strikes from the air would turn the tide on the ground, but what we have said that the afghans have the capability to do that. and we still believe they could make difference on the ground. we can do from air, but they have a greater number, they have an air force and modern weaponry, and so it is indigenous forces on the ground, and so the support was done in that vein. again, as for counter terrorism, and the secretary said to himself, that there is not a scrap of military equipment that it cannot hit, and when it comes to the military threat that is emanating and air strikes can be effective in that regard. >> are the troops going to be getting hazard pay --
