Since armed rioters, look at your screen, smashed their way into the u. S. Capitol, and we still have no answers as to why Law Enforcement was not prepared for the assault, despite the fact that rioters had been advertising their intentions online for weeks. We have now heard multiple officials, the d. C. Police chief, the assistant secretary for Homeland Defense and the head of the Fbis Washington Field Office say there was no indication there would be violent protests last wednesday. But heres the thing. That is absolutely false. Nbc has learned the fbi and the nypd sent information directly to the Capitol Police warning them exactly about this could happen. Not only that, look at your screen, all of these articles, all warning about potential violence, all of them were published january 5th. The day before the protests and the resulting riots. As a remember as a reminder, five people died in the violence and we have still not gotten an in person briefing from federal officials to explain what in the world happened, or what is being done to keep it from happening again. I want to bring in tom winter and ken dilanian who have been lifesupport reporting and investigating on all of this. Tell us about the evidence the fbi provided to get Law Enforcement prepared for this. They sent out two bulletins. The first one was sent in the weeks and days leading up to last wednesday, it was sent through operation sentry, the nypds information collaboration and coordination platform they have with a number of Law Enforcement agencies, over 800 as a matter of fact warning about the type of rhetoric and some of the threats they were seeing as it related to january 6th. Then they sent a more detailed, were told, informational packet with the specific threats and the online rhetoric directly to the Capitol Police leading up to last wednesday. Now, i have not seen this particular intelligence product but having seen the products that theyve put out before, i know that they are extensively briefed. Theyre very clear. They have the concrete kind of Background Information that you would want. I would assume they include the actual social media posts. They include analysis. These are warnings that are typically well heeded by Law Enforcement. The nypds Intelligence Bureau routinely outrecruits the nsa and cia and brightest minds of this country to be able to work there, to analyze the information, and to put it together in a cohesive manner to make sure their intelligence products are actually helpful and actionable by Law Enforcement agencies across the country, steph. Ken, i still dont get it. If all of this information was coming in, why is it that we have all these people, including the head of the Fbis Washington Field Office, saying they didnt know it could get this bad . How is this possible . I dont get it either, stephanie. The head of the Washington Field office said there was no indication there was anything but First Amendment protected activity. We know thats false. You showed the stories, the journalism that exposed that as false even before this happened. Now, a senior fbi official told me that while they did know about these social media posts alluding to violence they did not have evidence of a plot, a coherent conspiracy to attack the capitol. But now even thats in question. The New York Times is out this morning reporting on posts on private social media accounts where people were brandishing weapons and talking about which weapons they were going to bring and how they were going to share rides to get to the capitol. So thats really getting close to a conspiracy. And the fbi, their main job, is to protect this country from terrorism, domestic and foreign. So there are real questions here about what did the fbi and other agencies, department of Homeland Security see if the nypd saw it why didnt the fbi see it and if they did why didnt they put out an intelligence bulletin, why didnt they make sure the u. S. Capitol was better protected. Its obvious the Capitol Police failed here, failed to establish a defensive perimeter, didnt have Police Deployed in riot gear. I dont think its fair to blame this entire mess on a 2,000 Member Police force whose main job is to kpreprotect the capit and members of congress. Bear with me, i want to read from a Washington Post interview with steven sund, the Capitol Police chief who resigned after the riots. This is him talking about what happened during the assault on the capitol. Stay with me. Quote, just before 2 00 p. M. The protrump mob entered the capitol. At 2 26 p. M. Seven sund says he joined a Conference Call to the pentagon to plead for additional backup. Quote, i am making an urgent, urgent, immediate request for National Guard assistance, sund recalled saying, on the call were several officials from the d. C. Government as well as officials from the pentagon, including Lieutenant General walter piat, director of the army staff. The d. C. Contingent was flabber gated to hear piatt he could not recommend his boss Ryan Mccarthy approve the request. Quote, i dont like the visual of the National Guard standing a police line with the capitol in the background, piatt said, according to sund and others on the call. So let me get this right. They didnt like the visual . Yeah, stephanie, its outrageous if what the chief is saying is accurate, and i have no reason to believe he is not telling the truth. Hes spoken very highly of in Law Enforcement circles. So, yes, if they didnt like the visual of it, what do they like the visual now of, somebody being taken in a hearse, in a Law Enforcement turnout for somebody, for a Police Officer who has died, is this the visual they preferred instead, the one were looking at on screen . It doesnt make sense to me. In Law Enforcement circles when somebody calls for help in new york, its a 1013, its a 1085 on the radio calls. When that happens, everybody comes running. Theres not a question of, well, you know, what should this look like or how is this . This is somebody who is in trouble and lets think about who hes calling that assistance in for, its not just for his own police, its for the members of congress and the Vice President of the united states. This is a secret symbol of our democracy as Law Enforcement officials have been telling and saying to me since last week, so i really dont understand why, at that moment, theres any sort of question. If you have the chief of the Capitol Police on the line saying i need help, and i need it now, who cares what the pr looks like . Youve got an armed insurrection at the capitol. It just makes no sense to me whatsoever. It is a drastic failure and last week former nypd commissioner bill bratton called for a 9 11 investigation style into this, there are serious questions about the warnings that were missed and response that followed, steph. Gentlemen, thank you, thank you for this important reporting, think about that, worried about the pr, and a Police Officer lost his life, he was beaten over the head with a fire extinguisher. Should there be a lot more . Probably so, i mean, just looking at the video and listening to the accounts of people who are in that building that day, stephanie, lots of people were committing lots of crimes. And theres two things to keep in mind. We do have to move swiftly, swift is important, but we also have to be thorough and accurate. So i dont mind if Law Enforcement is being thorough and accurate. Theres lots of video footage to review. There are lots of people who need to be interviewed. There will be more cases brought. Im confident of that. Lets do it as quickly as we can, but lets do it as accurately as we can. Congressman jason crow said this morning that this is the birth of a domestic terrorist movement. Do you agree with that . No, i think that was born a long time ago. This is another iteration of a domestic terrorist movement. By the way we need to get a lot more serious in this country about clamping down on domestic terrorism. There are gaps in federal law that need to be filled and we need to think about it more seriously, and more assiduously. We need to be pushing very, very hard, stephanie, to bring charges, whether state or federal, against these rioters, not protesters, rioters. What do you make of concerns that members of Law Enforcement, or even the military, were part of this mob . Yeah, ive heard those reports, and thats deeply concerning to me. If thats true, and i hope its not, but if its true, we absolutely they absolutely have to be punished. Theyre no different, theyre no better than those who were in the building rioting and assaulting and threatening. You know, to me, i always keep in mind the vast majority of men and women who are in Law Enforcement, that are in it for the right reasons, that doesnt mean we dont have bad cops, and if we had bad cops helping these rioters, thats extraordinarily dangerous, and so i hope theyre punished to the full extent of the law, the only thing i would caution, stephanie, as with anybody, is no rush to judgment. Lets get this thing right. If people have to pay the consequences legally, they ought to pay it but lets get it right. Chuck, look at these flags. Many, many people were there, and marched in the name of the president. He instructed people to go to the capitol, as did his son don jr. At the georgia rally days before the password at that rally was see you january 6th. How do you keep from this happening again . These people havent calmed down. They just left the building. No, they havent calmed down. And i hope theyve left the building for good. So one reaction is that Law Enforcement has to really come down extraordinarily hard on these people. All of them and that goes back to our conversation about doing it both quickly and accurately. We also need the tone set from the top, this president , President Trump, is utterly failed as a leader, morally failed as a leader. And im hoping, and i have great confidence in joe biden setting the right tone from the top. But remember, stephanie, we have always had in the shadows of this country, some number of people who are racist, anti semitic, right, who are, you know, extraordinarily dangerous, neonazis, white supremacists, theyve always been there. The problem right now is that President Trump has given them breath, has given them life, has given them voice. And so the tone from the top will not solve everything, but it has to change and it has to change immediately. Fortunately its going to change next week. The president treated that day as a celebration. His daughter ivanka trump called them patriots. Remember, people were wearing tshirts reading camp oush witz. Chuck, thank you so much for joining us. As much as we have talked about what went wrong last week in terms of Law Enforcement leadership its really important to recognize all the good work done and specifically last week this one American Hero on your screen right now, this officer single handedly held back a group of rioters on wednesday, and prevented the violence from getting much, much worse, right about here he got to the top of the stairs, he saw that the Senate Chamber on his left was open. Thats where members of congress were and he took action. He shoved the lead rioter in front of all the others and got them to follow him away from the chamber while it was still being locked down. He used himt as bait, a human shield to protect the senate. If he didnt do that, who knows what could have happened . Please think about that. And lets be grateful. This morning, days after the attack on capitol hill, congress is taking its First Official step to try to remove President Trump from office. Voting on a bill that would call on Vice President pence to invoke the 25th amendment. If that doesnt work Speaker Pelosi says the house will move forward with impeachment sometime this week. This, as more republicans are now saying the president has got to go. I think the best way for our country, chuck, is for the president to resign and go away as soon as possible. I acknowledge that may not be likely, but i think that would be best. So you think it was an Impeachable Offense . Oh, sure. I think if inciting insurrection isnt, then i dont really know what is. Stephanie, this is the first day of a week of trying to hold the president and his allies accountable for what happened last week. Whats going to happen today is a democrat is going to call or offer what is called unanimous consent. That is to try to vote the resolution or push the resolution through the house without a vote. We expect a republican to block it so whats going to happen then is theyre going to come back tomorrow, then, and then force a vote where members are going to have to go on the record, on if they support, calling on Vice President pence to start the process of the 25th amendment. So that could be a very difficult vote for some of these republicans, and thats ultimately what Speaker Pelosi and House Democrats want to do. They want to put republicans on the record, on what where they stand on this, and at first they want to put the onus on Vice President mike pence to do something. He was in that chamber. He was also rushed away when the mob was approaching the senate floor. And so if he doesnt do anything, that is when Speaker Pelosi says that she will move to impeach the president , and then theres other resolutions as well, talking about Holding Members of congress who were close to the president inciting the Electoral College count opposition that they might be held accountable to. Theres a lot of anger on capitol hill right now, steph, and it is not dissipating. It is only increasing as the days pass, as we see more and more evidence of what actually happened last wednesday. Democrats are intent on Holding People accountable, stephanie. Thats an important reminder, this pushback against lawmakers is not about them expressing their ideology, its about inciting violence. Kristen, i want to stay on vp pence, what are you hearing from your sources about his thinking on invoking the 25th amendment. Weve heard from a number of familiar with the Vice President s thinking. He at this point in time is not inclined to invoke the 25th amendment. There are just a handful of days left in office and there are real concerns about, one, the practicality, two, getting a majority of cabinet members to get on board. And three, about the potential backlash that it could cause. But what we also know, steph, is that there have been mounting tensions between President Trump and the Vice President.
