effort on the island in the wake of dorian. Joining me now is michelle grossman. Lets start with puerto rico. What are conditions looking like surrounding the islands . Thats going to be the next few hours impacting, puerto rico is to be determined if we are going to see the storm skirt to the north. We are watching that closely. At the least, well see
Tropical Storm
conditions and if not hurricane conditions. Over 74
Miles Per Hour
. We are seeing sustained winds at 70. We could also see some flooding rain and landslide. Definitely watching that over the next several hours. Lets talk about where it is now. Were s now impacting the eastern portions of puerto rico with outer bands and we are looking at winds at 70 meriles per hour. Thats a very strong storm where it was last night, increase tremendously over night and into this morning. Well watch over the next several hours. A couple of key players in place here. Will it go over land in puerto rico and decrease a little bit. Will it move to the north and really increase in size. We are looking at potential category three storm by the time it makes landfall in florida. Right now we are looking at 25
Miles Per Hour
southeast of saint detroit. We are going to see it slow down closer to the weekend. Watches and warnings are in place. We do have pink where we are seeing the hurricane watches and the red of the hurricane warning. We have
Tropical Storm
watch in place for the dominican republic. This is something to watch. We saw huge difference over night, too. We saw the storm to the north, thats where we are seeing all the differences in terms of intensity, giving it a lot of energy over the open water to really increase. We are not going to see the land ar interaction where we thought we did a day ago. We can see the category one storm is early. It is 8 00. Well keep our eyes on that. It is going to move to the north and move in a little further with that next advisory thats going to come out at 2 00. By friday, category one storm on saturday. Thats a category two storm. North of the bahamas, this is not good news. If it stays intact over the next several days in term of the intensity for that eastern coast of the u. S. Now there is a concern, we talk about it a lot. It could be anywhere from southern florida up to georgia and even into the carolinas. Well watch that too over the next several days. We have a lot of smart people. Our meteorologists working behind the scenes here. Katherine is one of them. She pointed out something. We think september, we think of florida and hurricanes, yeah, it happens. It has not been since 2004 where we have seen a major hurricane thats category three or greater, hit the east coast of florida. That week is destructive in terms of business and it is
Labor Day Weekend
and also in term of rainfall. The impact of course will be the winds for eastern parts of puerto rico, thatll happen over the next several hours. Florida, the east coast, high winds threat as well. This could move as we head towards the next few hours including parts of georgia and into the carolinas. Rainfall totals, two to four inches. In puerto rico, they do have a drought and some vegetation where we could see some landslide and flash flooding as well and some light threatening flooding. Well keep our eyes on this as the next add vvisory comes in a 3 00. Michelle, thank you. Marianne atencio is joining me live. What ado condition look like . Reporter the visibility here dedegre decreasing dramatically. You can see the island here but now you just see that
Tropical Storm
likely headed this way. You mention the changes in the advisory. The u. S. Virgin islands right now under hurricane warning and fo puerto rico under hurricane watch. The changing path of this
Tropical Storm
, the director here of the resort where i am standing now told me when they looked at that advisory, they started freaking out. They never expected for it to come this way. Ironically, ali, it would be exactly the same path that
Hurricane Maria
took in 2017. And i cant emphasize enough the trauma that many locals here are still living through because of what they went through two years ago. Locals like 96 years othis 96 y. She evacuated from her home this morning. Something she did not expect. Reporter the water literally went over the house. Thats what she said has her so upset right now. Are you worried of dorian of the
Tropical Storm
. She said shes wored sick abori about it. Reporter lessons from maria were hard learned lessons for many people here. They are preparing for the worst but they are concerned power grid in places like humacao. Well keep you updated here throughout the rest of the afternoon as dorian makes landfall in puerto rico here. Power grid or rainfall, you know a lot of storms, you are a veteran of these things. You know enough to say stay safe. Make sure you and your crew continue to do so. Well talk about it a lot the next few days. Marianne atencio in humacao. Mayor, we spoke just as maria was hitting and you were getting people ready in st. Joh juan. Your warning and admiration come to make a lot of sense and a lot of push back for
President Trump
of puerto rico and how to prepare for the storms. Whats different this time . Unfortunately, it does not look like san juan will be on the eye of the storm. The winds extend to 80
Miles Per Hour
. In san juan whats different from two years ago is we make sure we get all of our help and our municipal hospitals as far as we know the only hospital that has their generators thatll make it run 100 including 10 surgical units thats fully operational during the storm. Generation power units and only five units were working. Thats something thats very significant in terms of power infrastructure. The other thing that we have is we are much better prepared and we have enough food and
Surgical Equipment
and enough medicine for one month but not only to take care of our system but to take care of people outside our syst system. Last time in san juan, we had to take care of 65 elderly health. We have to take care of enough food to produce for one month. 6,000 meals of breakfast. The worst thing that could happen is we would be more prepared than we need to. We would help those that are unable to be prepared for themselves. Thats a good problem to have. One of the things that matter in the execution of these emergency plans after the fact is we are dependant on a political structure. You had a lot of people in puerto rico. Your governor, rosario resigned and you now have a new leader. Any problem there where your new leadership responds to . Shes fairly new to the governorship. She was former deputy, she was part of the government. What i think is having a meeting with fema with the regional director reaching three and i have to tell you that i am cautiously optimistic about the ailment of fema now to do their job. Theyre on the ground and theyre reaching out. They seem to have much more equipment than they have before. They have 3. 7 million liters of w water. They have 3,000 tarps on the ground. I am optimistic that at least some of them some learned from thats a wonderful conversation to have. Well be of course vigilant as a point of transportation and distribution. We have wealth of knowledge that we came from the city of new york. Mayor de blasio sent us
Emergency Management
unit in maria. We learned how to navigate a
Distribution System
of food and water. We have enough food and water to hand out for people in the municipalities of san juan or other moneyunicipalities. We are on the ground doing what we can. We are courageous and we honestly have no time to be tweeting, or being incompetent that the president of the
United States
who continues to do what hes supposed to do and continue to get underway. You know if you cant say anything nice, i would ask that he say nothing at all and let people on the ground to do what he needs to do. This is not about him or politics. This is about saving lives. I agree with you. It is ridiculous that we are having a political conversation in the midst of this. Politics does matter when you need fema respond. Does the idea that the president called you incompetent and they are incompetent and billions of dollars accrued. Does this stand in the way of puerto rico getting federal response they need . It stands in the way. Thats why it is porpt importan call him on it. It is close to 40 billion. It is not dispersed around to most of the people that needed. Some of that had to do with the rosario administration. We cant pin all on
President Trump
. Indeed what happens is that as he turns things back on us, the
American People
open their hearts to us. Just after maria, our employees to go to
North Carolina
and help after storm michael. We know how bad it is to have somebody try to kick you down in the midst of your
Worst Nightmare
and darkest moment. Well continue to push on. Well continue to fight him and call him on his lies and then again, he thinks this is about him. This is not about him. This is about peoples lives, 30,000 people still have blue tarps in their homes. About 1. 3 million that still needs help. He cant be in the hurricanes path. This is the kind of man that would fight and scold people that were caught inside burning buildings and blaming them for not getting out there fast enough. Again, if he cant be supportive. Let those that are willing to be supportive take on the task of saving lives. Mayor carmen cruz, thank you for updating us. Well stay in touch with you over the course of the next few days. Each qualifying candidate have to have 130,000 unique donors and 2 in four different qualifying polls. The debate marks for the first time, joe biden and
Elizabeth Warren
and
Bernie Sanders
will share the state since the debate began. Joining me now msnbcs correspondent, steve cornacki. We may get another poll today. The clock is ticking. Nothing has been announced. The world is full of surprises. If there is one, it could shake up. It talks about that criteria that ali laid out of the 2 of donors. What you see on the screen, this is the entire democratic field president ial candidate, some have dropped out. These are the only candidates who have met that qualifying threshold. There are ten of them. Remember by the way, the maximum is ten. They would just need one night and one stage of one debate. The suspense that came in today and it still lingers to the degree. There is a change that could be another fold. There are two candidates that are on the bubble. This is gabbard and steyer. Steyer di d it in two polls. There would be two more polls coming out today, gabbard could hit it and she be in the debate. Usa today, you can see biden and warren and sanders. You dont see steyer and gabbard. Just by not making 2 this one, thats probably it for tulsi gabbard. Biden and warren and sanders at the top. You are looking at 2 above, you dont see tom steyer. He did not hit the 2 threshold, barring some unforeseen polls coming out. It looks like tom steyer will not be on stage. Looks like it will be one night debate with all ten candidates together. How do the polls figure into the following debate . Yes, thats interesting. I go back to this screen. In october basically the criteria and anything you amask will count towards october and you will get the next month to add more. So in terms of the october debate, this is why i dont you will see steyer drop out. If he can get one more poll the next month, thatll get him on stage in october, not september but in october. Gabbard, if she could get two more in the next month, thatll get her on stage in october and not in september. Some other candidates who are far away. It is a weird thing. You will see it crunch here in september. I think the stage could expand again in october wow. Steve, thank you my friend. We are talking about one of the two polls that came out this morning. University polling, mary snow is joining me. There are five candidates here for whom your polling shows something interesting. If the election were held today, five candidates on a
National Level
from a popular vote expensive indicated. We have the top five in our poll of democrats in a hypothetical matchup against
President Trump
all would win the lead range, ranges from 60 point to 9. President trump trailing all five
Top Democrats
in our poll and one thing we notice, too. His level of support did not budge much. The ceiling and these matchups were 40 . 38 . That was the range. As every american now know as of 2016, this does not account for the
Electoral College
but the spread is big. Joe biden has made the electability case for the other four people on that list who show as beating donald trump and the popular vote. That strengthens their case against joe biden. It does. Democratic field, joe biden is still the front runner at 32 among that field. It does strengthen their electability case because he no longer has a huge league. Mary, you are here as a po polling analyst. We had a lot of history together as a journalist. There was a question about the outlook of the economy which is o on everybodys mind right now. Today we may be in a different situation. The economy is on everybodys mind. We have 60 of people saying the economy is good or excellent. Looking ahead, we find 37 of the registered voters seeing the economy getting worse. That may not seemed like a lot. When you compare it to june in the same poll, you see there is a difference. A big difference. 23 in june to 37 in august. And we also ask about whether or not voters felt that donald trump policies were hurting or helping the economy. On that one, we had about four and ten saying they believe his policies are hurting the economy. Thats the highest level that he had since being elected. Steve talks about the amount of effort and money steyer puts into get into donors. There were some criticism of how much money was spent to get every dollar we got. Why does your poll does not show any movement with tom steyer . One possibility is thises is national poll. Hes been focusing on early states. This may not reflect what he is doing in those early states. He did not register in three polls of ours since. Interesting. Mary, good to see. Mary snow. President trump wants his border wall so badly before election day. Hes breaking laws to do it. Thats according to a brand new report in the

Washington Post reports trump to trump said that hell will pardon them to any potential of wrong doing should they have to break laws to get the barriers built quickly. Joining me now is our
Washington Post reporter, anne gerend. Making jokes of
Something Like this is unusual. Any sense of what laws he may have been referring to or jokingly about reconstructing the wall. The joking part, the white house did not deny it. If he says it, hes joking. The law hes referring to are all manner of things including requirements if
Environmental Impact studies. Various kinds of procedures the government has to go through before they would consider taking land by imminent domain. You can come up with a long list of other kinds of virenvironmen laws as well and where the government just build or what they have to do in order to get clearance to do so and presumably there will be losses thatll be attached to all these things and what the president is saying here everyon joking or h jokingly is that he wants to build the wall and he should have the power to do it. Interesting. Thats a bigger fight than just the courts. Yeah, when the president you know is talking about potentially taking land in texas and arizona, those could be potentially republican voters, hes talking about there. You are talking about donald trump talking about the next g7 hosted at the doral golf course. Where do we believe this stands . Well, we have some new information that contained in that story as well about how far along this process is. The white house says they have looked at sites in about half a dozen states in the
District Of Columbia and neither a final location or final date for the 2020 g7 has been selected. The white house also says see above, the president has said doral is being considered and indeed it is. But, the white house maintains this is a very much still an ongoing process and it is being under taken in much the same way or at least along parts of the same line as the
Previous Administration did when making sense of a location. They want a location thats secure and reasonably close to airports and medical facilities. They want a location that has infrastructures onsite they need of the kind of meeting rooms and banquet hall and the lights that makes sense for a meeting of this size. They need 7,000 other hotel rooms within 100 miles radius. There are a lot of places that can fit that bill but not everywhere. This falls into the category just looking weird. The attorney general bill barr books trumps d. C. Hotel for a
Holiday Party that could have revenue attack of 30,000. I am not a lawyer and i know people are going to say this is highly inappropriate. It does not pass the smell test. A lot of hotels in d. C. Where you can have a party. The person who works in the
Justice Department was not speaking officially. The reason he selected the trump hotel a few blocks from the white house is the other big hotels, fancy hotels in
Downtown Washington were booked. You know it does not break the law as you say. It is kind of weird. There would have been another option here which dont have the party this year. There is a lot of stuff that falls and weird categories nithe days. Anne, thank you. Boris johnson wants to suspend

Lets take a dive in it to it. This suspension is controversial thanks to brexit which is set for october 31st. New laws to blunt the effect of a
Nodeal Brexit cant be passed. Parliament cant hold a no vote of johnson. Boris johnson, one of the brexit tier moves ahead of this. A no deal would rip the
United Kingdom out of the markets at night. That means grow ris could get more expensive and britts need extra steps to travel to europe. Some people needing to apply for whats called settle status and there is the irish water. This is serious. In a
Nodeal Brexit situation, the eu has said some form of cross border checks will be needed. The republic of island,
Northern Island sits on an island. The republic of island is independent and apart of the european communion. N northern is part of the
United Kingdom and there is a border. It is unclear how this would work but it would make trade more difficult. Any kind of physical check point would dread up painful memory of a violent past. Jeremy corbyn criticized that move today. It is not acceptable. What is he so afraid of that he needs to suspend parliament and discuss this thein these matter. Matt bradley has been covering this closely. The queen approved this, can anything be done . Parliament can try to push through a vote of no confidence and thats what
Jeremy Corbyn you just saw, he announced hes going to do that. Thats unlikely to work in this really fascinating game of politic political chess because the only time they can do that is between this tuesday, september 3rd and the following monday. Thats when the suspension of parliament began. Boris johnson said out loud that even if corbyn tries to get this no confidence vote, the
Prime Minister wont resign and it is all parliament and calls for new elections and sometimes like early november and thats days after britain has left the
European Union. That looks like check mate for the
Prime Minister. This may be a little rearranging the death chair worrying about parliament. Is the idea of a
Nodeal Brexit basically established in the set and unusual case for that to be turned around . When you saw the outrage of
Jeremy Corbyn. In
Boris Johnsons party, there is so much outrage and looks like theyre railroading through and not everybody is in favor of brexit. The no deal brexit is part of that. The harshest bit is really popular. Allies of the
Prime Minister, theyll do everything they can to try to stop it. Looks like theyre out of options. Theresa may talks about an irish backstop. Many are worried of a fallout of a
Nodeal Brexit. Theyre worried of real problems on the
Northern Ireland border. Whats the plan for that . You have to bear with me here, it is complicated. It is the main reason
Boris Johnson is pushing through this really risky
Nodeal Brexit. It guarantees that there wont be a hard border between
Northern Island which is britain and the republic of island which is a separate country onto itself and still a member of the eu. No one wants a custom border in the irish eu. Separating one part of britain from the rest. The solution so far and the one that theresa may came up with her deal was to temporary keep the uk in a kind of
European Union until this can be resolved. If the u. K. Crashes out of eu like
Boris Johnson seems to want to without a deal. All of that could be up in the air. It is the only part of this drama that can lead to historical violent and it is one o of the major problems. That was a pretty good explanation of the irish backstop . A short amount of time. I appreciate that. I tried. We are learning more of accused sex trafficker of

Jeffery Epstein was able to get into position of power and his wealth. That included epsteins one time employ employer. When he traded with his own money, mr. Epstein, he changed his tune after he started investing for lesley wexner. Joining me now is one of the reporters on that story, gregory zuckerman, good to see you. This is a good question a lot of people have. How did this guy, every job he held, he was not explicitly qualified for. He was a former teacher and got fired and firm after firm and bank after bank on wall street was eager to work with him as we kind of discuss in our investigation and often these relations were closed and then combative. You cited a number of examples of these about close to combative relationships. Citi group 1987 to 2006, jpmorgan 1990, to 2013, do you have bank 2000s to 2019. Several private feuds with private companies. What does your what was the thing that drove these he was bright, charismatic and quite difficult as a client when it comes to bear stearns they were eager to work with him, he used to work there, he was very close with jimmy cane who eventually ran the firm. According to our reporting he told employees to look out for and help
Jeffrey Epstein. Yet they got into this fight, as he did with bank after bank after bank. Part of it was he was focused on helping his client, less wechsler, maybe his key and only big client and he was focused on trying to make him a lot of money, where he himself got paid the bulk of his money. He has made over 200 million just from les wechsler. He was focused on hopes this guy make a lot of money and turned off a lot of people on wall street and yet they kept working with him. For anybody who has taken a car loan or gotten a mortgage you know that the bank hangs stuff that youve done on you as a scarlett letter. Jeffrey epstein was still dealing with banks after he was a convicted and registered sex offender. Im not going to compare him to other people in office and others, but when you are a big borrower, big lenders like you. Doesnt matter if youve run into trouble with other lenders, they are eager to step up sometimes on wall street. Weve soon that with other people and weve seen it with jeff epstein. You and i maybe wouldnt have gotten involved with him. Setting aside all the rumors, just the fact that he was so combative and he was difficult and he was suing these people time after time and we talk about other things, too, interior designers, other kind of people, day to day type of people who got into fights with him and yet wall street kept lending him money. If theres some potential profit to be made. Also he was so well connected. Even if he wasnt doing as much trading, he knew other people and the money did flow to these banks from his connections. Good to see you. Good to see you. A wall street journal reporter. We reached out to the
Financial Institutions listed in the story,
Deutsche Bank said it is closely examining any business relationship with
Jeffrey Epstein and we are absolutely committed to cooperating with all relevant authorities. Citi group said he was a client for a period of time before his abhorrent behavior came to light. Jpmorgan has not responded to our requests for comment. We have breaking news right now. Dorian is now a category 1 hurricane, strengthening as it gets closer to puerto rico. Environmental Impact statements probably than anybody that is i can say definitely because i have done many, many, many of them. I think i know more about the environment than most people. Okay. Doing a lot of
Environmental Impact statements doesnt actually make you an environmentalist. President trump referring to himself as a environmentalist. For fact sake thats not really the case. The president s comments came hours after he decided to skip out on the summits
Climate Change session with other world leaders. But the
Trump Administration doesnt just downplay the
Climate Crisis they have enacted dozens of real policies that actually harm the environment over the last two years. National geographic lays them all out for us. Here are just a few. In may the
Trump Administration announced its rolling back
Safety Measures that regulate offshore drilling. The previous set of rules were environmentalists warn that offshore drilling pollutes oceans and harms marine life. Then there was this in march, the president signed an executive order approving construction for the keystone xl pipeline. Native american tribes and environmental advocates have long protested that the pipeline over land rights and concerns about effects on wildlife and
Water Supplies if they are polluted. Okay. Then weve got 2018, the
Trump Administration rolled back another obama era rule, lifting restrictions on
Greenhouse Gas emissions from coal power plants. This move the epa administrator
Andrew Wheeler said was designed to help
Americas Energy providers. Andrew wheeler, by the way, who runs the epa said that
Global Warming is something thats 50 to 75 years away. The same year the
Trumps Administration rolled back the fuel set of si standards for cars and light duty trucks. In 2016 about onesixth of u. S. Greenhouse gas emissions came from, you guessed it, passenger cars and light duty trucks. And in 2017 just five months after taking office
President Trump said that hes pulling out of the paris climate agreement. As of 2019 196 states plus the
European Union have signed that pact leaving the
United States as the only country in the world to reject it. All right. We do talk about climate a lot around here. Join us september 19th and toth for msnbcs

New polling today showing the president trailing every single leading democratic contender, but it also shows that for the majority of voters, the dominant feeling about the 2020 election is dread.
