The Fraternity Council posted the message on facebook saying they are voluntarily suspending all social events until they figure out how to make their parties safer. Friday game night means big crowds for cal football. And for fraternity parties on the south side of campus. But this week. Many greek houses were empty and quiet. Uc berkeley icc and the council of sorority announced online they condemned the two alleged sexual assaults reported at two different frat houses within ten minutes of each other last friday. In response they are suspending all social events until they reassess safety at frat parties. It is fair to blame alcohol. Its a cultural issue that we need to deal with. And so it is for sure. Reporter Berkeley Police have not identified the frat houses being investigated or whether the report of the hacks involve attacks involve members of the fraternity or outsiders. I take a lot of precaution when i go out or come back because it is scary living by a bunch of frat. Reporter Campus Security have increased patrols. On both sides of campus recently weve done extra patrols to address that behavior. Reporter spill there were some parties at unregistered frat houses. The agreement is only for registered fraternities. Theres a number of unregistered fraternities that still have parties, houses that still have parties. Reporter students are glad that the ifc is taking proactive steps and hopes that it will lead to safer parties in the long run. Theyre doing the right thing and they need to take as long as they need. Reporter in the statement the ifc says they commend the victims courage in stepping forward. The cal Public Affairs Department Says that they do not have a strict definition, but if they see people coming in from outside, loud music, or alcohol that they would consider that to be a violation of this current voluntary suspension. And now to some developing news in the federal Investigation Underway tonight following a cyber attack that slowed traffic to some of the internets most popular websites including twitter, netflix, and amazon. If you are online today you may have noticed some sites were slow to respond. Tech experts say that a series of denial of service attacks targeted the company back east that routes internet traffic. While they tried to fend off the attack, Internet Service was disrupted or slowed. This outage map shows the effects both on the west and east coast. As ktvu jesse gary reports we dont know who is behind the attacks. What we will do is take a look at some of the hackers network. Reporter the computer engineer jeffrey falls is in a constant fight with Cyber Security. Todays breach comes as no surprise. Theres some hacking going on there. Reporter not just some, but starting around 7 00 eastern time the first of two large scale Denial Service or bbos attacks impacted servers by preventing the loading of web pages. This affected popular apps and websites such as twitter, spotify, comcast, netflix. Some web browsers at campbells Orchard Valley network noticed slow service to the sites or no service at all. This happened since yesterday. Right. This morning. We are trying to get some other sites. I thought it was odd that i kept getting nothing. Reporter the department of Homeland Security is monitoring the situation. The rules of the road when it comes to Cyber Security in large part are well established. Were saying that it is increasing amount of the attacks against the foundation of the internet so it is a good example of this. The lab says that the areas of cyber vulnerability, they migrated from phones, laptops, tablets other smart techs. They managed to restore service 11 hours after that initial attack. A federal grand jury in oakland indicted a russian man on charges that he hacked into computers belonging to mountainview based linkedin. They are working to stop that and that they will take at least five hours to make repairs to restore the Water Service to the area. And they ruptured in oakland this morning, turning the street into a flowing river there happening at 8 15 along montana street and oaklands diamond district. They say ten homes suffered damage including two apartment buildings, a neighbor telling us that at one point that they gave way beneath their feet and that they needed to pull them out of the water. The mud crews would plan to work all night hoping to restore service by 7 00 tomorrow morning. And tonight efforts to enact their use of force policy in the San Francisco police department, they hit a snag. San francisco interim chief Tony Jacqueline says that the department and the police union are at an impact. He said that they would agree on most issues, except for moving vehicles that would be forbidden. Well residents of an apartment complex in redwood city held a march and a rally to speak out against the rising cost of rest. Many of the tenants of the buckingham apartments face eviction because the new owner is renovating the building and has plans to raise the average rent by more than 700 a month. Now currently a onebedroom goes for 1,600 a month well below the market rate. Most of the current residents say they cant afford the increase. So far about a dozen residents have received eviction notices. Housing website zillow shows the oakland rent index just went above 3,000 in september compared to 2013 when it was estimated at 1,700. Thats crazy. I think its already kind of difficult for people to afford, you know, low income housing. Reporter that figure may include newly constructed units where rents tend to be higher. At the alliance empowerment, outreach worker Vanessa Bulnes says that figure is out of reach for most of the middle class. Its impossible to dream about living in the city of oakland when you see those numbers for paying rent. People of color, latinos, we dont see a future here because of the rent increase. Reporter current protections in oakland are not enough. Council member rebecca kaplin agrees. The rent increases are the highest. Kaplin is hoping that voters will pass measure jj in november. They would protect renters of wrongful eviction. Reporter believing that building more housing in all income levels could be the solution to rising rents and displacement that so many are facing. If we protect renters and we expand the supply of housing, then we could get out of this crisis. Reporter a spokeswoman for the Mayors Office says that the most important thing is for tenants to know their rights. Theres roughly 90,000 rental units in oakland not including singlefamily housing. The most recent incident happened late yesterday afternoon near closing time. A man dropped off the bag inside this shelter. Inside were three kittens. The board president Stephanie Gomes shows us the kittens, all three are suffering injuries to their legs and paws. This one is in the worse condition. They have ulcers on them. Then on this portion, there are ulcers here. Is it with the joints . Yes, she is treating the abused kittens at the hospital, saying that it will be one of the more severe cases she has seen that the kittens injuries may have been caused by their legs being bound. She has undergone a blood transfusion, after they were first dropped off at the shelter. Which could be deadly for kittens. They were inside this area with hair ties. It is pretty vicious. Reporter they suspect these kittens and two others in similar conditions dropped off last week may have been used as live bait to train fighting dogs. This is a typical thing that dog fighters will do. They take small animals and they train dogs to fight with them. Reporter two Solano County Sheriff Deputies arrived. After being cleaned up, treated by antibiotics and feds. The kittens are on the road to recovery. Gomes is asking for the publics help in putting a stop to the abuse. Somewhere in the area theres dog fighting going on. I want these people in jail. Two oakland Police Officers stood before a judge today to answer sex charges involving prostitutes. As ktvu Crime Reporter henry lee tells us there are two separate cases, but both officers are being represented by the same attorney. Reporter Ryan Walterhouse and Giovanni Loverde both joined the Oakland Police in 2014. Now both are criminal defendants charged with engaging in sex acts with prostitutes. Both pleaded not guilty friday at the hayward hall of justice. We are not guilty. Reporter walterhouse who is engaged is accused of tipping off a sex worker to Undercover Police stings, paying her for sex. Outside court he briefly spoke exclusively to our cameras. Giovanni loverde a married father also did not want to discuss his case. He is charged with engaging in a sex act with jasvir singh once known Jasmin Abuslin once known as celeste guap. The judge ordered loverde to post 20,000 bail. Ill tell you here and now that he never met her. He did not do what he is accused of. County was sentenced today to three and a half years in prison and in a Corruption Scandal that also snagged his brother. He admitted to soliciting 350,000 for exchange on actions for legislation. His brother former assemblyman calderon pleaded guilty to laundering some of the money sentence today a 10month term. Calderon who is 59 was ordered to report to jail january 3.
