarding this issue. This issue that you discussed falls under the jurisdiction of Law Enforcement agencies, the local Law Enforcement agency where the complaint took place, sincerely, constituent services. They didnt even sign it. It just feels about as impersonal as you can possibly get. Absolutely. I dont understand that. I was so angry. Thats why i contacted you. Because i felt like if i was the governors aid, and i saw this letter come across the desk, i would feel some empathy for the family. I would feel compelled to take it to the governor and say, this is one of your former constituent. If you dont read any other letters, read this one. Because its got a powerful message in it. Thats why i sent it directly to him. But instead, i was met with a cold, impersonal letter. And thats why it made me feel like regginaes death didnt even matter to him. Him im telling them, my brother was killed. Now regginae was killed. And it doesnt even matter. Because like i said, libby schaaf, the mayor, is so engrossed in the sex scandal right now that i just do not want regginaes murder to be pushed up under a rock. And it go unsolved.
