MSNBCW Meet The Press June 30, 2019

Provide coverage for undocumented immigrants. I agree and my times up. Reporter and those that demonstrated strength. And that little girl was me. Reporter this morning the shifting Power Dynamics debating how far left is too far and the biggest thing we learned this week. My guest, senator can cory booker of new jersey and julio castro of texas. Plus historic meeting. President trump meets with kim jongun at the it dmz. Then becomes the first sitting president to step foot in north korea as the two sides agree to more talks. And crisis at the border. This heart breaking photo becomes the indelible image of desperation and despair of stories emerge of children in detention centers. Joining me for insight and analysis are nbc news capitol hill correspondent, cathy hunt, cornell and White House Correspondent for pbs news hour and republican strategist. Welcome to sunday. Its meet the press. Announcer the longest running showing u. S. History, this is meet the press with chuck todd. Ewoo wher were go dog begin with the visit to the dmz. It was a historic first as the two agreed to resume their efforts on a nuclear agreement. The president then walked over the border briefly, becoming the first sitting u. S. President to step into north korea. Afterwards mr. Trump spoke to reporters. Its just an honorer to be with you and an honor that you asked me to step ovthat line and i was proud to step over the line. Richard angle is at the dmz. Is this a moment for a headline or is there some substance to this . Reporter well, a little bit of both, frankly. He went and built rapport with kim jongun and that is important. In diplomacy, personal relationships are critical, especially when youre dealing with a country like north korea a total oneman show. Having a personal relationship, being able to pick up the phone, bringing him into your innercircle, introducing him to your family, showing him the lovex that does matter and could lead to furtherer diplomatic break throughs and it restarts it the talks after the last summit with can kim jongun didnt go very well and ended the stalemate. So dynamism is good. Spontaneity is good. There werer a lot of people who criticized the Previous Administration because they didnt know how to rooch out to it. President trump is saying hes willing to break the rules. That kind of thing works with tyrants. He also got kim jongun out of his comfort zone. He seemed totally confused to be surrounded by reporters in this unfamiliar situation, having questions thrown at him. So all that is positive. The negative thing is how hes spining it it. Telling reporters and the world through twitter and speeches that he saved the korean peninsula. That this region was on the brink of war and only he was able to sweep in. And i think hes counting on the American People not knowing current events, not going it wasnt on the brink of war before he became president. It actually got lot worse after he was elected. So hes telling the world he saved the world which, to a degree, hes saved them from himself. A familiar pattern perhaps as weve seen with other instances here. Richard engel in north korea. And what we think we learned from the two noigtights of deba that candidates believe the center of gravity has moved sharply to the left. And we learned Kamala Harris was worthy of the hype that akf accompanied her entry to the races and that joe biden has no glide path to this nomination. He still has to earn it. We also should learn to be cautious about putting too much stock in the social media analysis and twitter chatter. 64 of people who watch the debates were 55 or over. Thats not exact lathe social media progressive demographic and they may be more sympathetic to biden. No prohibited favor. In a party trying to decide exactly how far to the left it wants to go. I respect senator harris. But we all know that 30 seconds to 60 seconds on a Campaign Debate stage cant do justice to a lifetime commitment to civil rights. Reporter Vice President biden is on defense after that bruising debate performance in a race that now appears wide open. I agree anyway, my times up. Reporter his parent vulnerable politicals it was hurtful to hear you talk about the reputations of two United States senators who built their reputations and career on segregation of race in this country. You also worked with them to oppose bussing and you know ethere was a little gull in california who was part of the second class to integrate her Public Schools and she was bused to School Every Day and that little girl was me. You mischaracterize my position across the board. I did not praise racists. Thats not true. Number two, if you want this litigated on civil rights and what i did, im happy to do that. Harris has since doubled down. I just think he and skrb a difference of opinion and difference of opinion on states rights. I never, ever oppose voluntary bussing. The central premise has been hes the democrat best equipped to take on President Trump and beat him. First thing i would do is make sure that we defeat donald trump, period. Biden has shown durability over months. But after it the it debate some democrats are calling him a fragile frontrunner. Who do you think can go up against President Trump . I feel like harris definitely could. Reporter harris again found herself back tracking on the issue of governmentrun health care. Who here would abolish their private Health Insurance in favor of of a governmentrun plan. Reporter butted after the debate she said she misunderstood the question. Do you believe private insurance should be eliminated in this country . The question was would you give up your private insurance for that option and i said yes. Sglrk sglrk reporter the debates have show cased the leftward shift led by senators elizabeth warren. Er calling out the names reporter and Bernie Sanders. We will have med dprar all. And on immigration. Raise your hand if your plan would provide coverage for undocumented immigrants. And joining me is senator cory booker. Good to see you wednesday night too. Yes t it was. Lets start with what happened thursday night. Because i want to hear your reaction to the back and forth between Vice President biden and senator harris. Specifically senator harriss critique. Do you believe its fair and accurate on the Vice President s recorder . Look, i was talking about the Vice President s comments where he used words like boy in a way that called a lot of hurt and harm and i called him out and instead of saying let me tell you what i meant, he fell in a defensive crouch and said i should apologize to him. Whoever our nominee is going to be, the next president needs to be someone who can talk openly and honestly about race with vulnerability because none of us are perfect. But real a call this country to Common Ground to reconciliation, im not sure if Vice President biden is up to that task given the way the last three weeks have played out and frankly i can know whoever is that nominee needs be able to pull this country together because we need reconcile. I want to play a quote you took some issue with on twitter. But let me play that and get you to react on the other side. You got to recognize that kid wearing a hoody may very well be the next pullt laureate and not gang banger. The Vice President s campaign put out their own statement. I want to get you to react. Vice President Biden like many leaders over the years, was calling direct athoongz daily expooriances facesed by many africanamerican men around the country the perceived socalled threat from people like Trayvon Martin who were racially profiled and deemed criminal while wearing a hoody. But they didnt address the use of the word gang banger, which was the issue you had, senator. Again as young black guy in america who was fall eoed and surveilled in danger and perceived to be a threat, again this is just another example of ojust conversations or lessons that joe biden shouldnt have to learn and theres a lot of his record from bussing to the 1994 crime bill. I was in law school when you saw africanamerican men being arised at rates that were unconscionable. I came from yale and stanford where people were using marijuana and drugs but lived in a country where theres no difference with drug selling and using with whites but blacks are more likely to be incarcerated for those issues. And now because of a lot of legislation joe biden endorsed, this war on drugs, which has been a war on people, we have a 500 er increase in the prison population, overwhelmingly black and brown. Theres more than all the slaves in the 1850s. These are painful, hurtful issues. And again we need nominees that can speak to this in a way that brings people together, that rises us up as a country to not only deal with hist ooric and systemic racism and helps us to deal with our common calls. Do you think the Vice President is incapable of that because of his record . Because off this lengthy record, no matter if he disavows it or not, that disqualifies him to be the nom the nominee . A lot of off democrats involve would the crime bill have spoken openly about their mistakes. So that doesnt disqualify you. But what weve seen is an inability to talk candidly about the mistakes he made, things he could have done better about how some of the decisions he made that time have resulted in really bad outcomes. And this is a bad culture where you cant admit mistakes. When you cant speak to your vulnerabilities and imperfections. We all have them but when it comes to difficult issues with race, if you cant talk openly and honestly about your own development on the issues, i think its hard to lead our country forward so we can deal with our past and rise to a better common cause and common future. We have one destiny in this nation and right now the Vice President , to me, is not doing a good job bringing foks together. And ive heard this from people around the country. Hes causing frust raugz and pain with his words. I want to ask you a larger philosophical question about the party which is simply this. Take the issue of health care and the question of where do you agree and disagree . If you were coming from a foreign country, you would say everybody seems to agree on where they want to take health care, theres a disagreement on the speed with which you would do universal health care you have tried to straddle a progressive and mainstream wing saying everybodys got to be brought along together. Again for me i actually was a chief executive. I had to run new jerseys largest city and i always spoke to what our ideals were and what the dest nauination would be. Especially in areas where we desperately needed good and progress. This to me is not as complicated a debate as youre framing it. The goal most americans hold is the wealthiest nation on the planet r planet earth should have everyone having access to health care. I believe it would be medicare for all. I know on day one as president , people want to see their Prescription Drug costs go down. People want to esee a pathway to having Lower Health Care costs and thats why putting the public option out and lowing the cost of health care. These are the urgencies i would deal with as a chief executive from my experience as a chief executive. Unfortunately thats the time i have. I hope to have you back sooner and we can talk more issues. And thank you for participating in the debates. Thank you very much. And joining me is fformer housing secretary castro. Welcome back to meet the press. Good to be with you. You had an event sold out after your debate performance. How important did you feel the first debates were going to be for your candidacy in particular . Very important. I knew coming in that more people were going to be watching than had tuned into any event in the campaign so far. People had their first opportunity to start comparing candidates. I wanted to introduce myself to a lot of folks because as you know, its been lower than some of the other candidates. I think my take away from it is probably the most helpful thing that people saw when it comes to me and my candidacy after wednesday night is that the number one question i get asked when i talk to voters uniowa, texas, wherever is they have this kind of anxiety about the democratic nominee and whether the nominee can go toe to toe on the it debate stage with donald trump. Can you hold your own . What they saw was that ini have a strong compleing vision for the future of the country and i can hold my own. Es for i can go toe to toe with donald trump. I want to talk about when you went up you and baeto oroure had a back and forth about decriminalizing one part off Immigration Law and you want to see it done. I want to get you to react to something far something. Something. Southern border seems out of control, trumps tough rhetoric and hardline stance will become increasingly attractive. The rise of populism in the western world is almost everywhere, tied to fears of out of control immigration. His point being this, that the and his point being this that the democrats have to have a plan to figure out this increase unmigration. Some of it is impacted by climate change. Others authoritarian places, things like that. What is that plan look like in a Castro Administration . Im glad you asked. As you probably know i was the first candidate in early april to put out a comprehensive immigration plan and my first answerer would be if youre out there and youre saying what in the world is going on . 144,000 people came to the southern border last month, i agree with you. We need address this. But theres a smarter and more humane way to address this. Weve kb weve known for years people are coming from Central America. In the years subsequent to that, we did too. The first thing the president should have done is what i called for, which is a 21st century marshal plan to partner with the northern triangle count raz thatmany of the people are coming from, whether its honduras or el salvador or guatemala so people can find safety and opportunity at home instead of having to come to the United States. If im elected president im going to work right away to make sure we partner with those can countries to them is flow of people who feel so desperate they need come to the United States. Thats a smarter longterm way to deal with this. Let me ask you about the politics of these debates. You have some establishment democrats, some republicans lucking their chops, Establishment Republicans licking their hands because this presented a group of candidates for open borders or you could be painted as for using u. S. Tax dollars to give health care to undocumented immigrants. There is concern that a President Trump could exploit that to his gain. What say you . Number one, the president is going to call democrats as being for open borders no matter what we say. Nobodys talking about open borders. We have miles off fencing, thousands off personnel, planes, helicopters, guns, boats, security cameras. My home state that im in right now spent an extra 800 million on border security. Thats just a rightwing talking point. What were talking about is maintaining a secure border but doing things like the 21st century marshal plan so we can extend the flow of people here so they can find safety and opportunity at home. Were talking about creating an independent court system so we can get these asylum claims resolved and people are not waiting in the United States in limbo for year years. So if your are somebody out there concerned with whats happening, i understand that. Im saying theres a smarted more humane way to do this. Your reaction to senator harriss criticism of Vice President bidens record in the 70s particularly on the issue of bussing. Im curious of your reaction and whether you thought senator harris was bringing up a relevant point of course thats relevant. I think the record of all the candidates running including Vice President s record is relevant and his stance on bussing is relevant asual. I thought that his what i took as his position being that he allowed local communities to make a decision, essentially relying on states rights. I think hes going to have to continue to explain why that was a good position because weve had very painful history in this count rae country of trying to desegregate communities. At hud one of the things im most proud of is Fair Housing Act in the 1968 called affirmative fair housing. So that pain is still there and whos go having to to address that not only in the debate but going forward. The former mayor of san antonio. Thanks for participating in the debates and well see you down the road i hope. When we come back the fallout from the de. De. When crabe stronger. Strong, with new nicorette coated ice mint.
