Its been nearly two weeks since george floyd died in the custody of the Minneapolis Police officers and since then, we have seen protests erupt across the country in solidarity. As americans of all an racraces religions unite against Police Brutality, police are fighting back with more brutality. This is america. It shouldnt be. We saw it in chicago and los angeles and louisville and philadelphia and in new york city. And now in buffalo. There is something broken in the culture of policing. That is something the president doesnt seem to acknowledge. Instead, trump used floyds name and protests going on around the country to tout last months jobs numbers yesterday. Equal justice under the law must mean that every american receives equal treatment in every encounter with Law Enforcement. We all saw what happened last week. We cant let that happen. Hopefully george is looking down and saying this is a great day for our country and great day for everybody. A great day for everybody. This is a great, great day in terms of equality. You just heard that correctly. George floyd may have been the catalyst here, but it is bigger than him. The demonstrations this week led to more arrests in the case. All four cops involved in floyds death now facing charges. Derek chauvins upgraded charge to seconddegree murder and j. Alexander kueng and thomas lane and tou thao. Now the use of force policy means any direct pressure on the air way to block air flow has been banned. Now we saw since of progress in minneapolis, but we see signs of police brutalitbrutality. We have a public viewing where george floyd will begin in just a few hours. Priscilla. Reporter ali, we are at the church where the viewing will take place. Four large cars left dropping off flowers. There are two dozen flowers inside the church with more possibly expected. Officials tell us they are expecting up to 3,000 people to descend upon the tiny town in north carolina. 5,000 people live in raeford. There are orange cones down the street. When people come up, they go into the church to view the casket and leave the same way through which they came. Until officials here are really preparing for the large numbers and prepare to memorialize george floyd, the place where he was born. One thing the family and officials emphasized is they would like to see peace. They dont want demonstrations. It is a day for the family to honor his life. I spoken to activist whose said they dont expect to have demonstrations here today. They want to be respectful of the family. State officials and local officials are prepared for anything. The now the District Attorney says the officer has been arrested and charged with assault. Quote, this moment demands swift and even handed response to violent and criminal acts based on the facts and evidence. There can be no safety or peace without justice. Philadelphias District Attorney Larry Krasner joins me. Larry, good to see you again. We have talked about the coronavirus the last couple times. Then this happened. Ive been on the streets for most of the nights of protests. First in minneapolis and then chicago and then new york. It is surprising to me the degree to which police are using force against many protesters who are not using any at all. Completely peaceful. What is the situation in philadelphia . You know, the situation in philadelphia in some ways is really good. A lot of officers showing restraint and being careful. We have some disturbing situations. The social media and cell phone use has a steady stream of information. There are occasions when you compare to the police event, it doesnt match up. The situation you referenced is one where we have a staff inspector and not a former staff inspector. A current staff inspector showing up in multiple videos in different places and locations engaging in conduct that does reflect well for the Police Department and what you described. It is simple. We believe in equality or we dont. For people to be upset and frankly there are some people in the city who are all upset that one officer would be charged with violent acts when police at this point have arrested between 2,000 and 3,000 people shows something about the culture. Let me ask you about what the president and secretary of the union. He said baloney. He said the sergeant you arrested was engaged in a chaotic situation with a mi millisecond to make the decision. That is not an unexpected response. It is one we heard many times over. Including from the new york commissioner. How do you address the idea that police say were in a wild situation. We dont know whats going to happen next. We have to protect ourselves. First of all, it should be true. In this situation. It is not. It is okay to be the head of the police union and say sometimes our guys get it wrong. Thats okay. Thats what truth is about and accountability is about. The people who hold us accountable have to be accountable or we will never have trust with all of the good Police Officers in the country and the communities they serve. Larry, good to talk to you. The things that led to it are longstanding problems about police abuse of africanamericans. What in your opinion can and should be done . Thank you for having me this morning. The Congressional Black Caucus and leadership met with director chris wray yesterday for a very frank conversation about what the black caucus is looking for and what we are looking for from the fbi. From the federal bureau of investigation which is charged with the protection of americans and individual civil rights. We are concerned about accountability in the Police Department. We are concerned about excessive use of force. We are concerned about systemic racism in the United States and actually just taking the form of Police Brutality now. We recognize that it has many manifestations throughout social, economic and Community Structures in the country. I was frankly hartearheartened comments of director wray. He said he called the protesters a righteous important cause and the fbi was committed to protecting peaceful protests and they were not in the business of crowd control. So, you know, we talked about the things that the black caucus is going to be doing. We actually on monday will be rolling out a comprehensive criminal Justice Reform bill that is laser focus oed on the police. We had 40 bills with various members of the black caucus and other members of congress. We are having them look at it this week to make sure they go on the floor of the house and introduced in the senate by our colleagues Kamala Harris and cory booker so americans can see what is needed. Ali, one example in the conversation with director wray, he talked about the voluntary National Data base which has been created for use of force points by Police Officers. 40 of the Police Departments in the United States has put in that. Which is amazing. More information for Police Officers to have for Police Departments to have so they can do and police better so they can better support and serve their communities. So we want to make that a requirement of all Police Departments in the United States. He is the only remaining democratic candidate. He amassed the 1,991 delegates needed to secure the nomination. He wont officially hold the title of nominee until formally selected by delegates at the Democratic National convention in august. It was scheduled for july originally, but the party pushed it back due to the coronavirus pandemic. The pentagon is looking to ease tension over the president s decision to bring in the military over the violence at the capitol. The guards members are being told not to use firearms or ammuniti ammunition. A move that mark esper made without consulting the white house. What does the law say about this . The general is absolutely right. The constitution gives specific circumstances where force can be used. Article i section 15 allows congress to authorize the use of the militia to execute the law suppre suppress, insurrection. And it gives the states protections of the republican form of government and on the request of state legislature against domestic violence. Secretary esper announced the insurrection act in 1807. That allows the president in limited circumstances to call out the militia when he thinks states cant enforce its own laws. It is under limited circumstances. He has to issue a formal proclamation and it has to be for limited times. Thats why we have a strong presumption against the use of the army to enforce domestic laws. The fear of standing armies is what called for the creation of the constitution. Including the second and third amendments. Thats why the situation today with the standoff with the president and mayor of d. C. Is so extraordinary. General mccaffrey, this is the esteem in which i hold you.
