Lows were in negative territory across the midwest today Single Digits in the northeast. The ill arctic wind blew no good pummeling much of the country with snow, ice and chaos. Kevin youkilis is in jamie yuccas is in the thing of it. Icy roads more like demolition derbies than highways. Kent barnard with the Minnesota Department of transportation says black ice is the major worry. Its really hard sometimes to see black ice because it basically blends in with the pavement. And then we get all the crashes like we did today. Absolutely. Reporter residents of sioux falls, south dakota, began their day clearing up to six inches of snow dumped by yesterdays storm. In sioux city, iowa, this s. U. V. Veered off the road and ended up in an icedover river. No one was injured. Today Iowa State Police were coping with trucks and cars still stranded along an interstate near des moines. Snow and ice led to more than 50 accidents. There were dangerously cold windchills across the plains, from minus 34 in langdon, north dakota to minus 4 in chicago. The cold front stretched to the nations capital. Up to five inches of snow caused dozens of school bus accidents. Many parents complained about School Districts that decided to remain open. One d. C. Resident didnt seem the mind the snow. Bow bow, the national asks 16monthold giant panda spent the morning romping around and even played with her mother on her first snow day. While that looks like fun kids at minneapolis Public Schools will have a know day tomorrow themselves, but because of the cold, and on a serious note, scott, gusts of wind could reach 40mph. Reporter well, scott, a lot of locations already very cold, but the harshest cold of this outbreak starts to pour its way southward tomorrow and takes over most of the eastern United States temperatures as much as 3 degrees 30 degrees below average at the coldest time of the year. Another cold front will move through for the end of the week and the start of the weekend. The cold will be prolonged for the entire eastern United States. Parts of 31 states have at least one windchill advisory or warning from the northeast back on through the plains. And in terms of forecast, tracking the core of all this, by tomorrow evening windchill values at 20 to 30 below at times as cold as 50 below in minnesota. We head toward thursday morning out the door, that cold air all the way into the deep south and windchill values subzero. In atlanta Single Digits all the way down to the gulf coast. Scott, no one in the south has had to deal with cold like that just yet this year. Pelley eric, thanks very much. At least its cheaper to fire up the furnace. The price of oil and natural gas continue to plummet. Oil was down today to 47. 93 a barrel. Six months ago it was over 100. Its a matter of oversupply and falling demand. Drivers are saving a bundle, but u. S. Steel told us today that its laying off 750 workers who make pipe for oil wells. Investors are worried. The dow fell again today, more than 130 points. Its lost more than 2. 5 just since new years. In another important story tonight two more new York City Police officers have been shot just two weeks after another pair of cops were targeted and murdered. The nypd is the nations largest force. It was pulled into the National Debate over Police Violence and minorities after a grand jury declined to indict an officer who choked a suspect to death. Michelle miller is following these new developments. Reporter in a city already on edge, there was an intense manhunt for the suspects who shot two officers. The shootings came just days after the funeral of two other nypd cops killed in the line of duty before christmas. By midafternoon three people were in custody, but tensions in the city remain high as Police Accuse mayor bill de blasio of not supporting them. Ed mullins is the head of the sergeants union. This constant atmosphere of antipolice, antipolice antipolice has certainly breakthrough about a concern for safety and an awareness of our own safety doing this job. Reporter the bad blood between the mayor and Police Unions began a year ago with a pledge to end tactics like stopandfris, which target minorities. The tension worsened when the mayor allowed protesters to march freely throughout the city after the grand jury decisions in ferguson and staten island, and at one point de blasio questioned how police might interact with his own black son. Weve had to literally train him as families have all over this city for decades in how to take special care in any encounter he has with Police Officers who are there to protect him. Reporter some officers say the mayor created an antipolice atmosphere and turned their backs on him in protest at the funerals of the fallen officers. My message to the mayor is to humble himself. Hes the leader of the city. From almost every Police Officer ive spoken to, they all sit back and say and ive asked them, what would you do if you were the mayor. They said, id apologize. Reporter now there are questions about whether officers may have stopped policing in protests. Arrests were down 56 and parking tickets have been slashed by 93 . Union leaders say there is no work slowdown, but the Police Commissioner says he is looking into it. And at this point, scott there is no sign the friction between the police and city hall is going away. Pelley the two officers wounded last night are expected to recover. Michelle thanks very much inch washington, the new 114th congress convened today with the republicans now in charge both houses. They have a 246188 seat advantage in the house of representatives, and in the senate they have eight more seats than the democrats. But for at least one moment today washington gridlock was replaced by lip lock. Reporter republicans immediately introduced senate bill one, a bill to expedite construction of the keystone xcel oil pipeline, followed by a bill altering a key obamacare provision, requiring companies to cover fulltime workers. Both bills have some democratic support, still the white house promptly threatened to veto them, taste of whats to come in washingtons new balance of power. The honorable john boehner. In the house ohios john boehner was reelected speaker but two dozen of his fellow republicans defected, voting for members they consider more conservative. Webster. As speaker, all i ask and frankly expect is that we disagree without being disagreeable. Reporter Speaker Boehner has experienced defections before, but not this many. His aides said they were not surprised and noted there are bound to be a variety of views that n a party that now enjoys its largest majority in the house, scott since 1928. Among those women is republican Elise Stefanik of new york, sworn into her first term in the house today. It wasnt that long ago that she was a member of another freshman class in college. She is the youngest woman ever elected to congress, and Norah Odonnell has her story. I think the average age of a member of congress is like 58. Youre half that. Im a little more than half that. I joked on the campaign trail. I was 29 when i won my primary and i turned 30 within a week afterwards. I said, i think im the only one of my friends who is looking forward to turning 30 and leaving my 20s. Reporter but think about that congresswoman. Here you are coming to serve in the United States capitol. You dont look like most of the other people here in congress. I dont but i think thats a strength. I realized this on the campaign trail. I dont look like a typical candidate, and i decided early on, im going to use that as a strength. Nice to meet you. Reporter even at 30, Elise Stefanik is no newcomer to the game of politics. After graduating with honors from harvard she started working for president george w. Bush and then headed up debate prep for Vice President ial candidate paul ryan. When i first went to him and said im considering for running than office, and he too ran at a younger age than i was he said, you have one mouth and two ear use them in that ratio. A lot of freshman up are here. Reporter stefanik wants to bring new ideas to intractable issues including tax and regulatory reform. Someone noted the Republican Party has wanted to bottle and mass produce candidates like you, young female and republican. Does the Republican Party have an image problem . I hope we take away lessons from this past election cycle. I think we need to have a tone that reaches out to women and thats something ive been very focused on. One issue that will be getting a lot of attention from the new congress is border security. Members wont be happy when they see the story. It raises serious questions about how taxpayer money is being spent on the border. Jeff pegues has a look. Reporter with 7,000 miles of u. S. Land to patrol, increasingly u. S. Customs and Border Protection is relying on drones to help arrest illegal immigrants. But this department of Homeland SecurityInspector Generals report raises questions about whether the program is worth it. In 2013, it accounted for 2,200 arrests. There are ten drones flying in a program at a cost of 62 million a year. The dhs Inspector General. If you do the math on that, thats about 27,000 per apprehension, which seems like a lot of money. So i think customs and Border Protection has a lot of work to do to increase the effectiveness of the program. Reporter over the last ten years, this unmanned eye in the sky program has cost nearly 500 million, and its getting an additional 443 million in funding. Dhs expected 23,000 total flight hours per year, but its only logged about 5,100. It has claimed that the drones would operate along the entire southwest border, but according to the Inspector General they did not. Armed predator drones have been used on the battlefield in afghanistan and pakistan. Here along the u. S. Border, predators are used strictly for surveillance. Customs and Border Protection says it disagrees with the reports portrayal of the unmanned aircraft. Last year Agency Officials say in missions contributed to the seizure of 253 million worth of cocaine and marijuana. They also led to weapon seizures, arrests and the detection of nearly 8,000 suspected illegal immigrants. Customs and Border Protections says it is not planning an expansion of the program at the moment. It plans on purchasing one additional drone. Scott, right now there are only nine. Reporter to the naked eye these are nothing more than photos of some of todays biggest celebrities. To a hacker these highresolution photos or clear views of hands or fingers could be used to recreate a fingerprint. A hacker in berlin, germany creates to have done just that. Krissler says these pictures of the defense minister were take within standard camera by a photographer from about ten feet away. He says he was able to zero in on her fingerprint and reproduce them using readily available software. We spoke to him via skype from his offense. The whole security of the system relies on keeping something secret that isnt secret. So you show us every time. Reporter krissler says there are serious flaws in biometric security using fingerprints. Days after the fingerscanning iphone 5s was released, he successfully unlocked a phone by recreating a dummy finger using glue to make a photograph. He says fingerprints are even less secure than passwords because once theyre stolen, they cant be changed. There are a lot of things worth a lot of money. Information can be worth millions. A security expert says fingerprints should not replace passwords but be used as a second layer of protection, but celebrities may be in more danger than most of us. Its not a scalable attack against general people. This would be a very targeted thing. You have somebody, their photos are publicly available. Theyre an important person, and the reward outweighed the risk. But the risks are now great enough that Cyber Security and privacy are prominent at the Consumer Electronics show in las vegas this week. Companies offering extra levels of protection see the potential for profit, offering new ways to keep consumers safe online.
