After very fierce backlash, candidate joe biden quickly reverses his position on a key abortion rights issue. And the jobs report. The may number released. Employers adding 75,000 jobs. Falling short of expectations. This comes as the president appears to be getting his wish with full employment, a strong economy, the fed is now considering cutting Interest Rates to counteract the president s trade wars. We must start this morning with the jobs report and politicos chief economic correspondent ben white my friend is a cnbc contributor and host of a podcast, what do you take from this number . Think about all the offerings out there. Yeah. I mean, obviously, this shows the economy slowing down a little bit, 75k, at least 100,000 below expectations. You had the revisions for previous months also down. Down to a threemonth average of 151,000 jobs a month, not terrible at all but a downward trend from where we were at. A softening economy here and as it does as you mention face the threat of the tariffs both on mexico and china so trump maybe getting good news, and the fed may be forced to cut Interest Rates because theyre worried of what trump will do to the economy with the tariffs and doesnt have room to run here by slowing down the economy with trade wars. They cut rates to help the economy when its hurting. Ben, stick around. We dig deeper into this when the markets open in about 30 minutes from now. Lets go to Peter Alexander at the white house where today is the deadline for President Trump to sign an executive order to impose those tariffs on mexican goods which, of course, would take effect on monday. Peter, the white house tell us significant progress is made in talks with mexico. Do you think theyre going to reach a deal to avoid the tariffs or at the very least kick the can down the road . Reporter it is not clear. Despite the claims of significant progress, the president insists he is still prepared to slap the tariffs on mexico starting monday. Heres what he said in the last 24 hours while in europe. Even as the negotiators from both the u. S. And mexico met here behind closed doors. We have told mexico the tariffs go on. And i mean it, too. Im happy with it. I go into the room with the mexicans im asking for them everything. If they do it, well put the tariffs on and make the fortune. Reporter the president returning within the next couple of hours. Negotiators here in d. C. Sitting down again today their Third Straight day of talks. Mexico tonightly according to Administration Officials pledging to deploy up to 6,000 National Guard troops to the countrys border with guatemala, expressing a willingness to overhaul asylum rules which had been a red line. Still importantly, nothing is final. The president stresses he will have the final say. The president would have to sign the expectative order for tariffs by monday and a first step to watch over the course of the day and advance notice requirement sort of and he could back out if he signs it today and avoid the tariffs at the last minute according to aides here, steph. Thank you so much. Now to the breaking news of the u. S. And russian warships nearly colliding in the pacific ocean. Hans nichols in ireland. What exactly is the story here . Reporter yep. Well, it looks like the russian and navy ships came close together. 50 to 100 feet away and nautical terms, thats a near miss. Now, the significant thing here is what the navy is saying. Theyre officially calling it an unsafe and unprofessional interaction. Those are fighting words in terms of the diplomatic back and forth on when these things happen and also interesting of where its happened. The western pacific, the philippines sea. Most of the unsafe action there has to do with chinese warships. There is a great deal of respect, the United States navy, has for the russian navy saying this a deep water, Blue Water Navy and respect it and raises the specter it was intentional. Normally with russia it is in the air. The russians maybe a little bit upset with what the u. S. Forces are doing in western europe. Its unique this is happening in the western pacific. We are trying to find out whether or not President Trump is briefed on this. As you mentioned, he is wheels up here shortly to head home with a big decision to make on tariffs. Stick with the president. Before he headed home he didnt surprise people with the kind of interviews he did yesterday. He ripped into robert mueller, he ripped into democrats. And he did it all while we were commemorating the 75th anniversary of dday. What specifically did the president say . Reporter the president s mind in this entire trip has been in two different continue innocents. He is seemingly enjoying and commemorating the moments that we have been having here. You say Hosni Mubarak at dday give a speech reinforcing the importance of alliances or taking shots at china, mexico and opponents. Listen to kricriticizing the wo whose support he needs to run the country for two years. I think shes a disgrace. Us actually dont think shes a talented person. I have tried to be nice to her because i would have liked to get deals done. She is a nasty, vindictive, horrible person. Bobby mueller with a report of 13 horrible, angry democrats totally biassed against me. He is of course speaking of nancy pelosi. He said she is not able to get deals done. Remember, a few weeks ago nancy pelosi and Chuck Schumer met with the president at the white house and agreed on a multitrillion dollar infrastructure deal when the president returns home maybe well get an update on it. Thank you so much. Safe travels to you. Now Kelly Odonnell on capitol hill with new details of barr and ross. They could be inching closer to be held in contempt of congress. At this point, what does that mean . C contempt of congress and subpoenas in my youth, i thought they were a big deal. Reporter well, congress has power and they can do it in three different ways. There is criminal contempt which would go into the legal and criminal process. Civil contempt which can include fines and something less wellknown inherent contempt where the congress in and of itself can impose directly penalties or even you have heard perhaps tales of hidden jail somewhere on capitol hill to detain someone. We are talking about civil contempt here and one of the tools that congress can use and does it have teeth . Thats the real question. Would there be any real penalty . But for people in public life, being held in contempt of congress is a blemish on the reputations. What we are talking about here is the attorney general and the commerce secretary and efforts made by the Oversight Committee here to get them to provide documents and testimony related to changes to the census and a question added about citizenship. Democrats are very upset about that. Of course, in the larger scheme of all the immigration policies of this administration, theres concern about driving people away from participating in the census and of course the census ultimately determines things like what districts and that can lead to representation in congress. Theres so many affect that is go on. Heres whats happening now. A new letter of Elijah Cummings said we gave the attorney general barr and secretary ross every opportunity to produce the documents the committee needs for our investigation but rather than cooperate they have decided that they would rather be held in contempt of congress. They produced none of the documents we asked for, they made no counter offers regarding these documents and they seem determined to continue this is a key phrase the Trump Administrations coverup. This could set up a vote next week. One thing the administration said this is premature. They have provided thousands and thousands of documents. The Committee Said documents not responsive to what theyre looking for and heavily redacted. This is weedy and look at it in the 30,000foot view of another use, a lever of power that congress has, to try to compel the administration to participate, to try to put pressure on the administration in a whole range of areas. This one about the census. Steph . Putting a lot more attention. Kelly odonnell, thank you. Now to a major reversal for 2020 democratic frontrunner joe biden on the Hyde Amendment banning federal funding for most abortions. The reporting sparked this entire debate. Heidi joins me now. Extraordinary. Walk us through what happened, your reporting and what he is saying now. A stunning reversal, steph. This is a position that biden held for 40 years, supported this amendment since the inception. Now 40 years later what is the amendment . Essentially bans federal funding for abortion with rare exceptions including the life of the mother and in cases of rain an incest. But 40 years later, steph, the dramatic change is that the Democratic Party has shifted underneath his feet and now he is left alone or at least he was as of 24 hours ago as the only candidate in the 2020 field who still supports this amendment. It was our reporting that brought that to light that his report his support remanes firm for this. However, after we reported that, within hours we saw really a pileon by all of the oir 2020 candidates and by some of the most important democratic constituency groups that represent women. Planned parenthood. Emilys list. It was within really just hours we were told by our own reporters who are on the ground that bidens own advisers didnt even know where he was going to come down on this until he took the stage and so from what we can tell this was a very personal decision on bidens behalf, maybe looking at all of the backlash, looking at the current context in which this is taking place and deciding that he was going to change his mind. The current context, of course, is that abortion rights are under siege unlike anything we have seen since the inception of roe. It is taking place from a number of froptds. The states, the red states pass the abortion laws to effectively end abortion as we know it. And then seeing the Trump Administration pulling back on funding trying to pull back on funding for planned parenthood and we are seeing access dra matt cli decreased in some of these states. Look at texas, for example, with planned parenthood clinics close and youre also seeing an increase in Maternal Mortality rates. An increase in Maternal Mortality rates. Shouldnt that be an alarm for everyone . Amazing reporting. We are on the road, of course, to miami. 19 days from the first president ial debates of the 2020 election. No doubt Womens Health will be a topic. Well be broadcasting the debates live across nbc news, msnbc, telemundo and live streamed online. Now to other breaking news close to home for us in new york city. The arrest of a man whos talking about attacking times square just a few blocks from here in manhattan. And seeking the means to do it. Justice correspondent Pete Williams following the story. What can you tell us . They emphasize theres no active threat to times square saying this man from queens, new york, is closely monitored for sometime now with the help of an undercover operative. He was questioned overnight the result of an investigation of the joint Terrorism Task force in new york that involves both nypd and the fbi. Law enforcement Officials Say he was arrested after he tried to buy guns that had the serial numbers removed. So theyd be harder to trace. Investigators say he also talked about wanting to get hand grenades or a suicide bomb vest and no indication that he got his hands on any explosives. He then shifted they say to talking of a shooting attack. Times square, of course, one of the most popular and crowded spotteds in new york. Been a target before, nine years ago a man tried to set off a car bomb there. A small bomb was set off in front of a military recruiting station in times square in 2008. This man now under arrest to appear in federal court in br k brooklyn this afternoon and no word on the motive or inspired by a terrorist organization, stephanie. All right. Peter, thank you so much. With President Trump headed back from ireland we want to take a closer look at what hes leaving behind in europe and whats waiting for him at home. We have jon meacham, president ial historian and a distinguished professor at Vanderbilt University and coauthor of songs of america with tim mcgraw and carol lee is with us, covering the president s trip for us at nbc. Carol, what is your biggest takeaway from the president s trip . Despite the things he said while there about, you know, domestic politics back home and the initial comments he made heading into the trip it was really just a got through it and i think that could probably see the continent of europe breathing a sigh of relief as he departs because it was this is not initially when the president would travel overseas, everybody was shocked and thinking how could he say that . Oh hi god. An enthis. They sort of didnt know how to manage him and now ive talked to people saying in the runup of this visit they ran the scenarios. What will he say . Something probably like this and how do we respond and sort of used to it so theres the expectations were pretty low. And they were also very high in terms of is he going to Say Something or do something thats going to be we havent seen an american president do before. They all expected this and so in that context it was not there was nothing, no big policies were changed and didnt ruffle feathers. Well, john, when he gave the planned speech yesterday that was scripted, he got a lot of compliments from both sides of the aisle but then he sat down for some interviews and had an interesting with fox news talking the mexico. Please listen. They need us. They stole 32 of the car business. With nafta, the stupidest. One of the truly stupid deals of our time. They stole 32,000 they have 32 of aour car business. Are they a most important trading partners . Okay, fine. Nafta is the stupidest and we should remind the audience usmca, the new trade agreement, is nafta 2. 0, it is not that different. How do you juxtapose what the president said about International Alliances while he was physically in normandy . Well, one of the things about dday commemorations aside from their innate importance with the sacrifice not just of the men who hit the beaches but the women who made the guns who made it possible and the men who fought all over the world and ongoing theaters beyond it, one of the things about the commemorations starting in 1964 when former president eisenhower went back and talks to Walter Cronkite and all about the importance of peace, the importance of americans not being interested in conquest. That was all about the cold war. It was all ant containing adventurism because historys often about as present as the future. It is about american restation. President regan does a brilliant job. Bill clinton in 1994. It becomes a generational moment. That he was the son of a sacrifice. George w. Bush in 2004, its about alliances and projecting power and his attempt to make the case about americas role in the world. So all of these moments tell us something. What does this moment tell us . Tells us that we have an incoherent president. Grade him on a curve. It was a perfectly fine speech but lets be clear. He is the president of the United States. This is kind of part of the basic 101 toolkit. What it says is his essential incoherence of policy and the more dignified role in the world would i think never on sharper display. You had these marvelous images all week of the longest reigning monarch in history, elizabeth ii, came to power when she came to power came back from africa after her father died and the first Prime Minister was winston churchill. So you cant make this up. The crown is real. And she comes and sitting next to donald trump. You have this contrast. To me, the contrast is you have stability with elizabeth ii and an older order that isnt always right but is always there. And you have the unruly, the passionate, the pop list moment in trump and history happens in the interplay within the ten
