Angeles. The mass roundup is set to target 2,000 family members in as many as ten u. S. Cities. Theyll focus on that with deportation order or those that missed a court hearing. Activists are fanning across the immigrant communities reminding them that even undocumented people have basic rights including the right to an attorney and right to remain silent. Meanwhile, a revealing picture of the inhumane conditions in which children are being detanld at a facility in el paso, texas. Lawyers spoke with 60 children and telling the Associated Press there is not enough food, water and not enough sanitation. They say some children are having to take care of babies and other children as young as just 2 years old. Were seeing sick children. Were seeing dirty children. Were seeing hungry children. Were seeing children that have been separated from their parents and other family members. Children who within the facility are being separated from their siblings which they need to be with their siblings right now. Nbcs reporter is at the white house with more. Is there a good sense of what tomorrow might look like . Well, good morning. Lets start with how we learned this operation was possibly going to happen. As usual, a cryptic and somewhat ambiguous tweet from President Trump on monday evening where he said that there would be millions of people deported over the course of the next short term in the short term future. Well, now that forced department of Homeland Security officials to backtrack to try to put some meat on the bones and tell everybody exactly what the president was talking about. As you reported the details, some 2,000 families 2,000 people will be affected here, families in those ten American Cities that include los angeles, new york, san francisco, houston, baltimore, atlanta, this is meant as a deterent. The administration established a rocket docket. In other words, these families that come to the border and ask for asylum, theyre given an competent indicted process and then found in court if they dont show up that they have to be deported. Many of the families have not shown up, have not followed through with the process according to acting ice director mark morgan who described the program and the operation this way. Right now one of the greatest pull factors for families to come here is they know once they arrive in the United States, they remain here untouched. So is this more about a message . Is this about instilling fear . Is this more than anything a pr push . No one is instilling fear in anyone. I think the president is making clear his commitment and our commitment to do just that. So immigration advocates, migrant families in those ten cities, joe, on alert over the course of this weekend. That operation set to begin tomorrow. Joe . Thank you so much. I think two things, i think this budget deadline that is coming up before the july 4th recess is really placing a lot of pressure, joe, on law makers in both parties to get to some type of deal, to fund what is going on at the border to take care of these folks. It is really emerged as a consensus point between republicans and democrats that there is a crisis that has to be dealt with. The second point to answer your question directly on the notion of really where thing goes from here, no one knows. Melanie knows this from being on capitol hill. Theyre in gridlock right now about where to go from here. Is this going to have an impact on what the hill does . Yeah. No coincidence that the trump came out with this the day before he launched the reelection campaign. Of course, hes been struggling to implement the immigration policy on capitol hill. So this is a way to show to his base and to his supporters that he is doing something on immigration and enforcing the rule of law. But when it comes to whether this is logistically possible, it is risky and a challenge. Ice is limited with resources. There are not many detention beds. Weve seen the horrible conditions in the facilities where theyre limited on resources. And, of course, the cities vowing to not cooperate and share intelligence with them is going to make it harder for them. The fact that trump said he wants to deport millions, well, were thinking its going to be a couple hundred families. He said 2,000 raids are targeted for tomorrow. Well have to wait and see. I dont think its going to be the promise that he initially made in his tweet. Do you believe that or do you feel like hes got having second thoughts . He didnt want to pull the trigger given the political consequences of engaging with tehran in this way . What im hearing from sources is that the administration bhefz that the sanctions that they have placed against tehran further isolated them and really caused them to lash out of sorts, to try to place pressure on Energy Sectors in the internationality community, case in point just more than a week ago when they when the u. S. Says they took down using mining attacks to ships and in the persian gulf. Then beyond that, of course, the downing of that drone flying in international waters. Up on capitol hill, withere is open debate about the best route for the u. S. To take. Democrats including democratic president ial candidates are arguing that the president s decision to withdraw from the jcpoa or the nuke hclear disarm detail angered them. Seven saying this is important, everyone is saying that iran cannot have a nuclear weapon. All right. So melanie, you heard that reaction to congress a little bit. Do you think there is going to be a real answer here . There appears to be a split on whether or not debt right thing. What is going to happen next . Yeah. Well the one thing i can say democrats at least are going to be pushing for is in the senate they want to attach language to a defense policy bill that would require congressional approval for any conflict with iran. That is something democrats are really pushing for. Even though democrats have been criticizing the response thus far and are concerned about the escalation, they have not offered an appropriate response to this downing of a surveillance drone. You have the gop leaders come out and say a measured response would be appropriate. I think across the board there is a wave of relief on capitol hill right now that the president did pull back on that initial strike that was planned. All right. Stay with me. Well come back to you. Now i want to move on to new details on this escalating tension between the u. S. And iran including a new warning from the faa for commercial airlines to avoid nflying over the persian gulf and what it could have shot down instead of a u. S. Drone. President Trump Defends his decision to call this off in retaliation. We have nbcs Richard Engel, our chief Foreign Correspondent from doha. What is the latest there, richard . Good morning. Iran has been very careful throughout this crisis and although it may not look like iran is being careful and there are many accusations in washington that iran is being reckless but from irans point of view here in the region, they seem to be quite cautious. They want to drive this issue to the center of the debate. Iran feels it is suffering unreasonably under sanctions so they are trying to drive this issue on to the international forum. But with every attack that they have taken, theyre just shy of the threshold they hope of triggering conflict and they dont want to be one upped by President Trump. Iran showed pieces of the drone they shot down allegedly collected near the coast. And as if not to be outdone by President Trumps restraint, iran claimed it, too, held back saying an american aircraft with 35 crew members was also in its cross hairs but they only targeted the unmanned drone. Still irans latest provication, shooting down that drone with a surfacetoair missile was incredibly dangerous. With multiple civilian aircraft in the same area as the drone. The faa banned american airliners from flying over the persian gulf and gulf of oman and a dozen International Carriers including British Airways and klm and quantas followed suit. Iran is accused of attacking six oil tankers. And just this week, iraqi Officials Say iran launched a rocket attack on an exxonmobil facility in iraq. And former military and intel sequence Officials Say if President Trump had carried out a strike, it would have added more fuel to the fire and reopened the pandoras box of middle east war. If he called out the strike because of legitimate concerns about Collateral Damage to civilians, he made the right call. Now richard, you say that iran wants escalation here. Does this lead to conflict or diplomacy . Well that, is the Million Dollar question. And whenever you bring things to the brink and that is what both the Trump Administration has done by pulling out of the nuclear deal, by tightening sanctions to the point that this are shortages of medicine now in iran. It is quite predictable that iran would react. And then iran by reacting and by allegedly attacking several ships and shooting down a drone which it acknowledged is either going to lead to one or two places. Either to a conflict or to diplomacy. And there are some indications while a conflict is still possible that there could be some diplomacy in the coming days. The u. S. Has requested a meeting on iran at the u. N. Security council. It will be a closed door meeting scheduled for monday. And then a week from this weekend on sunday in japan, there will be the g20 and all of the World Leaders are going to be there including President Trump and it seems very likely if not guaranteed that iran will be on the agenda. Well, theres a lot to look forward to here, Richard Engel in doha, thank you. Joining me now to discuss retired army colonel jack jacobs and Global Affairs journalist. President trump is defending the decision to call off the strike. He defended it to nbcs chuck todd. Take a listen. They came and said, sir, were ready to go. We would like a decision. I said i want to know something before you go, how many people will be killed . They said, sir, approximately 150. And i thought about it for a second. I said, you know what . She shot down an unmanned drone, plane, whatever you want to call it. And here we are sitting with 150 dead people that would have taken place probably within a half hour after i said go ahead. Yeah. And i didnt like it. I didnt think it was i didnt think it was proportionate. Okay. What is the likelihood that this all played out exactly like he said and what is the hikeliholi he found out the casualty number before the launch . Low. When you get briefed on the operation, the targets, target array is, what weapons theyre going to use and so on, one of the things that is discussed in the first instance is what the Collateral Damage is. So he knew about it long before he made the initial decision to go ahead and launch. Its unlikely that he discovered this with just a few minutes to go. All right. So how dangerous is a last minute call like this . How do our allies and add ver sayer quiz look at this . What do they think . Well, i think on one hand everybody is sighing a breath of relief that there is not some kind of escalation. Even if the strike was going to be small and limited and it was overnight in iran on a weekend, you know, minimal casualties, the 150 number is on the higher end. It was going to be much lower than. That but when you launch a strike like that, you could have an escalation. I think what is concerning people is, you know, the hacklaf Decision Making and strategy on what the administration wants to accomplish. Does it want diplomacy or make iran pay for the actions . Iran has been playing this game of chicken with the United States, continuing to test and by all indications, there was a message passed to the iranians and they sent, you know, back to President Trump. We got the message. I think that might have had something to do with President Trump calling off the attack. I dont really think it had to do with casualties. He got cold feet. But now the question is, you know, what kind of message does this send to iran . Does it send a message keep testing us . Theyre likely to do. At some point President Trump is going to be forced to make that decision. Whether hes going to respond or not. And that could lead to a further escalation with american casualties. All right. So colonel jack, the messages are sent back and forth indirectly. Doesnt seem like there is actual direct conversations between iran and the u. S. So what would you say could likely be the next move or response to this from the iranian side . Because tehran doesnt have kme complete control of the revolutionary guards, youre likely to see a series of tactical engagements with the revolutionary guards or their proxies in the gulf. Maybe even some engagements with american forces. But nothing of a strategic nature. At the end of the day, i think the drive towards talks is what both sides are looking for. And dont forget were in a Campaign Year and having talks with iran in a Campaign Year leading up to 2020 gets you enormous political capital. But in the interim between now and then fraught with danger. So theres this danger and now the u. S. Is calling for u. N. Security Council Meeting with iran about iran on monday. So what are the chances that that would be able to deescalate this situation . I think there is going to be a lot of International Involvement now. A lot of discussion. At one point Prime Minister of abe was willing to talk to the iranians. Certainly the omany government is talking to them if recent days. I think youll see a lot more International Involvement and that could calm the situation for now. But i think iran is going to continue to test the United States. I mean, as the colonel said, you probably have some continued provications. And thats where the, you know, miscalculation could come. If there is a casualty, american servicemen, serious damage to american interests in the region, then its on. The president will be forced to make a decision about military action. If he doesnt, not only does that send a message to iran, but it also sends a message to other adversaries hike kim jongun that they can continue to test the u. S. The president will be forced to decide whether he wants to go for tougher military action, tougher sanctions or whether hes willing to go for diplomacy. That is going back to the original iran deal. Maybe some kind of modifications. But any deal he would make with iran would look very much like the old one. Thats interesting. Colonel jack, i want to follow up on this front. Trump said that there might have been a mistake made in knocking down this drone and bringing it down. What do you think of that given what transpired . Well, we tend to think of our enemies and particularly iran as being monolithic. There is an unbroken chain of command. But as weve seen before, theres a lot of freelancing taking place in the region. And dont forget also that iran has lots of proxies in the area, rebels and so on. There is not complete control of what takes place down at the lowest levels. And i think thats one of the reasons why youre going to see as she said continued provication and testing the United States not only directed by tehran but also locally orchestrated for their own reasons locally. Colonel jack, one last question for you. We dont have a defense secretary in place right now. Yesterday was patrick shanahans last day. The acting secretary doesnt start until monday. How dangerous is that . Its been dangerous for a long time. When shanahan was the acting secretary, we didnt have a secretary of defense either. He was the deputy secretary that means hes the chief operating officer. He does all the administration and logistics and so on. Policy was being directed by john bolton on the one hand and the secretary of state mike pompeo on the other. So pompeo and bolton will continue to have an out sized impact on the strategy that to the extent that we have a strategy, the strategy the white house is putting together.
