vice presidential nominee tim kaine, and trump campaign manager kellyanne conway. and the margin of panic with the polls tightening is what hillary clinton's supporters are feeling. what is behind her sinking numbers? joining me for insight and analysis, republican strategist alex castellanos, maureen dowd and cornell belcher and katy tur of nbc news. i'm chuck todd and this is "meet the press." an explosion rocked manhattan last night, and then a second pressure cooker device and a bomb like the one used in the boston marathon attack was found four blocks to the north. the u.s. foreign chief correspondent richard engel happened to be on the scene last night, and what can you tell us, richard, about what we know about this incident well, it wa explosion and did not cause a great deal of explosion, but shattered some windows and went off inside of a dumpster, and some windows as high as four stories were shattered, but we are not seeing the huge crater, and so it is a crude, ploeive device. a few blocks from where i am, the unexploded device was located in a pressure cooker looking very homemade and the kind of thing that you could find the recipe for online, and the investigation right now is focusi focusing on the linkages and who is responsible? a group of people? linked to the pipe bomb explosion that went off earlier yesterday in new jersey? >> right. >> but so far, it does not seem to have caused many casualties and about half of those two d dozen people or so who were injured have already been sent home. >> and given that your beat takes you middle east, and obvio obviously, you spend a lot of time in turkey, any of the international sources finding any claims or anybody taking credit for this outside of the united states? >> i have not seen any credible claim, just talk and chatter, but i have not heard of any connection to international terr terrorism or anything on that level. unfortunately, it is not just the middle east, but the last year or so, i have been covering a lot of scenes like this all across europe as well, a and this is what the immediate concern was, did something happen in the united states. but i will say that this doesn't seem to be the kind of attack that one would stage if you are wanting to kill many people. putting a bomb in the dumpster or putting it by with the timer by a area is not what we have seen where people open fire with assault rifles and things like th that. >> richard engel just happened to be there at the scene. and that explosion as richard was referring to was not the only event yesterday. maybe they are unrelated or may be, because there was an incident where a pipe bomb explosion along a race that richard was talking about, is being investigated as a potential terror incident, and nobody was hurt there, and nine people were injured in st. cloud, minnesota, where a man with a knife assaulted people and made references to allah. and so let me start with pete. let me start with the new york incident, and the mayor bill de blasio said it is not clear it is a terror incident, but what did he mean? it is an intentional device, and we are parsing the words. >> yes, when he was speaking, he said that we don't have enough evidence to say whether it is a terrorist incident or not. but there is a considerable alt of luck here, charles. the bomb went off before the race started and the race was delayed and that is luck number one. and secondly, the device in new jersey which is three pipe bombs taped together didn't go off entirely. and so a lot of evidence was left behind. that is the second piece of good luck. and the third piece of good luck, the pressure cooker in new york also did not go off, so there is a lot of evidence for the investigators the look at, and one big question, what is in common with the two devices, the one in new jersey and the one in new york assuming they can ultimate i will see. >> so the investigates are working new jersey and new york as potentially one group? >> well, they want to know if there is a connection or same person or group, and broadly speaking, similarities. electronic timers and cell phone on both of these thing, but these are the instructions that are widely available. the al qaeda magazine "inspire" they have run articles on how to the build similar devices. so they are going to be looking at the microscopics of how they are connect and that sort of thing. >> and in minnesota? are they definitely connected or some reason to thi? >> well, there is no reason, but it appears to be a coincidence of the timing, and knnothing similar at all. they will be looking at the man's past that was shot and killed in the minnesota incident and looking at the residence to see if he was inspired by isis propaganda or whatever. >> and going back the to new york city, and more camera in new york city than any city in the world. >> right. >> i assume that they have to -- they may already think that they have suspects in mind or the it appears that the device that went off was dropped in a dumpster and that is the difference of new york and new jersey, cameras everywhere in new york, and not so much in new jersey finding the surveillance video before, but that is a productive line of inquiry for them. >> pete williams, i know that you are working the story, and when we get more, you will share. and as the news was breaking, donald trump called it a bomb that is a description that is not technically being used by officials in new york. >> just before i got off of the plane, a bomb went off in new york, and nobody knows exactly what is going on, and boy, we are living in a time that we beter get tough, folks. we need to get very, very tough. >> later after the event for the congressional black caucus, hillary clinton also responded. >> i think it's always wiser to wait until you have information before making conclusions. >> news of the explosion comes after the new and more controlled donald trump has looked more like the old unscripted donald trump in the past 48 hours. first, trump dropped the false suggestion that president obama was not born in the united states. then he made another one. >> hillary clinton and her campaign of 2008 started the birther controversy. i finished it. u finished it -- i finished it. you know what i mean. president barack obama was born in the united states, period. >> for what it is worth the so-called birther controversy did not start with hillary clinton's 2008 campaign, though there is some evidence that some supporters did go rogue in spreading the rumor, and it did start on the fringes and perpetuated on the far right and promoted and nurtured by donald trump for the past five years. second on friday night, trump again raised the spector the of violence against hillary clinton and did it again arguing falsely that hillary clinton wants to abolish the second amendment. >> i think that her bodyguards should drop all weapons. they should disarm, and let's see what happens to her. take their guns a wway. okay. and it will be very dangerous. >> clinton campaign immediately condemned those remarks and hopes they will slow trump's momentum in the polls. and joining me now is democratic vice presidential nominee the sen or the from virginia tim kaine, and senator cain, welcome back to "meet the press." >> good to be you, chuck. >> before we get into the campaign, i want to get into the events that happened yesterday, the explosion in new york city, and also incidents in minnesota and new jersey, all unrelated, and let me ask this. it is certainly creates concern this idea that terror now is an everyday part of life that we have to worry about. what can a president do? what should a president do to try to deal with, with this, with this threat that is now hitting the homeland? >> with well, chuck, it is really important, and i would say experience really matters. as you know, hillary clinton was new york's senator on 9/11 and at the world trade centers as they were looking for survivors and she has been through it, and it is a searing experience in her life and part of the national security team that worked together to revive the hunt and wipe out bin laden and so it is an important time to have experience. you have to support the military which is important, but on these instances whether they are in our cities or the european cities, the key is to havele intelligence and strong alliances where you can share the intelligence. that is the way that you stop one-off attacks is through the intelligence sharing. you don't get the intelligence sharing unless the alliances like the nato alliance is strong. >> and this is a new normal that americans just have to deal with? >> well, i don't accept that. i don't accept it is a new normal and we don't know yet about the cause of the incidents, but we are not allowing it to be a normal. we are trying to destroy isis right now, and the second news from yesterday is that the p punishing campaign that we are waging against isis is shrinking isis on thet battlefield. that is good news. but the challenge is that as isis realizes that they are losing ground, then they see whether they can exploit weaknesses elsewhere. so the military strength to shrink eye sus aisis on the gro then continue military strikes. >> and you called the choice between donald trump in new hampshire the other day, between donald trump and hillary clinton near existential, and is that hyperbole, and do you believe that the existence is at stake here? >> i think that, i think that the fidelity to the values is at stake, chuck. let me add that i do think that it is a contrast in the vision, and one of the things that i have been doing on the trail in the last couple of days is to showing the two books. hillary has a book filled with all of our campaign platforms and policies and we call it "stronger together." and donald trump wrote a book when he decided to run for president, and the book is called "crippled america." that is the vision choice that americans have in this election, and let's just use one example. the equality principle. donald trump for five years was pushing the completely false notion that president obama wasn't born in the united states and wasn't an american citizen, and chuck it is important to know how painful that is to so many people, because as you know, from the time that african-americans came here to jamestown in 1619 through the dred scott decision in the 1850s, if you were african-american in this country, you could not be a citizen whether you were slave or free or born here or elsewhere, and you could not be a citizen. and we had to fight a civil war and change the constitution to change that, and so when donald trump for five years has been promoting the notion that an african-american president is not a citizen, that is extremely powerful and painful to african-americans and oothers who know this painful chapter in american history. >> why is this election so close, and why in the sudden in the last three weeks the election has gone where you guys had a durable lead and we can debate the margin of it to now where he has a viable path to the presidency that frankly didn't seem to exist. how did this happen? if everything that you are saying is true, how did this happen? >> i u think it is because we are a close nation. you know, chuck, i come from virginia and i have been in close races and i encouraged k secretary clinton to run in april of 2014 and i said that you will be the underdog until you are the winner. we came in essentially tied but went out to the philadelphia conventions with a tight lead, but it settled down after that lead, and it is going to be close, and we have to make our case every day about the basic pillars of the campaign and the economy that works for all and safer through stronger alliances and building a community of respect rather than disrespect. >> clearly one of the problems is that you are struggling to rebuild the obama coalition, and voters under 35. this is -- i want you to take a listen to supporters that we talked to yesterday who are struggling to vote for hillary clinton. >> i think it is a lack of trust, and are from the releasing transcripts and the big speeches on wall street, and some of the things that bernie, himself, brought out in the debates and that is what people are still holding on to, and that is what i am holding on for a little by. >> people who were so supportive of bernie feel offend and betray and it is going to be taking a while to earn back the trust. >> the message was not directed towards millennials and those in college and i think that bernie can help her with that. >> and the numbers are clear, senator kaine, voters under 35 are not enthusiastic about her and interest ed in gary johnson as hillary clinton, and if you don't have them, you don't carry north carolina, florida, ohio, virginia, and i think that you know that. >> yeah, we got to win them, chuck, and let me lay it on the line. do you believe in climate science or don't you? millennials do, and hillary clinton and i do, and donald trump doesn't. do you believe that women should make their own health care decisions, and millennials do, and i do, and hillary clinton does, and donald trump doesn't. do you believe in immigration reform, and we do, and millennials do, and donald trump doesn't. do you believe in lgbt equality or not, and we do, and donald trump doesn't. and finally, a plan to deal with college affordability, and we need one, and millennials need one, and donald trump with trump university has ripped off students, and so it is on our shoulders to make the case, but on five litmus test issues the differences between hillary clinton and donald trump are vast. >> and you mentioned one thing, and that is the issue of trust and transparency and one thing i have noticed with all of the policies of the hillary clinton campaign and the ticket has put out, nothing on the government reform and nothing on the transparency and nothing on how she would -- it is a big d difference between her and what senator obama promised. he talked about the bands about lobbyists working in the executive administration and some of the propoelss, they didn't all go through, but he made pledges and created transparency and made some decisions necessary and a lot of people wanted to see, and why nothing from that, and nothing from secretary clinton and trust is her biggest problem, and yet, there is no pledge about what she is going to be doing to conduct a transparent white house. >> and two things on that, chuck. first, i think that it is understandable that young voters and others want to get into this question, and they need to also assess a donald trump who won't release his tax returns and who has ties with foreign governments that he refuses to reveal. but let's go to hillary clinton. she has said that one of the first three pieces of legislation that she is going to push in the first 100 days of her administration is to dramatically change the way that campaigns are financed. this is fundamentally about reform and transparency. as you know, we have allowed the campaign finance system go to the dark money, and super pac, and nontransparent system, and democrat support significant reform, and that is at the heart of the reform. >> and shy is credible seeing how associated she is with the big fund-raising and thing like that is. >> absolutely. with disclose our donors in the campaign and the foundation discloses the donors and remember, it is the trumm foundation making an illegal campaign contribution and trying to cover it up, and we are all about the disclosure and transparency and we do believe that reforming the way that campaigns are financed is the most important reform that the nation needs right now. >> senator kaine, i have to leave it there, because we are pressed for time. and see you out there on the trail. when we come back, the republican manager for the trump campaign will join me. i'm not a customer, but i'm calling about that credit scorecard. >> you will have to ask him that. that is a personal decision, but we heard clearly the three things that he said on his own time line in his own terms frid friday. number one, that associates of the clinton campaign started this birtherism question in 2007, and mark penn in a famous memo questioned his roots and the iowa vol unteer coordinator and then the mcclatchy bureau chief has confirmed that sid blumenthal told him that senator obama was born in kenya and they sent somebody to check it out. and so, donald trump was not running in 2002, hillary clinton was. and so donald trump said he put it to the rest based on the information, and so he said that he is moving on, period, and moving on the things that he talked about, the reform, child care tax e credits and the endorsement of the fraternal order of the police, and they did not endorse anybody four years ago and endorsed the more popular and likable clinton in 1996, but more happy with developments like that. >> and what i am curious about is who cares tab clinton incident, and donald trump for five years perpetuated this. this has been arguably part of his political identity for the last five years, and so what difference does it make if clinton does it, and why do two wrongs make a right, and forget the clinton incident for a minute, but why did he perpetuate it for five years after some associate from hillary clinton in your words? >> well, respectfully, chuck, i disagree and i disagree with hillary clinton's famous words what difference does it make? well, it is a huge issue, because hillary clinton never saw barack obama coming out in her campaign and he beat her fairly and squarely and they have not seen bernie sanders coming, and they have certainly not seen donald trump coming out and he beat her in thecome back of the last month certainly not coming. she is not nimble or resilient, and she is just, and it is expected and she deserves it and next in line, and it is her turn, darn it. so it does matter where it started and as he has been running for president of the united states this year, donald trump has talked about every policy issue that there is. we have a few more the go, but if people want to the hear what he thinks about policies that affect them, the economy, radical islamic terrorism, and to be fair, tim kaine said, if you want to see what we think about policy, we wrote a book and go to our website. really? we are out there every single day taking the case directly to the voters. >> you guys in a press release friday called birtherism a smear. you used the word "smear" and so for five years, and you were doing it to try to attack hillary clinton, does that mean that for five years donald trump was perpetuating a smear and if he was, why wasn't donald trump apologizing to the the president, and why didn't donald trump apologize no the family of somebody who died in a plane crash where he tweeted out the innuendo that this person is somehow involved with the cover-up of the birth certificate, and if your campaign believes it is a smear, shouldn't donald trump apologize to the president? >> we were reminding people where it started and it was used as a smear against senator obama by clinton campaign associates and by the way, not a bunch of the summer interns who just got it all wrong and were a little bit too ambitious, and these were chief strategists and poll strategists and kconfidants who were pushing it n. 2007 and 2008, donald trump was not running against obama for president and he was not smearing him. he was building buildings and being himself, a successful job creator and doing economic development everywhere he had a new project, and let's be fair to where it does matter, and i respectfully disagree that it does matter. >> and in 2012 when he was running for president he said, this is an extremely reliable source called my office and said that president obama's birth ser fi cat is a fraud. and so that is an example of when he brought up the issue, and how can you totally dismisthis as part of his political identity? >> chuck, i think that the only people left obsessed about this is the people covering it. mr. trump made it clear and we get any clarity on the clinton campaign on much, and he took to the podium and took a minute or less to state three very crisp thing, and now he is moving on the tissues that people care about, and it is remarkable to me to be out there with the people, and hear what they want covered while i am looking at the nbc poll this morning and i don't see this issue anywhere in the top 40, so i mean, top 20 is what i see -- >> i get what you are deflectin deflecting, and if i were in your shoes i would deflect -- >> i am not, but -- >> this hang on, and this is five years of the political identity and by the way, now that he believes that the president was born in the united states,think that he has made a $5 million charity offer or $50 million charity offer and is he going to be paying up on that front? >> you are to tell me the details of that before i can answer the question, however, i do have to say, because i want to go back to the polling, and nobody wants to talk about it, because the polls are up -- >> as a matter of fact, we are talking about it throughout the show, but i want the talk about friday here. >> okay. talk about friday all you want, but i appreciate it, and i can't believe that so many in the media were upset that they had to give 25 minutes of coverage to the incredible veterans and military heros who took the stage to them. don't they deserve 25 minutes of coverage, and everybody is stomping their feet again, because people get themselves up in the tizzy and they project on to our campaign what they believe is going to happen, and they keep on being, and keep on being dissuaded. >> talk about the friday event. why is he so comfortable using the presidential campaign, using, teasing out this annou e announcement where he called, i want to keep the ses pence going, and he talked about, and keep the suspension going. and why did he feel so comfortable to use this event friday to promote the opening of the new hotel? is that how he is going to be conducting himself in the white house? >> our campaign event was not the opening of the hotel, but it was military generals and heroes and frankly real heroes. >> the first words out of the mouth was it is a nice hotel. it is pretty clear -- >> because unlike hillary clinton, he does not read everything out of a binder. he went up on jimmy fallon and gone the other people's place, and said, nice hotel and nice baby in the front, and seriously? i am sorry that the media thinks that it is going there for something. they didn't need to go there and they don't have to cover it all, but they want to cover him, and by the way, if you are looking at people's twitter feeds after that event, i think that it is days that were profiles in coverage, and people are supposed to be covering our candidate and not consistently slandering him in social media and there is a lot of cleaning up to do there. >> and another way of asking this issue on whether he truly believes it or whether it is just him looking at the election 50 days away and you telling him sh him, hey, you need to soften your image, because he has been on both sides of the following issues, birtherism, taxes for the wealthy, muslim ban, the minimum wage, iraq invasion, libya intervention, abortion, self-funding campaign, accepting syrian refugees and japan and nuclear weapon, and he has been changing the position, and why shouldn't voters look at this and including the birtherism, and saying, he is just another politician who will do or say anything that is elected in the moment. >> first, let me address something in the beginning, and let me put to rest any presumption that i have ever told donald trump to soften the image. i walk into the trump tower and i am reminded that he did quite well before i got there. he is his own person and the instincts are excellent, and he has been successful on tv and in business and with people. and secondly to abs your question, this is a man running for the office for the first time. and he is the nominee for president, why? because people do not see him as a politician. and you want to take the statements that he made and positions as a private citizen when he is not running and conflate it with people who see him now, and hillary clinton has changed her mind and you told her running mate and you tolder h that you said to tim kaine, hillary clinton has the twin pillar problems of transparency and trustworthiness and done nothing to put to rest either of these with these days to go. i would argue that somebody who is not particularly like ord trusted by the pub lib as hillary clinton is not, really has nowhere to go and don't they feel trapped that the polls are tightening now and we are out there giving the message directly to the voters and they are running $22 million of ads according to al c. haste ingsin "the new york times" saying that $22 million of ad was a waste. she is, she is nowhere near where barack obama was amongst some of the coalitions. >> and before election day, are we going to be getting a definitive explanation from donald trump if he is elected president that he will wall off the corporation, wall off the kids so that foreign-policy decision don't somehow get intertwined with his international business dealings? and doesn't he owe the voters a detailed explanation of how he is going to be doing this? >> and we will appreciate that, and it has been a busy morning and our a apologies to kellie ann and we will figure out this technical difficulty and be back with panel with everything that we heard. and we will be discussing the issue of clinton, where have the supporters gone? yeah. chase. so you can. welcome back. as you know, we do tape this live. in a few minutes, as soon as we can get kellyanne conway back, we will let her welcome back and as you know, we tape it live and when we get kellie ann back live, we will let her answer that last question, but let me bring in the panel, and in fact,ly go to her right now. kell kellie anne conway, i have a question and then we will end the interview. is donald trump going to give the public an explanation of how he is going to be walling off the business and so that there are no illusions of what is hang hanging offhis international and family business dealings. >> thank you, chuck, for the opportunity to answer this. his son, don, jr., addressed this on a different network friday and we will consult with the experts of what is needed to be done and comply with the laws. i hope that this same question is asked of secretary clinton now. i mean, they have said that they will shutdown the clinton foundation or get away from it, and the family if she is elected but why not now when we know that she was using the state department which you and i pay for as taxpayers as a concierge for foreign governments who came in with wads of cash asking for the favors, and they were given the seats at state dinners and you will be seeing in the e.t mails that the folks were saying a friend of bill. >> and he is not going to make a pledge that he won't do any business remotely related to the trump organization while in the white house? >> i don't make pledges on behalf of him, but like i said, he complies with the law, and we will ask the experts what this campaign needs to be done, and we will follow the law accordingly, and when he president, it is for all americans and it is a full-time job for him. >> and kellyanne, thank you, and now we know that there are no conspiracy theories here for that blip on our end. >> i u would never think that, chuck. >> and now, joining us is alex castellanos, and katy tur, and new york columnist maureen dowd who is with a new book called "living dangerously" and she loves to hawk a book, and cornell belcher, and hey, live television. all good. katy, let me ask you, a i do find it interesting that donald trump over the last 48 hours has been a lot different than the donald trump that you have been covering for the last three weeks. >> yes, he was on prompter quite a bit and off prompter more, and certainly the campaign event or the hotel promotion on friday was different. he did try to give the cameras only no editorial present a tour of the hotel so that is not jiving with what kl kelly anne was saying, so he was off script talking about robert gates and trashing him, and off script calling it a bomb in new york before any of the officials were calling it a bomb in new york. and he has been going after people on twitter lately and maureen, you know about this, and this is the donald trump that we have been seeing more of the past, and it is because he is getting more comfortable with the poll, and he is rising in the polls, and he feels like he can do it. >> alex, you must have been happy for the three weeks and then suddenly, you are like, there is old donald trump again. undisciplined donald trump, and is he cocky? >> well, you not seeing that, he is always going to be donald trump. there is no other donald trump, and i guess that we have learned in the campaign, but i still think that this long-term tread is longer than three weeks and donald trump is moving up in the polls, and hillary clinton is moving down in the polls. and donald trump is strength in an uncertain world, and he is change where we are heading in the wrong direction. and sometimes we are lost in the min knew sha of the campaign and all of the small issues that are not scentral to the anyone in picking a president. >> and maureen, you know him better than anybody at the table i think and more so than alex, and he loves members of the media, and so he does spend a lot of time speaking to the members of the media and even though he is sigh mull tainly hating on them. what are you seeing? >> i started to cover him when he made the first foray in 1999, and so a lot is the same. it is all his ego or arithmetic, and i asked him why people would vote for him and he said great ratings on larry king and x-number of men hit on milan ya, and the numbers of the sentinels of his success, and so he said that he would put his name x-number of times on the buildings that he had built. and so in that sense, he is exactly the same and judging himself by the numbers, but in another sense, he is complete think opposite, because he was the new york kind of the white rapper bling king, and liberal. and now, he is an outright conservative with women should be punished for abortions, and you know, completely different g guy. so which guy would he be as president? >> let me bring up the birtherism issue, cornell, and what happened friday, did it put an end as donald trump wants to say or suddenly give the clinton campaign a way to motivate president obama more to help? >> thanks for poking me with the stick and the birther issue. it is something that we have been tracking since 2008 and through the campaign, and it is, and i'm going to be hawking a book next month myself, and it sort of tracks what happened with the racial aversion and what happened to the male lek trait, and i won't play nice games with this. this birtherism stuff is a soft place for racism in the land and plain and simple. we have had a couple of hundreds of presidents now, and none of them have had this attack on th them. the othering of the president, and making him not a real american, and it is -- >> by the way, cornell, let me ask you, because you were on the '08 campaign with barack obama, and do you want to clear up what you thought about what the clinton campaign and sidney blumentha blumenthal, and what did you believe?
