The rest of the world. Its gone from confusion and anxiety to skepticism and suspion. There are still 2,300 or so kids separated from the families. This traumatized. This executive order does nothing about them. Where are the girls . Theyre doing to families just as a its just not right. And its been very upsetting. These children just are in shock. They dont know whats happening. They dont know why theyre being separated from their parents. They dont know where they are. And in the constant questioning when will i talk to my mom, when will i talk to my dad, it is all they can talk about. They get psychiatric care. So were providing excellent care to these kids. My wife feels strongly about it. I feel very strongly about it. I think anybody with a heart would feel very strongly about it. We dont like to see families separated. Her silence here during this crisis, you know, it reflects its reminiscent of what shes done before. She has any influence, if she has any know how, any interest in policy, why is she allowing these things to come into effect in the first place . And yet, it was melania who actually spoke out here. In realtime. Right. Who spoke out in realtime. Knowing the difference. And putting real pressure on the president to move. Thats a smuggler making his way back . Yes. That group of migrants, smugglers. Well, theres a smuggler in there right now. But everybody comes across with a smuggler. Let me make a couple things clear. Ivanka feels strongly, ivanka, i invite you to do something. Please go down there. Bring journalists with you. It was so sad for me to leave there without access. And when i left and i got on two flights to get home there was a number of what they called them ums unaccompanied minors. Someone at the gates there to pick them up. So even though the zero tolerance policy is over, what we need to find out ask where are all of those children, how will thigh be reunited with their mothers . We showed Kirstjen Nielsen who said the executive branch possible, but you lie to us over and over. Zero tolerance is over. Lets see where we go from here. Thousands of children taken from the parents thats exactly the question theyre asking what is in store for them, where are they going to go . After the president did sign that executive order that ends the practice of separating families, something his administration said only congress can do and then the president did it. This is a big positive for those trying to cross the border now. They will hopefully not have to face this. They realize they have to face repercussions. When you come into the country illegally you will be detained. You will be arrested. But now the idea that these families will Stay Together is a relief. Its a positive. More than 2,300 children they have been separated and the order, its doing nothing to reunite them with their parents. Not even the intention, theres no policy put in place. It is an immense task. Now given that many of them as i just said they were on my plane yesterday. They have been relocated to states as far away as michigan, connecticut and right here in new york. Sometimes without the knowledge of local officials. And the rollout of this fix, it seems nearly as confused as the policy itself. After health and human spokesman ken wolf said that those separated would not be reunited another official said wolf misspoke saying reunification is always the goal. I appreciate the spirit of that. Its always the goal. What i want to know, what is the procedure . The department is awaiting further guidance on that matter. So for me the only guidance i got from the person in the white house who is focused on family issues and children which is ivanka, she was thanking her dad for ending the policy he put in place. He said its congress turn, congress turn to do something but the job is note over. The executive branch, again, please, ivanka do something. Joining me now is peter alexander, justice reporter Julia Ainsley and peter, im desperate to know this. What exactly does this do for families who are already separated . Those kids and their mamas they dont have the bracelets on that your wife and i had on when we were the hospital to make sure we didnteave the building without one another. Yeah. Many of the Young Children are not in positions to advocate for themselves. Remember, som o them are under the age of 4 years old right now. So the administration rolled out this policy, now the tough task is trying to roll it back as it were. To try to fix this diaspora of the young, undocumented immigrants all over the country right now as you indicated we have heard from the dhhs department effectively they havent received any guidance on this matter yet. It is unclear how soon, certainly not immediately that these families will be reunited. Theyre obviously unique circumstances that make this an even more complicated process than it already was at face value. Let me put up on your screen the executive order from the president yesterday. It says the secretary of Homeland Security shall not however detain an alien family together when there is a concern that the detention of an alien child with the childs alien parent would pose a risk to the health care. And trying to put the parents back together with their children are the unique circumstances. As it relates to some of and these children. And certainly in some of the cases the children may have been brought here by those other than those parents. At least according to the administration. Stephanie . Okay, peter, i want to walk through local officials it sounds like excuse me, elected officials might be touring the centers. It was frustrating when we were down there, we couldnt get in. What do you know about that . What we do know, one example, senator bill nelson in homestead, florida, was trying to get into one of these Detention Centers where young people were being held in his home state. He was unable to do it. Obviously he was very frustrated by that. He described it as a coverup after he was denied access to this Immigration Center in homestead, florida, where they were holding more than a thousand migrant teenagers including 94 who were reportedly separated from their parents. Whether hell get to go in there at any point we do not know just yet. Thats obviously as you have indicated not the only site where there have been problems and where officials have been turned away. We have witnessed that playing out over the course of the last several days. On screen righnow, were showing you some of the pictures and the video. Not independently shot by journalistic organizations, but provided by health and human services. Provided by the trump administration. All the more reason why these lawmakers and journalists want access on their own to try to detail exactly what it looks like behind the scenes there. Julia, walk us through this. You know, when we say the president signed an executive order to end zero tolerance, you know, it makes for a good headline but walk us through what it actually means because the wording is actlly very vague. And in the past when he signs these orders, it doesnt end up meaning that theres action. It really ends up meaning that they write reports. Thats true, stephanie. Actually, no matter what side of the immigration issue you land on, this executive order is very vague. And in fact, we have gotten some reporting from chris hayes whos in touch with people in mccallen, texas, 17 immigrants came in today who were supposed to be charged in federal court with misdemeanors but they were not charged so they could stay with their family. That is not the zero tolerance policy. So for the president to say hell continue zero policy, you cant have both of those things. So in fact theyre throwing out those misdemeanors, at least now. At least in the 17 cases that chris heard about today. Part of that is just the technicalities. If you charge someone in federal court, you have to hold them in the custody of the u. S. Marshals. And you cant hold children there. Often people are going through civil proceedings that would be getting an asylum claim or an order of deportation. None of this makes sense. I mean, from where the children are, to where these people are going to stay. We understand the department of defense is looking into places where families can stay to whether or not people will even be charged for crossing the border illegally as the president said they would be. It all seems to be floating in the air right now. Carlos, i want to stick to what technically happens here. Because politics and agendas and advocacy put all of that aside, lets go technical. You were just in the federal court when the judge decided that those 17 people would not be charged. So theyre not going to be charged but for new migrants coming in, what can they expect . I have no idea. Well, let me just clarify something. I was in the courtroom. The judge did not take the bench. The government attorneys were not inside the courtroom yet. The federal public defender got word that the 17 people would not be charged likely from the government and those 17 people were taken off the docket. So there was no formal proceeding and their cases were dismissed. What comes next . We dont know. We dont know if now parents with children are going to continue being charged for illegal entry or whats going to happen. These 17 people whose cases were dismissed their children have been taken away from them. Their children are nowhere to be found right now. So we dont know if reunification process starts with them or later but their kids are gone. When you say their kids are go, lets talk about the reunification process. So President Trump says he wants to end zero tolerance. We have over 2,000 kids separated from their parents. What is the procedure that happens now to reunite them . So now they go through if theyre in our custody whats oor . Office of refugee and resettlement. And theyre the ones that take care of the kids. And they have case workers and those case workers try to reunify them with an existing Family Member thats in the United States if thats going to be possible. Because remember despite the fact that these parents have their criminal case dismissed that doesnt mean that the that i. C. E. Isnt going to pick them up and theyll be transferred to i. C. E. We have to wait and see what happens to the 17 people. If they make an affirmative claim for asylum they might go through that process. Help me understand one more time, why would the parents have their criminal case dismissed if they did cross the border illegally and they were detained by border agents, why is it being dismissed . I dontknow. I cant answer that question. I think that question is better answered by the government. Julia . I know youre not the government, but can you answer this . Yeah, it seems, stephanie, theres confusion. That these people down at the border are not understanding how theyre supposed to interpret the executive order. So its the same confusion through all of the agencies and were seeing it at the Judicial Branch as well. Im sure theyll want clarification, but you would have thought that would have already come. I stayed up all night, turning over resetting the alarm, expecting there to be clarification and we dont have the answers yet. Thats whats so interesting here. This is not about advocacy. Its just about information. We are trying to find out exactly whats happening. One of the reasons were so so many of the Government Officials are trying to get into those Detention Centers. For us when we were down there as reporters not to get in there we want to see whats going on. Peter, julia, carlos, thank you so much. This story is getting more and more complicated. As images of children in the Detention Centers continue to trickle out we are seeing images of smugglers sneaking more migrants into the country. Msnbcs mariana was responded to a call about smugglers using a raft to bring migrants to dry land. She joins us from laredo, texas. You have been with the Border Patrol agents for the last day. Walk us through what theyre facing and who these people are. Stephanie, rain or shine, these agents like Border Patrol agent thomas diaz, theyre on the front line, saving lives, front line of defense here, preventing these smugglers from coming over. And actually saving the migrant families that are trying to cross. And were out here in the middle of the desert, supervisor. Can you tell us what was the call that you got, what were doing out here . Ten minutes ago we had an activation on our detection equipment in this area. So it indicates some sort of activity. Remember, theyre not the ones making the decisions here. Theyre carrying this out. And oftentimes many of these people illegally crossing the border are crossing over and theyre looking for border agents, a, for safety because its been a treacherous journey for them and b, because theyre seeking asylum theyll be detained. They know its a misdemeanor. But they want to start the process. I think we have marianna back. Can you hear me . Stephanie, we are out here its a little tricky. But the supervisor was telling me that basically they got a call, they detected activity in this area. Theres a fence here to my left. It looks like some people might be crossing over to the u. S. Is it smugglers . Is it migrant families, who are you expecting to run into here . So this is where the dangers of our job and the humanitarian efforts come in together because we dont know that answer. We dont know if its drugs being trafficked across into the brush. We dont know if its guides and a Smuggling Organization bringing a group of people across. We dont know if its illegals who lost their way and trying to find some civilization and get some help. As parents wait to hear if theyll be reunited with the children, theres a question of where are the children located . According to the department of health and human services, the children are being housed in approximately 100 shelters across 14 states. And theyre flung across the country from texas to california to connecticut and right here in new york. Where just last night Migrant Children arrived at laguardia airport. Some arrived with me on my flight. Joining me now first lady of new york city, chirlane mccray. Ms. Mccray, walk us through where they go. I was on the plane with some of these kids and when we arrived someone came to the gate and said the ums, the unaccompanied minors and they collected them. Where do they go . Well, we know that some of them are staying with foster families. Licensed foster families and attending a school during the day and they go through Cayuga Center in east harlem. But theres so much we dont know. We dont know exactly where theyre staying. We dont node we dont know how theyre being cared for in terms of any medical conditions, Health Conditions they may have as a result of this horrific separation. Why dont we know . I know the mayor tried to get to the facility in harlem last night . It just in i was just in texas and we couldnt have access to anything. That has my concerned. Not one of us is satisfied with the information we have received which is really no information about where these children really belong, where their parents are. We just dont know. Government leaders should not be in the business of separating children from their parents this way. We know every parent, every expert, every Health Care Professional knows that this can irreparable harm to these children. Now we though theyre separated and theyre in the facilities in new york city, are we able the get inside . Are we able to know which kids are there . No. Why . , i think theres a total disconnect. Obviously, leadership thinks these children are not human. That they are other. That they are different from us. They do not feel the pain of these children. And that allows them to treat them in this heart breaking way, that, you know, its just its hard to understand. Even if you didnt care about who they were emotionally, from a logistics and a financial standpoint, logistically how do we track them .
