MSNBCW The Beat With Ari Melber December 17, 2020
As soon as monday. This coming a day after the worst moment in this pandemic so far. The u. S. Set three new records on wednesday. Total cases more than 17 million and new infections 244,000 in just one day. Just one day. And another just over 3600 americans died of covid on wednesday alone. President trump mostly ignoring the worsening pandemic, instead, rage tweeting about his defeat in the election politifacat calling it the lie of the year and leaders in congress are racing to pass a new relief bill to help millions hurt by the pandemic recession. Get this, 8 million americans have fallen below the poverty line since this summer. Corporate america is doing better. 45 of the 50
Biggest Companies
turning a profit since the outbreak hit in march. Lets get into this now. Ilhan omar, thank you for joining us on this day. Really appreciate it. So good to see you and talk to you today. I want to talk about this covid relief bill, right . It seems as if were on the brink of passing a kcovid relie bill americans desperately need as we march toward the
Holiday Season
and the new year and i talked about so
Many Americans
suffering from
Food Insecurity
at this moment. Talking through things in this bill, a 600 direct payment, jobless benefits it seems by 300 plus dollars. Small business help, food and rent help, as well. I guess my question is, is this enough . Thats a really good question. Thats the question weve all been asking. Its been nearly a year so
Many Americans
have watched their loved ones die, lost jobs, have seen rent go unpaid, have struggled to feed their families and now were negotiating near 600 stimulus check and were having conversations about whether we should expand an employment insurance, whether we should give support to local and state municipalities where that support usually comes through, whether we would extend eviction mo moratoriums. I mean, we have gotten americans to the point of breaking. They are so economically devastated, and this is the doing of the leaders of our country and now people, you know, are calling our offices and saying take whatever you can get and we know that that comes out of desperation and we shouldnt be here as one of the wealthiest countries in the world. We shouldnt have our citizens be in this position where they are desperately willing to take crumbs just so that they can continue to feed their families knowing whatever it is were going to get them is not even going to be enough to feed their families to pay back rent, to take care of, you know, the essentials that they need and so this is a clear desperate situation. Were hearing from republicans that theyre willing to shut down the government because we also have to pass a continuing resolution in order to avoid shutdown. Mitch mcconnell said, you know, hes proud to be the grim reaper and thats becoming a reality for so
Many Americans
as they struggle under his leadership in the senate who refuses to care about the american people. I mean, you know, i got to ask, first of all, what about state and local aid . I talked to so many medical professionals, physicians, healthcare reform professionals, heads of hospitals, nurses,
Front Line Health Care
workers. They say this plan is amazing. What do you want us to do to rollout the vaccines to treat thousands and thousands of patients hitting during the worst time of the pandemic. We saw 3600 people die from this. We dont have enough people to keep up to keep this infrastuk tour going and treat the pa i shenlts and administer the vaccines and yet, the u. S. Government is not giving them the money they need to keep it going, to save lives. Something as simple as saving a lif life. Yeah, for months we were told we were waiting on negotiating support for local municipalities and now were hearing that thats not even going to be part of the negotiation. We should wait until the next congress is sworn in. When i talk to, you know, minneapolis, one of the cities i represent in 14 of the other municipalities i represent, theyre talking about laying off firefighters. Theyre talking about the front line workers that they have to support. Theyre talking about what it means for them to continue to give out rental assistance. This is heartbreaking. The kind of conversations we are having with local leaders is so disconnected from the kind of conversations were having with leaders here in congress and i cant even tell you the kind of conversations that our leaders in congress are having with administration. Just the level of cruelty is so sad and so depressing and, you know, i think about so many families who have to reckon with the reality that there is money but the people who are supposed to release that
Emergency Fund
for them are unwilling to do that for them. And it is easy for us to what write checks when it comes to war and other
National Emergencies
but we are not willing to save people who are starving in courntry with
Emergency Fund
s. So sticking with all that has happened over the last ten months or so especially beginning with what we learned from the president and how he essentially said that covid was essentially like the flu and it wasnt going to kill people the way it has, now 300,000 plus people are dead throughout this country in the last ten months, the holidays approaching, mothers, fathers, sisters, brothers wont be sitting at the dinner table because they died of covid19. Representative clyburn said today telling my colleague chuck todd there could be feasibly an independent commission inside of the biden administration. Is that something you support . I do. As you know, i lost my mother on june 16th. I remember my dad was in kenya. He came back into the
United States
when covid hit because he thought he would be safer here and i know that my father and over 300,000 people have lost their lives to covid because of dangerous criminal illegal act by trump and his administration and i agree with clyburn that it is not enough for us just to issue subpoenas that. We have to investigate and prosecute these people responsible for these reckless deaths. My father should be here today. So many of my family members should be here today and they arent here because we dont have leaders that care about their lives. The president this day has not shown an answer of compassion. They still have not acknowledged the devastating loss so many of us are feeling. My father survived so many things, and for him to lose his life to covid is devastating and right before you came on, you know, the reporter before you was reading a story and that story is the story my siblings and i share over and over and over again. It does not make sense that this is a reality in this country. This could have been avoided. It can be avoided. There are people who are responsible and we cannot forget about that when the next administration is sworn in and they are in charge of what happens next. Doesnt make sense. Loss doesnt make sense. Death doesnt make sense. This extreme amount of death doesnt make sense. None of it makes sense. So sorry for your loss and the loss of your father. I lost my father a decade ago not to coloravid but something so i understand what your feeling. Thank you so much for sharing that with us, congresswoman. We appreciate it. It means a lot. Thank you. Want to turn to dr. Peter hotez at texas childrens hospital. Mark thompson host of the make it plain pod cast. Welcome to you both, guys. That was really shocking to follow
Something Like
that hearing from congresswoman omar about the loss of her father. So incredibly sad. That is what so
Many Americans
are dealing with right now dr. Hotez as you well know and you and i have have spoken about developments made in the vac se vaccine and the long road ahead and the loss of life, the extreme loss of life. 3600 people, 3600 americans that died in one day. Youre scratching your head thinking why this doesnt have to happen. What does it mean now that we have seen dr. Hotez this latest approval from moderna . Thanks, yazman. To follow on with the congresswomans comments, you know, we lost 300,000 americans this year, and the majority we did not have the majority did not have to lose their lives. There was, you know, an opportunity to do something of great substance starting in the summ summer. I understands the difficulties of march and april and the most agreegregious is we could have implemented a program of
National Control
starting in the summer and prevented that summer surge across the south, the massive surge were seeing now in the upper midwest and texas and we chose to do something differently. Maybe we can talk about this in a minute. The point relevant to vaccines is by refusing to implement a
National Control
program, we back ourselves into a corner where the only option we have now is through biotechnology and vaccines and thats not the way it supposed to be. The vaccines are supposed to be not having all of our eggs in the vaccine basket. Thats where we are. There are good vaccines coming. It will take awhile to scale up. Well have five or six vaccines, i hope, by the middle part of next year, maybe our vaccine will be one of them. But we didnt have to get to go through such extreme measures like were doing right now. Dr. Hotez, its an incredible point that youre making and mark, i want to bring you into the conversation here. I was listening to the daily and i found it fascinating because here in the
United States
, we actually have to look to a drug like the vaccine to stop the spread of this pandemic because of the astounding numbers were seeing across the board with deaths in this country. Countries like china dont necessarily need the vaccine to stop the pandemic. It is a great they are developing the vaccine and can have it inside of their country but nonetheless, they were mitigating the spread of this thing by using masks and social distancing, by putting control measures in place to stop the spread of the pandemic. We have to turn to the vaccines. It is essential for us or millions of americans will die. Unfortunately, more will die rfr befo before the vaccine is made available to them. A lot of countries around the world handled this differently. There was no leadership in america and in fact, im sure youall have reported on the news has broken in the past 24 hours, there were officials in the
Trump Administration
who were pushing this herd immunity argument and encouraging or fostering that a
Younger Generation
of americans become infected to bring about herd immunity. That is completely unscientific, irresponsible, and it led to far too many deaths and as the doctor said, it didnt have to be this bad. It did not have to get here. It was heartbreaking to hear our sister ilhan omars story of her father and so many thousands gone now that didnt have to be gone and so as the vaccines come out and as others are developed, hopefully, they will save many, many lives. It just did not have to go this far. Dr. Hotez, mark was referring to emails leaked from the cdc of officials inside of the
Trump Administration
that were supporting herd immunity and i want to read for you some of the emails because theyre shocking to read and one of the emails says there is no other way we need to establish herd and it only comes about allowing the nonhigh risk groups expose themselves to the virus period. That was the then. Science advisor
Paul Alexander
writing that on july 4th. That seems incredibly irresponsible but here we are in essence, it seems as if there are many states in this country that are actually going for herd immunity considering the numbers across the board. The numbers of death and people refusing to wear masks. Thats right. Remember how this works. Starting in the summer, you know, a number of us put forward plans to the white house and the
White House Coronavirus
task force put together. It was a brief document. I called it my october 1 plan but which we can bring things back to containment and prevent this horrible fall surge and instead what they did is make this tragic pivot, which was to create and launch a
Disinformation Campaign
and this is adele lib rid di deliberate campaign led by the president s advisors where they tried to make the case that the covid deaths were not due to covid, due to other causes. They downplayed the severity of the epidemic. They discredited masks. They created this fake concept of herd immunity saying it occurs around 20, 22 . You remember rand paul confronting dr. Fauci. This fake idea that came out of the places like the great bar ring ton initiative and things supported by the family. This was and the motivation, im not a political scientist. I cant say its said it was done because trump saw this as a way to win the election. I dont know that for a fact. In any case, it was deadly. What you saw was across the midsection of the country and the southern states, people tieing their political allegiance to those misstatements and disinformation and you saw people now defiant of masks, defiant of social distancing. This was a badge of something and its the reason why the deaths skyrocketed, why we saw the surges on the icus, which leads to loss of life and it goes to show you the importance of leadership and basically, you know, the white house declared a war it certainly does. We fought back. Sure did. Especially with those vaccines rolling out even more so next week, thousands of them. Thank you to you both. Appreciate you spending time with me this evening. Coming up in 30 seconds, backlash to how trump failed to respond as we talked to russias massive hack of the u. S. Government. Well talk to a key senator and also, news on how mike pence plans to literally leave the country after certifying the president s defeat and were going to get the inside story of the maralago neighbors who said trump legally promised to never live there. All of that and more when we are back in just 30 seconds. Stay right there. Back in just 30 seconds. Stay right there were back, everybody. Tonight the gop signaling it wont quit trumpism any time soon with a plan to assess what went wrong despite trump losing by over 7 million votes, politico interviewing and finding the rnc has no interest in post election alms. Far from reassessing the trumpism, it is hell bent on more of the same and echoes trumps denial on election reality telling aids he might refuse to leave the white house on
Inauguration Day
though insiders view it as an empty threat and of course, its not up to him as we well know and next month mike pence will take an oddly time trip overseas after pence gets out of dodge delivering the news maga world doesnt want to hear. Donald trump lost the election. Here to dig into it all is former new york congressman steve israel. He ran the congressional fundraising arm of the
Democratic Party
and susan, republican strategists and sen kbror edsen
Senior Advisor
to the lincoln project. Lets talk about supporting because its astounding. They dont have any selfassessment, the gop. I mean, i guess im not surprised by it because of the selfreflection that they have lacked throughout the last four years but nonetheless, susan, you would think after having lost an election, there would be. Whats your reaction . Well, you would think but the
Republican Party
leadership right now doesnt think and what they have to remember is they think everything is fine because of donald trump. Well, donald trump is no longer going to be the president. He no longer will be on the ticket. He cannot help the party moving forward. The whole reason you do whether you call it an autopsy or just a simple review of what happened is to get better and certainly congressman israel can talk more to this but even the democrats who won the presidency are looking at what happened in the 2020 election. Thats how you get better. Thats how you learn. This is why the
Republican Party
is falling apart is because they refuse to look in the mirror and realize that trumpism is based on nothing but the cult of donald trump. What is it steve israel, the republicans said they dont want to admit faults and show people what is underneath in a way. They are on to trumps theory on this and how to approach things and not admit youve done anything wrong because maybe people will believe you did everything right. I want to read quotes from republicans that have been interviewed in regards to the autopsy on the
Republican Party
. They said our president grew our party. As republicans, we need to continue to remain on the course as far as im concerned, everything is great. How can you think that at this momen moment . Well, some of it is denial. Some of it is fear. Some is fantasy. A reality check. Joe biden beat donald trump by 7 million votes. Flipped five states. Won arizona. Won georgia, won in the rust belt. Joe biden won this election and republicans dont want to do a post moobecause that would admi they were defeated. The republicans did a post mortim in 2012. They did focus group and analysis and party chair convened conversations across the country. They had to be more toll ralor rent. Donald trump is the root for republicans and going to cling to him. Susan, they didnt just do it in 2012 but 2008 with romney, as well. They were riding for awhile on carl rove and felt he was this political genius mastermind behind the scenes and the iraq war from 2008 0 to 2008 and her once again it seems like nothing. Yeah, i mean, since ive been in the
Republican Party
and working in it for 30 years now, weve always had okay, how do we track our win . How do we track more people of color . Its been a continuous problem for the
Republican Party
. But right now it seems like their strategy is to how to prevent people from voting and that is just not going to get the job done. Right. The people are in the
Republican Party
tend to be older sorry. No, no, i want the only reason i jumped in and apologize for this, im sure everyone on twitter will go crazy, let susan talk. I want to jump in because i want to play this sound from rand paul on fox

Im very, very concerned that if you solicit votes from typically nonvoters that you will affect and change the outcome. So im very worried that democrats will control all three branchs of government and really, truly will transform america but not for the better. So i mean, its astounding, susan, right . Listening to the sound, if you solicit votes from typically nonvoters. He wants to suppress the vote. Typically nonvoters. Thats how donald trump got elected in 2016. He brought people who had never voted before and turned them out. They were different types of voters than what paul is talking about, but thats in essence how donald trump got elected. What rand paul is talking about is how people are calling the
Republican Party the anti democracy party. Of course, you want to promote people to vote. If youre not representing the public and dont have the same views of people you want to represent, you shouldnt be representing them and if rand paul doesnt like different people will come up and vote, hes against the basic principle of this country. It based on one person, one vote encouraging everyone to vote. This isnt hard. This is like the most basic thing we learn in
Elementary School and its disgraceful that this is what, you know, senator paul decides to bring forward. I just want to leave with a little howard stern go ahead. Its disgraceful that senator paul said there are three branchs of government, the house, the senate and the white house. Wrong. The three branchs of government are the supreme court, the executive branch and the legislative branch. So a little fact check there. All right. Can i just leave people with a little howard stern and
George Clooney before we go . Of course. Absolutely. You know donald trump a little bit back in the day. He was the dumb goof ball that came up to us at the stone rose and sat at our table when he wasnt invited and say whats the name of the girl, the wait stress, the cocktail wait stress . Well, i dont know. Ask your wife. You know, that guy. There you go. Former congressman steve israel and susan, thank you guys for spending time with me this evening. Ahead, trumps hamaralago neighbors say you cant live here. Its the largest cyber attack on the u. S. Government ever and may have included the
Nuclear Security administration. Trump is silent. Thats next. Administration. Trump is silent. Thats next. Is how it can make. But, when used at the first sign, abreva can get you back to being you in just 2 and a half days. Be kinder to yourself and tougher on your cold sores. Government by a foreign adversary ever and silence by the president. Politico reports the agency was breached in a cyber attack and russia is believed to have targeted multiple agencies including the pentagon,
Homeland Security and treasury. The hack started six to nine months ago and the
Trump Administration had no idea it was happening the entire time. The
New York Times calling it quote among the greatest intelligence failures in modern times. The greatest intelligence failures in modern times. Joining me is senator gary peters. Senator peters, thanks for joining us on this. This is astounding to say the least. I have to say. When this news brokeov over the weekend e weekend, it was shocking. How much information did they get and it blew into nine months of hacking the systems and were learning breaking news the energy department, the national
Nuclear Security administration has information hackers accessed the network as part of espion e espionage. What do you know about this that you can share . Well, what i can say is we have to learn a lot more but to your opening comments, its shocking. This is incredibly disturbing to have such a sophisticated breach that impacted so much of the federal government, the fact they can get into these systems and be there for a period of time. It will take time to get what is the extent of the breach and what information did they gather . Was their intent . We have to get to the bottom of this and do it quickly because what is at stake here. There is
Different Levels of close fa case classification of documents when it comes to the government. Do we have an idea what level of classification they were able to breach . I dont want to comment on that and were learning more about that. This is a say firophisticated b where cyber professionals wake up in the middle of the night and are worried. We can tell you that. We need a better sense what happened. Part of the action now is part of the department of
Homeland Security, which i am the
Ranking Member of the committee that oversees, they have a directive to stop any other attacks on the systems so its important for the government agaencies to be engaged with those activities and then basically then we have to set our threat hunters out. These are teams that will go out and get into the systems to get a sense if theyre still bad guys in there and get them out and then try to assess exactly what they did. So thats the process thats going on right now and its being under taken in an aggressive fashion. I mean, at this point, though, do they even know what they are looking for considering the fact the hackers were able to find a loophole and brech government documents . How do they stop something they dont even know what they are looking for or what it looks like . It was discovered. They know what it looks like. They have a directive how to stop access, which theyre hoping that every agency now implements. So thats being done and we do threat hunting. We know its there. Thats how it was discovered and once you know its there, you have to look for it in other places, which is what is happening now that its fairly wide spread throughout perhaps not just the federal government. Were also looking at indepersonind independent companies. This is a massive effort very well orchestrated and heavily resourced and as a true wakeup call as to the vulnerabilities we have in the systems. We have to do a whole lot more to protect the systems and ill just say that in addition to protecting systems as important as that is, we also have to have offensive capability and we have to punish folks engaged in this activity and once we know for sure who is behind it, we need to let these folks know this will not be tolerated and there will be consequences. Just quickly senator peters, some could argue that this is feasibly an active war. Well, certainly, it is an intrees into oi intrusion into the system in a forced manner. Well see what they were doing and what information they have but i dont in any way want to under state the seriousness of what we have seen transpired in our systems. Senator gary peters, thank you for spending some time with us. Appreciate it. We hope if you get more information, when you can share it, you come back. Ahead, trump rebuffed, his maralago neighbors telling him you cannot live here. We go live to palm beach coming up and later, calls for justice after police raid the wrong womans house. American Voters told trump to leave the white house and now maralago neighbors are saying we dont want you to live here. They are wanting the condition nobody lives in maralago. They are saying they wish quote to avoid an embarrassing situation for everybody adding palm beach has many lovely estates for sale and surely trump can find one that meets his needs. Trumps relationship with the town is rocky. He bought the estate in the 80s and repelled folks with his sharp elbows and oversized ego. What may be most discouraging of all is that palm beach will accept almost anything if its got enough money but somehow it wont accept donald trump. I dont think coming in and making a big impact is a good idea. You have to go slowly and not scare the people and try to overwhelm them with your money and your power. Got to love some stock footage. Joining me is palm beach reporter
Christine Stapleton covering this battle. Thanks for joining us from florida. Appreciate it. Thank you. How seriously is palm beach treating this complaint from the neighbors . As of right now, its just a couple of letters that have been sent to the mayor and town counsel. It not official as the town counsel will take anything up. That paperwork hasnt been filed. Everyone is obviously talking about this and, you know, could very well be an issue that ends up before the town counsel and with a lot of things trump tried to do at maralago that end up before the town counsel gets contentious and drawn out. This will be really interesting. One thing that people dont know, trump is a neighbor of maralago. In addition to living there, he owns three homes right next door to maralago. If this was an issue, there is nothing to say he cant move next door to the mansion he has on the ocean. Okay. So feasibly, if the town counsel decided we have to abide by this agreement you made in the 90 das saying folks cant reside there past 90 days and you wont reside there, when he decided to convert it to a private club, he could move to his residence next door. Whats the difference to neighbors shall we say or folks living in palm beach . Why dont they want him living specifically at maralago when he could live next door . Well, thats a good question. I dont know if anybody has been able to really think of that but living at ma ralago there wil be a lot of events and people coming to see the president because its a club. If you live in the ocean front estate across the street, his sister the judge owned for years, it would be it a private residence so you dont have club members strolling in and out and that tip of thing. Its it would be a much different situation than what we have now with the traffic at maralago and the secret service at maralago. Its a much bigger property than the estate on the ocean. What is the likelihood the town counsel will enforce this agreement he made in the 90s from your assessment . Yes, i think it could end up as the mayor said yet whensterdn i spoke with her, it could be a
Code Enforcement violation. The interesting thing is the 93 agreement does not specifically say he cant live there. That cant be his home. It gave him permission to open it as a private club, and his attorney did say at one of the meetings he was not going to live there but it is not spelled out in black and white that the club can never be used again as a private residence. Its to be used as a private club and the uses should be, you know, consistent with the private club. Its an interesting legal argument and never been tested before. Well be watching. Christine stapleton, thank you. Ahead,

Botched Police raid. The body camera video of the incident that occurred in february of 2019 but was just released shows a terrified naked
Janette Young being handcuffed as officers rammed into her house with guns drawn. Ill show you a clip from this video, and it is really disturbing. I just want to warn you. Go, go, go

Police Search warrant go, go, go you got the wrong house. I live alone. Can i please call somebody . [crying] what are you doing . I have to call somebody. This is not right. I dont even know what youre doing. So city lawyers attempted to stop the video from being released but the
Police Department was forced to turn it over to young as part of the lawsuit. She described how she felt during that incident to joy reid last night. I was terrified. I tell people that i was scared into compliance. I was afraid to move because in that moment i thought if i did anything out of the ordinary, that they would shoot me. I mean, the guns were pointed and drawn, and i was fearful for my life. So chicago mayor
Lori Lightfoot that came into office two months after that incident issuing a public apology while her administration faces acquisitions of blocking the video from airing. Im deeply sorry it shouldnt have happened and ill make sure there is full accountability for what took place. I want to me now a former new yk
Police Department detective and black
Law Enforcement alliance. Thank you for joining us. I have to say, when i saw this video, i was so disturbed. I watched it a couple times because it had to sink in. I couldnt believe what was happening. I couldnt believe that this was happening. That her home was raided, the wrong home. She continuously said you have the wrong house. I live alone. She was crying profusely. There was no force. There was no force. Yet they cuffed her. Still. How does this even happen . The video itself is very troubling. And disturbing. Unfortunately incidents such as this occur too often. And it happens because you have governmental agencies and individual operating on behalf of the government who seem to lack a sense of humanity. And understanding of the responsibilities entail. We can have discussions about
Necessary Police reform. Some included in the act. But with or without additional reform, professional policing must require and recognize a persons humanity is the basis for protection and preservation of human life. Absent that recognition of humanity you have incidents such as this. And tragedies that occur as a result of over aggressive. Military operating under the policing. Its time to stop. How do you change that . How do you make
Police Officers that sometimes in the videos seem to be rolling their eyes and ignore theyre in the situation. Looking away. Avoiding eye contact. One guy crossed in front of the camera trying to avoid eye contact with her. To address her as a woman a human being. Completely vulnerable in the situation. How do you change their situation . Sunlight is the best disinfectant. These incidents occur under the cover of darkness. This happened in february 2019. Its just now coming into the public sphere. Until we get to the point we have full and complete governmental transparency, these incidents will occur time and time again. Without even the opportunity to address them. We cant continue to be in denial about the dangers of over aggressive policing. The need of comprehensive over all reform and until we engage in that conversation and take the necessary actions, there are lives that are at jeopardy because of this color of
Law Enforcement that occurs across the nation. And specifically in communities of color. We cant ignore that reality. You well know
Police Unions wont support sunlight. They wont support complete and total transparency. And releasing this footage whenever it happens. Had they are e leased it had a year ago or so when it took place. They could have gotten ahead of the story and said we made a mistake. Whatever it is they want 20 stay. They have been hiding it and saying its under investigation. Not admitting they raided the wrong house. And chicago has a
Bad Reputation of not releasing
Police Footage especially thinking about mcdonald shot 16 times. Absolutely. You mention something thats important. Something we have to move away from as a nation. And deal with the issue of policing and what model of policing is acceptable in this 21st century. We have to move the
Police Unions out of the way. The unions cant deictate polic response. They have to protect members. Ensure they receive the necessary payment and we cant allow police union to dictate public policy. They dont do so. Their members. All right. Thank you so much. Good to see you this evening.
