[ crying ]. And facebook agrees to turn over ads linked to russia to the committees investigating russian interference in the 2016 president ial campaign. We will continue working with the government to understand the full extent of russian interference. We begin with the standoff between President Trump and kim jongun, military threats and hopes for diplomacy temporarily taking a back seat to a war of words. Two of the most unpredictable leaders on the planet trading insults like a pair of middle schoolers. I have some middle schoolers, they dont even talk like that. A great team to break it down, honestly one of my favorite squads with us, startings with Nbcs Kristen Welker live in somerset, new jersey, down the road from where the president is staying. This is the trump and kim jongun weve known for years. Thats right. What were seeing is tensions mount, steph. It comes after President Trump yesterday announced some of the toughest sanctions yet against north korea, effectively saying that businesses and individuals who do business with north korea will be sharply sanctioned. But what was significant about yesterday, he also said Chinas Central Bank ordered its branches not to do business with north korea. So the chinese element there could be a significant shift. Now, this morning we have an escalating war of words, President Trump tweeting this, kim jongun of north korea who is obviously a madman who doesnt mind starving or killing his people will be tested like never before. That volley came after one by north koreas leader, kim jongun, late last night, steph, a rather statement by the north Korean Leader in which he said President Trump is unfit to hold the prerogative of supreme command of a country and hes surely a rogue and a gangster fond of playing with fire rather than a politician. I will surely and definitely tame the mentally deranged u. S. Dotard with fire. A lot of folks went online and looked up the definition of dotard. Dave murphy, our great producer looked it up. This is from dictionary. Com. A person, especially an old person exhibiting a decline in mental faculties, a weak mental state or foolish old person. So you have these shots across the bow coming from both of these leaders, steph. Of course, the stakes couldnt be higher because we are talking about a potential nuclear escalation. North korea threatening to test a Hydrogen Bomb in the pacific ocean. This comes as tensions are mounting with another country, ir iran, during this weeks u. N. General assembly, Senior Administration officials indicating that the president is leaning towards pulling out of the iran nuclear deal. Iran warning against that, and in a show of force during a parade, essentially unveiling its latest ballistic missile. This is tension with not only north korea but iran making a lot of world leaders, a lot of United States allies jittery as well on both sides of the aisle. Dotard, a word 16 hours ago i had never heard of. Im going to bring my panel in because it is a true coming together of Global Citizen. Phil rubbing kerr White House Bureau chief for the washington post, megan murphy, editor and chief of Bloomberg Business week. Brendan greeley, a contributor to the economist and wes moore, retired u. S. Army captain and ceo of the robin hood foundation. Megan, President Trump calls kim jongun a madman. Is this rhetoric, noise or does it change things . Its more than rhetoric and noise for this reason. Were seeing a possibly uncontainable escalation at this point, not only in iran but also in north korea. Here is the issue. What people are forgetting is there is no room for north korea to really back down. They are already facing economic devastation with the sanctions that were in place. Additional tough sanctions will further, further bring that down in terms of what they can do. China with a crackdown about their own banks doing business with north korea. As the economic devastation, large parts of that country completely impoverished as is, there is no choice for him. Do we think hes going to be at this point saying im going to back down on what im doing in terms of testing . Its actually much more likely we see another bigger test, a Hydrogen Test theyve been discussing. This for them, people need to think about what we can do on a diplomatic front to bring them in and start looking at this as a way forward and a true way that we can deescalate these tensions, the way these two people are acting is a very destabilizing dangerous route. Phil, lets focus on the sanctions, less on the tweets. We know economic pressure is the path that it sounds like were going to take. Thats been done before. Kim jongun and his father, theyre okay with starving their own people. If these economic sanctions are truly put in place, how long does it take to see if they actually do anything . Well, i think the goal in the Trump Administration is just to try to slow this down a little bit. I dont think theres any expectation inside the white house that the sanctions are going to somehow stop the Nuclear Program in north korea. One of the things youre also seeing this week at the unit nations is President Trump trying to find ways to bring china along. Hes been meeting with the japanese, with the south koreans as well, to try to find a way to bring china along. China is the most important economic trading partner of north korea. That effort kristen was just talking about about the chinese bank cutting off ties to north korea is important, and i think the Trump Administration would like to see a lot more of that. What do you think . I think the problem with American Foreign policy is we dont like to be in situations where we dont have any leverage. We always like to believe we have options and we have leverage. Isnt that everyone, any time, anywhere . We usually have options and leverage. We dont here. I dont like to disagree with megan, but i do. I think the game theory with north korea has not changed. What has changed is they have new technology where they can reach farther with the bomb they already had. As we saw during the cold war, every time there was new technology, an intercontinental ballistic missile, we had to come up with new game theory and it settled down. The truth behind it, it has not changed. They know theyll be annihilated. Theyre not insane, just evil. We know bad things would happen if we invade north korea. Everybody knows thats true. Do i wish james baker were handling this and not donald trump . Yes, i do. The game theory hasnt changed. Of course the game theory hasnt changed. People are thinking in the existing game theory parameters. You are right, they know theres only one pathway for this. So do we. But we cannot go down that pathway because sooner or later something truly dangerous, an accident will happen, most likely involving japan which will take this conflict into another region altogether. You know that as well as i do. The pathway is fraught with error and mistake. Wes, we know china is stepping up the pressure. Trump talked about that. Here is what he said yesterday. China, their central bank has told their other banks, its a massive banking system, to immediately stop doing business with north korea. I want to just say and thank president xi of china for the very bold move he made today. Okay, first of all, chinas foreign minister said the president s remarks were incorrect. But we also have no way of knowing what china intends to do. What is your take on what china is doing here . I think one of the challenges of china is, we dont want to decrease the optionality that we have nor force anyone elses hand. This situation is not just exclusively about us. We have the worlds strongest military, and no one would i do nye that. You know it firsthand. Thats exactly right. The military will move and when the u. S. Military moves, it moves in real force and it moves in real authority. I also know that our military is overextend overextended, and i know we shouldnt be in a rush to use it. As were going down this process, diplomacy is the best option. What we want to do by the language we use and the things were pushing for is not necessarily to decrease the options we have. We want to come up with a diplomatic solution to this problem. The military e kuxecution is no something anybody wants in the short term or long term. The administration or Trump Supporters keep reiterating this, watch what trump does, not what he says. If you personally were active in the military right now and you heard the rhetoric between kim jongun and President Trump, would you feel like hes putting your life at risk . You cant separate the two when it comes from the president of the United States. When the president of the United States speaks, whether it is via social media or via press conference, the military has to prepare to respond. So i dont see how we can talk about watch what he says and what he does as a member of the United States military we somehow have the luxury of distinguishing between the two. Phil rucker, i want to turn to iran for a emt mo. I want to read exactly what president rouhani said yesterday. Whether the western powers want it our not, we will increase our defensive and military capabilities as a deterrent as much as we deem appropriate. We will not just strengthen our missile capabilities, but also ground forces, air forces and naval forces. We will not seek permission from anyone. Do you see this as the beginning of the end for the nuclear deal . Potentially. President trump, hes not announced what his decision is. Hes trying to build some suspense but certainly signaled nah the United States may be getting out of that deal which could trigger a number of reactions including defiance in aran. There could be an effort to go ahead and continue building their Nuclear Program in defiance of this deal if the deal falls apart. Thats why you see so much pressure from our european allies to try to convince trump to stay in this deal, to certify at that october 15th deadline and keep this thing together and keep it going. Remember, it was a product of years of diplomatic negotiations under president obama and secretary of state john kerry. It seems like trump is nearing a decision here to let it sort of unravel. Are we undervaluing the Important Role of diplomacy . When you think about not just trumps base, but so many conservatives this week watched President Trumps speech and like it. Do we not understand this invisible shield, all this work done together, America First doesnt mean america only or it shouldnt. They liked the tone, but look at the result. If we looked at what he wanted to go into meetings, he wanted to get bigger support for changing the iran deal frankly. He wanted to deescalate tensions with north korea. None of those things happened because he didnt stay on script which is what consistently happens with him when he goes into these meetings. Iran, youre exactly right, America First, this was years of negotiation, critical allies, uk, france, the amount of work put in to achieve this deal. Were talking to a situation where we have north korea and iran escalating rather than deescalating brendan greeley, then why is the market roorg . Why is President Trumps Approval Rating up . When you talk about the market, its about risk management. Tax cuts are coming. So is santa. I think markets have learned that things consistently dont happen. Weve been having this conversation for the last five years, and every time some new event happens, the vix, the measure of market volatility, it bumps less and less and less and less. This is not about whats happening now. Were desensitized until we go to war. Megans point about the script is exactly right which is that the problem is not what he says, but the inconsistency and im precision with which he says it. When you read accounts of allies that are talking to us, japan, south korea, germany, theyre confused. Its not that theyre angry its a policy they dont like, they dont know what the policy is. Its the im precision thats the hardest thing to deal with. This is also why it matters. Its not just about the action. Its about the execution. Thats where partnership really does matter. Its one thing where you think you can make a decision unilaterally and think that can or cannot have consequences. But another thing about how exactly are we going to execute. Whether talking about the nuclear deal, north korea, the whole collection of different issues, these are things unilaterally we dont have the power and authority to take these things on and their aftermath on our own. Having a sense of competence amongst your partners that what you say is what you mean, it has fundamental impacts on how these negotiations take place. Phil, i turn to you. Wes is talking about partnership. In order to have a partnership, i dont view to have trust. Some are accusing President Trump of really putting out a double standard. I want to share day mondays tweet where he says the message to iran is the u. S. Cant be trusted to keep a nuclear deal where the message to north korea is cut a deal or else. Whats to be trusted here . Its a great point, and one of the reasons our european allies are so concerned about trumps behavior and comments this week on the iran deal is because we ladd a change in our election here, so we have a new president. But that doesnt necessarily mean that the United States would get out of its deals. The were talking about negotiating some sort of diplomatic solution in north korea potentially, how can anybody trust well keep our word there if we or not keeping our word in iran. Thats one of the challenges i think for this white house. Isnt it amazing wall street traders live by the motto the word is your bond. Wall street traders are the voice of reason. Dont go anywhere. Rescuers are running out of time trying to find survivors after the massive earth quake that hit tuesday afternoon. Nbc confirmed a total of 273 people have died, thousands still remain missing. Rescuers are focusing on several sites in mexico city including a Primary School and factory. Msnbcs Steve Patterson is outside that collapsed glass factory. Steve, what are you seeing on the ground there specifically . Reporter a lot of active, stephanie. I want to step up and show you this. We have to play jazz right now. Theres so much active. Theyre pulling rubble from the scene that you see in front of us. You see all the workers, maybe about a thousand in total since weve seen this scene last night. This was a collapsed factory. Youre looking at workers with sledge hammers. Last night they were using backhoes, using the giant crane to lift debris, anything they can do to get in there to see if theres any sign of life or survivors. When they do that, the entirety of this scene goes quiet. You can hear a pin drop. Everybody freezes like a statue. They cut the generators and the lights so theres absolutely no motion and no sound. Then they bring in audio technicians and dogs to try to go through the rubble to see if they can hear any sign of life. As you mention, it is near a critical deadline at this point in today four. 72 hours is what typically officials give as the time limit before the process. Were going to see the debris being pulled out. If you can see this line, they back right up into the cameras so we want to be careful here. Im trying to posture on the left side of this so we dont get hit. Its a very active scene. But as weve been saying, it is a critical deadline at this point for crews to make as much progress as possible to try to get in there and if there are people alive, to make those rescues.
