Neighborhood. We have other ideas that we would like to add to this that are not part of them now, and one is to use the entire cni neighborhood, but that hasnt been act senned kwraoet. Accepted yet, but im not giving up. Those are not things we can put into this particular at this particular time, but i think its something it should be explored and addressed and we are going to do as aggressive outreach as we can, but as you know the numbers of African Americans when you open Senior Housing, they just dont meet it in the lottery and if youre trying to prioritize is neighborhood it makes it very difficult. Ive tried every angle i can and do everything i can to try to get people in. The other thing ill say about preference holders is theyre older and dying off early. At armstrong Senior Housing we got 25 preference holders. Out of the African Americans there, ten of them are already gone because theyre frail. Theyve been on the streets and had a tough life so replacing them has been an ongoing thing weve been trying to do with people in the neighborhood, but my experience is it starts out good getting a lot of outreach, but the dynamics change over time. Id like to get more outreach wherever i can get it, but this is what the project has at this point. Thank you. I guess im a little confused by that information because i thought that what we heard from the Mayors Office of housing is that even in a lottery system, preference holders have preference. They do, and they will get preference. There arent a lot of them to find. You have to do the ground work, they have to apply, they have to be certified, a lot dont know theyre preference holders. Its really by fluke that we find them so tracking them down, and well do as best we can to find as many as we can find. You have a lot of people who didnt live in those areas who want to live in their neighborhood who get into these lotteries and dont have a chance so we have that issue citywide and we have that issue specifically in bay view because people want to live in bay view. Well do our best to try to get as many people as we can. I know you dont speak for the Mayors Office of housing, but does that mean they havent done the best effort to find the Certificate Holders . I would think by now that massive effort would have been completed. I know there is a couple attempts at it. The person they have now who does the preference holder certification is fabulous and tries to help people every way she can, but the outreach isnt funded by groups such as hours so it needs to be taken on by the community as well to be successful with it. Were going the to make another good attempt to find more good people, but they have less than 1,000 people out of the 30,000 that were displaced and its really hard to find them. Like i said, they were five and six years old. It takes a little bit of effort to try to figure out if they even lived there. The person they have is fabulous. She will Research Everything she can to try to get them to qualify, but they dont all qualify and there are Different Reasons why. I had a guy who had to go to department of real estate to prove his property was one of the property. You can get an attorney to help you prove it, but not everybodys going to go through that so we really try to help them as much as we can and were just really trying to reach out and find them wherever we can. Were more successful because were a senior center. Were around all the time, our staff is used to asking, did you happen to live back in the day in this location . Sometimes were lucky enough to find them, but it is not an easy thing to do and it requires a lot of effort. And i said for the African American community who are always worried about displacement, we need to find as many preference holders because that will help with much of that. Thank you. My question is about the lottery. Is that codified in the ground lease or just says there will be a lottery . The mechanics of how the lottery will actually work. The ground lease says there will be a lottery and that the marketing plan must be reviewed and approved by ocii. The lottery mechanics, does it say must run it, frequency, how it actually works . The plan should say all that, yes. The plan that is submitted to the staff to review will say all that. Okay. That might be something as the commission to check back in, because ive never heard of the mechanics being a lottery part of the marketing plan pwurbgs how it works and run fairly. Not saying you guys wont be fair, but that its running away, its transparent. Okay, and then preference holders, i mean, plenty of ongoing issues with thafpl the issues mentioned about the roads that are no longer there. I think one of the roads that used to exist and no longer does and homes that are now not there. Im very familiar with some of those issues so i empathize. I did want to point out that this friday the state department of finance has given us our meet and confer date for items of dispute for the props 1314b is the period. And really there are just two issues, i think out of the thousands of obligations that now we really have refined and the state department have refined and i want to commend the work of the staff, the direction from this commission and the in paout input from the Oversight Board and members of the public who attended, weve come a long way. There are two items in dispute, theres a copy of the letter from the state department of finance within your packets and then just today you did receive, because we just submitted the meet and confer to the state on friday so the actual documentation was provided today as part of your packets. The two items in dispute, one is related to the outstanding loan for hunters view. The state there in essence told the Successor Agency they wouldnt approve the full amount. Theyre giving us a cut of 3 million and theres an easy explanation to that. We did not actually expend any funds during this a period, which is this june through december period. We put on the january through june coming up, the funds that would be needed. We did not exceed our authority the total amount of the hunters view loan for all the phases is 32 million. We would expect to expend well within our authority in the b period. , the balance of that. So i think its just a simple discussion with the state to explain to them we havent exceeded our authority, no need to reduce the amount of request. And then the second item, the state denied a request for property tax. Were using the replacement housing obligation, we are one funder and the unit that would be produced approximately 60 family units that would be produced along sixth street, we are using 2113 funds for that purpose and the state, its basis for denial says you dont have a contract in place, but state disillusion law recognizes other obligations of state law so you know. Thats an obligation that preexisted 2011 and we are entitled, just like in hunters point, transbay, mission bay to enter into contracts to implement those obligations so well explain to that second set of auditors that process. The final determination from the state, we will get in mid december. Its about two weeks before the actual property tax distribution in january, but we will work vigorously and report back to you and everything at our disposal, including working with our state legislators to make sure they understand the importance of the expenditure of these housing funds. We, the Transportation Committee the Advisory Committee had two action items that are also on your agenda, items no. 5 and 8. On item no. 5, we passed that unanimously after some discussion most of which i think was positive. The bulk of the request that that item is for is for as related to the transportation effectiveness process and our chair asked whether these items would increase capacity and the answer for that from shawn kennedy, the mta staff said that would be dependent on the number of vehicles that were in service which was not a capital cost which was not under this item. The other item we had was no. 8, that was for strategic analysis report related to regional and bike projects. We again passed that unanimously. Though our agenda item asks only for 18,000. Your agenda item includes and additional 25,000 for optional technical tasks. We didnt discuss that so im not going to speculate on whether or not we voted to approve that. That is my report. I just want to bring up the fact with the citizens Advisory Committee that there is a lot of things going on right now with transportation that need to be dealt with today and could be dealt with today with some correct funding. Particularly this morning. We had a melt down in the station once again coming down market. I brought this up at the sf mta board and nobody wants to listen. If you want to keep this system flowing, one thing we found out that the eureka street tunnel is still working. If there is a meltdown at castro on down, you can bring these street cars out of the tunnel at eureka with an adjustment to the overhead wiring, maybe some adjustments going down market to accommodate the trains. What about today . How are we going to fix the systems problems today . None of these funds, and i respect the committees report, but there is nothing to address the issues today. There are many issues today and some funding must be allocated to this process. It has to be. Everybody is talking 530 years out. There is a plan to at least fix some of the problems today. So please. All the problems going anywhere. Do the citizens really know they are not going whenever they should be going today. Is there anyone else from the public that would like to speak . Good morning commissioners, my name is jackie saks. The member of the Advisory Committee. As mr. Larkin said this item was brought up against the cac last month and we discussed it. One thing you have to remember is that the gentleman before me talked about all the money coming out of prop k. The one thing you have to remember is that prop b after 1999 i worked on was grandfathered in prop k that i also worked on. In a couple years you have to go against the voters again to extend prop k. Now, before you ask for this money now, figure out what has been done in prop k, what has not done in prop b and get the money for those items first. Fix the system as it is now before you try to go on in the future. I know you are looking ahead to this sort of thing. If it aint broke, dont fix it. The mta board, there is no reason they ask for this money because they have a budget and they should deal with what they have got and take it from there. Deal with their money first. Item 4 recommend appointment of two members to the citizens Advisory Committee action attachment enclosure the authority has an elevenmember citizens Advisory Committee cacc. Cac members serve twoyear terms. Per the authoritys administrative code, the plans and Programs Committee recommends and the Authority Board appoints individuals to fill any cac vacancies. Neither Authority Staff nor the cac make any recommendations on cac appointments, but we maintain an uptodate database of applications for cac membership. A chart with information about current cac members is attached, showing ethnicity, gender, neighborhood of residence, and affiliation. There are two vacancies on the cac requiring committee action.
