The fleet charging locations and Parcel DeliveryService Legislation is really with the intention to think about the rapid expansion of ecommerce throughout San Francisco and how its impacting our Small Businesses as well as our workers. With conversation with stakeholders as well as what our City Attorney, this legislation came about in a way to figure out, the most impactful and affective way to give this conversation around protecting Small Businesses and workers a tool for us to continue to do so, and its really a way to regulating Parcel Delivery services at fleet charging locations so that we can think about other ways to boost Small Businesses and protection for our workers. Sol its pretty straightforward, the language but i do have amendments today. And that language have shared already shared with you in advance of this meeting. But its really specifically on page , line 15, with the section of definition of fleet charging. This language was actually discussed at Planning Commission which, and also proposed by planning staff part of it was actually by planning staff. That is a parcel tlifr activity including unloading, sorting and or reloading merchandise for deliveries. So that is to clarify that, these types of activities is not allow whether south side a principle or accessory use at fleet charging station. Im happy to answer any questions that you may have today for full transparency, colleagues i have also introduced legislation for a continual use authorization for Parcel DeliveryService Facilities with the very much the same goal to think about how we can further to, you know, further legislate to protect Small Business and workers in San Francisco as ecommerce continues to expand. The prehistoric commission reviewed the designations of these mural on september 13, 2023. The chata mural was painted in 2015, by cookie go sa lez, the 20 by 22 foot mural located on the side west of residential building is a tribute to a culture icon as a culture asset to celebrate the Latin Music Movement and significant vibrant part of San Francisco cultural heritage. The carnival mural is among the largest and most prominent murals. It was painted in 11993 with assistance from other artist. The 75by 24 foot mural located at a resident mrats depicts latino businesses. Carnival mural sl a culture asset that celebrates latin culture and music in the district and significant and vibrant part of San Franciscos cultural heritage. Heard Public Comment in support of designation and voted unanimously recommending designation of these two mural that have high artistic value and are representative of the Community Arts movement. I want to thank supervisor ronen because a lot of our landmarks are in her district and she has taken the lead that these assets are documented in first voice, rather than from planing staffs voice. We determine which were important to the community. And i felt that these collaborative with community, these two muirials were atrisk. But i also want to thank the valley in drafting the planning document and move this landmarking forward. But these two murals are really important because theyre representative of the Chicano Mural Movement in the 70s. These Mission District artist were influenced most of them went to the California College of arts and craft and i think, did i say that right . So, and the important in that fact that the mural is wanted bring art to the community and now is one of the largest public outdoor galleries. Because we knew at the time when people were add voluntary kaigt for the Cultural Centers to be established in each of the low income districts in support for the bond for symphony hall, they basically said why dont we bring art to the community and they want today beautify the neighborhood with the beautiful murals and that was the intent that the muralist did in the community. But this is really, the first of the mural thats are being documented as a Historic Resource that defines their space. So i wanted to thank you, today were going to have, were going to have cookie gonzalez, but he caught covid but we have the muralist for the carnival mural. But i want to thank all the supervisors including supervisor peskin, to really make sure that our Historical Resources are documented in first voice in our ethnic en clays in the city. I i was living in oakland, some feedback on what makes up the mission. I spoke with rene yanez an icon at the time, and i said, dude, what should the it. And he said carnival going on in the mission and will be going for years. Soy went on to do a little more photography so inen grain this mural, so that included the theater, the discolanda, la galleryia, i went to ask a prominent photographer who should be documented carnival to let me have access to his photographs. So with that in keeping, that became the heart and soul. The colorful businesses that make up the Mission District to really make this mural anchored right into the space. Because after 40 years, this is probably my most famous mural simply because of its iconic and wonderful status thats been embraced by the community. And i feel jazzed and honored that the mural has come where people want to designate it to protect it from another building and then blocking it. Again i want to thank you for allowing me to speak. As you may have heard carnival is the largest multi celebration we bring over over 4,000 people and pay troy ton over 200 business sxz 2000 artist participate, and we over 200 students from the School District and 50 vendors and add a little bit of love and what you get is a beautiful plethora of experience thats hold deep sentimental value. More than value also, carries the stories of the many folks that for 45 years have advocated for the right to feel at home in San Francisco. To be acknowledged. Not only within their neighborhood but within the city. Latinos have been dis playeds for 150 years, we can talk about persido and china town and finally the 60s and 70s we call this our home and this muirial en capsule ates all of that. This mural says youre welcome here, not just to tourist but to the little young hunduran, it says to her, we welcome your extraditions, your language and culture and before i end this Public Comment, i want to say thank you.
