Americans. In 30 minutes we already hear from new York Governor Andrew Cuomo, in his daily briefing. A poll new yorkers crust Governor Cuomo over President Trump when it comes to deciding to reopen the state. More states across the country are starting to ease those coronavirus restrictions and reopening businesses. Weve got our reporters fanned out across the United States with more on what that process looks like. Were going to start with nbcs shaquille bruce, in the midkes where cases are continuing to rise throughout that region, one state is starting to reopen though, walk us through what these states are doing, especially minnesota. Reporter well, craig, stay at home hordes remain in effect throughout the midwest region but in minnesota youre seeing an easing of restrictions for 20,000 businesses, industrial, manufacturing, Office Workers will be able to return to work as long as those employees are not interacting with general customers on a regular basis. This is all happening even as minnesota is facing uptick in coronavirus cases. 28 lives lost, highest daily toll theyve seen so far. The governor saying there will be tough days ahead but saying hes confident in Hospital Capacity and believes they can still do this reopening safely. I spoke to a Business Owner who is opening up later today. He had to create this business or this Preparedness Plan for the virus. He mentioned things like temperature checks for employees and health screenings. Listen to what he told me about his plan for about half of the 30 employees that he has, returning to work today. Everybody has to bring their own computer keyboards, their own mouses, things like that. Things that would be commune ally shared, were completely eliminating that stuff. Surprised me, though, that they would let, you know, Clerical Workers and small manufacturing open. Im very thankful for it. I think its very smart. We dont have any contact with the outside world. Reporter and minnesota is part of that group of midwestern states that are at least coordinating and collaborating and communicating with one another as they start to detail these reopening plans while minnesota is starting that reopening youll have states like wisconsin, illinois extending their stay at home orders through the end of may. You see different states doing different things, still focused on handling the virus and stopping the spread but also putting an eye towards reopening their economies. Craig . All right, stand by again. About 100,000 people going back to work there in minnesota. Lets head to pennsylvania now. Pennsylvania is reopening state Liquor Stores for the first time in more than a month. Nbcs mara barrett is on the ground, in exton, about 40 minutes outside philadelphia. Mara, the state opening most of its fine wine and Good Spirits Stores or curbside pickup, online ordering and delivery. Whats been the response there so far . I think ive got a pretty good idea. Reporter good morning, craig. And so pennsylvanias interesting, these stores are the only places you can get liquor. When they shut down in midmarch the governor said they were nonlife sustaining businesses. Pennsylvaniians disagreed. Today theyre able to call in, place their order, give their credit card information and show up at stores like these, they pull up, get out of the car, and tell the server here, as the doors are partially reopened and theyre able to take their liquor with them that way, and the demand obviously, the state liquor board, is telling me has been extremely high. Customers are telling us today they waited on hold or got a busy signal as they tried to call in, and theyre serving orders on a first come, first served basis. Here in pennsylvania theyre aiming for a slow reopening starting may 8th. This is kind of just a first step when it comes to that. But people here are a little more anxious about that reopening because pennsylvania isnt on the same level as other states when it comes to a plateau of cases. Theyre one of the most effective states when it comes to positive cases of covid19 and theyre not seeing a plateau yet and so while the governor has laid out standards when it comes to a ratio of new positive cases compared to population, testing standards, as well as contact tracing, none of those are up to par yet and so customers here are telling me that while theyre okay with this kind of interaction and keeping social distance, they dont think the states ready to fully reopen business just yet. So beauty shops and barber salons, and now today, blayne, its movie theaters and dinein Restaurant Services opening back up. Whats the response been like . Reporter i guess it depends where you go and what time you go. Were standing inside of a j christophers restaurant, nobody is inside for Dinein Service right now. The owner tells me that typically about 11 00 a. M. On a monday morning you would see the late breakfast crowd, the early lunch crowd. This place would be about half full. Since weve been here, we got here before 7 00 a. M. , we saw right when the place opened at 7 00 a. M. Two customers ready to come in. There are some customers who are certainly ready to get back into their routines, ready to come back to their favorite restaurants and eat out. But the space right here will tell you that a lot of people are still choosing to stay home. He tells me that as for pickup or carry out or delivery theyre seeing those numbers but not a lot of people in here. Lets talk about exactly what restaurants have to do here in georgia, in order to be able to reopen their doors. Ill show you right here, you can see this table is marked with a blue x. Thats something were seeing at almost every other table in here. That, of course, is to allow for spacing. To allow for social distancing. There are about three dozen different guidelines, craig, that restaurants have to have in place before theyre allowed to reopen their doors. Theyre not allowed to seat parties any greater than six people to a table. Everybody have tab wearing masks, taking temperature checks of all workers. A host of other things they have to do before they can open up. Something interesting, i spoke with the owner of a pub, a small locally owned pub over the weekend and he told me that theyre just not going to be able to fit the normal amount of people inside and thats really going to impact their bottom line when youre talking about serving drinks at a bar or serving people when you have fewer people allowed inside youre getting less, of course, money than you normally would and youre already hurting after having been closed for weeks. Thats the restaurant side of things, craig, when it comes to movie theaters we know at least one independent theater decided not to open their doors, doing a drivethrough instead and a large chain amc tells the Hollywood Reporter theyre not opening any of their theaters until sometime in july, craig. Governor murphy says big steps to reopen are still weeks away but there are positive signs when it comes to cases and it comes to hospitalizations. I want to bring in ros baraca, the mayor of newark, new jersey, the states largest city. Mayor, thanks for your time. What are you hoping to hear from governor murphy roughly 45 minutes from now when he lays out that plan to reopen new jersey . Well, you know, well hear from the governor at about an hour from now. As you said, im hopeful in his remarks. I know that he understands that the state is still, you know, in a bad situation. I know that we are seeing a little flattening across the state but here in newark the states largest city predominantly black and brown city, were still under the thumb of the coronavirus. We have been hit hard as most cities that look like ours is. So were confident that the governor has our interests at heart and hes going to do whats necessary to keep us safe. We continue to see this battle between the federal government in states and local jurisdictions as well, states and cities. Youre warning that newarks frontline personnel, like the police officers, the firefighters could soon be furloughed or laid off because of a 143 million budget shortfall. How much longer until that happens . Well, not just talking about police and fire. You have a whole line of folks, sanitation, Health Workers inside our city, water department, folks from dpw, all departments face this. You know, we need some sort of relief. Were facing 140 million or so budget deficit if we do not get the revenues that were used to getting. I would say by the end of the summer the city would be in a terrible position if we did not get additional revenue from the state and federal government. And were already in preparation for those things and we are turning in our fema reimbursements, all the things that we need to do and were lobbying. Im confident that our federal delegation, senator booker, senator menendez, payne and the rest are fighting for us. This new bill menendez has is hopeful for us. Hopefully the states and cities like newark will receive some relief. What do you say to those lawmakers who have suggested that places like new jersey and new york should not be bailed out by the likes of places like florida and kentucky . Well, i just think thats ridiculous. I mean, this is supposed to one nation, right, so at the end of the day were all a part of this nation, new jersey, new york. We send money to the federal government like everybody else. Sometimes we send more money than we get in return. Its important for us to take care of everyone. Were a part of a huge part of this economy. A huge part of the nation as a whole. If new york and new jersey and places like this fail, the nation fails. It would seem to me its incumbent upon the federal government to make sure all boats are rising here and do what they can to make sure nobody is left behind. Mayor baraka, ive noticed you make it a point to end each of your daily public briefings in newark with this poem for National Poetry month. Why is that . Well, one, im poet. Im a writer myself. I come from a family of artists. At the end of the day i think poetry is valuable, particularly at a time like this. It refocuses people, deals with their spirit and emotions and uplifts people at a time when people are stuck in their homes and gets people to think about the larger and greater picture, a way out, give them hope and encouragement. I think were going to continue to read poetry to folks to get them to think about something greater than themselves, about us as being one group of people and winning this fight because were in a fight and were going to win. This Company Giving us a glimpse into what the new normal could be, its a device thats designed to screen hundreds of people an hour for signs of illness. As the debate over when to reopen and restart the country rages more questions, what will our lives look like . Can fans gather at sporting events, theaters . What about busy workplaces . Some, including new york citys mayor, say part of the new normal should involve health screenings. The important thing to recognize with the temperature checks, they absolutely have a role to play. Reporter this device may play a role in getting the country going again, its called the symptom sense medical evaluation gateway, the manufacturer saying it can screen up to 600 people an hour for signs of illness. Reporter in less than 10 seconds this screen tells the operator my external temperature, respiration rate, blood oxygen level and heart rate. So youre looking at these vital signs, what can that tell you about someones health. Through our combination looking at these four vitals we can tell if somebodys well or not well. Reporter because this is not a medical device it doesnt require fda approval. The machine doesnt collect data and the technology is noninnovative. Were using a technology called Millimeter Wave Technology to scan the body for respiration rate and heart rate. Were using our own proprietary technology for determining temperature. Weave validated it against known equipment in the industry to verify what were doing. Reporter this cannot tell me if i have coronavirus. Absolutely not. I cant tell you if you have the coronavirus. But what i can tell you is that you may be sick. It might detect vital sign differences consistent with coronavirus. But up to 50 of people with coronavirus are going to have normal vital signs, no symptoms whatsoever. Reporter nbc news medical correspondent dr. John torres says this device is not a magic solution to detecting coronavirus. How important are these vital signs to determines a baseline . Vital signs are one tool we use to look to see if somebody is sick. Its not the only tool. People with normal violation signs, if they have other complaints they might have another disease. Reporter what do you say to critics, that it gives people a false sense of security . Its just another tool, helping people to understand a quick way if theyre healthy or not. Reporter who decides what to do with this data . It will be up to the organizations that use this technology to figure out how they respond. Do you think tools like this are helpful and do you think they will become common place . Yes, i do think that they can be helpful. Were in an extraordinary situation where i think a lot of people are looking at how do we balance our individual freedoms with more of a collective need for society .
