Earlier today, i spoke to senator Elizabeth Warren who says the first thing she wants is for all student debt to be forgiven. You laid out the biggest single Sticking Point for democrats which is that 500 billion set aside for businesses that would be controlled almost directly by mnuchin. Mnuchin doesnt have to disclose where that money would go for several months. Negotiation owes that point continue. Steve mnuchin has been going back and forth all day long. Garrett . Yes . Im going to jump in because Speaker Pelosi is at the podium now. And differ better coverage to more than 150 million americans with Health Insurance through their employer. We passed the Affordable Care act because we believe in the United States of America Health care must have a right, not a privilege. But right now in the middle of the coronavirus, the Trump Administration is in court suing to tear down the entire Affordable Care act. If he succeeds, gone are free preventive services. Gone are young people staying on their parents insurance until age 26. Gone is the Health Insurance of 20 million americans and gone are the life saving protections for more than 130 million americans with preexisting conditions. Today, therefore, im calling on President Trump to abandon his lawsuit seeking to strike down the Affordable Care act. Instead, the president should urge the 14 states who have refused to expand medicaid to do so. Last thursday, pope francis offered the world this prayer. Enlighten those responsible for the common good so they might know how to care for those entrusted to their responsibility. Today, House Democrats are unveiling the take responsibility for workers and families act, a bill that takes responsibility for the health, wages and well being of americas workers, democrats take responsibility for our workers. We require that any corporation that takes taxpayer dollars must protect their wages and benefits. We strengthen the Unemployment Benefits so it can replace the average wages of our employees. We provide fast relief for Small Businesses with grants and loans to tie them through this crisis. For our doctors, nurses, Health Care Workers and First Responders in Health Care Hospitals and other institutions, we provide desperately needed funds to care for those who are sick and to ensure that our providers have personal protective equipment, ppe, that they need. We protect our Health Care Workers by requiring the administration to enforce our stronger osha protections. For our families, we direct payments to americas families in a robust way and strengthen the child tax credits and earned income credits. We have more workers with guaranteed paid family and medical leave including those caring for our seniors and we make the coronavirus treatment free for the patient. For our students, we provide emergency funds for our schools and universities. We help current borrowers with their student debt burden and the gi bill benefits. We bolster snap and other initiatives to address food insecurity. For our democracy, we ensure the states can carry out this years election and require early voting and vote by mail. Im grateful to our Committee Chairs and members for their extraordinary leadership and work for americas workers and families. The Senate Republican bill put corporations first. But because of the insistence of leader chum schumer and Senate Democrats, progress has been made. We urge the senate to move closer to the values in the take responsibility for family and workers act. We must be swift and evidencebased in our actions and we must be prayerful. This is an opportunity for the democrats to show what their priorities are. Pelosi said a couple of days ago that the house would offer its own alternative when she wasnt satisfied with what was being discussed on the senate side. There you saw her lay some of it out. The house is not in session right now. The house could not vote on this bill tomorrow or probably the next day or the next day even if they wanted to. And democrats believe they have leverage here. Republicans dont even have 50 votes in the senate where they are the majority because some of their members are quarantined. They are trying to find their way through a solution and democrats believe they have some political leverage to control the response here and 2 way they would like to see it performance and to get some of their priorities across the finish line. There is a political danger of overreaching here and i think thats what youre seeing play out on the floor where democrats are seeing things like cancellation of student debt which is not a part of the coronavirus debt. You are seeing things like vote by mail. Electoral politics that are arguably not a Current Crisis in march. So i think this is the walk that the the line the democrats are going to be walking here is do they press their political advantage as they see it to get the most favorable terms possible out of a senate bill or do they press too far and risk being blamed by the public for slowing down a bill that is widely agreed to be urgently needed identity in the rest of the country. What do Small Businesses, any business with 500 people or less, we have tens of thousands of them across this country want what do they need most . Theres 30 million Small Businesses out there and they account for half of americas workforce. Right now, they urgently need cash. They only have about 26 days on average of cash on hand. When a business runs out of cash, its dead. So we see in this bill, 330 million for Small Businesses, pitting them first. There doesnt seem to be a lot of disagreement. The problem is how to get that money out quickly into the hands of Small Business owners so that they can get it into the hands of their employees. And right now, the devil is going to be in the details on this one because if we send it out through bank webs they probably cant move fast enough. How can we get it out quicker . Maybe American Express credit cards. We need the Payroll Companies to buy in. Right now, i think we need the private sector to step up and im working with a number of them to get Deployment Solutions so that these Small Businesses can get the money this week and next week. I talked to Small Businesses all this week. Their sales are down 80 and they have to lay off those people because they cant afford it. We need them to survive here because the thing that can really crush the economy is if we lose all these businesses and we need to restart them. That is a much slower process. We had a slowdown in the economy after the last recession because we lost so many Small Businesses. In this case, we hope demand will come back, but we need to Pay Attention to Peoples Health first. The money needs to be there quickly. Dan, i mentioned the tweet from the former chairman of Goldman Sachs where he wrote within a very few weeks, let those with lower risk to the disease return to work. Hes not the only one. More and more people are starting to say and i understand how many feel its insensitive. But hes starting to say if we leave business closed indefinitely, the damage we do could be devastating in its own way. Yeah. I think theres little doubt about that, but i guess looking to a former chairman of a bank to basically give us some guidance on the Health Crisis is not particularly too helpful right now. If we use china as an example, i think it took over a hundred days for them to go back we reopen the factories, so, listen, i think if youre an ex bank ceo, id focus on what the market are doing, what the economy is doing, not about the timetable of getting workers back to work. Right now in new york city, i know people who are sick all over the place and do not have access to testing. The stock market is careening low for every day that we do not have a Financial Assistance package. So we need to have a coordinated response. We need a response. When we get the visibility on those three things in a coordinated manner, then people can start going back to work and we can make timetables for that. And were seeing business guys saying we have to get some low risk workers back to work. What does that mean for Public Health . Well, we arent under control yet and we dont know who is low risk and high risk. We know who is low risk and high risk with respect to if they get sick how likely are they to die. But one of the reasons we have to keep everyone at home is because we dont necessarily know who has the disease. And notre dame to know that, we have to have better testing. Weve only been doing this for a week or less. We havent yesterday achieved the full National Pause we need to help flatten the curve. And, karen, isnt this the problem, i know is Business People all across the country are saying i feel perfectly healthy, i need to get back to work and i need to take care of my employees. Small Business Owners dont want to jump the gun here. The number one priority is the health of themselves, their families, their workers, and that is what we have to consider first. That is why we need to get this set of cash in place and we need to get it into the hands of the Small Business owners. The best thing washington can do is not restart up too soon and put us all in a health risk. Its to get money out into the hands of Small Business owners through some kind of mechanism that assures them that it will be there for them over this next trying period of time. And i think we have some of that money allocated. Now its the question of getting the pipes late down. And there i think the private sector will step up. We need folks in the inside treasury hook up with them. Id love to see jpmorgan, bank of america, square, capital one, payment, adp, get together, get a solution that works technically and roll it out. But before we go, dan, lets look at this massive amount of Small Business loans that are going to be granted. Does it not have to be grants, not loans . Lets say we get through this threemonth period. Most Small Businesses, even medium sized businesses are highly levered. Three months of being shut down and all theyre getting is a low interest loan, that is just more money they owe. Credit markets, we came into this with poor credit really extended. Corporate Balance Sheets were at much higher levels than where they were prior to the financial crisis. So, you know, the u. S. Consumer, u. S. Corporates have been living on excessive levels of debt that were set in place in the aftermath of the financial crisis some 12 years ago. I think there needs to be a level of grants here. We need to focus on the fact that plans put in place right now, and this is one of the reluctant of the democrats is going to continue to make this pretty that much greater.
