MSNBCW Hardball With Chris Matthews September 21, 2016 23:00:00

And post game coverage. Well start with a preview halfhour. To wrak things up with debate analysis. And exclusively on twitter. Look forward to that. John and i will see you tomorrow. Hardball with Chris Matthews is next. America in blue and black. Lets play hardball. Hillary clinton and donald trump addressed the cases of africanamerican shot by police. A man you with a shot on friday. He was seen with his hands up in Police Helicopter video taken moments before the shooting. Yesterday in charlotte, Keith Lamont Scott was shot by police who say he exited the car with a gun and ignored warnings to drop it. They said he posed an imminent deadly threat. It left 16 Police Officers injured. This afternoon they called it wbr id wbr669 very upsetting. There is still much we dont know about what happened in both incidents. But we do know that we have two more names of a list to add to africanamericans killed by Police Officers in these encounters. It is unbearable and it needs become intolerable. We also saw the targeting of Police Officers in philadelphia last week. And last night in charlotte, 12 officers were injured in demonstrations following Keith Lamont Scotts death. I know i dont have all the answers. Join who does. Too many people have lost their lives who. Donald trump focused on the b shooting in wbrid wbr1209 tulsa which he said he was troubled by. I must tell you i watched the shooting in particular, in tulsa. That man was hands up. He went to the car hands up. Put his hand on the car. I mean, to me it looked like he did everything youre supposed to do and he looked like a really good man, this young officer, i dont know what she was thinking, i dont know what she was thinking. But im very, very troubled by that. Did she get scared . Was she choking . What happened . Maybe people like that, people choke, people that do that, maybe they cant be doing what theyre doing. Okay . They cant be doing what theyre doing. So we all respect our police greatly. And they will just to have get better and better and better. Donald trump was speaking at a predominantly black group. I talked about the lack of education, the bad schools and i talked about jobs. The jobs are so bad. And i said it three, four, five times. And then one day i said what do you have to lose . What do you have to lose . Im going to fix it. What do you have to lose . And somehow that resonated. Some people didnt like it. But i am, what difference does it make . What do you have to lose . Trump was introduced by the boxing promoter don king. He called trump the only gladiator who will take on the system. He got some attention from the language he used. You watchful you decide. America needs donald trump. We need donald trump. Especially black people. I told michael jackson, i said, if youre poor, youre a poor negro. I would use the n word. If youre rich, you are a rich negro. If youre dancing and sliding and [ bleep ], negro. You are dancing and sliding negro. So the you cannot a simulate. So youre going to be a negro until you die. Joining me now, pastor darrell scott. A surrogate. He spoke at your chump this morning. Give us a thought about what you thought about trumps performance today. Generally he says you have nothing to lose. The use of the n word and all that by the fight promoter. What do you think . Well, first of all, we had a tremendous time today. We had an outstanding turnout and mr. Trump was very, very comfortable. He was able to unbridle and open his heart and share what, the pastors that were there. We asked him questions the Supreme Court and School Choice and the religious liberties and freedom. I thought we had a great time. Don king has been a friend of his for over 30 years, if im not mistaken, he new in. And allowed him to introduce him. And we know about don king is flamboyant, colorful, outspoken, he is boisterous. He was sharing a personal insight from a conversation with michael jackson. And i dont know if it was an accident or accidentally on purpose. But a certain adjective slipped out. I wasnt offended and the crowd wasnt offended and it seems as if it is something the media wants to harp upon. Let me ask but the mood in your community and your congregation. Where does it stand . What are you hearing out there in the pews . Single for me this church time is gods time. I dont use the time god has given me his word to speak his word for politics. And i dont influence them one way or the other. I am for trump but i dont try to influence their politics. I tell them to make an educated decision and dont let others think for you. However, in the black community, trumps message is beginning to resonate more and more. There was a young delivery man who came to my house. He was a millennial. It was two of them sxex didnt know who i was. He didnt know i had any relationship with mr. Trump. I asked him, who do you like for the election . His apply was, em, hey, man, theres something fishy about hillary. What do you mean . Theres something fishy about hillary. It looks like shell say anything to get a vote. What do you think about trump . At least trump keeps it real. I thought that was insightful. He is in his mid 20s. And black millennials are suspect as far as where hillary is concerned. He think they see trump as realistic. I call them incognitos. They dont want to clearance the back lash in the community. One of the trump comments today was that the black community, africanamericans are worse off than theyve ever been. Is that a Fair Assessment of how things stand in 2016 . He was saying some segments of the Africanamerican Community are. All africanamericans arent doing bad. Everyone doesnt live in a depressed community. But there is a segment of the community and it is to that segment he is making that statement. When we talk about how bad things are for us right now. Our graduation late is lower than 1963. It is hard to find gainful employment. Were having riots in the street. Were getting beat up by the police. These conditions havent existed since the civil rights of the 60s. So for a lot of us, it is really bad. This is happening under an eightyear administration and were saying Hillary Clinton will be an extension of these prior eight years. Were looking at four more years of the same. What do we have to lose . Were gambling with house money. Give them a shot. See if they can improve it. If he cant improve it in four years, move him out. Up were getting killed by police. When you look at all these cases, theyre all a little different. Do you think it is trigger happy . Some are africanamerican policemen themselves. Is it more trigger happy . Are they scared . Did this go on before we had video time . Do you think it has always been like this . It is on the news all the time now. Whats going on . I think you asked and answered. Some are trigger happy. Some are scared. Theyre only trigger happy when it comes to blacks. Some are afraid of blacks. And youre right. We are seeing it more and more when it comes to the advent of video cameras. My First Experience with police, i got beat up by cops. Do you know whats funny, even in that time. It was the early 70s. It was unusual because i had a lot of friends who got beat up by white police, too. I had friends in the 70s were killed by police. I had two friends that i went to high school with. Very loud mouthed guys. Criminals, yes, but they were arrested and they hung themselves in jail. We knew that they didnt hang themselves. So that was the norm in the black Community Even when i was growing up. The very real fear of getting beat up or killed by police. It was a reality then and now but it is getting caught on video time. Your voice is powerful. Thank you. Pastor darrell scott. Thank you. Letsably the Michael Steele and stephanie from emilys list. Yesterday, Hillary Clinton talked about the need for improved policing in the wake of shootings of africanamericans. Lets listen to secretary clinton right now. We have to tackle systemic racism, this horrible shooting. This horrible shooting again. How many times could we have to see this in our country . We have to do Everything Possible to improve policing. There are good honorable, coolheaded Police Officers. Weve seen them action in new york over the last 48 hours because of the terrorist attacks. We can do better. Today, Chris Christie bhaftd secretary clinton for those very comments. Lets listen. She is a disgrace. Sth she is a disgrace. It is typical of Hillary Clinton. She knows nothing but the mouth never stops shelf has no experience in Law Enforcement except being interviewed by them. She has no back ground or experience on how to deal with these issues. It is just a disgraceful as someone who spent seven years in Law Enforcement, she is the kind of person that Law Enforcementloathes. She jumps to could nnclusions f political gain. The question you have to ask and to michael, what is secretary clinton talking about when she talks about implicit bias . What would that mean exactly . Police officers are implicitly biased . Is that the argument shes making now . Well, chris, what i think youre hearing from secretary clinton is from americans across the country. There is really something we have to be addressing here. Hillary has spent a lot of time with the mothers of the movement. And has heard so many their stories and traveled with them. There is a recognition that a conversation and then some changes need to be made. And she really wants to get to the heart of it. What is the immiss it bias . Is it Police Officers and men and women in blue . Or white people . I configure out what she was targeting there. Well, i cant speak exactly to what she was targeting there either. But the entire piece, so many of our Police Officers do fabulous work every day. It is such a hard job. That being said, we are 10 00 to see things that we should not be seeing in this country. And we need to get to the bottom of it. We have lost too many men and women at the hands of Police Officers and we really need on get to top of this. It is time. Way beyond time. It is decades beyond time. Your thoughts on what Hillary Clinton. And governor christie said, back and forth. It is the political season. We know that donald trump is trying to win the support of moderate suburbs. We know Hillary Clinton would theek energy ties Africanamerican Community. I have no objection to what shes saying but continuing political realities at work and what theyre thinking in materials of right and wrong. I think they were talking past each other. I think Hillary Clinton was talking about race, although she didnt want to say that material or put in it a racial context relevant to the police. It is Chris Christie was talking with the police, somehow speaking against the police. That is the very nature of our problem. This is very much about race. It is about policing and culture and about communication. If you step back and you listen to the video of the copter Police Officer in the helicopter, how he describes the gentleman in the car. It is not a person. It is a thing. There is this growing attitude or view within the black community that were no longer perceived as human beings. When a cop comes up to us, approaches us, that they are reactionary. Because they dont see us as someone as nonthreatening. They see us automatically as threat. That is not a perception for black people. That is a reality. Was trump right today . And here we are was trump right discussing this . He said the person who had their hands up in the air. Doing what the Police Officer directed him to do. And you still wind up dead. You do what they tell you to do with your hands up. You get shot. Youre hand cuffed. You get shot. Youre on the ground and theyre standing on your neck. You get shot. Or harmed. Youre in the back of a police wagon. You wind up dead. So you tell me with a environment is safe for an africanamerican male when it comes in the context with police. I dont know if telling my kids, do the 10 and 2. Turn the lights on on the car. Roll the windows down. Do everything the officer says, will come out on a good end or a negative end. That is the frustration that you hear and see now expressed more and more openly by black folks. You tell me what we need to do and go do that. Stephanie, were not you impressed by what trump. Today, i thought that may have been a suspect using that legal, that police material. That guy had his hands in the air. He was doing what he was ordered to do by the Police Officer and he still got shot and killed. Was trump right in saying that . Was trump right saying that . With regard to the video . It looked like something went very awry. It shouldnt have happened. Was trump right in saying that . Yes. I think so. For all of us, were seeing so many videos. After listening to the pastor earlier that you interviewed, talking about growing up in the 1970s and all of us, me, this kid who grew up in a very safe middle class family in montana, now is seeing things that i never saw. And it is horrifying. And as i have seen hillary talk about it and the vast majority of americans are saying, enough. We have to come one some solutions here. This is really, really important. One last word quickly. I think we need to ten this away a little from the president ial candidates. This is something that mayors, governors, city councilmen and women and local police and Community Leaders to have deal with. Are you just going to get the platitudes and the warm words and the concern at the federal level . We need to get our hands dirty on this issue and that only happens when youre on the ground. Thats the bottom line. Maybe we should urge our kids to become Police Officers. Maybe we need better comes. It is a scary job in some cases and i thikd way trump handled it. When you do everything right and you still get killed, something is wrong. Thank you for coming on. With five days to go before the first debate, clinton people say that shes preparing for all different sides of trumps personality to show up monday night at hofstra university. The role playing game different surrogates are for his, what they call, multiple personalities. One clinton confidante said. And cnn reported that she is preparing for trump to challenge her on different subjects. Clinton has spent hours watching highlight reel of trumps republican primary debates according to several people familiar with her gate debate prep. She took notes on what bothered him and studied his style. On the steve harvey radio show yesterday, clinton said she mans on standing up to trump. I understand its a contact sport but im not going to take what he says about everybody else. His attacks on africanamericans and immigrants and muslims and women and people with disabilities. It is just something we cannot tolerate. Reporter for usa today, clarence paige, opinion writer for the great chicago tribune. Back and forth, ill ask the same question for both of you so take some time. Should Hillary Clinton, heidi, get there and mix it up with trump . He reacts quickly. He is good on the stream of consciousness. Things come to his mine. Should she duke it out with him if he starts getting to be a smartal schneck. I think she has to. First of all, it is what her base is expecting. Weve talked million times about the enthusiasm among democrats. They would like to see her go on the offensive. Has anybody ever beat trump a
