Well dig into that in just a moment. But we start on that breaking news. An Impeachment Vote on the hill that pits one democrat from texas, al green, against the speaker of the housing, nancy pelosi. That vote coming today. It would take the democrats fight against President Trump to a whole new level. And it comes just after the house voted to condemn the president for his racist comments about four members of congress, all women of color. Nbcs Kelly Odonnell is live on capitol hill. Kelly, what would this vote seen some . When do we expect it to happen . And does it have a chance of you know where of actually passing . Its much more about message than outcome today, craig. Representative green of texas has brought this kind of a measure forward calling for the impeachment of the president. This time its new because its under democratic leerpt aadersh its in a post Robert Mueller report and at a time when theres so much discussion of the president s attitude of people with color and his bat well those four congresswomen. Thats the backdrop. We expect the vote to come this afternoon as a threepart choice for members of congress. To table the motion, which would mean they would really put it aside and not act with it. Go forward, sending this resolution to the Judiciary Committee where all things impeachment would be decided as a first step in the process. Origin impeachment proceedings broadly. That seems highly unlikely, especially because Speaker Pelosi said this morning she is against this resolution. And it is expected that there would not be enough votes regardless for this to move forward. But which path would they take and what comes of it are the big questions. Of course republicans would oppose this. At most we saw a few republicans who voted to rebuke the president for his tweet. And this is about the president s fitness for office as described by congressman green who believes that the president is just not fit for office. This is not specifically about issues related to the russia investigation or other kinds of controversies. Its a much broader condemnation of the president. What matters about this is its another way for to us take the temperature of congress right now. And, for Speaker Pelosi, who was just dealing with one sort of insurgence within her party with the resistance from the far Progressive Side of her caucus, now heres another example of something shes got to deal with. And so her position is there must be a much more methodical approach to considering impeachment, it should come from the work of committees doing the day in, day out investigation and oversight to build a case and then ultimately deal with it. Many who are more eager to see this is a thats not fast enough, its not putting attention on the president s conduct in a broader, bigger way. So this shows us the resistance within the Democratic Party over how best to handle this. And it is another one of those mile markers for democrats using their authority here in congress to try to challenge the president. Yamesh, this is the first time the house will vote on whether to consider impeachment. Any word from the white house on all of this . The white houses stance has been that the president is being harassed by congress and that democrats are essentially out of control. So the idea that theres no impeachment proceedings plays into that message that the president wants to be making, which is that democrats, all they want to do is take him out of office. And hes been making the pitch to his supporters that democrats are really about taking away a duly elected president from them. So in some ways the president is going to likely be talking about this at his rally in North Carolina. Hes going to be telling supporters theyre trying to destroy your way of life as hes done in the past. But its also i want to say about divisions in the Democratic Party. This is about anger spilling over. Representative green is essentially really an example of one part of the Democratic Party that is frustrated with this president , that wants to see actions happen against him that all the things that weve heard about the president , learned about the president both through the mueller report, but also even through this week when he was attacking these four congresswomen, that those should be Impeachable Offense dollars. You have nancy pelosi in the corner with her own group of Majority Democrats saying its too soon there is not going to go anywhere so we shouldnt waste our Political Capital on doing this. Monica, as she just mentioned there, all of this happening as the president gets set to head to greenville, North Carolina, where you are, home of eastern North Carolina, by the way. What are you hearing from voters on the ground about this moment, about the controversy surrounding the president s racist tweets that kicked all of this off . Hey there, craig, thats exactly right. We are here in greenville where some of the president s mostard dent supporters have been lined up. Thats somebody weve come to kpk he came here because he was so upset with the president s tweets over the weekend and what you are referring to as these racist tweets aimed at these four congresswomen of color. Its interesting because we talked to the president s supporters there and folks who were more critical. But both agree they expect the president to certainly touch on this tonight. And think we can absolutely expect that. Campaign officials agree that is going to be the strategy Going Forward. Take a listen to what they had to say. A lot of the people in the country are not a big fan of some of the things that they have said. So i think it you look at it i dont i personally didnt think it was racist, but of course some people will. I dont think its a proper attitude for anybody, actually. But certainly not someone whos supposed to be representing the American People. So, craig, that is exactly the example here of sort of the messaging weve heard from both the president s supporters and his critics. Folks that i talked to here this morning said they didnt believe that the president s tweets were racist and that really shows you that the folks who have come out here and spend hours in the hot blaring sun waiting for the president enjoy this kind of messaging. This is exactly why they supported him in 2016 and its what they hope to hear Going Forward in 2020. So it really shows that the supporters here arent phased. If anything, theyre embolden by this kind of talk, craig. Monica alba there in greenville where folks have been lined up since last night. We should point out as somebody who is from the carolinas, i can tell you its at least probably about 100 degrees already just after 11 00 in the morning. Let me bring in matt gorman, former spokesman for the National Republican congressional committee. Matt, this is from the New York Times here. The president is pleased with the democratic reaction to his attacks boasting that he is marrying the House Speaker nancy pelosi and the Democratic Party to the four congresswomen known as the squad. He is u. N. Ndeterred betting the can cast the entire Democratic Party as radical and you american. The times goes on to say that his aides say that this cress is all part of a 2020 strategy. Matt, you know what it takes to get republicans elect and keep them in power. It doesnt seem like the base has a problem with such a racially divisive strategy. What about you . Do you have a problem at all with the president s chosen path . I think this is one of those things where both the squad, so to speak, and the president benefit from this sort of fight. It will rev up each sides supporters. The squad, even before these tweets was increasingly becoming the case of the Democratic Party. And the president wants this fight. I think it will rev up both of their fundraising. But i think the president s at his best when he has an enemy. We saw that in 2016 with Hillary Clinton. In light of the messy 2020 democratic primaries, i think he wants somebody to fill that vacuum and the squad does that pretty well. In fairness, i think the Democratic Party is lirthiurchi pretty far left. When i worked for them democrats would sit back, clip sound bites and video and wait for the general election. I think the shoes on the other foot and so republicans are watching very closely how far left of the Democratic Partys gone and theyre going to use that next fall. I want to play some of that new interview with members of the selfproclaimed squad. Im dealing with the biggest bully ive ever had to deal with in my lifetime and trying to push back on that and trying to do the job that we all have been sent here to do, which is centered around the people at home. What we are are four women who have an alignment of values, shared policy priorities. There is no insurgency here. Theres nothing conspiracy reanna, weve seen this vocal defense from congresswomen, alexandria ocasiocortez, omar, talib. Tlaib. Do you get the sense, whether its obama, clinton, comey, whether its pelosi, and now the socalled squad, is there any concern that these women are being positioned as a foil for this president and his reelection effort . Absolutely. I mean, trump is from a part of the Republican Party that really believes that racism, the more that you talk about racism and identity, the more that republicans win. But the fact is the other side of that bargain and the quote from steve bannon is that republicans, when they talk about the economy, they win. So the fact is youre going to see a president that is desperate to make this about race and identity because this is a president that doesnt have an economic vision, that doesnt have proactive policies. And so hes going to want to make the 2020 election a referendum on these four congresswomen instead of a referendum on his legacy, which is controversial at best and shameful at worst. So i think what is unfortunate is that the House Democratic leadership has created fodder and created a space where this is more possible for him. And, yeah. Rihanna, do you expect matts assertion that the Democratic Party has been pulled farther left . I mean, yes, in lots of ways. The progressive base is, i think, is the among the most active in the democratic base. And they are definitely pushing the organizing. Them are the organizing engine of the Democratic Party right now. But i think Speaker Pelosis comments last week point to the fact that she is actively trying to distance the Democratic Party from the progressive wing of the party in ways that i think are often not productive but are certainly i think an expression of a fear that she has that the party will be seen as lurching le left. And is there concern that if that is the case that the Democratic Party can win the white house in went 20 . Think thats not sort of really the question at hand. I think the Democratic Party does stand whether this division is there or not, in Good Standing to win the white house because the thing that people forget is that trump has tried this multiple times, including before the midterms with his discussion of cara vans, and that backfires. Im from michigan which went for trump and ive talked to many trump voters who expect it when they voted for him that the economy would get better. They did not want to be part of this discussion about who was american and who is not. So i think the fact is that he is using this as a strategy, but it could backfire because it will inflame the people who are most part of his base and turn off the folks who were on the edge who voted for him for economic reasons and are now more and more incensed and disgusted by the comments hes making and the ways hes using the office. Matt, senator Lindsey Graham was asked about the president s continued attacks and racist comments and tweets just this morning on capitol hill. I want to play part part of it in contrast with what he had to say on fox news earlier this week. Probably not the best way to say it if the was those words do have meaning in the past and i wouldnt have i wouldnt have tell any american citizen to go back home because this is home. Theyre antisemitic, theyre antiamerica. Dont get aim higher. We dont need to know anything about them personally. Talk about their policies. Can he have it both ways there, matt . Well, frankly i think so. And thats been a common sentiment of many here. I know Susan Collins also released a statement that, again, chastises the so he called squad for their lurch left against socialism. It wasnt that long ago that omar made some antisemitic comments. And we talk about the leadership in the house, House Democratic leadership watered that down and wouldnt name omar and did something more general. A lot of republicans i talked to were angry about the hypocrisy when it came to those resolutions. I think you can talk honestly about how the Democratic Party has lurched left wards. And you can talk about how the president s remarks were inappropriate. But taking a step back, it took the focus off democratic divisions that were on full display last week between nancy pelosi and the socalled squad so that you can have it both ways, but you also take a step back and look at the longer term ram ramifications. Sitting at the top of the ticket right now is a president facing backlash and criticism for those racist tweets and comments about four members of congress who are all as you know, female, women of color. As you weigh your decision, does Something Like that push your closer to wanting to run against him . No. I mean, my decisions based on a longheld concern in terms of the way that were spinning our self into real troubled waters. But what i would say is this. What we see occurring is a spin cycle, if you will, of were all trapped in a giant washing machine where donald trump is in the middle of it. He throws out some inflammatory, outrageous or crazy statement, people react to it, his advocates defend, repeat the process. I guarantee you it will be Something Else like this in two weeks or in three weeks that well be talk about and people will be ginned up on. And in that process, were leaving aside what i think to be the most pressing National Issue out there, which is are we spinning our way into oblivion and asking for real trouble . I think its telling on that front that the former chief of staff to president clinton, as you know, who led the simpson commission, at the end of that Commission Study he said were walk our way toward the most predictable financial crisis in the history of man. And i think indeed we are and i think that thats one of the problems thats aexacerbated wih what we see occurring in the news psych. Youre talking about debt and deficit spending. And this is something, i can attest to the fact, this is something that you have talked about pretty much your entire legislative career. Heres the thing, though, congressman. There was a time when republicans like yourself talked about the debt, they talked about deficits. And from time to time they actually tried to do something about it. The Republican Party, best i can tell, they dont care about debts and deficits anymore. Well, thats what im going to explore over the next 30 days. My hunch is that there are a lot of people out there who are the bedrock of the Republican Party who are inde
