A modest rebound today after its worst plunge since march over coronavirusspike fears. The dow was up 470 points today. And larry kudlow is echoing Steven Mnuchins comments saying the United States will not shut its economy again and kudlow even went a step further than mnuchin. I spoke to our Health Experts at some length last even. Theyre saying there is no second spike. Let me repeat thatthe. There is no second spike. There is no emergency, no second wave. I dont know where that got started on wall street. For what its worth, heres what larry kudlow had to say on february 25th about the coronavirus spreading in the United States. President trump is gearing up for a series of controversial public appearances beginning with a commencement speech at west point tomorrow. Cadets had left the academy in march when the coronavirus pandemic hit. Now the event is strictly set for graduating seniors. No guests allowed. President trump is expected to give his acceptance speech to the Republican National convention. That date happens to fall on the citys 60th anniversary of whats known as ax handle saturday, when a white mob attacked mostly black civil rights activists. It was easily one of the worst racially driven incidents in jacksonvilles history. Is the president aware how much his remarks are going to get scrutinized tomorrow . Well, certainly he is and we have seen that in instances where the president speaks to a militaryoriented crowd, he stieps goes off script and that can sometimes get him in trouble. Now, the commencement tomorrow will look different in the age of covid19. The cadets will not be in the usual stadium, spaced six feet apart. Sadly their family and parents cannot attend. All sorts of coronavirus measures. The president has been trying to undo some of that by having some of the appearances in the rose garden, for example, having the spaces shrunk so that it looks a little bit more compact. Also the tulsa rally coming up in one week is in a big arena. Yesterday i was traveling with the president and he was in dallas where there was minimal spacing for those attending his event, a roundtable discussion. So tomorrow the president will see the new class coming in to serve the United States army, graduates of the military academy in the full form of social distancing that hes been pushing against. Will he go off script . That will be something well be watching. Will he even address the kmn comments of general milley, who the president in an interview said thats okay if thats how he feels, but well be watching for that to see how the president s comments tomorrow in sending off this class reflect the environment that hes in politically. Chuck . I want to also ask about tulsa. Next week he wants to start more inperson rallies. There was some reporting today that indicated that some republicans quietly have reached out to the white house to see if he would consider at least postponing a day even so that it doesnt fall on juneteenth. Any indication that the white house or the Trump Campaign might change the day of the tulsa rally . Reporter none at this point because there was a bit of a window between the president announcing this himself ahead of his own campaign and then locking in the date. So it was known certainly that republicans who were willing to offer their opinions to the white house on this and the campaign expressed concerns about the timing. The president is going the other direction and saying its a celebration that he will be bringing together a very large crowd, even though we know that typically covering dozens and dozens of rallies over the last several years, its typically a mostly white if not overwhelmingly white crowd of people who come to see the president and he is saying that it is an opportunity to celebrate juneteenth, which commemorates emancipation andem from senior advisers, would reflect that. So unless there is continued pressure, the president typically does not back off of these things, in fact runs toward them in a headlong way and finds a way to upend it. Thats at least what were expecting for one week from now in tulsa. Kelly odonnell, thank you. And now to a story that kelly and i were hinting at a little bit, nbc news has learned that general mark milley, the chairman of the joint chiefs, considered resigning over his role in President Trumps church photoop on march 1st milley was seen walking through Lafayette Square after they cleared Peaceful Protesters. The general later apologized saying, quote, he shouldnt have been there. Carol, its interesting to me that general milley contemplated resignation after sort of allowing himself to soak in the social media criticism he was receiving. Yeah, chuck, he spent, according to three defense officials we spoke with, he spent that night going through not just social media but News Coverage and looking at all of the criticism that was coming his way and also reaching out to mentors of his, friends of his and contemplating asking, you know, whether he should resign or not over this. Obviously he chose not to do that and instead expressed regret in this commencement address saying he shouldnt have been there because of the perception that the military was somehow involved in domestic politics. But the day really began and that apology comes, by the way, ten days after this, as you note. And that day of the photoop began in the oval office at the morning after, there was violent protests in washington, d. C. , the st. Johns church where the president appeared with the bible, had been damaged, all over washingtons monuments, the president was very upset about that in his Oval Office Meeting and general milley and other advisers were trying to convince him not to call in active duty troops to deal with this. And general milley got very heated at one point, was shaking his fist saying this was not something that the president should do, he should hold off. And then later that afternoon he was on his way to the fbi office where they were monitoring these protes protests, he was wearing his combat fatigues, thought hed would be here for a few hours. He was askedabruptly turn around and go to the president s rose garden event and thats how he ended up walking across the square. That wasnt the first it seems as if hes been trying to are ten days now in different ways to see if he can blunt this criticism. Is there still incoming at the pentagon . Are rank and file still this upset because it does seem as if he senses that whatever he did wasnt working, which is why he had to save what he said yesterday. Yes. There is and not just from within the pentagon but also retired military officials, former defense secretary james mattis spoke out about this. And also there were a number of Democratic Senators on the Senate Armed Forces committee who called general milley and gave him an earful about this. The military is supposed to be bipartisan, theyre trying to work on a National Defense act authorization right now and they were very unhappy about this. Sources told us there was even some yelling that happened in these phone calls with general milley. So, yes, i think youre correct, there wasnt it wasnt whatever he was doing up until this point yesterday was not working. Carol lee, with a lot of good exclusive good news reporting there, thank you. And the d. C. Court of appeals is considering a motion to get a lower court to drop the ongoing case against flynn. Flynn pleaded guilty for lying to the fbi during the russia investigation and now flynn and the Justice Department want the case dropped. They can argue about whether they think the attorney general is right about this or that but theres nothing here that remotely approaches clear evidence of an unconstitutional motive. Joining me from washington is our own pete williams. Pete, this has been interesting to follow all week. Where is this headed and what are the key next decision dates that we should be looking out for here . Theres no decision date yet, chuck. I think the most important thing to keep in mind about what happened today is this was not an appeal. Remember what happened to how we got here. The Justice Department last month told the judge they wanted to drop the case. They didnt think what Michael Flynn did after reflection was in fact a violation of the law. The judge in this case, emmitt sullivan, said, okay, well i have to decide whether to do that or not so im going to appoint this friend of course, this retired judge to argue why it shouldnt happen and then ill hold a hearing in july about what i should do. And then the lawyers for Michael Flynn went to the court of appeals, this isnt an appeal. They went to the court of appeals and said issue an order telling the judge he cant do that. Tell him that he must accept the Justice Departments decision to drop the case, he cant appoint this friend of court, make him stop. That was what was before the court of appeals today. I have to tell you, chuck, this is a threejudge panel and i think at least two of the judges are not going to do that. The feelings seem to be that for a court of appeals to do Something Like this is very rare and you have to have a really good reason for it and judge sullivan hasnt really done anything yet. He hasnt decided whether or not to grant the motion to drop the case. So the feeling of the Appeals Court seems to be why dont you come back once hes done whatever hes going to do. One man who worked from fedex was fired from his job. The other, a correction officer, was suspended pending an investigation. Tell me what you think this weeks been your reaction to this week, the attention that this has gotten, the fact that heres a small, peaceful protest thrust in the national spotlight. Just tell me your reaction to all this. Honestly, it kind of shocking but also empowering at the same time. I mean, im just one person trying to get the community together, and now its kind of thrusting all this activity for a change for the future and i think thats really important. I mean, we are a really small town in judicial, but i think its important even as a small group, a small town, we can make a change for the future. Beverly, in some ways, this controversy has somewhat made this easier to organize . Easier . More people want in is what i mean. Yes, easier but also sad. Yeah. It started out being out and it is, its going to continue to be peaceful and were coming in love. It started out because i lived in franklinville all my life. And how can we get beyond what has happened in this world. Now to be propelled to like what has happened in the last three or four days is unbelievable. We cant get it back. You cant get back something you never had, but we need to start somewhere. If we can just its all about peace. Thats how it started. Its all about just making this world a better place for our children and for everyone. And then it was just what started out it just, it just its just its hurtful. It cut me to my core and i cant do anything but cry when i see what those men did. But i still pray for them, though. I pray for them. Love can conquer that. I want to read this tweet that says the actions of the new jersey correction officer who participated in that counterprotest mocking the death of george floyd are indicative of someone who should not be charged with others care. We saw fedex fire the employee, theyre a private company, they can do this. What do you think the punishment should be for this person . I think everyone has their First Amendment rights, however, i think actions like this are despicable. As far as legal action, im not necessarily expecting anything, but i do believe that there should be repercussions when someone acts in this way because it is unacceptable and i know that it shouldnt be acceptable anywhere, let alone in our small town of franklin, new jersey. As far as Different Companies and businesses and jobs firing their employees, i think that its necessary almost because if a company is held to a certain standard, their employees should be held to that same standard as well. So, i mean, its not up to me but i dont think it should be seen as an acceptable behavior. So something should come out of it. As far as something legal, im not sure. Like i said, everyone has their First Amendment rights and that might be what this is considered. So well, one thing about it, their counterprotest has only brought more attention to this protest, to what youre doing tomorr tomorrow. Exactly. Five states reported over 1,000 new cases thursday. Texas reported over 2,000. This week houston is seeing the biggest spike in new cases since the pandemic given. Officials say theyre closed to bringing back stayathome orders. And judge hidalgo is growing more concerned. In Harris County, it was the highest it has ever been. It was the highest on monday and its gotten worse every day. You can see the hospital population started climbing. Two weeks around after the phase one reopening. Brandon, what is the hospitalization situation . Is there a pattern to this spike at all . Is it in a certain geographic spot in Harris County or is it all over . Well start with that one, chuck. Its all over. Thats why the county judge is saying that contact tracers are having a hard time tracing what may have sparked this. Thats why theyre looking at a attributing this to the reopening of texas. Coincidentally today, friday marks the day restaurants are now allowed to be open inside, the dining rooms at 75 capacity. So with that you have local officials saying, hey, were sounding the alarm here. Were looking at these numbers, these rates rising and encouraging them practicing social distancing. But contact tracers cant get a handle on where because they see it all over the place, chuck. Its astonishing to hear you say todays the day restaurants are at 75 theyre allowed to go to 75 capacity. Are you seeing that . Or are these warnings from local officials, is the public one of the things we saw early on is that the public shut itself in before government officials told us to. Right. So, i mean, it depends on where you are in town, depends on the restaurants. From my goings on throughout town, i have not seen a place packed per se, but weve also done some reporting with some places very much so packed and exceeding fire marshal code there.
