First give you a little bit of background on the specific bonds financing practicing projects that are promoted 37 million transbay infrastructure bond which will finance fulsome streetscape under ramp parking, at 6 park and transbay park next are one and 13 million in new money housing bonds taxable bonds the totaled number of units i dont know if you want me to read through the entire list 8 hundred and 37 new units as director bohe pointed out addressing the needs of a number of different classes of people from low moderate to homeless and the thirds financing project a refunding bond for outstanding primarily housing bonds but taxable bonds a few pieces not housing embedded in the bonds but thats probably 95 percent of what is there we have a number of candidates that are listed here and our general target is 3 percent net present value savings we expect to be well been that sometimes there are exceptions when other consideration and efficiency to be named we expect all will have a substantial savings this list any expand or contract with Market Conditions a little bit about the Selection Process we issued an rfp to the preapproved panel for Financial Advisors this was issued july 18, 2016, the responses due august first 5 respondents and an Evaluation Panel was formed comprised of ocii and the city staff the Selection Panel made the following recommendations in the role of lead Financial Advisor for the transbay and housing bonds public financial managers of p f m coFinancial Advisors for transbay kate and company and finally Financial Advisor our for the housing refunding c s g advisors the contract the p f m for the transbay and the housing new money bonds p f m was selected based on their industry leadership deep ocii history, and theyll be involved in all aspects of the project the pricing and structure and Credit Strategies and the general oversight of the process the amount total not to exceed for the contract is 200 and 36 breakdown in 61 for transbay and one and 23 for the new money housing bones and expenses invited 6 thousand or 3 thousand per issue anaconda tigg allowance subject to the executive directors approval based on experience when we move forward with the new financing nicole the inspection one 07 a new credit and authority we have to be prepared for the unexpected and do want to accept that and go through a contract amendment in order to accumulate something unexterminate and expand so allow flexibility for the executive directors discretion. Good afternoon, commissioners director oscar native american resident of Hunters Point shipyard im in armed agreement with what is on the agenda in my concerns is live and work and being a homeowner and all my brothers and family members are hoermdz i voted a different place in the Community Like the church that has an approved program and feeds the homeless mother browns kitchen youll be surprised how many families with kids in Grammar School homeless in the community and i want this commission to set up something having a priority to give them homes a lot of things that happen to us in our lives growing up as youngsters affects us as adults whether we put it out pubically it moeltdz us in the direction we go we should watch out for the young people and not having the problems that others out in the streets create a lot of havoc and dont go Different Things because of what necessary dealt with as youngsters you know we need to watch out for them and make sure they have a priority in having homes the homeless we want to see this agency fight and have more homeless families and others that sits around asking me pools in different places and alices to find housing were blessed to have homes you know out of the rain and the colds weather and what have you, we forgot about those who are unfortunate for whatever reason im asking for this commission to do this to really look out for the people that cant afford to have something ever since the beginning of Time Homeless people that those who talk about them but you know not in those shoes so we have to put ourselves in their shoes you know their needs thank you very much. More than one person my question is of these units are fined and constructed and built that are designated for homeless families can you give us perhaps a question for the executive director a sense of belonging thing we might put into some number around 6 hundred and thirty. Is if radio will willradio if we can start at the top whether that is for families or individuals so for Mission Bay Block 3 e of that one 19 approximately, six 2 are set aside so for Homeless Veterans that was the jump starting fund that mayor ed lee radical through members of the tech communities and the warriors we accepted a donation from Hampton Family house via the city to jump start the dollars the 62 for homeless vets and the balances all of these are one unit for a major unit this is a new one Mission Bay Block 9 in the discussions with the new department of housing and supportive department of homelessness and supportive of housing, the because we as a practice through the citys consolidated plan set aside 20 to thirty percent of the units with the multi units for families thats a practice for a number of years you saw it on 1184 the developments the priorities that is articulated from the city and the department of homelessness is a priority for single individuals and the demographics our chair read really speak to that so we have prioritized in recognition of this need Mission Bay Block 9 it was targeted for supportive of housing for individuals but rather than doing another Family Development we have 6 west in the pipeline weve been asked to advance citywide if in our pipeline you see that within block 9100 percent and, in fact, once we get the design going we hope to model like richmond apartment in hayes valley we built with the redevelopment offices under ocii about one and 20 unit is about the with wrap up full Services Mental and physical contractually will be wrapped up and for mission bay 4 is about the same amount it should be approximately thinking 20 at least 25 units for homeless families there again it depending on the need of a Senior Development we look at senior formally homeless an ongoing conversation in the mid term with the City Partners kind of going down the line Hunters Point block 53 and 54 will not necessarily be programmed for homeless families given the location and where the shipyard is far from the services and the wrap around serves as mr. James described alice replacement that smaets in the low income families same as the other phases of alice and those two candle stick point blocks 10 and 11 a within the hollers families set aside there are set aside there 35 units in 10 a and 38 in 11 a there are some transitional age youth within lets families within the homeless families set aside of approximately 25 percent well have transitional age youth to try to address the needs in district 10 that were identified i think if you tally that up with 6 west not on there and 6 east youve seen you look at the number of unit for Supportive Housing three hundred and 6 units plus the mission bay i described with a focus on homelessness individuals so i think were doing everything we can with the available land that we have. So there are some transitional age youth they call them k units so maybe within a Family Development but specific supportive of Housing Supportive Services and structure with operating subsidies from the city Deputy Director sally can provide more information. Good afternoon, commissioners so the city primarily through the Human Services agency and in the formed department of department of homelessness and supportive of housing how to focus on transitional youth out of the foster care maybe homeless a number of the referrals and assess points that will refer those types of clients so like any of the homeless set aside units through a referral from the City Partners that have those assess and referral points so there matched to the appropriate level of Services Survey actively working to make sure all the provider are the Services Needs to serve that particular population. Were not ocii is not actively involved in placing this transitional, huh . We dont make the direct referrals again, our city Service Partners like the department of homelessness and supportive of housing a majority of staff have come from the Human Services that worked on that particular area of focus is if there are unit designated for that pay that transitional age of housing theyll fill and make those referrals to fill overseeing units. From the units were building. Yes. From that population. And the Services Program is designed to support that. Thanks. I have a question commissioner has a question sally. How old are the individual and their placed in the homeless section or the families. I dont know the exact specific answer the transitional youth is 18 to 24 the window when certainly their individuals that come out of the foster care system and 18 but there are transitional age youths that maybe older thats the typical age for that referral. How are the referral assess points calculated. I dont think we ill have to get back with you but in general those City Departments that work with the population you know their constantly in touch with
