A woman called 911 saying her next door neighbor was firing shots, but it wasnt from some ordinary handgun. A shooter, this was a male described to have a long rifle with a scope. He was reported shooting in the area 9500 block of las vegas. It was reported the shots were fired at residents. Some of the cars parked on the streets as well. Oakland officers responded immediately. When they arrived on scene, this individual started shooting in their direction. Reporter police returned fire. The suspect disappeared back into the residence. It was a guy with a gun. I was scared, so i stayed inside and locked my house down. Reporter as the active shooter situation was unholding, nearby high schools were placed on lockdowns. On and off ramps at 98th avenue was closed by chp. During the incident, sky fox shot this video of what appears to be lewd images spray painted by the suspect on a nearby home. After for an hour, officers were able to arrest the suspect 32yearold Jesse Enjaian outside the home. His rifle with the scope was recovered. Sources say he was shot in the ankle and shoulder by an Oakland Police sniper. He was taken to the hospital by ambulance. A motive is not yet clear, but i have learned from Police Sources that the suspect has been involved in ongoing disputes with his neighbors. A neighbor says she knew she wasnt the only one the shooter targeted. He also said it would be difficult for her and her son to return home tonight. They make a mess in the lobby. There is urine in there and puke. They have men in there who have their zippers down with their hands in their pants. I have come in late. And is it a problem . Its cold out, you know, people need a place to stay. So for me i understand it. Reporter the trivalley has six shelters in place and the director of the trivalley. We could probably have ten of them here. We have a food pantry and to provide blankets, water, food. Reporter in 2014 the city of livermore held a crisis on the housing market. They started to solve those problems, the postmaster would close the lobby from 9 00 p. M. To 5 00 p. M. Daily. With the closure eminent, there is a crisis of his own. I know it will be closed and it will be closed down. The thing of it now, i dont know. I dont know where to go. Because there is no place to go. Very sad story. Now the lobby on the post office has been open 24 7 for the past 20 years. The city of livermore is looking for state and federal funding to create more affordable housing. Todays storm has caused Power Outages around the bay area when we last checked with pg e there were more than 17,000 customers affected. Most of the outages of 12,000 are in the south bay. Nearly 4,000 pg e customers are without power in the east bay. In the north bay more than a thousand customers are said to be without electricity at this hour. In less than ten minutes, two cars swallowed by a sink hole. The rescue operation underway tonight in Southern California. New at 10 00, Transit Administration has delayed a decision on a multimillion dollar grant needed to keep californias highspeed rail project on track. The 650 million federal grant would help pay for the electrify casing of cal rectification of caltrans. They need to electrify the line if they will run their service in San Francisco. California republicans had asked the Transportation Department to block approval of the grant until an audit of the bullet finances is completed. Caltrans executive director jim hartnet vows to continue the fight saying electrification is the greatest that this corridor has ever taken, offering unique environmental benefits. The Environmental Protection agency will have a new leader tonight. But the environmentalists say he is unfit to serve. Former general confirmed today and swore in democrats. Scott pruitt faces massive democrats and activists and the environmental scientists who would sign the petition opposing the confirmation. But the republicans said he would help ring in the agency, which he says takes power away from the states. A man who spent years suing the epa, taking the top spot in the epa. They are 54 and the nays are 46. The motion is agreed to. The Senate Republicans and the two democrats voted for pruitt while the environmentalists and the Senate Democrats held an all out, allnight effort to delay the vote. And some who donated to his political campaigns. The sierra club and other opponents of the 48yearold republican say he spent six years as attorney general of oklahoma during which he expressed some doubt about global warming. In his confirmation hearing, he would adhere to the rule of law. And regulators are suppose to make things regular to fairly and enforce their rules, not pick winners or losers. Reporter pruitt filed 14 lawsuits against the epa. Some of those lawsuits are still out there. Dan farber says his lawsuits challenge epa regulations on epa emission and waste water clean up. Pruitt wont be able to change the law. They view it as nothing, but a burden to the economy. They dont think that it is serving any useful purpose. Reporter pruitt will have power to make enforcement changes. He could just decide were not going to bring in enforcement actions. He can cut back on the size of the Enforcement Division that would happen before. And to the point where really they are just not in a position to really, you know, be out there enforcing the law. Reporter shortly after the confirmation they posted this message on twitter saying they would like to congratulate mr. Pruitt. We look forward to welcoming him to the epa. The website also posted his biography saying in oklahoma he had basically created this unit to combat unwarranted regulation and overreach by the federal government. Reporter julie, Police Received a tip from someone who said this man posted rabbits on craigslist offering them for pets or to eat. These rabbits are among the 40 impounded from a man selling them out of his garage. They are now being cared for by save a bunny in mill valley and in foster homes. These guys are probably no more than eight days old. Reporter it is a Health Code Violation in San Francisco to sell chickens or rabbits as pets or novelties. So she contacted the rabbit owner, saying she was interested in buying the bunnies, learning he had dozens. I wanted to get a sense of his operation. My sense was i needed to contact animal control and care as soon as possible. Reporter a number of rabbits being sold as meat has increased dramatically in the past four years. There is a push to make them a part of specialty cuisine. Instead of doing say one rescue rabbits per year we are doing four large scale ones in several smaller scale ones. So it is a big deal. Reporter animal control and Officials Say the owner of these rabbits would willingly surrender the animals. When they declined to release details of this case, normally it is a misdemeanor for each animal, but a fine for each count.
