President biden laid out a comprehensive strategy against coronavirus yesterday and called on congress to get behind the rescue plan that he intends to unveil soon, predicting the u. S. Death toll will likely reach 500,000 by next month. The president framed his plan as a wartime effort that demands a wartime strategy. Our National Plan launches a fullscale wartime effort to address the supply shortages by ramping up production and protective equipment, syringes, needles, you name it. And when i say wartime, people kind of look at me, like wartime . Well, as i said last night, 400,000 americans have died. Thats more than died in all of world war ii. 400,000. This is a wartime undertaking. Today im signing an executive action to use the defense production act and all other available authorities to direct all federal agencies and private industry to accelerate the making of everything it needs to protect, test, vaccinate, and take care of our people. I know these bold, practical steps will not come cheaply, but failing to do so will cost us so much more dearly. I look forward to working with members of both parties in the congress. And of course, the push to ramp up coronavirus vaccinations is hitting a roadblock as cities and states across the country report vaccine shortages. Some city leaders say theyre running out of doses within a few days of getting their weekly allocation, and it means tens of thousands of americans who have been able to make an appointment for the first dose have later seen that appointment canceled. In new york city, First Responder agencies are suspending new vaccinations because of supply concerns. Both the nypd and Fire Department have stopped giving first doses in an effort to ensure there are enough to cover second doses for those who have already had their first shot. How soon before new york city runs out of vaccine . This week. Reporter mayor bill de blasio says at least 23,000 appointments have been rescheduled. The vaccine supply in america should have increased every single week. And we found that we hit a wall quickly. And right now, at least a dozen states are now reporting vaccine supply shortages. In ohio, republican government mike dewine wrote to the Biden Administration, pleading for more vaccines as the state struggles with high hospitalizations. And in california, Los Angeles CountyOfficials Say they have most of the resources, like large Vaccine Centers and enough personnel to run them, but they just dont have the doses that they need. And in florida, the states surgeon general, citing a scarce supply, has issued a new directive, limiting vaccines to permanent and seasonal residents to cut down on socalled vaccine tourism. Yikes. And now back to politics. House and Senate Leaders have yet to agree on when to begin the impeachment trial the second impeachment trial of donald trump. Senate minority leader Mitch Mcconnell yesterday proposed that the trial begin in midfebruary. A spokesman for majority leader Chuck Schumer tells nbc news he is reviewing the proposal and plans to discuss it with mcconnell. Meanwhile, House Speaker nancy pelosi was asked about the timing for the trial and how the evidence compares with what we saw with the first impeachment. I do see a big difference between something that we all witnessed versus what information you might need to substantiate an article of impeachment based on, large part, on a call that the president made and described as perfect. It was perfectly unconstitutional. This is different. But again, its up to them to decide how we go forward, when we go forward. It will be soon. I dont think it will be long, but we must do it. Meanwhile, the former president has hired South CarolinaAttorney Butch Bowers to defend him in the Upcoming Senate trial. According to a tweet from trump adviser jason miller. Joining us now, congressional reporter for politico, andrew desiderio. Andrew, good morning thank you so much for getting up early with us. Good morning. Lets talk through exactly what this means for the impeachment trial. It sounds like, based on my reporting, they want to give the president s defense team a couple of weeks here. Thats the logistical piece, but there are plenty of political calculations at play as well. Whats your understanding of where mcconnell, schumer, and the president s team stand and what they want to see happen in the next few weeks . Of course, well, you know, the longer we wait to hold this trial, the more the raw emotions of what happened on january 6th will tamp down a little bit. And democrats know that. At the same time, those same democrats really do want to focus on President Bidens impeachment or excuse me, President Bidens cabinet nominations, as well as his very ambitious legislative agenda, for example, on Coronavirus Relief that you heard him talk about so much earlier. Theres only so much he can do Via Executive actions. He does need congress. And democrats really do want to focus on that first and foremost at the beginning of joe bidens presidency here, rather than focusing on an elongated trial into the former president. Now, republicans, on the other hand, i think first and foremost, are making this argument here that an impeachment trial of a former president is unconstitutional. Now, that is a disputed legal claim. Federal courts have consistently deferred to congress to set its own rules and procedures for things like impeachment trials, because as the constitution states, the senate has the, quote, sole power to try all impeachments. But that is sort of the procedural argument that republicans are getting behind at this point. And giving them a twohour delay to start this trial allows them to strategize better and come up with how they want to handle this and how, specifically, Mitch Mcconnell guides his conference through what is going to be a very tricky period. Theres a lot of crosswinds going on here. I mean, andrew, in terms of how joe biden everyone saw this morning, we started off with him talking about how he wants to work with members in both parties to do this big Coronavirus Relief deal. And weve talked a lot about how biden, himself, is a man of the senate. He has a relationship with Mitch Mcconnell, has a relationship with Chuck Schumer, and may be able to get things done, but were stuck right now. The senate still hasnt figured out how its going to govern itself in a 5050 split. Schumer and mcconnell are still fighting over that very basic thing, to the point that they havent even been able to assign these new committee chairmen. I mean, it looks pretty ridiculous. It seems to me that its a sign that the divisions and that relationship between schumer and mcconnell is still in a pretty tough place, and that could really make it a lot harder for biden to get some of these promises, this commitment to do big, bipartisan things, to actually follow through on it. Exactly right. And you know, whats interesting is that even though democrats control the senate right now, republicans still control all of the committees, because they have yet to organize the committees, and you know, handle the committee assignments, particularly for the new senators, so theres still a majority of republicans on every committee right now, which is really starting to stall the cabinet confirmation process. You know, its really difficult to sort this all out when democrats are controlling what happens on the floor but republicans are controlling what happens in committee and allowing for these objections by members for example, senator josh hawley is objecting to swift consideration of alejandro mayorkas, the nominee to lead the department of homeland security. Thats really something that cant be worked out until you get an organizing resolution to effectively set up the senate. Now, on bidens covid19 relief plan, you know, thats a nonstarter for senate republicans. They told us yesterday that, look, this cannot get 60 votes in the senate. Now, democrats could deploy these partisan procedural tactics known as budget reconciliation in order to pass a covid19 relief plan with just a simple majority. That would be 51 votes. But even some republican moderates, like susan collins, for example, are saying that, you know, they dont necessarily see a need at this point for another covid19 relief plan. So, you know, well have to see what happens on that front. Yeah. Bottom line, big picture here, there are a lot of toxic divisions that still exist. And even though we are turning the page, those divisions are going to be tough to overcome as we get further and further into this here.
