Oregon have all hit new record high single day death tolls. Right now the number of cases continues to climb. More than 4. 3 million known cases in our country. 21 states are now in that socalled red zone for Rapid Transmission rates. Thats according to a federal report that was obtained by the New York Times. At this moment President Trump is headed to one of those red zone states, texas. And in the lone star state, no relief in sight. No relief in sight there and no relief in sight for the millions of americans who are suffering financially. Emerging fault lines within the president s party making it hard for republicans to reach a consensus on another round of coronavirus relief. Florida just set a new record for coronavirus deaths on tuesday, reporting that 191 people died in a single day there. Data from the state showing a concerning increase in the number of young people specifically, young people who are being hospitalized. That number jumped 23 over an eightday period this month and its making some parents question how safe it really will be to send kids back to classrooms when schools are set to reopen there in the next few weeks. Nbcs Kerry Sanders is in ft. Lauderdale for us. Kerry, what is happening in florida . Reporter well, craig, the record of 191 deaths in that 24hour period has just been eclipsed. The state just released new death toll numbers from coronavirus, now 217 deaths. That is, again, a new record for the state in a 24hour period. As you just noted, its really raising concerns for parents of children who know that their kids will be heading back into the classroom in just a couple of weeks. As we take a look at some of the empty classrooms that are socially distanced, theyre trying to figure out how to do the desks, how kids will be brought into the classrooms and brought to school for that matter on the school buses. The state has also released the pediatric positivity rate. In some cases its rather alarming. These are kids under the age of 18 who have been tested and come back positive. In martin county, 25. 3 . Suwanee county, 21. 1 . Oak choke okeechobee, 21 . Miamidade, 19. 6 . Broward, 17. 1 . Families are deciding what should they do. In some cases theyre going to do home schooling. That is very different than doing Online Learning with the teachers. That is where the parents take on the role of helping teach the kids at home. Its something that has always been marginalized in this country, but gaining new energy and strength as parents wonder is it safe to take their child to school. One of the persons that i spoke to is a little 5yearold boys mother, yvette garcia. This is what she told me. She was going to be a public student, a Public School student as well, but with the coronavirus, i decided to home school because we also have our my parents watching him after school, so theyre at risk and thats not a risk that were willing to take. Reporter and so her concern of course is if her 5yearold went to school, came home and then while she was working at home as a single mother and her 5yearold child was with his grandparents, that somehow he might be a vector carrying coronavirus into their home. So she has decided for at least the next year if not beyond to do home schooling. Now where i am, craig, in Broward County, is getting a splashover effect from dade county, Miamidade County which has the greatest number of cases. But many of those who are now testing positive are making their way north from hialeah, from Miami Gardens into Broward County hospitals. And so theyre now overwhelmed, turning auditoriums and Conference Rooms into areas where they can treat the additional Covid Patients arriving. This is what the ceo had to say from Broward Health south. Weve been able to adjust beds. Weve also been successful in converting conference centers, lobbies, auditoriums for additional beds. Really to relieve the current staff that quite honestly, theyre heroes working 12hour shifts. You can imagine how stressful this job can be. Reporter he is from Memorial Health south, i misspoke. One of the things that they have done and theyre doing this across the state now is they have hired additional nurses from around the country to come in and help. Right there at Memorial Health south they brought in more than 200 nurses to help pick up the slack because of the pressure theyre now under, craig. Kerry sanders, thank you. Right now President Trump on air force one making his way to texas. This was the scene a short time ago at joint base andrews. The rising death toll in that state struggled to contain the virus will not be the president s focus today, though. Instead mr. Trump will be rallying support from the energy sector. He is going to be visiting an oil company in texas. When he lands in midland, it will be his 16th official trip to the lone star state. For some perspective here, more people have died from coronavirus in america than live in midland, texas. Nbcs Morgan Chesky is there for us ahead of the president s visit. Morgan, set the stage for us. What can we expect from President Trumps visit, again, considering texas is fighting to contain this pandemic right now . Reporter yeah, craig, good morning. President trump certainly expected to be playing to a hometown crowd when he arrives here in midland around 11 40 local time. A motorcade will be taking him just down the road about 20 miles to the city of odessa, texas, where hell be having a private luncheon round table, high dollar amounts expected to get facetoface with the president there. If theres any question why hes coming here in addition to the campaign is what you see behind me. This oil and gas industry is truly the life blood for this area. To set the stage and understand the unique disadvantage theyre at today, youve got to go back about a year ago. You had tons of resources flooding this area because that business was booming. We know that barbers here in midland and odessa were making six figures, never out of work. We had apartment complexes going up to house those oil and gas workers. And today its almost i dont want to say a ghost town but the opposite of that. Unemployment in odessa sitting at 13 . A year ago it was at 2 . Here in midland they fared slightly better than their neighbors but theyre still hurting economically and thats one of the key points President Trump is expected to talk about both at that luncheon and when he visits that oil rig later in the afternoon. Specifically he wants to incentivize private investment and decrease some of the regulations in hopes of getting this industry back on its feet. In the meantime this is all under the shadow of the coronavirus now, which has hurt the industry even more and a lot of people that had steady work now going to food banks and trying to stay safe. The fortunate element here if there is one is that the population density in this part of the state is so spread out that were not seeing as high of covid19 numbers as we would, say, in the Rio Grande Valley in hidalgo county, which is especially hard hit. So hospitalizations and new cases also stabilizing here in the basin of odessa and midland and thats what people are hoping for. But in the meantime theyre looking ahead at a bleak Economic Future with not many of these wells still running. Craig. Morgan chesky for us there in midland ahead of the president s visit. Morgan, thank you. This morning nearly 10,000 children are headed back to school in one indiana county, but the virus is still spreading throughout that community. Like so many other towns, cities, parents and teachers, well, theyre quite nervous about that return. Nbcs Allison Barber has made her way to avon, indiana. Shes outside a high school there following this part of the story. Allison, what kind of precautions are in place for students and teachers who are back in the building, and what are you hearing from parents and teachers . Reporter hey, craig, at this school like weve heard from so many other places as they move towards reopening, they have enhanced their cleaning protocols here. Masks are mandatory for the majority of students as well as teachers and other staff members. Use of water fountains, thats limited. They cant be used by students unless they are filling up a water bottle they have brought from home. They have rearranged classroom furniture to try to make it easier for students and staff to space out, give each other more personal space and to actually socially distance. Some parents we have spoken to, we spoke to one parent off camera and they told us because of those safety precautions, they have been inside the classrooms and seen them. They said they feel comfortable sending their keindergartner bak to school. Other parents and students say they are afraid and schools in avon should not be reopening, at least not like this. Avon schools, they gave families two options. They could choose to do inperson classes five days a week. The first day is today or they could opt for elearning online but they say that curriculum is limited. We spoke to one family who made the decision to keep their two youngest children at home, not feeling that it was safe enough for them to head back to school but they let their high school student, who is inside the high school right now make the decision for himself. He said he didnt want to go back to school in person, he didnt feel safe doing it, he doesnt feel safe doing it. As an a. P. Student focused on college and his future, he felt like elearning did not give him enough opportunities to learn what he needed to learn in order to prepare for his future, so he made the decision to come back. Listen here. Im stuck between a rock and a hard place here. Its either stay home and then lose some education that could be, you know, crucial to all of college the rest of my life, or i could go to school and then i could risk doing permanent damage to mine and my familys health. If i could say anything to the local officials, id say just wait. How many pages in the yearbooks are going to be dedicated to kids and the teachers that have died this past year because of covid, because you couldnt wait or shut down. Reporter in indiana, schools are allowed to open this month per the governors orders but theyre not required to. Some School Districts made the lastminute decision to delay their start date or move to a hybrid model where you have students coming in for inperson learning two days a week so you limit the number of students in at any given time. Other students stay home and then rotate. Thats an option one teacher told us she wished schools in this community would have looked at a little more closely instead of allowing all of the students to come back at the same time. Krig. Ellison, thank you so much for that. Theres so much to talk about with the virus, i want to bring in dr. Octer, an emergency room physician. Doctor, lets just start with what we learned out of florida, the number of children affected by the coronavirus up 34 in just eight days. Just heard that report from indiana. Theyre going back to school there as well. What should parents know about that rising number, especially as they may be sending their son or daughter back to school . Thats a great question, craig. You know what parents should know is something that they already know if they have kids, namely that kids are vectors for disease. Anybody who has kids knows that. Anybody who has seen flu season knows that. Kids spread germs. Some people think maybe for covid they dont. Clearly they do. I dont know why covid would be any different and now we know kids spread those germs as well. For those parents thinking of sending their kids to school, if youre not a hot spot, there are some counties that have very low number of cases, its probably okay to send your kid to school especially if you dont have elderly or Immunocompromised People at home. If they can come home to safe, healthy parents, thats okay. But if you have a child with immunocompromising conditions or elderly parents at home, its worth considering doing Online Learning. Even though kids may do well with the disease, spreading it to someone with medical conditions or elderly age can be dangerous. Lets turn now to a question from one of our viewers. This is a question from judy. Its also about returning to school. Judy says i live in Westchester County, new york. Our numbers have been good. Movie theaters are not open and some people feel uneasy eating inside at restaurants. Eating dinner and going to the movies usually lasts for about two hours. Then how safe could it be to spend six hours confined to a School Building in which the air quality is not the best . Doctor, how safe is returning to the classroom considering the air quality . Thats a great question from judy. It doesnt take a mathematician to know that six hours is longer than two hours, right . We know that one of the metrics we look at is how close people are to each other and the other metric is how long are they close to each other and so being in that close of a space for that long a time can spread germs and it does spread germs. Again, if there arent as many cases in Westchester County as there were before, maybe it would be okay. In particular westchester, not to stereotype but has more money than other counties do, if theyre able to distance and keep the kids apart, keep the teachers apart, have good ventilation and good School Nursing staff, if they had the resources, they might be able to do okay. But if they dont have those metrics in place, they might be challenging. I would say you have to look out for your own family and your own children. If you have somebody with immunocompromising conditions or chronic medical conditions, i would be very wary of sending that kid to school. If the person can go to school, come home and be isolated with parents who are healthy, then it might be okay. But you have to weigh the costs and the benefits when making that decision, of course. All right, doctor, thank you. By the way, ladies and gentlemen, keep sending us those questions about the virus. You can email those to talk msnbc. Com or you can also tweet us as well. An arrest at a protest in new york captured on video and posted on social media is causing some as this New York Times headline reads, to draw parallels with the actions of those federal officers in portland, oregon. The video, as you can see here, it shows someone being arrested and put in an unmarked van. Multiple Senior Police officials tell nbc news these are undercover nypd officers making this arrest. The nypd says the suspect was wanted in connection with five separate incidents involving the destruction of police cameras. When asked about it this morning, mayor bill de blasio said flat out, this is not portland.
