And so if they can prove they lived in the household well give them a certificate because they were displaced so the current we know of 4 thousand 1 hundred and 38 individuals who are eligible or who were eligible for a certificate of preference and currently, we know that over 16 hundred h have been deceased since in this year we have an additional hundred and 25 certify holder this year from july first 802014 to now over a year about 18 months we have identified one and 25 certify households through the outreach through mohcds outreach so those are the new people that will coming back into the use certifi certificates and there are almost 6 hundred certificates never been used by the holder and like i said thats a moving number because if you can show me from youre School Records or from your medical recordings or some other records you lived in the property it is we have a sight record of being displaced we will surely give that person a certificate since mohcd took took over the program in 2012, we have seen a steady increase no folks using the certificates people getting housed with their certificates and were finding it is growing everyday lately there were 73 new certificates issued no 2015 95 cop application for housing applications for housing doors they were housed but people are trying to get housed with the certificate and 23 people actually housed in 2015 we had one person only one this year person that had moved out of city was living if richmond and move forward back this year we always think those are successes people come back to the city. Were really working more and more with our current certificate of preference now we are building relationships with the 5 hundred and 93 we are being able to help them maneuver the Affordable Housing in San Francisco this is aint an easy thing anyone even if you know all about it, it is not an easy thing were able to provide better resources for certificate of preference holders now we recently worked in collection with San Francisco aids foundation in San Francisco a foundation and they had a program that they were providing kind of like a section 8 certificate but it is a private housing voucher that allowed the people to spend thirty percent of their income on rent and rather the certificate takes the rest of the rent for them and weve been able to right now up to now able to get 4 people in Affordable Housing that they otherwise couldnt afford we say Affordable Housing you still have to have a minimum income and many of the cop folks dont make that medium income especially the seniors to be able to hook them up to this certificate theyre able to be housed with now is a big deal two 80 and 1184 projects person able to house certificate of preference holders that otherwise we couldnt have housed at those projects so to be able to provide those resources to people as they need them we have been working with bayview Hunters Point with other projects as well and kathy davis and her team have been the ohoh i dont want to say underdog but the bulldog findings and asking about their Family History to see if they would be eligible for certificate of preference theyve gotten 200 people to apply for the neighborhood folks to apply for that housing and not all are certificate of preference holders but their identifying neighborhood people that will who and helping assisting them to be able to apply and assisting the certificate of preference holders who are need assistance in assessing their information to qualify for the certificate to say a Great Partnership were continuing to work working closely with them and as they identify other neighborhood people that could qualify for this. And jeff mentioned briefly well, ill gone to the next thing so the cop extension this certificate of Preference Program as jeff mentioned is you guys are required to review and approve extension every 5 years in the California Law requires that required that the cop Program Sunset two years after the project area expires so this would have been 2011 so in 2008, the ocii or im sorry the Redevelopment Agency Commission Voted to extend the program for another period of time with 5 year reviews and approval the extensions so the program would expire then in 2026 so review and extend now and looking at that in two weeks and again before you again should you decide to extend it in 20021 we are the Mayors Office of housing and Community Development are strongly encouraging you to extend the certificate of Preference Program in january alone those certificates say expire january 2016 so this has our folks in the hair on the back of their neck they think expires whats happening in january alone 6 lotteries schedule but their certificates say xiegz in 2016 were poised to send out communication to folks letting them know that is extends you might have Heard Community people got a letter said it expires we in past years sent out a letter it did expire but it will be up for renewal well make sure that this is explained in in a very clear way that even though the next certificate cest la vie another Expiration Date that it will be before you in 20021 we are working with certificate of preference holders once theyre in housing i want to tell you this story recently worked with nonprofit providers who theyre one the certificate of preference holders was being evicted and theyre being evicted because they did not an agreement when they moved in they would have to come up with a i believe like a 2 thousand Security Deposit but paid half of it and reached it out to Catholic Charities to come up with the catholic which i shouldnt r charities the households was being evicted like notified for eviction because they hadnt paid the other part of their Security Deposit so they reached out to brooke on our teem and we made a big commotion and able to stop the eviction and unclear to clear up the mess by whatever miscommunication was caused that kind of thing happens a lot not with justice cop households but folks if they dont have an advocate hair just evicted it is a powerful thing a certificate of preference holder reached out to us were building relationships with those folks and we are letting them know we have an ear we dont want anyone to be displaced or losses the precious housing they gained 0 the last thing i want to say is that this legislation that the board board of supervisors is here area that jeff mentioned the neighborhood preference legislation should it pass what their hearing a 40 percent preference neighborhood preference in all sponsored Affordable Housing should that go through this body consider that same following that same legislation it will greatly help a lot of folks that are in the project areas that you guys are continuing this to be able to identify told you the story where kathy is saying sign up sign up sign up loneliness half of the people are certificate of preference holders but those other folks in this neighborhood will greatly benefit from the lottery system by a neighborhood preference id like to this is not before you so im just throwing it in.
