Superintendent me young lee to Work Together to come inwith a plan that would both allow this program to move forward, because it is clearly a priority for the district and for the city, and, n the same time, be fiscally responsible. And so our preference is to move forward with the supplemental that would use rainy day and peef baseline funds. And not use any of the state supplemental reserve. None of the options were talking about includes the rainy day. So would the mayor support or not support any of the three options that we are talking about right now, through the supervisor, Jason ElliottMayors Office, through the chair to supervisor campos. This has been an issue thats been debated and talked about for several weeks now. As the proposal involves fund sources of both and the conversation that budget director howard and deputy superintendent me young lee has been centered around using the rainy day reserve funds which are available, and on using a peef balance which has grown a bit in recent days. So combining those two sources, the rainy day money and peef money does actually total up to the amount requested. So your question to us, as i understand it, is what is the Mayors Office preference on funding the supplemental. Supervisor campos no. My question would be what would the mayor do if you have these three options presented, where neither option includes the Rainy Day Fund. I can tell you the mayor is supportive of using 1. 412 from peef, and the balance of your question, supervisor, this is happening in real time, and we of course have a second reading on this ordinance to talk about these things. But i can provide what the mayor does support and what the mayor does believe and would be responsible here and that would be to use the sources totaling 1. 412 from peef, and the balance to reach the 2. 255 from the Rainy Day Fund. Supervisor campos thank you. And i appreciate that. To the extent that there is no formal position on these things, i understand because its a moving process. I want to get to the sense that were voting on something, what would happen. I just have to say again, i am going to reiterate my concern on anything that will eventually lead to the Rainy Day Fund being implicated here. And i do worry about, you know, taking out, you know, the reserve out of whats here. Because i actually think, in the end, youre talking about giving something to the School District that, in my view, is not necessarily a supplemental, its actually something that theyre arguably entitled to so i would not support that. President chiu supervisor kim. Supervisor kim i just want to reiterate actually the same thing that supervisor campos said which is i would support the supplemental the ordinance going through with the two Funding Sources that equal the 2. 255, i would not support a file that had only one in each of the files, the two sources separately. President chiu supervisor wiener. Supervisor wiener well,given that, again, my goal here was to be able to get the peef money separately to the mayor and get that as quickly as possible in the hands of the School District. If the author of the legislation does not prefer that approach, then what i would do is i would withdraw my motion, and instead ask to divide the question so that its one file but we vote separately on the peever money and the state reserve money. And again, i dont if i were the sponsor of this legislation i probably would want to get the peef money as quickly as possible but i understand the authors perspective. President chiu supervisor wiener has withdrawn his initial proposal to duplicate and amend the files and is now proposing that we divide the files. Supervisor elsbernd. Supervisor elsbernd thank you. I think its important just to kind of untangle all of this procedural talk and ask the city attorney. So by the sponsor not accepting supervisor wieners proposal, we can divide. But once we vote it will come as one ordinance. And this board will be rolling the dice on that peef money. If the mayor vetoes the School District gets nothing whereas supervisor wiener is offering the chance at the very least youre getting half but you are gambling on that money that if the mayor vetoes you get nothing. Supervisor wiener is giving you the opportunity to assure at least approximately half of this. But by saying no, you get nothing. President chiu any further questions, colleagues . Supervisor kim i just want to respond to that. This 1. 4 million is a baseline that we give to our Public Schools. So if this doesnt if this gets vetoed this month we will appropriate this money in january to the schools. The School District will get this 1. 4 million. There is no reason for us not to give that money to them. So im not concerned about this at this point. But were playing around with this money like its ours to give or not give. Technically, yes, we have to appropriate the funding. Thats how we allocate our budget. But this is the Public School baseline. I want to reiterate that again. President chiu okay. Colleagues, we have a 90yearold San Francisco institution that id like to commend today, and cynthia huey is here from the clement street Merchants Association, if she could come forward. Im just very proud to work so closely with the clement Street Merchant Association celebrating their 90th year this year. Its an organization thats been working hard to revitalize the Richmond District, especially in the past few months as new leadership has emerged. The clement Merchants Association represents Diverse Businesses from a variety of cultural backgrounds that makes clement street stand out from other commercial districts. Its one of the most diverse places. I moved there in 1984 to Second Avenue and clement. It was considered the New Chinatown but its so much more than that. Its a gateway for many different types of newcomers but also businesses. This year, the clement street merchants celebrate their 90th year of Outstanding Service to the Small Business community to the whole city. And the roster is growing of many different businesses from cynthia hueys feed store, a great vintage clothing store, to park life gallery, to green apple bookstore, one of the last remaining independent bookstores in our whole city, and where youll find me browsing in the used book section upstairs often, or my daughter in the childrens section as well. I know isnt here but tremendous leadership from foggy notion with anderson on 6th avenue to kisha studios and many others. I wanted to say in the past few months my office has been working closely with cynthia and Jamie Alexander from park life as well to reinvigorate the Merchants Association with long time leaders like jesse fink, but to bring more visitors to clement street as one of the citys destination spots. One of the great examples of events thats coming up with clement time in about 48 hours were going to be celebrating from 5 00 to 9 00 clement time which brings many new people to the Richmond District on clement street but also highlights the great businesses and the liveliness of our neighborhood in the Richmond District. So ill just say that a lot of the work that cynthia and clement street merchants bring are really keeping our neighborhood livable such as streetscape improvements and working with department of public works keeping it clean and livable. They see bigger issues also about really the understanding of the impacts of chain stores, but also how Small Businesses really are the backbone of our neighborhood. And support for businesses that are facing ada or accessibility lawsuits and other things is really important with legal assistance. But also merchants supporting other merchants as well. Ill just say that clement time is one of these events on thursday that brings it all together as we celebrate our neighborhood, but also others come to visit clement street and the Richmond District. So i invite everyone to clement time this thursday from 5 00 to 8 00. For these accomplish mtion and timetablely increasing the vibrancy of the Richmond District and the city, the board of supervisors, through kind of our commendation extends this appreciation. Here to accept the commendation is cynthia huey from the feed store and the clement street merchants. Thank you very much, supervisor, for helping us organize, and really execute on the vision that we had for what we hope to be one ofd you know, one of the best places in the city to live and work, and be. Supervisor elsbernd thank you, mr. President. Its my pleasure to provide a commendation certificate of honor to a constituent of mine, mr. Joeie moore. Not often i do these. I actually cant think of the last time ive done one of these outside of our typical rotations. But when i heard what joey did a month ago, it absolutely warranted this small token of our appreciation. Its not often that you hear about acts of heroism and courage and when you do it should be distinguished with a moment like this, not only to recognize his great work but also to encourage some of our other citizens to every now and then take action on the behalf of their fellow citizens. So i think it was november 8, november 9, evening, up in monterey heights, there was a fire in a home, Single Family home up there. As i understand it, joey was out walking his dog, and no one else saw the fire, no one else took notice of it, including the people who lived in the home. And he took it upon himself to knock on the door, yell and scream, get folks out, and then on top of that call 911, and then on top of that get some of the neighbors in the nearby houses. And this was a fire that ended up really blown up, not only the Single Family home that it started in, but some of the next door neighbors. And it was entirely joeys individual heroism that not only saved the folks in the home but also the nearby neighbor and he did all this on his own with his dog. And it was his act that saved lives. It was his act that saved the fire by calling 911. Who knows how long it would have taken to call if it wasnt him. No one else had noticed what had happened and his Quick Response saved lives, saved property, and is a true act of heroism and courage. On behalf of the board of supervisors i just want to say thank you, commend you, and really wish you all the best. Thank you, joey. Good afternoon, supervisors. Sorry my back is to you joe. But i wanted to echo what supervisor elsbernd said. We did have a fire on 42 fernwood on the evening of november 8. I was out of town on a field trip with my son but it was quite a fire. It was in a vacant house which a lot of times will go unnoticed, as supervisor elsbernd said. It did for a little bit of time. If it wasnt for joe notifying 911, it could have gotten much worse. It did travel to a second alarm but this is exactly the type of citizen and Community Member we want to acknowledge and honor. He could have just walked by, maybe called 911, but he made a difference by ringing door bells and alerting the neighborhood. Our hat is off to you. I dont know if youre interesting in a career in the fire service at some point but supervisor elsbernd and i have something for you. So why dont you come on up. Well, just thanks to supervisor elsbernd, fire chief hayeswhite and i guess most importantly the firefighters who actually responded. They got there really fast and got the fire under control. Whereas the Guardian Angels strive to assist children and youth in developing selfesteem catastrophe dance and pride through positive commitment and contributions to society.
