We got a lot to cover this morning, starting with that big meeting at the white house. 20 top lawmakers from both sides of the aisle talking Immigration Reform with President Trump. But there are two big hurdles to closing a deal. We have a great panel of reporters, analysts and a governor from one of my favorite states. Hear to break all of it down. I want to begin with nbcs peter a lexen der at the white house and msnbcs Garrett Haake on capitol hill. We know the message that resonated with Trump Supporters throughout the primary and the general election, build the wall, build the wall along the southern border. Of course it was mexico who was going to pay for that wall. But now here we are, the president still wants to build it. How much do his supporters demand it . Good question. I promise you, we are at the white house. It is behind the fog somewhere. The president notably making the promise about the wall in nashville yesterday. Said were going to build that wall. Heres the standoff. As democratic lawmakers come to the white house to talk immigration. The president wants tighter immigration restrictions. He wants billions of dollars towards the wall. The democrats want protections for those dreamers, the young undocumented immigrants who arrived in the u. S. As children. The Expiration Date for daca, this program, is in march. But theres another deadline looming. Thats now ten days away. On funding the government with another possibility of a shutdown. The democrats are pressing to use that as leverage in effect in any deal. The white house is saying not going to happen. The president s insisted that any daca deal has to include an end to chain migration. Thats been something hes talked about routinely. Not just in Public Events but also on twitter. Which actually could jeopardize the parents of dreamers who are still in the u. S. Illegally. So there is a clock ticking right now. Theres real urgency to try to come to some terms on this. All right, Garrett Haake, there is some room to negotiate here. Theres republicans who clearly want to protect dreamers and theres democrats who want more Border Security. But more Border Security and a wall, those arent the same thing. No, theyre not. Look, you mentioned the idea that republicans want this. Yesterday on the senate floor, tom cotton, whos about as much of a hardliner on immigration as youre going to find in the United States senate, says even he wants to find some solution for the dreamers, for the daca recipients. So there is will in the room to get this done. Democrats are frustrated because they feel like the president and republicans keep adding to their wish list. Adding conservative priorities to what might take to get some kind of deal done on this. The dynamic i thing thats going to be fascinating to watch in this room today is on the republican side. Youve got tom cotton in the room. David purdue, another immigration hardliner who played golf with the president just a few weeks ago when they were both down in palm beach. Youve got Lindsey Graham whos another frequent new sort of trump ally whos on the far opposite side of this. Very much wants to see a kedeal done to prodiretect dreamers. Can those instructions go back to these lawmakers into getting something done . You talk about the time line. Theres an increasing amount of discussion on the hill that an immigration deal and another maybe shortterm punt to keep funding the government, those things might get separated heard if these sides are far apart. Theres absolutely a will to get this done. I think both sides want to see from the president today what hes willing to accept. Well soon find out. Joining me now, matt welch. Jason johnson, political contributor. Politics editor at the root, governor john hickenlooper. Governor, to you first, daca is an issue for every single state. Think about what it means for those dreamers who put themselves out there who came out from the shadows because the government said come out, tell us who you are. What is it going to mean Going Forward that our government reached out, those people made themselves public and now theyre in a quandary . Well, theres no question, they shouldnt be a bargaining chip. I mean, these most of these kids came here when they were 1 or 2 or 3 years old. They have no other country, no other home to go back to. So to put them into this situation of every week theres a different demand and its a negotiating from one side to the other, everyone is drawing lines in the sand. Thats crazy. The anxiety and psychological harm that most of these kids are now 15, 20, 25. It just puts them in an almost unbelievable situation. And what do you say to the hard core trump supporter that says that sounds really tough but my child, who was born in the United States, whos an american citizen, just like me, they should have priority over those people. Whats the response to that true trumper . Well, i think there are all kinds of priorities of people born in this country, have remarkable level of advantages and, you know, theres a list longer than my arm. The bottom line is yn th, you k this is a small subset of the immigration issue. Ideally, this should be the time when Congress Steps up and does comprehensive reform, right . Looks at the whole issue and says, all right, were going to balance this out, balance that out. And begin you know, when i first ran, in 2003, i ran for mayor. This was an issue in 2003. That people were saying how are we going to address this immigration issue . Lets finally do it. Okay, lets finally do it. But were backed up against a government shutdown. We know were not going to get comprehensive reform. Were going to get a deal possibly. What do you think a deal is going to look like here . I mean, is this about dreamers versus a border wall . A very unpopular border wall . Keep in mind that donald trump has already caved on this issue several times in terms of funding the border wall. The wall that was supposed to be paid for by mexico so i dont know why were discussing who pays for it . This was supposed to be in every single one of the resolutions passed temporarily over the last 12 months. It hasnt been. Every time, theyre like, lets table that and well talk about it. The thing that gets sacrificed is youre not going to build a total border wall. Its physically impossible to do it. 18 million is too much money for anyone to spend. You might get a chunk for a few miles of a border wall. Its a big thing that i think will end is discussion about ending chain migration. Thats a big change to the immigration system. The people who are in that room, jeff flake is in that room, theres a lot of people, gang of eight people in that room who are not about to rewrite chain migration rules. You might see a sacrifice of the visa lottery system will originally, lets be clear, was invented by new york legislators to make sure the irish and italians were still being represented in immigration. Thats 50,000 people a year. Thats not a large number. If trump can get that little symbol, maybe hell take that and end the chain migration and not get the full wall. Nobody really wants a shutdown so i dont think its going to happen. Maybe im being delusional here but is there a chance that mitch mcconnell, nancy pelosi, already know what a compromise is going to look like and really this is about figuring out what trumps base will stomach . Pretty much. Look, at this point, not only has trump sort of punted on this border wall several different times but theres no practical way it can be done and everyone knows that before they even go into the room. This isnt just a matter of its unpopular with people in the government. You literally have republicans at the boarder who say it would be bad for commerce. This is Donald Trumps version of privatizing social security. He keeps saying hes going to do it. Its not necessarily going to end up happening. Look, theyre going to say, all right, were going to keep the government going. I dont even know if theres that much incentive for a comprehensive immigration bill because i can imagine them saying we dont want trump to have a victory during a election year. So i dont think either one is going to happen. In terms of Border Security, President Trump does have a feather in his cap. You are seeing illegal immigration down. People are scared to cross the border. So there is a positive. Without a wall. Governor, i turn to you for the raw politics of this. Because you are someone who truly reaches across the aisle. You do run a purple straight. How does this work . Where do you see a path to Work Together here . Because people want bipartisanship. Its what they voted for. I think people both sides have to stop, you know, being absolutist. And they got to say, all right, i have to have this and this is a victory. Lets get away from who gets a victory and who gets the loss and figure out what the compromise is. If you look at trumps biggest supports, a lot of thats rule colorado, rule america. And theyre the ones i mean, one of our best trading partners to maintain Commodity Prices is mexico. We need a strong relationship with mexico. Lets put all that in together. And, again, building a wall is such a waste of money. Theres ten other ways to, you know, secure the border. I think most people would agree we need to secure the border one way or another. Why waste that money building a wall when it alienates one of our best trading partners . So, is it that someone is not willing to have the conversation with the president about the value of the wall . You build the wall, all you need to do is build a ladder one foot higher. I want to say it was yesterday, said, people that are dealing with this issue know that it is a third century solution to a 21st century problem and its not going to fix anything long term. Thats a republican saying that. Why doesnt someone simply sit down with the president and explain it . This idea of the wall isnt something that is core to him for years. Sam whatever his face is, noonburg, came up with it during a campaign, said try it out at a rally and it stuck. How he differentiated himself in the field in the primaries. Saying mexico is sending us his worst people in his initially escalating down into our lives speech there. He sees this and perceives this. You can see this in the transcripts when he talks with the president of mexico. My voters. This is why he voted for me. He feels the pressure of this regardless of whether he had these deeply held views. He said romney lost because of his maniacal views on immigration in an interview in november 2012. Its amazing how look it up, news max. Donald trump said mitt romney lost because of his maniacal views on selfdeporting immigration. Absolutely on the record there. Trump flipped. He can say anything and none of it sticks. Its stunning. Which is where this really comes down to. Having conversations with the president , you would think any polster would say, going back to what he said last year, theres nothing you can do to drop below 35 . You dont have to hold on to this. You can walk down the street and shoot someone in the head. Theres a certain amount of trumps base thats never going to leave. I think if people reminded him of that, he would get off of some of these more ridiculous ideas. Lets talk democrats for a moment and the threat of a possible shutdown. Could democrats overplay their hand here . No one wants to see a shutdown. I know democrats are feeling great momentum after virginia, after alabama. Its not like they really got their act together with a Clear Mission and a message. I dont think democrats are going to be responsible for closing the government down. Theyve been reasonable all the way along. Democrats are it used to be republicans are always the ones that said, you know, government doesnt work, we want the government to work better. Now republicans appear not to want any democrats at all. And they love debt. Right. Exactly. And democrats are the ones saying wait, weve got to let government be more effective. We dont mind looking at ways to make make it a little smaller and still have it do a lot. I dont think democrats are going to be the ones to get in the way of whatever this agreement turns out to be. Its going to be a big meeting today. Steve bannon said this morning he doesnt think theres enough hardliners going to be at the white house for this immigration conversation. Well, steve, im pretty sure you lost your pass to get into the white house. Up next, if at first you dont succeed, try, try again. President trump renominating people who did not get through the first time around. Im talking about some of those judges. Its stunning. President trump has resubmitted 21 judicial nominees to the senate including two who are rated not qualified to be federal judges by the american bar association. The Huffington Post points out some of the nominees are, quote, hostile to lgbq rights and voting rights. My panel, judge goodwin and holly teeter received a not qualified rating. Why would the president bring them back up . This is a lifetime appointment. How does this reflect well on the president . Its baffling. Especially since we started to see republicans like grassley start to toss some of these back, saying look, you got to do better. They have a huge number. I mean, its almost an unprecedented number of judicial appointments. 58. Theyre shuffling through. Mitch mcconnell says, were in the personnel business. Were sitting here, were trying to process judges right now. They better do that job well. They have generally speaking conservative circles of all the fears of donald trump including the fear of choosing terrible judges. Theyve done, generally speaking from a conservative point of view, a pretty good job up till now. A pretty good job if white males are what youre looking for. Not necessarily. Theres some good jurists there. Neil goresuch. There are some good qualified people there. Neil goresuch is a white guy. Im a white guy. Theres white guys in the world. Yes, without a doubt, without a doubt. Without a doubt. Its part of the mix. Yes, yes, white guys are part of the mix. Im not saying theyre not. Jason, how much of a risk is it or how much of a problem is it for a democrat like you . These are lifetime appointments. Policies can come and go with each administration. Once these judges are in their seat. If you think about all the things they touch in our lives. Its a lot. I say this all the time. Im certainly not a libertarian. Ive not been a democrat for a long time. I am someone who believes in basic american justice. Heres the problem. I have no problem with every single president of the United States picking the kinds of people who reflect their ideology. Heck, i wish the Previous Administration that the republicans have allowed more of obamas judicial nominees to go through. Which is part of why they have this backlog now. The problem with people trump is selecting its not just that people airport qualified but their motivations seem more ideological than judicial. Their motivations seem to be i want to make sure these people dont participate in government. I want to make sure government limits opportunities for these people. Thats not what we want in a jurist. We want someone whos going to interpret the constitution in a way that helps all american people. When youve got somebody who wrote a brief, you know, in North Carolina for a law that surgically removed black people from the voting rolls. Everyone knows that. It was thrown out by the supreme court. Why are you nominating that person to be a judge . Thats the kind of problem i have. There are other people engaged in similar activities now being appointed to places like basically de facto head of the Census Bureau right now is someone whose life has been writing books and doing redistricting work to try to bundle people in districts. This is not necessarily the intellectual back ground you want in positions that are arbitrating over everybody here. And thats a worrying trend. Not just in the judiciary but in other aspects of the Trump Administration. I want to ask you sort of weve heard so much from the president throughout the last year about the coal industry and bringing it back. Weve now seen rick perry had a plan out there. How are we going to subsidize these coal plants to really help keep them afloat. And now regulators, mostly appointed by President Trump, have said no, doesnt work economically, doesnt work environmentally, not happening. How big of a blow could that be to the president . I dont know. I mean, everyone knew whos paying attention that saying youre going to bring back coal is nonsense. Youre not just going to bring back coal its not nonsense because think about those rallies that the president held and they became commercials, sort of the word we heard across this country. You are never going to bring coal back. As soon as the price of natural gas and fracing gets to a level, coal just doesnt make sense. We h
