Commissioner yes, i would like to have the opportunity to discuss this in committee and thats why i voted against the suspension of the rules. I think nobody likes evictions. We understand there is a real housing crisis, but i want to make sure when we opaque on policy we are accounting for not only be attended outcomes. We want to provide protection to families get we want to keep families in San Francisco, but that we also think about the unintended consequences. One of the concerns i have is if we give protection for a very very broad. Its for anyone employed by the School District, anyone employed at any school, charter, private school. Including preschool. Eviction protection, there is nothing to prevent a landlord from not leasing to an educator because of these protections. I didnt see any safeguards in the legislation against that. So, while we intend to keep families in San Francisco, i i believe some Property Owners will use this as a means to discrinate against our educators among the very educators that need the housing. So, i wouldve liked to have had discussions on how we can address safeguards so that the supply of housing is available just on an equal basis to educators as it is to others. So, i would have liked to of have an opportunity to visit that, to think about the unintended consequences of what is wellmeaning legislation, but in the end, i decided these protections are valuable and of the board of supervisors would like to confer this very viable protection to our educators i am forward because it might drive people into the teaching profession because it is a benefit. We had time time against about the shortage of teachers in the shortage of substitutes and if we were able to lose that teacher this year we would not be able to replace that teacher because of our lack of substitutes get we heard repeatedly teachers at this podium, repeatedly about the lack of housing an hour how housing is a huge issue that i myself have written letters to them words imploring them not to raise the rent 100 during the school year were we would lose that teacher. So, teachers are moderately wage earners in it so difficult lighting for moderate wage earners to actually find a place in San Francisco in which to live. So, this gives some stability, although not forever. This temperate stability and so i think we have heard enough in committee about the need to open how this impacts the service to our students and weve heard repeatedly from teachers at schools whether snow coverage for substitutes weve heard that over and over and over again and so i think it warrants this actual vote in support of it. It is, i think, we have so few tools at the San Francisco Unified School District around us that i think it is, you are right. I dig we are in a crisis mode. Thank you. Commissioner norton commissioner norton thank you for bring this forward. I am supportive. I am a writer myself and a parent of 2 children and i thought of us something happening to our housing in the middle of the school year would be a tremendously disruptive and hard for entire family but particularly for my kids, and, you know, ive heard the testimony from teachers. I think we heard from a number of teachers that said that cesar chavez at the last meeting. That was really affecting to me because that is not an easy school always to teach at. I think these are incredibly dedicated teachers who been there a long time and who just i mean all of us get past the point where you dont want to live in oakland where he like to maybe 2 rooms instead of just a dining room to live in. Just the anxiety thats out there in San Francisco right now among parents, teachers, among middle income people is reallyis very debilitating. So, thank you for bringing it for. I am supportive. Commissioner mendoza commissioner mendoza ill be supporting this as well. I do have a question in regards to enforcement. I do worry that landlords may not be willing to take it taken teachers but is there something in the resolution and the supervisors resolution, that has to do with enforcement or discrimination i guess thats a more appropriate word to the teacher were to apply for a apartment and they do not get it because they were a teacher and because this is standing in the words feel this is, if they ever had to move the teacher that they couldnt whenever they felt like it. Have weis there any kind of enforcement that in there or something that could be considered for that . I dont want our teachers now getting turned away because we have something specific for teachers. I dont know that anybody knows the answer to that . Im not a lawyer but we work closely with supervisor campos from the very beginning. I actually asked that question and between the question about unintended consequences and the followup. So, the answer i got from david campos its against the law to discriminate based on employment. Thats basically it. Its against the law so a landlord cannot discriminate against printing to an educator because they werent educated. Were anybody else who fall under the protection of that law should it come to pass. So thats the short answer. Ill go to law school next good i get that but i guess like spelling that out. I dont know if its not in that resolution having nudity in our resolution because it is the enforcement piece of it that which i guess a teacher could sue if theyve felt like you were discriminated against but if we didnt know that, how would others know that. If theres a way to put that into our Resolution Service more explosive. I dont know. Just something im wondering about it if i could, the question has been raised as a matter fact in camposs office and one of the points they raise is that there already is a protection for students families in the district. Believe me, one thing that San Francisco has other than doing a Corporate Developers driving gentrification is the weave an army of people on the streets who are tenant activists and what they said at least anecdotally over anyones knowledge, its very rare for there to be complaints from families that their discriminated against because their children. So, again, they would be violating a law and, you know, i think we would be ready to move on the discrimination law. We shall we hope the city would enforce the law. Thats a genuine concern i have. When i is a single parent had peoplein multiple places they asked me to bring my children so they can meet them. So, its that fine line that wasnt quite discriminating but they wanted to see if my children were well behaved children moving into the apartments. Its crazy. I worry about that. Commissioner waldman commissioner i just want to say this one step in the right direction. Theres a lot of work we have to do to make sure that our educators in the School District personnel can still stay in San Francisco including, of course, payment assistance on homes, more subsidized housing as well as work with other developers, as it is to provide opportunities in certain areas of the city. Deftly supporting this is a nobrainer for me but definitely not its baby step and weve a lot more work to do. Commissioner be supporting this. I think we need to do every thing we can and we have not done all things we can do which is to develop housing for our teachers and our staff. Using the limited resources we have. So its a hobbyhorse that im on it. I did want to say we should be aware of what commissioner mendoza and mcdonald said. Theres a much competition for housing in San Francisco that landlords just pick from tenants that they want. It doesnt have any of the parents of discrimination. So, i do think hopefully, when this passes we will need to work with all our partners to make sure there is strict enforcement and monitoring because people, you go apply for place to live in those 20 people that they just pick the one they want. Lets see what happens. But i think i thank you for doing this i think that we also need to keep in mind [inaudible] and its because theyre stable employment and also within fingerprints. I mean, really where else do you get that kind of screening, quite frankly, and full benefits. So i think they actually make great tenants. I think we should be promoting that quite frankly even more. They make great tenants. We would recommend any landlord to actually rent to them. Well, ill obviously be supporting this. I think theres a lot is what folks already said. A lot of things the city can do and i hope this is the beginning of more that comes out of city hall to support educators and really do creative and even bigger things to address the crisis that our educators are facing. In reality, we can do our job here and we all agree with that in this Current Situation its not fair to our teachers. Its not fair to our schools. Software to anyone school staff and our entire school communities. So i agree that this is the absolute least we can do and very proud it sounds like were going to stand unanimously as a school board in a School District with our school staff, and i hope that is communicated work and continue to fight strongly for this and other measures that really seek to address what is a crisis and should be treated as a crisis. So, i think in every school especially this year that i visited it comes up as was said earlier that this is at the top of my for educators were living on the edge and already sacrificing so much. I thought they can also have to sacrifice their home were in danger of losing their home is something that least hopefully we can take up the table for some period of time that i want to of course recognize speaking in his white oregano scene in particular the leadership of united educators of San Francisco and their leadership and really pushing this forward, and being creative in working with the city to come up with real solutions. And what we are doing 2this is early and were starting earlier to recruit teachers because we know theres a huge Teacher Shortage. Then also we have commissioners, you might have received a talent surveys that was done and we reviewed that at the meetings. Talent readiness assessment, i think. Did you guys receive that . Its from hr. Actually, we had we walked through that. We went to employee evaluations that i think were going to followup with more extensive questions the answers to the questions that we asked that the committee. Thank you. It is the updated version of the positions the committee is taken on behalf of the School Districts that includes positions on several of the new bills that havent introduced and also has a built that were watching and that were interested in. If we dont want to you that i hope you be interested in knowing the positions the district is taking so you can navigate but the bills of interest which will be coming to us, again will be looking at them in the near future so please do that. Commissioner commissioner we just returned from a council city schools and i have a briefing paper if anybody is interested in learning more than angry wants to know about every Student Succeeds after the new amendment that were passed into law. But, actually, i hope you all want to do with the details are and presumably will be forthcoming in our meeting people tell us whats can have to change them up but that information is available should you want it. Then, 2nd, if i may i just want to say on then, 2nd, if i may i just want to say on 16 march was sp 8 was a an action day in sacramento and i would quickly say the legislative priorities for California School Boards Association this year will continue to be getting the reserve cap repeals were at least made tolerable for School Districts. There are, of course, budget issue. The main budget issue is looking a proposed new institutional funding for Early Education, which we kind of dont like as proposed because it would first of all because its not going to the governors proposal is not to go through the policy which we would oppose. Also, it proposes to mix prek funding in with Early Education funding which would be bad for School District. They would give us less money to serve markets. Then, senate bill 1434, which is a Charter School bill that is pretty draconian and we will discuss again. We took a position on it at the rules Committee Meeting on it but that information is available to you and there will be a whole package of bills on professional development and other actions meant as a legislative package to address the Teacher Shortage issues, which staff presumably will want to be involved in discussing. I think that is it. Thank you. Commissioner Mendoza Mcdonald commissioner mendoza we are not that of buildings and grounds committees meeting this month because its the week of spring break. Well be having our next Board Meeting and grounds meeting in april, april 25. I want to make just a couple of announcements. This weekend, march 26, will be the annual mayor resource fair. This year its going to be held at the Mission Bay Conference Center at ucsf which is located at 1675 ohm and street. As can be from 10 am3 pm. We hope all of our young people between the ages of 1624 will come out. It will be employers hiring on the spot as well as resources for appearing your resume, mock interviews, will have many of our Community Organizations who serve as our doorway programs present, and lots of fun and entertainment should so, please come out and join us. Last year we were able to employee nearly 8000 young people and we have a really great opportunity to come out and meet some of the employers right away. The other thing i wanted to mention im a its going to happen before next Board Meeting is the 3rd annual Gaystraight Alliance day is going to be happening on april 6 from [inaudible] 1515 great sorrow streets. That is the other piece. Thats all i have. Commissioner merce commissioner the dept. Of children use are having their summer resource t fai this saturday at Carver Elementary School in the cafeteria from 10 am2 pm. Its a showcase of summer activities for our young kids could also, on april 9 the Human Resource fair will be held at james denman middle school. That is also 10 am2 pm. Just one final thank you to the Student Advisory Council for an amazing youth summit. It was really a privilege to be able to participate and the team did such an amazing job. Vice president commissioner i want to add announce an exciting curriculum meeting monday, april 4, 2016 i have one announcement which is our very first ad hoc School District city college joint committee and i think 4 years, at least. That is on a bit on the board and cochair of the committee, finally cochair without having one meeting but its because the board of trustees has not had committees. I know they have committees will be having our first meeting tomorrow evening, march 23 at 6 pm. Yay. Other informational items. Commissioner commissioner we will adjourn the meeting in honor of the former principal of George Washington high school. Mr. Passed away on march 15, 2016. He was a graduate of San Francisco unified district atty. Jim parker Elementary School average junior high any graduate from mission high school. He began 34 year career in San Francisco Unified School District in 1961 as a teacher and counselor at junior high and in 1969 he became the voice dean of San Francisco followed by his appointment a year later at the assistant principal at and then he served as the principal from 19741981 and was assigned by superintendent robert elio drove to the principal George Washington high school from 19811995. I will say that the whole time my kids were in school and through most of it and when i even when i was elected to the school board he was always regarded as the dean of the superintendents or the administrator score in San Francisco. He was the person that everybody looked up to, but he was sort of largerthanlife person i think. Commissioner windows mcdonald said he was the principal of washington when she went there. I also want to say this. He for many years he was a coach and one of the things he was most proud of was that he was an ncaa basketball official. And he made sports and athletics essential parts of the school at washington and thought they were important for kids to learn leadership and teamwork, and ive had a numberi had the privilege of talking to my bucket did was kind of when the last coaches that became a principal in San Francisco and he was very aware of that and thought it was important. He talked about how much being a good principal, especially with the school was like coaching a team in a that skills of coaching helps them be better at his job. So, i want us also i did want to say that 2 assistant principals for the time that i knew him when he was the principal of washington, mcclinton and jim durkee one of whom became the interim superintendent of this district and the other with the president of united administrators for many years before retired just a few years ago. Actually come mr. Durkees father was also the principal and then washington beforehow the doll. So i felt privileged to know him. He was a some a few times after he retired when he came back for you asf events and other events at washington. He was 82 years old when he passed away and he will be missed by all by everybody including me in the board of education sends its condolences to his family and all his many friends and colleagues. Commissioner Mendoza Mcdonald commissioner Mcdonald Mendoza i like you and our meeting honoring one of our wonderful Staff Members and i like to read this about dr. Rice who passed away march 15, 2016. At her memorial will be in fairfield on wednesday morning. In january 1855 dr. Bobby rice joined the u. S. Air force and serve the country probably excelling through the ranks become a staff sgt. E5. Served in a variety of positions within San Francisco Unified School District. Starting as a substitute teacher and had counsel been working with high risk students. She was an outspoken advocate for African American male students. Some of her highlights were in 1972 she starred as a daytoday sub teacher substitute teacher in the Childrens Center department. In 1984 she was appointed by the board to the position of head counselor dean at the john mclaren Counseling Center and a school and was cochair of the committee for the First Student behavioral handbook. In 1988 she worked with county Community Day school in the setting up the Southeast Community college day school site work with mayor Dianne Feinstein to establish the mills and why are they school in Hunters Point for highrisk students. In 1990 she set up the fremont Counseling Center to serve the students in the bayview and surrounding areas. She retired in 1994 from the sf usd over 20 years of service. Should danger after the parts degree from honors Alabama State caused now all of them State University she obtained a masters of social work with a socialschool social work credential from San Francisco State University. She received her dr. Of education degree in Organizational Leadership from usf. She has one daughter deidre white and her goddaughter tito jackson is a graduate of Washington High School and also knew mr. Vidal and is now at the San Francisco chamber of commerce. She received numerous awards and honors including being listed in the publication whos who of american women. Dr. Bobby lynn rice departed this life on march 15 and should be deeply missed. Our condolences go out to her family. Thank you. So, we do have a close session tonight. We took we do have a close session but the item is not ready.
