Europe. All of it as the 11th hour gets underway on this friday night. Good evening from our msnbc news headquarters in new york. It is day 1,149 of the trump administration. 235 days to go until the 2020 president ial election. We end a very difficult week on the verge of a new phase trying to stop the spread of coronavirus as President Trump declares a National Emergency and as the house reaches a deal with the white house. Donald trump made his declaration in a rose garden address. This marked the first time he had spoken at length about the virus as a domestic crisis and Public Health crisis. It marked a change in tone from an Oval Office Speech he gave. I am officially declaring a National Emergency. It will open up access of very importantly and a large amount of money. Every state to set up Emergency Operation centers. Wall street rallied, the down gaining nearly 2,000 points wiping out of most of yesterdays loss and House Speaker pelosi said she reached a deal with the secretary to provide paid leave for workers, expand food aid and free testing for the ill. It does not have a payroll tax cut. Trump sent out this message. I fully support Families First response act and encourage all republicans to come together and vote yes. Look forward to signing the final bill asap. The house leaders for both parties were in agreement about the personalitiance of the legislation. We could have passed the bill yesterday, our own bill which is a great bill. That is what we are passing today. We thought it would be important to show the American People and assure the American People that we are willing and able to Work Together to get a job done for them. We thank our republicans, those that will be supporting the bill and appreciate the president joining us with his tweet. Do you think Speaker Pelosi handled the negotiations well . Yes. I give her credit and the Administration Credit and everybody involved. We have a better product today because we waited, looked at it and we worked together. The number of coronavirus cases in the United States is now more than 2,000 with 50 deaths. The white house has been taking continued fire over the nations slow rate of coronavirus testing. This morning new yorks first drive through Testing Center opened in rochelle. At the White House Trump touted efforts to expand such tests and fielding questions about his role in the initial response to the outbreak. We have been in discussions with pharmacies and retailers to make drive through tests available. The goal is for individuals to be able to drive up and to be swabbed without having to leave your car. The lag in testing was in fact a failing. Do you take responsibility for that . Yeah. No, i dont take responsibility at all. That was then followed by this question on trumps decision to shrink the White House National security staff and get rid of an office to address Global Pandemics. You said you dont take responsibility, but you did disband the White House Pandemic Office and the officials that were working in the office left the administration abruptly. What responsibility do you take to that and the officials said the white house lost valuable time because the office was disbanded. I think it is a nasty question. When you say me, i didnt do it. We have a group of question. I could perhaps ask tony about that. I dont know anything about it. You say we did that. I dont know anything about it. That would seem to contradict what trump said a month ago when asked about cuts to federal agencies that were tasked when responding to Public Health crises. Some of the people that we cut havent been used for many, many years. If we ever need them we can get them quickly. I am a business person. I dont like having thousands of people around when you dont need them. When we need them we can get them back very, very quickly. And the second person who visited trumps maralago resort tested positive. Today trump was asked about the interaction. The person that you were standing next to, whether you know who he is or not tested positive for coronavirus. Dr. Fauchhi said if you stand next to somebody that tested positive you should self isolate and test. You said your white house doctor is telling you something different. Who should americans listen to . I think they should listen to their doctors and shouldnt be jumping to get the test. Are you think selfish by not being tested. I didnt say i would not be tested. Are you going to be . Most likely. I think i will do it any way. Fairly soon. We are working on that. We are working out a schedule. Miami mayor has tested positive for covid19 after meeting with the same brazilian delegation this weekend and suarez is now currently quarantined at home. The coronavirus is affecting the political life of the nation in other ways. Louisiana is the first state to postpone president ial primaries because of the coronavirus outbreak pushing back contests to june 20 from the original date of april 4th. Election officials in arizona, illinois, ohio all holding primaries this tuesday issued a statement saying the polls will be open and they are taking precautions to protect voters. In onetimes it Democratic Party cancelled the inperson portion of its upcoming caucus. One sign it up ended the daily life of the nation, the millions of kids that will be out of school as the week begins on monday. We will get to our discussion in a moment. I am joined by a democrat from washington state, a pediatrician and member of house education and labor committees. Thank you for being with us this evening. The first thing i want to ask you about is the president s declaration of a National Emergency with respect to this. Do you think the tone coming from the white house has changed to your satisfaction . Well, first of all, let me just say that this was the first time they really got the impression that our president understood the gravity of the situation that we are in and i felt he was moving us forward. I am very happy we have this now as a National Emergency. Our state needed this for a couple of weeks. It will open up resources so that we have money to help with testing, people, to be able to set up testing areas that are outside of hospitals. It will relax the regulations that tied our hands behind our backs. In congress there has been a agreement that Speaker Pelosi was working with the treasure secretary. They seem to be having a parallel track. They came to an arrangement. It was worked out with republican leadership. That is a separate set of initiatives. Tell me how that is going to help americans. Well, this is so important. It is really nice to see that we can come together, democrats, republicans, and get things done on behalf of the American People. This is so important. Diseases spread. This spreads even before people have symptoms. We are asking extraordinary things from our citizens. We are asking people to stay home from work when they might normally not. Quarantine for 14 days after exposure and have their children at home and closing schools. If we are going to make the asks, we have to give people the resources to do it and have extended sick leave and paid family leave and even that we make the testing free which is my part of this bill. It is so important. There are no barriers to doing the right thing to protect our communities. Congresswoman, for all of the questions that you get as a member of congress, you get more from people in the fact you are a doctor and a pediatrician. I want to ask you as a doctor what do you think that we should all be thinking and doing . Well, i think this really goes back to the basics. We live in an era of everything fancy and new and technology and really this comes down to what i do in my clinic every day. You know, the kids are germy. I touch a lot of germs. If you wash your hands and if you dont touch your face and cover your coughs and sneezes with the inside of your elbow that will go a long way. If you are ill, you should stay home. Absolutely no sense in exposing other people and making this pandemic even worse than it already is. Your bill goes some distance to allowing some americans for whom that is not an option, missing work and staying home into a bit of a reality. Thank you if are your time. Jonathan allen, a senior political analyst for nbc news and frank, a msnbc National Security analyst. Annie, i am going to start with you. The concept that this is a National Emergency. We had a National Emergency declared about the stuff on the southern border a lot of americans dont think is a National Emergency but the president had real reluctance. The oval Office Address that led to a market meltdown . Yes. Todays press conference was seen as an opportunity for him to do a doover of the oval Office Address where it was a giant failure of leadership. His aides came to him like lets try something else. He was convinced to do this because the oval Office Address did not have the impact he expected it to. We have seen him moving slowly to this is not just something that needs to be contained to closing the borders but something inside of our country and this is the first time that he addressed the situation, the Health Crisis going on within our borders. It has taken him a long time to get there. He started from a place of just hoping that it would go away. Now he seems to understand that is not the case. I am not sure i would call it full throated and robust. But compared to the oval office the other day it was quite a development. The president feels like a reluctant participant in this one. Struggling with his written words he reads on the screen and surrounded himself with a bunch of ceos. But it did signal i have other people involved. I understand the measurement is not the stock market. It is something else. I need to take it seriously. How convinced are you that we are now on the right track . He is at least listening to Vice President mike pence and the treasure secretary and Speaker Pelosi and the institute on allergies and infectious diseases, the people telling him this is a crisis that he needs to address and it is one that needs a federal response. It is one that needs money and needs money not only to businesses but to protect the American People on a health level and economic scale. People need family and medical leave. States are going to need waivers to get people who, you know, have work requirements for food stamp benefits to be able to get those. So the president is obviously taking this seriously at a very different level than he was before. And what basically got what happened over the course of the last couple of days, his political standing was taken out from und from underneath. Once the deal got struck they moved forward on that. The president declared a National Emergency. Everybody was Holding Hands today. It is kind of amazing. A story buried on the side. Somebody said why are you not covering negotiations going on in congress. Nancy pelosi and steve frank you are the only one on the panel that has executive experience. The thing that struck me. I wasnt looking for things to go wrong today. The president , when asked, said i dont take responsibility for anything. Yeah. Lets talk about that for a moment from a Leadership Perspective. I look at it through Crisis Management and leadership. What we have seen from him is violating most of the basic tenents of Crisis Management rules. You need to tell people i am always going to tell you the truth and i am go to make hard decisions and i need everybody to pull together and implement them. I dont have all of the answers but i am going to rely on experts to help in the Decision Making. We have not seen any of that until a sign of Bright Sunlight from today where he changed to how wall street is doing to how Peoples Health is doing and how we mitigate the virus. We should applaud a small victory. We are still very concerned from a Leadership Perspective that he seems unable to pull the trigger and admit that i am accountable. I own this. When you dont do it as a leader you dont establish credibility. He was sort of looking at him saying what do you know about this. You know, one of the interesting things here, unlike the financial crisis of 20082009. A final crisis that could be helped with financial tools. This the National Security problem has to be solved. This is a national Health Crisis. Today was the first time that it seemed like i have to take that seriously. He seems to have figured out that if you solve for the health part of this the economy will follow. He had it backwards from the start. One of the things that people have been reaching on out and talking to us are the way life is changing and the way that it will change, right. The thing that shakes people the most is they dont know what it looks like. Kids are coming back from college. People are overstocking on food and goods. The president hasnt gotten to that point yet and coming out saying we will be together. We will figure it out. The guidelines are not coming out from the president or the administration about what sort of events to cancel. What events to hold. We are not there yet. He really left those decisions to the states. Governors decided to shut their schools, not with federal guidelines. He was last to pull down his Campaign Rallies, the Trump Campaign has postponed all gathering. They were slower to do it and they were maintaining a business as usual posture until a few days ago, yesterday did they really announce all Campaign Rallies are off the books for now. As little as 48 hours ago the president blurted out he was hoping to hold a rally in florida at the end of the month. He has been slow to realize that he thrives on crowds. This is what energizes his base. He is aware this is a reelection year and he is very frustrated that this is really hurting him. So he has been not leading the charge on putting down pulling down Group Gatherings certainly. The Trump Campaign said they are cleaning their offices and told people not to come to work on tuesday. That is not a long time. Most are two weeks to a month. Yeah. Every president is challenged by something. Sometimes it is National Security or Mass Shootings or 9 11 or a recession. This has been this president s biggest opportunity to step up. There has been a very, very delayed reaction. That makes those of you involved in National Security, it gives you pause. Those that had pause for a couple of years now because of his Decision Making in the direct fields. What we are seeing appears to be an inability to make the tough leadership decisions. Lets just talk about modeling behavior. He is vis vas lading on whether not to get a test. He should cancel rallies if we are canceling basketball games. We are not seeing the leadership. From a National Security perspective, we are seeing police and Fire Departments unable to staff shifts because people are coming down with covid19. Troops are being affected. The question for the president can he be commander in chief during a Health Care Crisis that affects security. John allen, the United States senate is the place bills go to die. Any problem with the bill that passed tonight through the senate . I would be shocked after President Trump said he is 100 behind it and it should pass asap. Senators have the ability when they want to be thorns in the side of process. The senate has left town. Usually they are able to get it done by unanimous consent if they need to.
