We begin with the growing chaos in iraq. 2 1 2 years after withdrawing, president obama is looking for a way not to return its costs lives and billions of dollars. Theyre not looking at this. Extremists takes over large portions of the country. The shia and the them. So far they have taken huge swaths of both of those countries and theyre now eyeing the crown jewel, baghdad. Clarissa ward begins our coverage there. Clarissa . Good morning. Well when we arrived at baghdad airport, the arrival area was virtually empty but the departure hall was absolutely packed with many iraqis trying now to flee the country as the security situation here disintegrates. On the streets of baghdad this morning shiite men continued to flock to recruiting centers to sign up to fight in what is becoming a sectarian civilian war. They declare jihad. This newspaper headline says it all. Yesterday the countrys top shiite cleric said it was a religious duty for shiites to protection protect their holy ground from isis. So far the militants have faced little resistance. In mosul, iraqs second biggest city which fell on tuesday, they showed off their newly acquired u. S. Equipment, abandoned by the fleeing iraqi army. Tens of thousands of soldiers have simply stripped off their uniforms and one. This man claims he was one of a unit that tried to fight. I cant believe they gave up so quickly, he said. The taliban is supposed to resist for a few days. But they were fight 60 miles outside of the capital. In a statement theyre announcing strict islamic sharia law, women and children must stay at home alcohol is prohibit and hands and feet will be cut off. Its a move that is only likely to flame the sectarian tensions which tore this country apart in 2006 and 2007. The big question now is whether iraq will completely break apart in a sectarian civil war that could engulf the entire region. Anthony . Clarissa ward in baghdad. Thanks, clarissa. For americans the biggest question about iraq is just how much help can and should the u. S. Provide and what kind of help. The only thing the president appears to have ruled out is american boots on the ground. Lets get more from mark albert in our washington bureau. Good morning, mark. Good morning. Pwell, the president is ruling out american Ground Troops he is considering other types of military support. Hell consult with International Allies this weekend along with the government. It will take several days to plan what the u. S. Will do even as the situation in iraq gets worse. This poses a danger to iraq and its people and given the nature of the terrorists it could pose a threat to american interests as well. Reporter president obama began to make his case friday on why the u. S. May have to fight back against an insurgency who has already acquired key territory and whos already marching closer and closer to baghdad. This should be a wakeup call. They have to be willing to make hard decisions and compromise on be f of the iraqi people in order to keep the people today. Iraqi troops supported by u. S. And billions of dollar have failed to defend key cities even abandoning their uniforms while the Iraqi Government is badly violent and has been unable to contain the bloodshed since the u. S. Left in 2011. A lot of blood and treasure that went into giving the iraqis that opportunity. A lot of young men and women didnt come home. Reporter the pentagon says more than 4,400 u. S. Servicemembers died between 2003 and 2011. On friday president obama met with his National Security team in the oval office and warned the u. S. Can only give so much. Nobody has an interest in seeing terrorists gain a foothold inside of iraq. The United States will do our part but understand ultimately its up to iraq as a United Nation to solve their problems. The republican chairman of the house buck mckeon criticized the white house saying they now have Wealth Technology and a safe haren on which to launch attacks on the United States. They must be stopped. Vinita . Thank you. Also with us is juan zarate. Hes a former adviser to president bush. Good morning, juan. Good morning. You heard him saying well not engage without a concrete plan from the Prime Minister. What really are the options right now . Well the options are limited, vinita. You have no footprint on the ground. The military options immediately are not present. And so the president is talking about a political solution but the reality is you have a crisis on the ground now with the advancing Islamist Forces threatening baghdad, so you could support with military strikes, intelligence certainly trying to get the regional activists together to try to push back this offensive. But for the United States at this stage, the options are limited. What went wrong here . We spent 25 billion rearming the iraqi Army Training them. Why has it collapsed . Well this is a crisis years in the making unfortunately anthony. Youve had sectarianism creeping into not just the politics but into the military of iraq a loss of faith and confidence in the military by the population and in particular the sunnis. Youve also had this creeping safe haven coming out of western iraq and norj syria where this group isis has gained strength and momentum. So this is not just a crisis of the last couple of weeks. This is a crisis years in the maker. Last night our Elizabeth Palmer reported there is evidence that some captured military equipment could be on its way to syria. That sounds like potentially a devastating situation. This is a regional conflict and problem. Certainly the sectarianism here can cause a problem in the region between sunnis and shia. This group isis recognizes this as a regional area. Theyre going to use the safe haven to advance their interests in both countries. Juan, what do you think ultimately is at stake for the u. S. And what is the president weighing given that . There are major issues at stake, anthony. You have the implosion of iraq itself perhaps split up into a kun oi of three or four parts. Sectarian warfare not just in iraq but the region. You have regional instability, refugees in places like turkey and jordan. And then ultimately you have the potential of a safe haven. A terrorist group that has tieing to al qaeda. This is a major problem for the u. S. Long and short term. Iraq will be on face the nation in the morning. Bob schieffers grefts will includein include Lindsey Graham and reince priebus. A plane was shot down killing all 49 on board. The death toll is the highest suffered by Government Forces in a single incident since they launched the military operation to stop the rebellion in eastern ukraine. Sergeant bergdahl remains at Brooke Army Medical center. Hes described as being in stable condition after being held captive for five years. They talked about the moment the former p. O. W. Touched down on american soil at Lackland Air Force base. He appeared like anyone who sees a twostar general. He seemed nervous but he looked good. Reporter theyre not talking about the exchange. Anything surrounding his controversy is not part of the reintegration. That will be done by the department of army after the investigation is complete. Reporter officers will question bergdahl about his captivity and why he left his outpost in afghanistan. Jeffrey corn is a former military lawyer. What complicates this is its fairly clear hes suh expected of violating some form of code of the military justice if nothing more than dir ril lekz of duty. A conviction could result in jail time and a dishonorable discharge. A lenient option would include medical retirement that includes a pension. I think the real question is has he suffered enough and should we let him move asfloong what kind of message does that send to the troops or anybody who thinks hes getting away with something here . I thanks the real difficult equation this commander is going to have to weigh. Hes going to say do i have a legitimate reason in seeking retribution for his misconduct. Reporter for now hes in a standard hospital room with no tv. His diet is described as bland but he has requested Peanut Butter. Bergdahl will reunite with his parents here at Brooke Army Medical center but in a statement they said they will not make their travel plans public and he will decide when the reion yn will happen. In fact. 25 of workers will take money out of their 401 savings accounts before they retire and the irs will collect almost 6 billion in penalties for those early withdrawals. Ray martin is here with more. Good morning. Good morning. 25 of u. S. Workers. Thats a huge number. Why is this happening . It used to be when americans are strapped for cash they would turn to credit or mortgages tied to home. More folks are cut off from those loans so they turn to the next best place they could take quick cash taking early withdrawals. Last year americans took some 60 60 billion in early withdrawals. It looks like the 401 k has become americas new piggy bank. Lets talk about. I dont think theyre aware of not only the penalties but the difficulty in repaying the money if you get it out. First of all if you take a hardship withdrawal, you cant put the money back and then youre usually barred from contributing for six months. At first it looks like a good deal if you take a loan out for yourself and you pay it back at low interest. What are we talking about . Were talking hardship loans. Loans could be a good idea. You take it out, pay interest back and put the money back into the plan. Its not taxable, okay. Loans can be particularly dangerous. If you take a loan and you suddenly lose your job, the loan has to be repaired within 90 days. You just lost your job. You dont have the money. It suddenly becomes taxable and its a combustible combination. Also if you have a loan from your 401 k plan and you lose your job and you take another job, you doechlt get the job until you pay it back. Statistically whos tapping these 401 k funds . Thats right. According to fidelity. Folks taking early withdrawals are 20 to 39. Theyre cashing out their 401 k plan whence they leave or take jobs. Some Older Workers are doing it too and 75 surveyed said why did they do it . Because they were struggling with everyday financial bills and obligations. It really is surprising. They dont have the in the house and now theyre looking somewhere else. Thats correct you very much. Thank you. Its time to take a look at this mornings headlines.
