Heavilyarmed police and federal agents conducted searches there after a boston man was shot tuesday when terrorism investigators sought to question him. Usaama rahim, aged 26 of the roslindale section of boston was shot and killed after police say an officer and an fbi agent approached him at a bus stop and he came at them with this knife. Officials say Surveillance Video not released publicly showed what happened. We saw the video. It appears the Law Enforcement officers were backing away before they exercised deadly force. Reporter investigators tell nbc news they believe rahim was preparing to attack police in boston within the next few days. Radicalized, they say, by isisinspired social media. They say he had been under 24 hour a day surveillance for weeks. Within hours of the shooting investigators began looking for others they believe may have been in contact with rahim, searching locations in warwick, rhode island boston and nearby everett. I saw a line of what looked like swat team members dressed in full cammo gear helmets, shield battering ram and a bunch of machine guns. Reporter Officials Say expect to see other scenes like this as isis reaches out more with social media and the fbi ramps up surveillance. Rahims brother is a former imam here in boston. He says that he was shot his brother was shot three times in the back but Authorities Say no he was shot in the torso and the abdomen and thats why they want to show this video, this Surveillance Video thats not been released to the Muslim Community to say this is how it happened. They claim that the authorities were actually backing up as he was coming toward them with the knife and wouldnt drop it. Now, weve asked to see that video. Its doubtful though it will be released publicly within the next day or so because the District Attorney here is investigating the shooting and he says he doesnt want eyewitnesses to have their memories contaminated be i the video. He wants to rely on what they say, jose. And, pete authorities are probably not saying right now other than that knife if they found any other weapons, either with him or anybody else theyve been dealing with . Correct. We dont know what they have found in the searches of rahims house or in the home of this man david wright from everett, massachusetts, which is not far from here what they found in the search of his residence as well. Also developing this morning, intelligence officials can begin the process of getting domestic surveillance programs back on track now that president obama has signed the usa freedom act, the biggest surveillance overhaul since 9 11. But one Controversial Program is being phased out under the new law. It eliminates the nsas bulk collection of americans phone records. Phone companies will now control this data and the nsa will need a special court order to view those records. Senator Mitch Mcconnell fought to keep phone records in the hands of the nsa and called the new law a step in the wrong direction. Nobodys Civil Liberties are being violated here. A resounding victory for Edward Snowden. It is also a resounding victory for those who currently plotted against our homeland. Were joined by senator chris murphy, democrat from connecticut. Well, thats patently ridiculous. The fact is we still even under this reform maintain the ability to go get this metadata. These are phone records who you called, when you called them, under a court order. The only difference now is that those records will be held by phone Companies Rather than held by the government. And, you know what Edward Snowden proved to us is that the government isnt terribly good at collecting and keeping secret and private our data. And all weve done here is just take this data and keep it one step removed from the u. S. Government and from the nsa. We still have all of the access we used to have and, frankly, there are a lot of other controversial parts of the patriot act that a lot of us had problems with that stayed as part of this reform. Were no less safe today, we just have a little bit better protection of american Civil Liberties and thats a good thing. Theres no choice to be made between protecting this country and protecting our Civil Liberties and i think we basically recognized that yesterday. But, senator, accepting your premise that the federal government is never good at keeping secrets and that information is often leaked theres no evidence that none of the information that the nsa has been bulk collecting for years now has in any way been compromised. In this specific incident it seemed as though the nsa was doing a pretty good job of not leaking it. Whats the difference between the nsa having it and private companies having the same information . Well, we have an ethic whether we like it or in the in this country in which private companies, whether it be amazon or verizon or google hold american data. We may not like that but that is the lay of the land. And, frankly, we shouldnt wait until theres some massive data breach. We shouldnt wait until theres an executive or some authority at the nsa that compromises the integrity of that data to make common sense changes. As a country we have always been careful about giving the government too much access to our own personal information for good reasons. Its essentially at the foundation of what have it is to be american to be skeptical about giving the government too much of a reach into our personal lives. So what weve done here is get the government one step removed from personal data about our lives so that they cant abuse it while still giving them the ability to go get it any time they want it when theyre trying to pursue a terrorist. I think thats a pretty good medium ground. I think it speaks to a lot of what it means to be an american having a healthy skepticism about the government reaching too far into our own personal private lives. Do you think, senator, and im thinking of the case that just wrapped up in boston where the suspect with the knife was shot by police. He had been under investigation and surveillance for two weeks now. Do you think that in cases like that the fact that the government is now having to taken a extra step to be able to reach that information, that Data Collection that that person may have is going to hinder those kinds of investigations in the future . Absolutely not. And this is a question that we asked our security agencies, a question that we asked the fbi, the cia, the nsa, and they all answered that it would not provide any hindrance to pursuing these targets. Remember, this is a fairly selective tool and its one amongst many. Traditionally, how we find bad guys is through nonpatriot act means, its a tip that comes from an individual who knows about the wrongdoing. Its social media posts that we find that are out in the open. Its a traditional warrant that we go through courts to get that has nothing to do with the patriot act. So we have to remember that the patriot act and this bulk collection exercise that was amended is not the only way that we find out information about people that are trying to do harm to the United States. In fact, it represents a fairly small slice of all of the tools that Law Enforcement has at their disposal. Senator chris murphy, what a pleasure being with you, thank you. Thank you. With government surveillance in the spotlight, the fbi is confirming for the first time that its been using a fleet of lowflying spy planes with the ability to record video and lock in on your cell phone. Just as government surveillance has been getting intense scrutiny this week new revelations that the nations top Law Enforcement agency is flying hundreds of planes with advanced surveillance capabilities, most registered to companies with fake names. And while the fbi insists all of its legal, Many Americans are now wondering just whos watching. As baltimore boiled over this spring most people here had their eyes on the streets. But Benjamin Shane was looking up. It was dark out, i saw the lights flashing on the plane and i saw it bank and then a couple minutes later it came back around. Shane took to twitter. Anyone know whos been flying the light plane in circles . Minutes later someone tweeted back this map showing that plane registered to the same owner as this singleengine cessna. It turned out to be one of a fleet of planes operated by the fbi. According to an Associated Press investigation, theyre all equipped with sophisticated surveillance cameras that can capture images like this and are often outfitted with cell phone tracking devices. In just the past month, the a. P. Reports, the fbi has flown more than 100 surveillance flights over 30 cities in 11 states. All intended to zero in on criminals. But privacy advocates are asking where does it stop . It seems very strange that the fbi has such a large fleet of aircraft that theyre using so frequently that theyre trying to hide them from the public. Reporter the planes according to the a. P. Are register under at least 13 fake company names. Local Law Enforcement agencies have long used helicopters and drones to monitor for criminal activity. According to the a. P. , the cell phone tracking capabilities on some of the fbi planes allow them to scoop up identifying information that can help trace a phones owner from all mobile devices below. I can assure you, the fbi is not doing widespread massive surveillance of First Amendment protected activities. This is a particular purpose and a lawful purpose. Reporter we spoke to the fub and they sent us a statement suppressing the Aviation Program is not a secret and is used for targeting specific individuals, they say, and not bulk collection activities or mass surveillance. Im just wondering in his mind what was so dramatically different four days into him running for reelection and making sure he won. Well you know, the other thing that i think is going on behind the scenes is the u. S. Is investigating all these people. I think theres probably a line out the door at the Attorney Generals Office for people wanting to talk to her and tell her what they know. And does this go all the way to blatter . It must. We know it goes to jack warner who is very high on the executive committee and to another member who is basically his number two, the Vice President at fifa jerome valcke. So its not difficult to envision that he must know that there must be some sort of evidence about him. I dont know. Cindy for a lot of people looking at this thing saying what is this fifa thing .
