Imagine where well be next november. Well, the president isnt the only one touting the tax plan. Republicans reportedly are planning a Mega Marketing push to sell the unpopular tax plan. Prominent republicans are speaking out this holiday break. Senator Susan Collins of maine wrote an oped telling constituents new tax law will benefit mainerds. Not washington elites. Reporter the president finished golfing for the day. Hes back i shoe say finished at his golf course. The white house neither confirmed nor denied whether or not he played golf today. Hes back in maralago at the moment. The sales job on this tax bill is important for republicans going into the new year. Unless youre someone who works for a company where theyve paid out bonuses to their employees, and after the tax bill was passed, i should say comcast, which owns nbc is one such company, most people arent going to feel any financial benefit from this tax bill. At least until early in the spring. The poll numbers on it have been terrible all along. Youre starting to see republicans come out and sell it a little harder. You mentioned Susan Collins. She had a column, and in the biggest newspaper in maine trying to explain why she supported this bill. Said the majority in maine would see a tax cut. Fought to have state and local property tax deduction, deductible up to 10,000. Not in the original senate bill. Selling this hard. The president tweeting about it. Meanwhile, people around the country arent exactly looking forward to it, necessarily. The governor of new jersey, chris christie, announced he would allow residents in new jersey to prepay their property taxes before next year so that they dont get hit by this increase or this lack of deductibility that functions as a tax increase in this bill. This is liable to be one of the last major pieces of legislation that comes out of this congress, passed with only republican votes. The Senate Majority leader made it very clear. Things to move next year are going to have to move in a bipartisan way. Republicans need this to become nor popular and can really only do so much salesmanship before it starts to affect peoples wallets or not in the spring, ali. Reminder, homeowners living in the hightax states, the upcoming legislation slashes the amount you pocket from state and local Tax Deductions capping it ats 11,000. Listen closely, if you benefited before, you could benefit paying more tax before the end of 2017 while there is no limit to that deduction. The wall street journal reports already several municipal offices have seen a postholiday rush of taxpayers trying to beat the impending start of 2018. Some some youre dictionjurisdi qualify. Hue do you know whether you do or not . Its complicated. You have to live in a jurisdiction, as you said that allows this. So for that, if you dont already know, check with your local tax office. Municipal tax office. It states allow you to prepay. Some municipalities allow you. Some wont. Check on that first. And then, this only applies to you if you own property. Pay property tax, and you will, and you think that your tax bill, your state and local taxes next year will be higher than 10,000. So suppose you live in a, in a state where home values are very high. Say, like new york or maryland. And where property taxes are also pretty high, chances are you may end up paying more than 10,000. If thats the case, it may be worth looking into. Maybe worth speaking with your tax adviser, calling the local tax office to see whether they allow prepayment. By the way, if you do that, you have a couple days to do it. You have to get it done basically before the weekend . Right. I wouldnt sit on your hands on this much longer and why you saw long lines outside tax offices. People lining up early in the morning, day after christmas, to prepay taxes. Certainly, you wro te about this. Sees references. Is this the only thing in the tax bill most average working people can take advantage of . Well, theres, theres a number of things in there. Its a huge, complicated bill. We wont know the full effects you know, wont know for a long time. No. The only thing people should deal with before the end of this year . Maybe if you pay if you itemize your taxes and say you pay your, you pay a lot of have a lot of charitable contributions, may want to move those forward. If you itemize taxes in the coming years, may want to bunch your charitable contributions together to get the benefit of the itemization. Really, i think what this focuses mostly on is Property Owners. If youre not a Property Owner yet you itemize and have a lot of charitable contributions it may make sense to get those in. One of the biggest stories of the year has been the revolution of women coming forward detailing their stories of Sexual Harassment in the p k workplace. In a new wall street journal report, they found the department of justice has a systemic problem in how it handles Sexual Harassment complaints. The departments Inspector Generals Office are found the doj not only mishandled complaints but did very little to discipline people and in some cases rewarded them later. For more, joined by the National Security and justice reporter julia aimsly. To be clear, the report, not that they were rewarding them for being complained about but if they would get a performance bonus, they would get it even if they had a complaint filed against them . Reporter right. Especially if there was a complaint pending an investigation ongoing while up for an award. That clearly did not play against them in any way. Tell us about what the Inspector General found. By the way, this rwas reported o the Deputy Attorney general back in may or june . Reporter yes. May 31st, the first report and a memorandum sent to the Deputy Attorney general june 1st. Looking through all of this, im trying to make heads and tails as well as you are, ali, why this done come to major headlines at the tile. First, after a crazy month covering the Justice Department, jim comey had just been fired. Special Counsel Robert Mueller just appointed, also, this is a report that really didnt get into a lot of specifics, and the way we covered Sexual Assault allegations really up until these past few moss if there wasnt someones name involved and sort of seemed like just a lot of anonymous fingers pointing back a and forth and this stayed where it was on paper. Just this week, ali, the wall street journal got more details, and sort of brought to light some of these allegations. In fact, the Inspector General has a chart of the reports that were substantiated and unsub stan shalt unsubstaniated. There was inappropriate comments, inappropriate touching, people harassed over several years. There was a case of peeping. A case actually that the wall street journal reported. They got an additional detail that a deputy chief of the u. S. Marshals had sex with nine women in her office. Approximately nine. Could have been more. That was probably the biggest eyepopper in the report. The problem here, its a problem we see in other venues where were reporting on this, on Sexual Harassment, is that people have reported it, but theres not a system by which this gets resolved . Reporter right. Again, the, you know, systemic problem theyre talking about here is how its handled. Not that the Justice Department has a systemic problem of Sexual Harassment. Right. Reporter of course, its just like in the other industries. Theres a culture, you feel you cant come forward to report on someone in a position over you, these things stay quiet. The Justice Department put out a Statement Today they were very disappointed with the issues that occurred in the obama administration. Taking themselves out of it, because this period, that the Inspector General looked at was between 20111 and 2016 and most employees are career and do not change with the administration. Its not like these problems washed away overnight. Julia, thank you. And will companies, businesses and states guests be forced to look internally how they handle harassment in the workplace . Figuring out, not just the prevalence of Sexual Misconduct or Sexual Harassment but whether or not the right processes are in place in the State Government to deal with them. What do you know about it now . I chargesed all our departments to do, review the procedures and make sure theyre being enforced and quite frankly, make recommendations how we can be better at this. We started this in 1991 in connecticut. We were one of the early states to do that. Having said that, in light of everything weve heard across the country, and some of the most salacious things, i thought it was appropriate that we go the next step. Lets look at what were doing. Look at how we improve it. Should we require more frequent training . Than simply when a new administrator or supervisor takes office . And then the other thing i really want to get to the heart of is, how do we change it for bystanders . If youre working in a department and you have a, a coworker whos saying the wrong things, whos acting the wrong way, how do we empower those bystanders who may not be the receiving, receiver of the treatment but seeing it, how do we talk about that . And talking about shifts to a degree and where it becomes difficult to know how to do that. Do videos, training. Do pieces of training change whats bad behavior . Talking about a witness to something, sometimes its not about somebody losing their job but somebody saying, hey, this is not an appropriate Work Environment for 2017 or 2018. Do you have the expertise or are you willing to go elsewhere to get the expertise to figure how to create a cultural shift in thinking . I think its both things. We do have some of that, but im very interested in onloading additional video training, computerbased training. Im certainly open to seeing every employee participate on a more frequent basis in such training. We really have to get to the culture, the attitude, to the workplace environment, if were going to maximize. You know, these horrendous stories were hearing, if were going to maximize these for the good, then we have to be at the top of our game and i want connecticut to be that state. You know, my wife ran a Rape Crisis Center for 11 years while i was mayor in stanford. This is is a deeply personal issue for our family. And we want to make sure that people in State Government and local governments in connecticut arent just ignoring it or arent saying how terrible someone elses behavior is, rather understand this is a personal thing. We all have a stake in making sure environments are good for all of our employees. You know, when we were looking at some of are the things going on in congress, we were flabbergasted, really, to learn about the process for reporting Sexual Harassment or any kind of harassment in congress. It is a system entirely designed to cause any victim or potential victim to think nine times before reporting it because you are going to walk into the, into the lions den, if you do it. It is really stacked against people. How do we create systems which are fair . Theyre not theyre not encouraging things to be reported that didnt happen, but that are really fair to people who come forward and say, there is something wrong with this Work Environment . Youre getting at exactly what im trying to get at. How do we change the environment . Make a snide remark so outlandish, so over the top that people realize that theyve got to report it or Say Something to tom or mike or suzy or whoever, that theyve got to make other people uncomfortable that they would be exercising that kind of behavior. Listen, again, most salacious things, rape, they should be prosecuted. Im talking about the environment. No woman or man should be made to feel uncomfortable about these issues in their workplace. How do we raise it to that level . By the way, when we finally get this done, it will be done for alltime. I suppose thats really what as a dad, as a grandfather, as a husband and my wife and i involved in this issue for years, this is a tipping point. How do we make it better for everybody . You want a report by february 1st . You want this pretty fast . I dont sit around waiting on things and i have asked for a complete review, all departments, overseen by our democrat of administrative services, and i want a report the first week of february. The department of defense, the focus of a lawsuit on gun control. Three of the countrys largest cities filed a lawsuit. New york, San Francisco and philadelphia claimed they failed to report 14 of criminal convictions in the military Justice System to the fbi and its National Gun Background Check database. What is the response of the pentagon for these lawsuits . Reporter the pentagon is will be to work with everyone. A statement we have, the most recent officially from the pentagon saying the department continues to work with the services as they review and refine their policies and procedures to ensure qualifies criminal history information is submitted to the fbi. Ali, heres the issue the pentagon has known about this since 1997. The first Inspector General report that said these sort of criminal convictions werent being accurately inputted into the national database. Theres also a report in 2015, the most recent one, from earlier this month, took a look at about 2,500 sample cases. In that sampling, from 20152016, they found the army had a failure rate of 41 . Army navy are and marine corps, 36 failure rate and air force a 14 failure rate. Talking to the lawyers. What this suit wants to do force the definite of defense to follow the law. Seeking a Court Injunction if they dont follow the law, and seeking a preliminary injunction and hope to have something here pretty soon. Hans, i dont understand. The military is a a body that works on systems and procedures. This is entirely a systems and procedures problem. This isnt an attitude natural problem or culture shift. Inform the fbi and put it in their database. How can this still be a problem in the 1990s . Reporter it wasnt systemwide. They have different procedures switching from paper records to electronic records and also has to do on the base where this courtmartial took place. When they actually discharge an individual from the military, get dishonable discharge, its up to an individual to input this data. It didnt happen. A combination of human error and a systems failure. Theyre trying to get to the bottom of this. Talk to people privately at the pentagon. They recognize they have a problemseven at the highest level.
