System eyeing the nearby creeks, tonight as you can see in this video they are outside many businesses, all in preparation for rising water. In the mountains, residents are preparing to be pounding for another town of wet weather, just about cut off by the last storm. Now they are questioning how much more they could handle. This system is moving in taking a live look at San Francisco and the bay bridge there for the ground. Already starting to fall a bit. All of them are expected to gain strength. Rob malcolm is live in the north bay where flooding is once again a big concern. Hes tracking the severity of the storm, mark. It is expected to be a good one. It will be an intense strength. We are talking about heavy rain at least 15 hours as we would head through your monday. As you can see right now, this will be the most intense one. Youll notice the very narrow band and that narrow band will be focused towards the bay area. Right now though we have the clouds in play with some rain showers. Really they are not here just yet with a lot of clouds in place for the region. But i expect more development over the next two to four hours offshore where they will increase and so will the intensity. As a result they are under the flood watch in place until 4 00 a. M. On tuesday. So once the rainfall rates verify and they will most likely turn into a Flood Warning or a flash Flood Warning. Also the winds will be a big factor as well as they will be in place for a good portion of the region until 1 00 tomorrow afternoon. Winds are gusting at 45 miles an hour and a high wind warning. This is actually ramping up the wind speeds. Beginning at 1 00 p. M. Monday all the way until 3 00 a. M. On tuesday for all the areas shaded on this map. So the high winds could be gusting 50 to 60 miles an hour. Down trees and Power Outages will be a big concern with the live camera taking a look at San Francisco and some clouds are in play with some rain showers just offshore. Some of the expectations are falling with a big range. Two to eight inches. We talked about winds. Coming up in a few minutes ill break down the forecast model and also break down that big range in terms of rainfall expectations across the bay area. You are talking two inches to eight inches. Marin county has seen their share of damage from our powerful rainstorms. Tonight they are preparing again for the potential of flooding where rob malcolm is there for us tonight. Thats right heather. You know what that has been well documented when those storm clouds rolled over mt. Tama it usually means misery for People Living here. The creek running in town is why many of them are on flood alert. Reporter even the Ross Valley Fire Department is getting prepared for the coming storms. Were preparing by up staffing with extra facilities. Like what you would see here we are notifying the citizens in the creek area there is potential flooding coming tonight and tomorrow morning. Reporter the Fire Department has been through this before. Markers are on the flag pole showing you how high the water has rose in january of 1982. The entire fire house was under water. Glenn as they would secure their house, likely handling the calls in the area. We would deal with a lot of the power lines being down. Then we have our standard calls. Reporter also tonight the muney family is taking a peek at the rising creek. Once they start to get above the high beam it will get dangerous for downtown. Reporter nearly every business on the main strip is lined with sandbags and flood gates behind some of these doors wary merchants. I have done this for the sixth or seventh time. Its a lot of work. You getting tired of it . You know, as long as it does not flood i could deal with it. Its better to play it safe with no guarantees on what this weather may bring. Reporter and back here live we talked to one business owner. We asked her if she has ever thought about moving. She said not a chance. Business is too good here with the drier month. We are live, rob malcolm ktvu fox 2 news. Rob, i just checked with mark who said no doubt about it the creeks are expected to rise. At what point though does the real emergency sort of go off in that area . Reporter well if you look behind me heather youll see here the flood alarms usually go off when they reach 13 feet. That would be at the bottom of the bridge when the flood alarms will go off and people are advised to be looking for those flood alarms and not rushing through the creeks, but to take a look at the Rushing Waters and create another emergency. We know they work because we have heard them just less than two weeks ago when they would occur there. Thanks so much live for us tonight. Emergency officials are keeping a close eye on the oroville dam as the next storm approaches. Right now the water manager says there is more water flowing out of the reservoir than it is flowing in. They say lake levels continue to drop and have fallen about 50 feet from when water went over the emergency spillway. A break in the rain gave crews a chance to remove any build up from debris below the main spillway. Theyve been working around the clock to repair the spillway erosion. Joining us live on the phone to talk more about the situation at the oroville dam is California Department of Water Resources spokesman chris orock. Is the dam ready for the storm . Reporter good evening, the reservoir is ready. One thing that we want to constantly point out here is the dam wasnt affected during this. There was a spillway off the side of the dam with no damage to the dam. But the spillway we have been reenforcing the hillside of the side with cement and now were down below dredging out some of the debris on out of the diversion pull or the water flows away from the area. Chris, tell us more about the debris problem there near the bottom of the spillway when you would expect to have that situation remedied. Reporter we have crews working on it 24 hours a day even with this weather taking big heavy equipment from the side and clearing out some of that dirt and cement. We have put the heavy equipment on barges that are now starting to flow down in there to get that debris out of the middle. It will take a couple of days to dig out the channels through all the dirt thats been down there. But that would allow their water levels to lower down to get that natural flow of water coming out of there. E we know you have been talking about the dam. The emergency spillway, which overflowed just a week ago. And then the main spillway, which would have a giant crater in the middle of it. Tell us about the repair work on both of those spillways. Well, the emergency spillway, we will continue to place rock, gravel, and then put that in with some cement so when that rain system came, the water is going to run down that area instead of continue to erode the dirt that was eroded before. On the flight controller main spillway, we cant start any work right now because we still have 60,000 cubic feet per second just throwing down that structure. Until we are through the woods of these storms coming, we cant stop that flow from coming out to allow our engineers to get in there and actually look and see the extent of the damage. Thatll happen about two to three weeks. Yeah, i was going to ask how big of a break from the Rainy Weather do you need in order to get in there and evaluate the situation . Well, we need to continue to evaluate the in flows into the reservoirs as you said in your opener, where she more water coming out right now than we have going in. Thats going to change a little bit with the storm coming in. We expect to see a period of time when the inflows will exceed their outflows. But only for a short period and we are looking for about a five foot increase in their reservoir levels. But we have taken so much water out recently we are down to that number that the director wanted about 8 50 of lake level. And so we are comfortable that we could absorb the water coming in over the system. Chris, we are just about out of time. Real quick, what about residents that are downstream . I know the Evacuation Order was lifted, but are they still on notice they might have to leave if the situation changes . The sheriff still has the evacuation warning. But one thing i want to remind people if they need help in evacuations, contact the Sheriffs Office now so our emergency personnel, they know where you are and they know you need assistance and show us the worst of the worst. We could get help to you faster. We know that will not happen and everything will go by safely with no major problems. Thank you, have a good night. Ben lomond homeowners brace for another storm when they barely recovered from the last one. We have a big limb that fell down to hit the garage and weve had a little flooding with my husband working on the bathroom right now inside the Mountain Community theater, the cast and crew for the winter production are working fast before the rain will start to pour down. A couple of weeks ago the roads were a problem. And a lot of them would work in santa cruz and they live in santa cruz and then you come up here to ben lomond for rehearsal, which is rather difficult. They had to cancel a couple of rehearsals when highway 17 closed. The stage manager had to book a hotel room just to make it to work. They were taking anywhere from three to four hours to go in one direction to get to san jose. Jeffrey was closed, highway 9 was closed. Reporter the local park was forced to close after they surged knocking down the fence. They are getting a little tired of the rain. And i would drive to work in santa cruz. And almost every day i had to reroute myself because of the limb being down or the roads are closed or something. But the show must go on. An escape from a wet and dreary reality is welcome. The cast and crew for the lion and the winter say they are still good for their march 10 opening night. Because the actors stranded, well they did their own rehearsal in their living room. The suspect may have barricaded himself inside his apartment above the country store. When the swat team finally gained access, cameron was not there. They have now issued an arrest warrant, saying he may be armed with a handgun. A new album that is aimed at helping veterans cope with the battlefield to civilian life. He knows the pain and the difficulty of the transition each hand. The block has never been a problem for john preston. The singer song writer would serve time on the battlefield of iraq. Their songs are personal. And i came back 12 to 13 years ago and it is still in my brain. It has not gone away. Reporter two years ago he made this music video about the life of a fellow marine killed in afghanistan leaving behind his young wife. [ music ] reporter now preston is on a new mission joining fellow combat vets on a new album called battle cry. Its not completely about hope, but its about people batting the posttraumatic stress. Preston joined others to raise money to help veterans deal with ptsd to help prevent suicide. And today they would take their own lives. Especially in the veteran community we would have that motion and we are not very good at projecting that out saying im hurting. That pain could go unnoticed. The older brother is also a combat veteran of 20 years, suffering from ptsd. I missed it, you know, i missed it. I have been doing this for two and a half to three years and i missed it. Reporter the 42yearold took his own life leaving behind a wife and children. And my brother, he left four kids. You know, and he left four kids, a 7yearold who is going to be asking me now what his daddy was like. Reporter john was on the road in sacramento with the camera documenting his music adventure when he would get that call about his brother. He told the photographer to keep rolling. Something told me then that i could utilize that. And to hopefully help someone down the road. Reporter his brothers death would inspire his contribution to the veterans album a song called super man falls. Literally he would change so many things in their lives. And they were being ripped apart. The song is from battle cry to help them express their inner turmoil to help the rest of us understand it. The proceeds from the album sale would go from their initiative and their veteran support group. And they will be available online. Battle cry is the songs of their heros to go on sale friday as you could find them on itunes and other online stores. People in the county, they are bracing for more rain as they would deal with flooding and a muddy mess. The last storm of their cafe said they were knee deep in their restaurant as they would reach several feet in some areas forcing about 200 people to evacuate. People in the towns of maxwell and williams would deal with showers, expecting the heavier rain to begin overnight. They are being prepared for whomever needs them. But at this point they will not provide much protection. At least five people died in the most drenching storms for years. In Ventura County they were swept away by a fast moving creek on friday. One person was found dead inside a fully submerged car. A 55yearold man was electrocuted when the tree brought down live power lines and hit his car and in san diego two people died in the rainrelated car accident. Repairs to the los angeles sinkhole that swallowed two cars on friday could take weeks to repair. The second car fell into the gaping hole on live television. It happened on the boulevard in studio city as firefighters rescued a woman from the first vehicle suffering only minor injuries. The man in the second car would get out before that vehicle actually fell in. And the sierra is seeing a record amount of snow this year at kirkwood ski resorts. It will be as far as i can see more than four inches of snow is falling at the resort in the last 24 hours. Officials there say they have experienced steady snowfall all weekend and of course much more is expected throughout the week. The season total is now 501 inches at the summit. It is still coming down. Lets check in with our meteorologist mark ibanez to talk about what mark tamayo about what were expecting for the bay area. You want to get a big break out there and unfortunately that is not happening as we would get another storm system developing offshore with all that moisture being directed towards the bay area as you can see right here with that flow here and just transporting a lot of moist air towards us and near the dynamics to squeeze out all that rainfall that will be happening as we would head into your monday and first thing monday morning that rainfall in fact might wake you up tomorrow morning. But right now as you can see we will have the clouds in play and they are reporting light rain at 10 00. Light observation here as we would come in closer with the rainfall showing you them offshore. And it looks like the portions of the marin county as well. They would have more coverage and they will be increasing over the next one to two hours as you just heard they are expecting another two to five feet of snowfall. That is how strong this system will be. If they have a winter storm warning until tuesday at 10 00 p. M. , then the snow levels will be going up to around 7,000 feet as we would head into monday and then gradually dropping off. Once again i cant stress this much as it will be a flood watch for the entire bay area from 4 00 a. M. On tuesday and the rainfall rates will be verifying this will turn into a Flood Warning. The wind speeds will be picking up as well as you can see them moving out of the southeast checking in at 23 miles an hour out towards sfo. We would have winds at 14 and Half Moon Bay is gusting up to 29 miles an hour with a wind advisory in place and high Wind Warnings will kick in tomorrow afternoon. Looking live towards San Francisco and the bay bridge and the storm clouds, they are not too far away. Theyll be moving in first thing on monday morning. As a result the flooding likely, additional mud slides and damaging winds. We will have a lot to go on here in the bay area as you can see with the rainfall. Whats interesting here, this will be a prolong period of heavy rain throughout the day on monday and of course hour by hour as you would add more rain thatll add to more problems as well. You might be backing off the intensity by this time tomorrow after 8 00 to 9 00. Here is the deal with heavy rain at 7 00 a. M. On monday and into the 12 00 hour still heavy rain. That will be the sky cast and more rain and wind by 3 00 tomorrow afternoon. Rainfall estimates will be a big challenge. Because it depends on where that narrow band will set up just offshore. We could be talking about rainfall around two inches. Santa cruz mountains eight inches. Even right around the bay area itself, we could amount to four hours of rainfall a lot of rain to pick up in a 24hour period as it could potentially be happening for your monday.
