I need to recuse myself. Okay. I will make a motion that we recuse president supervisor peskin. Okay. And on that motion that member supervisor peskin excused from the vote on this item preston. Aye. Chair melgar. Aye. We have 2 ayes with supervisor peskin excused. Thank you, bye. Thank you. So we have Madison Tammy here. Welcome. Thank you, chair melgar the legislation before you today is an extension of zoning controls passed in march of 2022. That require a cu authorization and specific findings for Parcel Delivery service use. This legislation of carried by supervisor walton who passed it to supervisor dorsey. And the 18 months since the controls passed the Planning Department report yielded one recommendation incorporated before you today. This is to exempt Parcel Delivery under 10,000 square feet excluding cannabis delivery. We have an amendment we would ask you carry. Which is to lower the threshold to 5,000 square feet that captured the planning recommendation. This was circulated over e xhal on your desks and it is nonsubstantive. I want to thank the team sdpers planning and through the chair, City AttorneyKristin Jenson not sure if we have this being approved as to form . S i understands it is approved to firm and not substantive. Thank you. Mr. Tammy and jensen. Okay. I dont have any questions or comments about this. Issue, we seen it before. The first speaker can step up i will start your time of good upon autobiography chair melgar, supervisor preston thank you for your time on this matter. Im john, principle officer of teamster 350. We work with the board of supervisors on the original zoning controls which was approved unanimously. And we are working with supervisors to create cu condition for parcel the reason behind the zoning controls the additional 6 months needed to make sure companies dont slip through before the legislative press is completed. The original 10,000 square foot threshold is learning and leaves opportunity for amazon to make mall delivery cites theyll double in size with parking uses. Know, this is in the the original intent of zoning controls. The fix amend the 10,000 threshold to 5,000 square feet. Allowing more vehicles to participate will cause disruption in traffic around the city. Autonomous vehicles to participate in Parcel Delivery demonstrated that they will box 3 al and hes other Access Points placed by members wing for ricology in dangerous situations and forcing them to conduct unsafe maneuvers in the streets. We ask to you thenned to the full board with positive recommend agsz as a Committee Report. Thank you for your time and consideration. Thank you for sharing your comments. Next speaker, please. Hi. Im tony local 66 five. Thank president supervisor peskin when rekrudz melgar and supervisor preston. My colleague said, we with our coalition long with the board of supervisors set the interzoning control approved unanimously. We need the extension more than ever amazon is trying to restart the work on 7th street is as of right project and trying to slip through borrow legislation for Parcel Delivery we are work on with the supervisors and environmentists that is going through the legislative process. The original 10 themmed square foot threshold is a Learning Space and leaves opportunities for businesses to make a small delivery site. We know this is the not the original intent of the zoning controls. So for this we are asking to aprove amendment from thenned square feet to 5,000 square feet. Last few months seen siting slip through the loopholes in the planning code. We are cashes planning is avoiding intent of the board of supervisors by approving them using a loophole and we are work to close them. We ask to you amend and sthendz to the board with positive recommendation as a Committee Report of the thank you. Thank you. Next speaker, please. Good afternoon supervisors mark, im speaking on behalf teamster affiliates. In the bay area. We thank you for this important piece of legislation. This extension will ensure that there is a report time for the legislation for Parcel Delivery. So it can be vetted by you and the planning d. We are supportive of the amendment. And are we want to thank supervisor dorsey for the original sponsor. The 10,000 square foot threshold is a large space and leaves opportunity for businesses that can use it for a local delivery site. Additionally, the Autonomous Vehicle company who is advertised intent to participate in delivery could convert under 10,000 square feet of their 20,000 square foot location. We ask you to sends this with a positive recommendation to the full board. Thank you very much. Thank you for sharing your comments. Next speaker, please. Good afternoon. Joseph treasurer of team sters to 785 i report the ups facility the drivers in San Francisco. Roughly about a thousand. Members who work out of this facility. I know the impact that it will have for the deliveries when than i come out. And amazon is no small facility. I want to thank for these interim zoning control this is is you in more important than ever. Amazon announced they are restarting application for 9 huh, 17th street and claiming it is an as of right project. And basically going it say when my fellow brother said here before me. That we recommend that please, pass the exception today. Again other thank you for and demand and send this legislation to the full board with positive recommendation. As a Committee Report. Thank you. Thank you for sharing your comments. Seeing no further speakers in the chamber. We have 7 members listening in the queue. If you could unmute our speaker, please.
