The military can scramble helicopters or jets if an unidentified aircraft does not change course. Tourists saw the gyrocopter coming. This is not good, people. Reporter but there was no official alert to congress from capitol police. Representative Benny Thompson of mississippi. The other thing you have to look at is why our system of detection and identification didnt tell us this person was approaching the capitol or potentially the white house before he landed. That in itself is something that should not be. Reporter hughes had been planning and talking about the stunt for months with the tampa Tampa Bay Times. I had carefully planned it so nobody would get hurt. Reporter in a Statement Today the secret service said a reporter from the Tampa Bay Times called the agency at 1 00 p. M. To inquire if the agency was aware of a permit obtained the fly and land on the u. S. Capitol ground via gyrocopter but the secret service did not say the reporter said hughes was already in the air. The Tampa Bay Times say they told the secret service the gyrocopter was in the air. The secret service says they were tipped off about hughes plan a year and a half ago and they conducted a for row investigation at the time. Specifically he wanted to go to a military base in texas and kill three or four soldiers executionstyle. His backup plan was allegedly to attack a prison. The indictment alleged mohamud traveled to syria one year ago flying to turkey and then crossing the border to join his brother who was already flighting for the radical Islamic Group called alnusra. In syria he received trainings in weapons explosives breaking and entering and handtohand combat, but before he could get to the frontline, mohamud was recruited by a cleric to return to the u. S. Pelley david martin reporting. David, thanks very much. Because of these wars in the middle east and in north africa, there is a humanitarian emergency unfolding this evening at sea. Its an unprecedented surge of refugees in derelict boats desperate to reach italy. The u. N. Estimates that 31,000 refugees have attempted this journey so far this year and about 900 have been lost at sea. We have managed to establish a link with our Clarissa Ward, who is on assignment for 60 minutes. She is on an Italian Coast Guardship off the port of pozzallo. Clarissa, who are all those people behind you . Reporter good evening, scott. Thats right. Were here with about 301 migrants. Most of them are covered in these emergency foil blankets. Those are designed to help keep them warm. Weve been waiting here now for about six hours trying to get permission to take this ship into the port, but what is happening simply is that sicilys camp, which has been hosting these refugees when they first arrived are simply full. Pelley cla risk sarks how did those people come to be on that Coast Guard Boat that youre on now . Reporter well, yesterday scott, we went out on a searchandrescue mission. They came across essentially what looked like a small fishing boat. From a distance we didnt believe there could be more than 40 or 50 people inside it. But it turned out that there were 301 people on board, none of them wearing life jackets with limited food, limited water and among them not only women and children but some pregnant women. Pelley clarissa, where are these people coming from . Reporter well, scott the vast majority of migrants on this ship are from eritrea. They are also coming, i spoke to some syrian, some tunisians. Syrians go so far as to fly from turkey to sudan, and then they drive into libya because libya is where this is all starting. Pelley as these thousands of people come floating across the med and theirian in these derelict boats, do the italians have the resources to cope with this . No, they dont scott. The italian navy used to run a program which was a huge searchandrescue operation, but it was costing the italians about 10 million a month so that was canceled. Now, thats leaving the lions share of these rescues to the coast guard, which simply doesnt have the resources or the manpower to pick up all these people. Pelley Clarissa Ward reporting for us tonight off an Italian Coast Guard vessel. There are allegations tonight that that tulsa oklahoma, reserve deputy who shot an unarmed man to death did not have the training that he claimed. Omar villafranca is in tulsa. Bates was considered an advanced reserve officer meaning he was authorized to participate in active raids. [gunfire] but after bates says he mistakenly fired his personal gun instead of his taser, killing the suspect im sorry. Im sorry. Reporter questions were asked about his qualifications and his weapons training. Cbs news has obtained bates Training Record since he joined the reserve program in 2008. The documents show he had over 400 hours of Law Enforcement training, but sources close to the Sheriffs Office today told cbs news some of those documents were falsified. They claim at least three officers were pressured by their superslidessor supervisor to change bates records to show he had received training he had never taken and two were transferred to lessdesirable positions when they refused. A Sheriffs Office spokesman said, with the we do not respond to rumors. Bates also last qualified to carry a departmentissued glock in april of last year, but those records do not include Law Enforcement certification to carry the. 357 revolver he used in the harris shooting. On a radio show earlier this week Sheriff Stanley Glanz said there was a problem with the offices record keeping. Hes certified with his own firearm and the standard issue firearm, but the problem that we have that were trying to verify is he qualified. We cant find the records. Reporter bates said he received training from the Maricopa County sheriff in arizona, but a spokesperson for the Sheriffs Department there told us they dont have any record of bates. Scott, bates is expected to answer to those seconddegree manslaughter charges when hes arraigned next week. Pelley and also important to mention that bates was a close friend of the sheriff and top contributor to his political campaign. Omar villafranca reporting for us tonight. Omar, thanks very much. Ecigarettes are now the most popular tobacco product among teens. Dr. Jon lapook found out why. Reporter 18yearold Naisha Liriano started smoking at 14, but then switched to ecigarettes. It was like sourpatch flavor. I wanted to try it. So i tried it. It gave me almost the same effect as a cigarette but it just just has flavor in it. Reporter the c. D. C. Says nicotine is addictive and can affect the developing adolescent brain. The f. D. A. Is also concerned about what else is in the vapor but does not currently regulate ecigarettes. There have also been studies showing because of the lack of controls of whats in ecigarettes, some of them give off formaldehyde. Weve also seen that some substances that are benign in food like vanilla, when heated and inhaled, become highly dangerous to the lungs. Reporter the f. D. A. Says it has the authority to regulate ecigarettes because they are tobacco products. It hopes to have rules that will include age restriction finalized by june. Pelley dr. Jon lapook, thanks very much, doc. Recent rains have done nothing to help california. The federal government reported today that 93 of the state remains in severe drought or worse. We havent had the rainfall we need this year or last year, so were concerned. Reporter across california, reservoirs are so low that most of the states farmers will get no water from reservoirs this year. In the Salinas Valley the only water available comes from wells. Its regularly measured just how deep pumps have to go to get waterment we havent seen any well goss completely dry yet but farmers have heard air sputers from their wells. Reporter well drillers are far at work further east where wells have been going dry. Farmers are lined up for one of the seven busy rigs driller steve arthur runs. Going down 1,000 1,200 feet . Yep from this job site we go up the road a mile and a half and dig another 1,000footer. Reporter farmers have been changing the way they irrigate. In the Salinas Valley, drip systems that deliver just whats needed are now widely used on fields where water once routinely flooded down the furrows. Strawberry growers here go even further, covering the earth in plastic, partly to slow evaporation. With water scarce, farmers insist they are not wasting it, they are using it carefully to feed the rest of us. John blackstone, king city, california. Pelley we were wondering in the newsroom why food prices arent soaring after four years of drought. Well, it turns out those wells you saw in johns report are filling the gaps so far. And the drought areas are actually producing bumper crops because mild temperatures are ideal for farmers with wells. It turns out that theres only 10 of the cost of food is at the farm. Every day. Pelley this year millennial aging 18 to 34, will overtake baby boomers as the largest living generation. And it turns out theres at least one thing we boomers can learn from the young. Heres cbs News Business analyst Jill Schlesinger with eye on money. Reporter renee powers graduated college as the recession began. Now 28 she and her husband keep strict control over their money. Weve always talked about money. Weve grown up talking about money. The economy has always been an issue. Reporter coming of age during the Great Recession and watching their parents struggle financially turned millennials into savers. More than half of those between 18 and 34 are putting away at least 5 of their income more than any other age group. We do have a Retirement Fund that we have been putting into the last five or six years. And weve been watching it grow, which is wonderful. Reporter a whopping 70 of millennials are already saving for retirement, and they started sooner than previous generations. While boomers began at a median age of 35 and generalxers at 27, for millennials its 22. Were strict about our Monthly Budget. If its not in our Monthly Budget sorry, its not going to happen. Reporter while this generation has a reputation as slackers who live at home living off their parents, renee says thats a bad rap. Theyre learning that staying home is going to save them money, and theyre going to pay back loans by staying home before getting out on their own two feet. I think thats a Smart Financial decision. Pelley if these millennials are such great savers, how do they do with saving . Not is good. This generation saw the tech bubble burst the Housing Market crater and suffered through the Financial Market some as a result theyre very risk averse. If you look at how theyre investing, its awfully different than their parents. 50 to 64 year old about 58 of them use the stock market. The millennials just a quarter of them are invested in stocks. Thats going to have to change if they want the hit their retirement goals. Pelley Jill Schlesinger thanks very much jill. Great to be here. Pelley this will probably be the strangest 911 call you ever heard. Well have it in a moment. Tonights eye on money segment is sponsored by sunday dinners at my house.
