Make n mistake about it. [ applause ] make no mistake. And i think most importantly, yes, premiums will be coming down. Yes, deductibles will be coming down. But very importantly, its a great plan. And republicans standing behind the president in the rose garden smiling, even taking selfies, but not everyone is cheering. Look at this. Right after the vote, protesters engineering the republicans as republicans headed for buses that would take them to the white house to the rose garden to celebrate with the president. Shame on you. Shame on you. Shame on you. Shame on you. Shame on you. And theres more, moments after the vote House Minority leader nancy pelosi slamming republicans. Any moderate in the crowd who voted for this bill turned radical today. Republicans are in the rose garden having a beer party to celebrate one of the biggest transfers of wealth from working families to the rich est people in our country. Nbcs ron allen is in mid town manhattan. Outside the Aircraft Carrier muse seem where President Trump is expected to rarrive this hou. Could be very soon. Yes, protesters have been here gathering in the last few hours. Theyre over in that direction. I think we have pictures of them. These are black tie guests arriving, theyre going through a gauntlet, yelling and screaming at them arrive, unfortunate logistics. The president should be here within the hour or so. He is attending an event that was essentially put together by the australians. This is to celebrate american and Australian Military cooperation which goes back to world war ii and when the intrepid was decommissioned Aircraft Carrier involved in the war. Australians are one of americas most important allies in terms of trade in the asiapacific. To try and counter balance chinas influence in that part of the world as well, of course the president has fence mending to do when they had a fairly testy exchanged about a commitment by america, by the United States to accept some refugees from australia that the Previous Administration had made. The president , President Trump called it a dumb deal that was supposedly some back and forth. Now were told that has all been smoothed out. We will see. But mostly, of course, this is going to be about President Trump here coming home triumphant because of the health care vote. At least thats the way he sees it. Yes, arriving here in new york, its not a Pleasant Home coming for President Trump. And his time here has really been scaled back. Hes coming directly here to this Aircraft Carrier, not going to trump tower because of concerns about traffic and security, congestion in new york. Its always a nightmare when he comes here. So, theyre trying to minimize that. But, again, he should be here within the hour at the intrepid space and air museum, greta. We can see, we have the aerial view of jfk airport. Its air force one, a beautiful 747, it looks like its making its approach at jfk airport. Always fun to see air force one. Always exciting if you ever see it on the tarmac. Although i dont think the president will be happy to protesters greeting him. Air force one landing at jfk just a short time ago in the rose garden. Nbcs stephanie is at a protest a new york city. Stephanie, what can you tell me . Reporter hey, greta, were across the street right now from the intrepid and its loud here. This isnt a big group but they are definitely a determined one. Obviously coming down here to greet President Trump for the First Time Since the inauguration. A lot of these people coming out repeatedly in recent weeks to protest. Among them, among them is taria. How many protests have you gone to since the inauguration . I dont know, about five maybe. Reporter there one particular issue that brings you out each time . No. Just every issue. Theres his insanity. Theres his inability to even put a good sentence together, just like i just did. His inability, his misogyny, hes a racist. Hes a rapist. Reporter i mean, those are extreme words. We live in a time right now where were trying to have constructive conversation. How does Something Like this contribute to a constructive conversation on where the country should go . Well, we can he a constructive conversation between you and me, but we cant have a constructive conversation between us and my not my president. He doesnt open it up for any construct i. Conversation. Its down for him. Reporter what are your feelings about the future of health care . It was an awful day for health care. Im glad it still has to pass the senate. I hope it does not. Its a horrible day for health care. Theyve been trying to slam it for, i dont know how many years, eight, nine years. So, keep on trying. Its not going to happen. Reporter all right, taria, thank you very much. As you know, greta, this city overwhelmingly voted for Hillary Clinton, the percentage was 79 aside from some conservative pockets in staten island. Manhattan certainly was all blue. And when President Trump comes here later on tonight, hes going to get a taste of that. Back to you. Stephanie, thank you. And, of course, we can see in the upper righthand corner the air force one has landed. The president will be disembarking soon. And vicepresident biden tweeting just moments ago, day of shame in congress protections for preexisting conditions, mental health, maternity care, Addiction Services all gone. With me, House Minority whip steny hoyer. You can see him, here 7 years ago standing behind president obama as he signed obamacare into law. He just voted no today on the gop bill. Nice to see you, sir. Greta, good to be with you. Let me ask you some quick questions. The president says premiums are going down. Have you read the bill and is that what you understand . Ive read the bill, but also very importantly, ive read the cbo report that is the independent congressional advisor on fiscal matters, and they say premiums are going up 24 to 29 for the average policyholder. So, any sense that what trump represented as lower costs clearly is not going to happen in this bill. Furthermore, of course, he said everybody was going to have insurance. Cbo says 24 Million People minimum are going to lose their insurance. So, from those standpoints, the Trumpcare Bill did not accomplish what he promised. All right. You say the cbos score. I was under the understanding, tell me if im wrong, one of the complaints about this by some on your side of the aisle mainly, and even senator graham in the senate, is that it hadnt been scored. Is that you talking about the score preamendmes . Greta, thats correct. The amendment has not yet been scored and of course paul ryan had represented years ago and recently that we shouldnt consider a bill that didnt have a cbo score. This bill didnt, in that sense, but the original bill which was passed at the same time it became one bill, the original bill, cbo score which was not changed, as losing 24 Million People from insurance over the next few years. So, from that standpoint, that score is still valid. What is not scored is the number of people who are going to lose preexisting conditions, the costs that there will be to those folks if they can possibly get coverage, notwithstanding any preexisting condition. So, thats the score we did not get from cbo. All right. Republicans have said that obamacare was going to collapse, it was catastrophic. If nothing had been well, assuming that this gop bill never gets signed into law, what would you predict would happen to obamacare if its left alone as it is . If its left alone, but of course the republicans have not left it alone. When trump took office, one of the first things he did was to tell irs not to worry about the mandate. Obviously if youre going to have insurance, you need a broad cohort of insured so you can spread the risk. And they have undermined that already. Obviously they have undermined the confidence over the last six or seven years saying they wanted to repeal it, it was a bad bill. But going forward, if they do not sabotage it, one of the things as you know, we had an argument about, is the costsharing subsidies so that people of little income will have not only their premiums paid, but their copay and their deductibles theyll get help with. That is absolutely essential from the Insurance Companies standpoint because thats what they marketed and priced their product at given that that was in the law and that should be paid. So, unfortunately the republicans without the passage of a bill can sabotage the bills working, undermine the confidence if we left obamacare as is, what happens . Cbo says obamacare or as we like to call it the Affordable Care act, will stabilize, will do what its intended to , open up insurance to and me it affordable for a vast number of the American Public. So, if, in fact, the republicans and the administration cooperate in carrying out the law as its written, then cbo says it will be stable. All right. I will spare you my singing and also spare myself so it us didda doesnt end up on youtube, there was jeering, mocking by democrats, hey, hey, goodbye, you know the song. Im not going to sing it either. Im not going to ask you to sing it. Ill spare you a youtube presence, too. What do you make of that jeering . I think it was spontaneous and a reflection of, i think, a broad feeling in the Democratic Party that republicans are going to rue the day when they vote this bill. There are only 217 of them. It was a very close razor thin margin. I think there was a strong feeling on our side of the aisle that this vote is going to prove to be very, very harmful to the interests of republicans in the congress of the United States who support it. It is going to undermine health care. It is going to up prices. It is going to put a senior tax on those between 50 and 64, very substantial one. And it is going to make health careless available. So, i think our feeling is this was a bad vote for republicans. Weve now seen huge change, 25 greater support for the Affordable Care act than existed before the trump election. It was gone from 42 to 55, and 75 of americans say, look, fix it, dont replace it. So that we just think it was pay bad vote. I think some members thought that they wanted to articulate that in song and they did. Congressman, thank you. Remember, i didnt ask you to sing it so come back by sparing you. Greta, youre always kind. Thanks a lot. Thank you. Well, former secretary of state Hillary Clinton also in on this. She just tweeted moments ago, a shameful failure of policy morality by gop today. Fight back on behalf of the millions of families hal be hurt by their actions. Now democrats think this spells big trouble for gop in 2018 and politico reports some moderate republicans are turning their anger on the law maker who helped revive the bill congressman thomas mack arthur. They aired their gripes. Youre going to make us lose the majority, one said. Joining me congressman tom macarthur, cochair of the moderate Republican Tuesday Group who wrote the amendment that helped revive the gop bill. Good evening, sir. Good evening, greta. First of all, are you getting heat from some of these republicans . Sure. There are people that see this differently than me. There is one thing about seeing it differently and having an idea logical disagreement. Are they giving you more than a jab on that . Sure, some are mad. But this is about people. And i think its really important, particularly on a day like this when there are americans that are scared. Im not going to get lost on the politics of this. This is about now explaining to the American People what this really does. Tens of millions of dollars have been spent creating this panic among people and thats not good for america. Let me ask you the same questions i asked congressman steny hoyer, and i should say you have an insurance background so you have interesting to bring do this discussion. President trump says premiums go down. True or false . I think thats true. True for everybody or just true for some . Thibout why premiums have skyrocketed. People are less interested in the debate but whats going to happen. Its how they go down. The reason premiums have skyrocketed over the last seven years is because preexisting conditions are being borne by all of the policyholders, and millions, 23 million, havent bought insurance so you have this less than Optimal Group paying for all these preexisting conditions. So, who will be paying for all these preexisting conditions . Well, weve moved it from the policyholder to the much broader shoulders of the taxpayer. That will allow everyones premiums to drop. Thats what i believe will happen. So were just sort of shuffling things around a little bit. Its not shuffling things around. Its giving states the ability to think of things other than a federal structure for helping people. And if we change nothing, if we just say to the states, you have to do it exactly like obamacare set it up, but were going to change subsidies into tax credits, that would do nothing to bring premiums down. And thats part thats the other half of this problem. We have to help people that are vulnerable. And as has now been shared somewhat publicly, i have lived that. Ive lived it twice in my life. Watching my father my whole youth work three jobs to payoff medical bills because he didnt have insurance when my mom died. She died when i was four of cancer and he was paying off bills until i was in college. And then, you know, fast forward when im a young man, our first child was born with very severe medical conditions and on top of the emotional devastation of losing her at age 11, we had over 11 million of bills. I had insurance. Not everything gets covered. I guess thats what brings me to this. Im distressed by the cheering, both sides cheering as if this was a sporting game. I hear your stories. These are, realize, we shouldnt be sort this is the one area where we should at least be sitting down and talking more instead of having hat fields and mccoys, the shirts and the skins on this. I spoke at the rose garden this afternoon. And i can tell you the feeling i had was one somewhat like that. For me, i know that there are millions of americans who are scared, and i understand that. Theyre scared theyre going to lose insurance. And i think its unfortunate. Its not only complicated to discuss, but its terribly harmful when tens of millions of dollars from special interests are being spent to whip up that fear. Both sides both sides do this. And i think as i was watching today and as ive watched all these seven years ago, as people sort of declare victory and take sides, because these are always down party lines, is i think any second one much us can get that phone call. Yes. And, boy, that changes everything. You have a whole new look at all of this. You have a much more willingness to look for solutions than to win, whatever that win may be. My message to the American People is simply this. This was a first step. But if we dont fix this i heard you interview steny hoyer who im fond of. Hes a good man, but hes completely wrong when he says if nothing is done, everything is just going to go along merrily, thats not true. Thats not whats happening right now. Aetna announced today leaving two markets. Iowa announced today that 94 of 99 counties now have no choices, no choices. You cannot buy insuran those counties. My state of new jersey 18 months ago had six insurers, now were down to two. A third of u. S. Counties are down to one. And where there is insurance, premiums are going up by 60 , 70 . Arizona is over 100 two years in a row. That hurts people, and we have 23 million americans right now as were sitting here who do not have insurance. And to add injury or insult or insult to injury, they pay a penalty for not being able to afford it. Its going over to the senate. Its not likely to pass asis in the senate. They may do some adjustments to it. Its going to come back to the houls. Its only 217 votes it had in the house. You move the needle any direction, someone from the moderate group or someone from the Freedom Caucus, right . Well see. How good was the president arm twisting, how did he do that . I think the president played a constructive role, but he was encouraging. Im sure he did some arm twisting as well. But i what was said to you about this from the republicans . Whats the mean est thing said to you . I dont think ill share it. Come on, tell me. You can family conversations stay family conversations with me. We heard it was pretty rough on you. Look, its not about me and its not about politics. This is about doing the right thing for the American People. Im new at this. Im in my second term. I didnt come here to decorate a chair. I came here to solve problems. I wish everybody would take a walk through a big City Hospital tonight and i bet everyone would be more willing whatever the solution to Work Together on it, or any hospital for that matter. I agree with that. Go through an icu, you want to talk, not fight. Thank you, congressman, well see what happens. Good luck, sir. Thanks. What do Senate Republicans really think about this hot potato that got sent over from the house . Senate republican statements might surprise you. Also what is the reaction from the Obama Administration . Former secretary white house secretary josh ernest joins us. Stephen colbert made crude statements about President Trump. Comments were splashed all over the place. What is colbert saying now, remorse, doubling down or Something Else . You will hear directly from
