Specialized for our firefighters that are serving at the air Traffic Controller. Yes. Can you talk about what kind of training that 40 hours institutes. The 49 the bible of the air Traffic Controller has training components that firefighters have to spent a certain amount of hours hero the aircraft familiarity and extinguishing and forceable industry 11 components and a number of specialized consistence the faa says if youre near a large body of water you have to provide Aquatic Services 11 components we have specialized areas at our air Traffic Controller airport it is 13 we spends several hours into the field. It seems like 40 hours have not enough in specialized training. Not enough training. A lot of retraining and updates on new equipment and. I might add with the faa you need to be retrained annual you go through the faa inspection their strict on reviewing the Training Records and be retrained within a year they watch us closely and have to report. Retraining is what. A live burn we fly to a facility in dallas and part of that is making the attack on the facility in the airport in the interior and exterior as well as hours of classroom time. Very good the incidents the the bike program is a great idea i want to see that implemented how often has it been called on. And utilized during the high memorial day and super bowl and there have been a few demonstrations requests by the Police Department and put them out there it is something we can see in the future putting out that p there everyday as our personnel increases in the future a Great Program. My last question in terms of the events around the medical the code 9 what is it. It is a police response. Were looking at the chart thank you very much. Good job. C. To the rescue captains and the captain one there are three houses at the airport. Yes. And so in terms of those three houses whos the boss on the shift. That would be the battalion chief. Okay. With one battalion chief he can coordinate 30 houses. They oversee 5 to 6 houses so one battalion can oversee those quite adequately and also with the assistance the captain. Okay. Those 16 firefighters those 3 lieutenants they all again, you showed the reenforcement theyre a responsible how does it breakdown one from the rig and one from the boat chief. Yes. Similar it to new york city, in fact, were in the process of training more of the big rig drivers to make sure we have enough as we move up to the watches we got done with the person in charge of the training trained 8 new members to pass them up agency Boat Operators we have one Boat Operators on a given watch is being a Boat Operator they dont respond to me apparatus specifically for a Marine Response but again training more individuals to be Boat Operators and, efficient on personal water aircraft our Aquatic Program were extending i spent a week in boston airport putting together a marine disaster symposium everybody is specialized we have specific operators as well as boat apparatus and have members who have trained as bay rescue folks so everyone has a region they can cross train and have actually done that. On the whaler how many personnel and part that have personnel somebody can be is in a water a scuba rescue. First of all, we dont have a scuba team we put out in the future well be able to put together but right now can you repeat your question. How many crew on a what le question have only so many people to put on a boat right now we are set up a dispatch one boat a major event in the bay we have to rely on other resources because we have to be concerned what is going on with the a o a in the bay still open if we have an incident right now we only set up for one boat out in the bay perhaps two jet skies so we have to be careful. That whaler but personnel in the boat. Yes. The Boat Operators at least 3 personnel our preliminary primary guarantee boat is the whaler. Any other municipals have water rescue teams or squad. The team as a zodiac and a new boat and the park has an air boat, and then outside of that they have a dingy they get out in a major event and pull people out of the water were in a process in the marina for a response and the altogether is working heavy on that that definitely well have to incorporate our water assets and think about 777 going down in the bay it will break apart and in the water just eemgsz o overwhelms so with the different all the time with the companies in San Francisco and other agents in the east and west sheet Metal Workers as well as in San Francisco together we should as well as the coast guard we should be able to put together the type of responses and keep in mind that again depending on the tide some of the ambulances cant get into where they need to. I have the judge a couple of questions you alluded to a 4 year plan is that a plan that is separate from the Strategic Plan underdevelopment. Yeah when i first got to the airport i was asked to put together a 5 year plan to see the needs at the airport specifically over the course of the next 5 years so being part of that is dedicated the unit at the airport and other items possibly hazmat situations an opportunity to suggest expanding our operation at the airport and increasing the personnel that type of thing. Will this be an addendum to the Strategic Plan do you know director chief gonzales if that plan for the airport will be included under our forthcoming strategem plan. Im not part of that committee but see the advantages it is part of fire plan for the airport. I think since it is such an important element that it being an appendix would be good but coordinating with the airport team as well as the other members of the strategic be planning committee. Very good i think that would be a good idea for representatives from our commission to go to the Airport Commission at some point and really thank them for the resources they make available to us or we could do it lift evry voice and sing by letter and all the commissioners can sign it is it a wonderful thing i agree with commissioner nakajo that the mobile medic Bicycle Program was brilliant do we borrow it from another airport and im not sure i saw a Similar Program 10 years ago at another jazz festival in pasadena with 10 thousand similar it seems to me an outstanding idea it has been out there i believe i mentioned chief barns and another chef with the Police Department put it together it is a Fabulous Program utilized during some of the more largescale new years eve and north beach it is difficult for a personnel to get close to the units theyre very mobile and increased response time. I know that director chief gonzales mentioned at some point i saw a report on channel 5 news i guess within the last month or so. Yes. They showed the mobile medic units and this was a very enlightening perhaps we can borrow that clip and also so show it during one of the Commission Meetings they mentioned the unknown hydrants can you talk a little bit about that. In the past when we have 4 large vehicles we hold one back with the other 3 rotate one as one is getting low on water but a largeprint out you can, quite a distance from any fire housed to go back it is a big delay that gave bitter to the idea of has nothing to do with having a water supply source on the a o a and not be how the for a large amount of time by the taxi weaves slightly away from the run away they see be with a manhole cover is connect to the system it will expedite other rephil of a large tank 45 hundred gallons it takes time and it is some of the airports have those types of things our facilities down at the airport are currently seen the plans and getting ready to break ground and put in the systems and very good i was wondering how the water was assessed and so theyre below the Manhole Covers that make sense that makes perfect sense im glad you mentioned asia on a what changes have been made in terms of apparatus and personnel and procedures between the time of the. Some of the things mentioned in the presentation chief joanne hayeswhite and director bohes were even structural Fourth Amendment we were working days in a will be a largescale oc i the asia plane flipped over as it almost do did this would be a different type of incidents and having the officering it paramount to their direction to have equipment at the time set up with the triage having them there 24 7 and implemented the battalion chiefs so we can you know have a stronger command structure so theyre on scene 24 7 the training that well be doing in august what with our assistant chiefs and battalion chiefs responded to the airport and theyre a bye product of asia i cant and having our acs are extremely talented the best in the country i have no doubt as chief accident when he managed that incidents along with others, however, the certification is very, very important wed like to make sure those certifications are in place the apparatus the new mc u units are rely were born out of this incident this gives us the ability to assist with a number of patient that are out on the a O Organization thats a critical piece of equipment i showed one picture we have two they deal with up to 5 hundred patients the new truck delivered as i mentioned earlier the air Traffic Controller like San Francisco is growing and more structures are being built with the 5 story Highrise Hotel creates issues pressing our personnel and the truck and ability to reach up to the 5 or 6 floor is a plus that assists. As we witnessed the traffic in the bay area is worse and worse all the time we cant guarantee our response units will get there in a quick fashion getting across the 101 at 3 30 in the afternoon is a challenge and moving on along the command unit an older version but 34 this is a largescale type of situation with the hydrants and the train is a biproduct of asian and i might add they did a fabulous job you know that was a day only the books like any incidents anything 83 that the brave men and women do theres an opportunity to train and no one is motivated not to move forward and learn so those items come out of that situation that makes things better. It is on a volunteer basis you know being a firefighter in San Francisco all the opportunities to expand our knowledge and obviously firefighting fires in San Francisco it unique because of the proximity and the types of buildings we have but our water rescue 0 project practicing amend and squad the specialized training and the airport so throughout the careers we hope that people will take the opportunity to add to our book of knowledge as a firefighter we put out a general order wellness or twice to request people to get on the relief list when ready we have a shortage of staffing and ask them if theyre ready to come forward we send them to dallas and train them and certified before they work we just right now we just want all our firefighters in the department to know theres a great opportunities at the airport to learn an entirely different approach to firefighters it is on a volunteer basis and people that are motivated to come forward and join the team at the airport. Good the faa certification process how does that work. Again, you have to complete the 40 hours curriculum thats taught in house at our facility and go to dallas with the 8 hour a live burn once a year fly down to dallas and looking at other facilities to make the travel and expenses better they go through a live burn which entails utilizing the apparatus and drilling on the components of the offering and making hand lines into the plain it is a controlled type of situation light up the plane that is taxiing and it is a great training so once theyve completed the 40 hours class curriculum and the 8 hour burn they obtain their certification they have to be recertified every year but have to go take the live burn every year. Okay. Were skipping item 7 and now to 89 overview from mark corso on the current budget. Welcome again mr. Corso and finance and planning let me see if i can get my presentation working. Okay. I want to give a brief overview the departments budget last week on may 31st the mayor prepared citywide balanced budget weve talked about this i want to go over the highlights that was proposed on behalf of the Fire Department. Heres kind of a highlevel of the budget as a whole were looking approximately 374 million in fiscal year 20162017 and three hundred and in 20172018 an increase in the current year and mou increases and fringe benefit and additional funding initiate e initiatives this is leading to the overall increase in the budget im highlighting operations first, the two year budget property by the mayor is the continuation of the hiring plan over the course the two years to congratulate two h2 that is 200 and 50 new members and retirements but at the end of the day were anticipating a net increased to overall staff that reduces the overtime on the ems were allocating funding for the paramedics to maintain glance staffing in addition it will be able to replace members transitioning to the 4578 academy and other members lots of to attrition in addition resources allocated for the per diem and h8 ambulance project practicing. That is successful for the department there is been Additional Resources allocated for that in addition the annualtion of the positions in the current year whether the ems 6 program some of the initiatives are funded for the entire year over the twoyear budget and chief talked to the air Traffic Controller and a enhancements not paid for by the city but a supplement to the operations mentioned the staffing since the asia i cant and implemented the rc in addition to h 40 battalion chief over the twoyear budget the airport has requested to add app an additional pacific an duty this increases the als and in addition a substitution for one of the apparatus from h to a captain those are funded by the airport fire preservation we touched on significant personnel xachlts over the two years fund by the mayors but by dbi revenues that will be route to the department and first in fire preservation there is a h32 captain and h4 inspectors and 215 engineering to account for additional workload for the Plan Division and the complaint section thats been established under the chief in addition there is also some initiative that the Department Working closely with the legislation before you earlier as well as general outreach so dbi has agreed to fund an h4 and h6 investigator and outreach by the two positions on fire safety and education but also theres questions about fire trends or anything after the fact the resources will assist is were working closely with those outreach and coordination of that the intent to kind of improve the education to various neighborhoods and then off the top of my head would be the resources for requested for the legislation that was dissolutions earlier weve been allocated and personnel analysis and an it position to assist with the tracking of the fire alarm alarm that piece of the pulsing is under the ass pies of dbi but discussing with dbi and the Fire Department the Mayors Office the Fire Department will absorb that part and working with dbi and city planning and the Mayors Office overall improved educational Public Information availability and transparency i think one of the goals of this legislation building owners can submit their fire alarms and if they have their certification on file were trying to consolidate that working with plan and dbi not only for this but all Building Inspections and records available and easily available to the public and then the other part that was discussed earlier the plan review and the 5 year timeframe we anticipate a lot of those backlogged towards 2021 but want to get ramped up for training so the h4 inspectors had will help us address the legislation. And next item i want to highlight our fleet and equipment and were the departments is excited by the equipment allocation a mayors press realize but the pleaded and equipment that has been discussed obviously at the newcomers Commission Meetings previously and identified as the nun priority for the administration for labor as well as the Budget Committee i think the Mayors Office heard that message loud and clear and wanted to thank them for their support and the commitment 14 million and the 4 million for the remaining 3 years a 5 year replacement plan. Obviously only a 2 year budget only allocates for the first two but an allocation of 40 million over the next 3 years. Which is a breakdown of the equipment both fleet and rescue equipment their approximately over the two years the purchase of 15 menus and 18 ambulances and ladder trucks in addition to specialized equipment including cb a packs and bottles and ohio drastic tools and ems tools and a match for federal grant we were awarded for a new dive boat for the department. Briefly want to touch an capital and it 5. 4 million for the Capital Budget above and beyond with the easter bond program with apparatus and boilers and general Facility Maintenance and in addition approximately 200 one Million Dollars allocated related to general Obligation Bonds for the equipment for the facilities that are renovated under the 2010 and other bonds that had been station 8 00, 16 and the projects 2015 projects and allocated 800,000 in the events and hopefully, the successful package of prop a which was on the ballot yes do allow the department to begin work immediately if it passes and hopefully that will that we can begin work immediately and not wait for bond precedes for the timeframe and those costs will be reimbursed at the later date but immediately upon passage the balloted and a one Million Dollars of the it projects two are underway with the replacement of mobile data terms and are the apparatus and ambulances in addition the vehicle modem project extending the wireless capabilities to the apparatus themselves and next mislead is kind of an overall detail on the bonds and ill be happy to answer any questions you may have. At the end just, of course, timeframes Going Forward the mayor released they say budget may 24th last week and this turned over to the board of supervisors as well as the board of supervisors budget analyst for review and analysis and the Fire Departments first hearing about the Budget Committee next friday the 17 it is originally schedule to be this week but pushed back a week just for all the departments for all and were scheduled to present on the 17 and then on the 23 as well at the board june 20th the scheduled event for the Public Comment for all departments the entire budget as a whole assuming all that move forward as scheduled july 19th is the budget at the board for first approval and july the following week for the second vote on the budget and currently working with the budget analyst on the information and analysis and discussing with them as they complete their report. Like to open up to questions discussion first wanted to thank the Budget Analyst Office for their support and worked well, a great relationship and worked with them over the past month and any general comments and thank you to the Budget Committee for in their support throughout this process as well the members of the Budget Committee volunteered their times that was helpful for the department and hopefully those mentioned that was rewarding open up to questions. Their approximately 25 to thirty thousand each we had a grants to renovate, upgrade the ambulance with current defishlz but a trickle down with the trucks we are trying to get a replacement plan and replace the complete century. Well a great report and again like commissioner nakajo the Mayors Office deserves a pat on the back and the staff and you for a great negotiation and sorry i dont see anyone from the landmark organizations here to support this it would be nice but im sure their delighted two thank you. This is my last report i know you received a full briefly on the budget as all the tuesdays to everyones collective approach that paid off indebted to the four of you commissioners engaged in the process throughout and really into the men and women that operated on our apparatus everyday and sometimes challenging with the oldest rates they make that work and beautifully i present that and other entity i want to talk about our division for support services under the director of choomd they worked on the right arm plan and provided tours to the member of Budget Committee to show the fleet off and thank you for that as well regarding the academies you know tomorrow we will be congratulating the one hundred and 19 cadet 2 00 p. Neighbors call in and file complaints and quite often live singlefamily dwellings we dont have visual we have to be called and we respond to ever complaint and ring the doorbell if were not welcomed in were not welcomed in and get complaints we forward we cant take action we forward it to the consult with the City Attorney and if someone is concerned about a relative reporting that a neighbor it hoarding what line.
