Commissioners you heard a workship on the e tension of certificate [inaudible] we propose you extend the program for another 5 years. It was expire in january 2021. I think we have done excellent work to date, but more work is left to doin order to make sure that we are identifying housing opportunities for these Certificate Holders. With that i would like to ask jeff white who is our ocii housing manager toprint a overview and is joined by maria [inaudible] jeff whited Housing Program manager. So, this program is set to tex pire january 1, 2016 and the Program Provides 2, 5 year extensions. Also 2 weeks ago you heard a workshop kwibeing recent activity of the cop program and today our staff is recommending your approval of one, 5 year extension which extends the program to 2021. The Property Owner and occupant Preference Program also known as cop Program Provides preferences for displaced persons in the lease and sale of housing within former redevelopment project areas or at city wide Affordable Housing projects assisted with ocii or Mayors Office of housing and Community Development funds. Requires state law requiring state Development Agencies to give low income and moderate [inaudible] assistance if the households were displaced by the redevelopment project area. This statutory authorization and the evidence of a Certificate Holders displacement justify a Housing Preference that might otherwise violate the prohibition of discrimination under fair housing laws. On june 3, 2008 there was revised rule frz the cop program effectiveed october 1, 2008. The revised rules extended the cop program until jan 1, 2016 and provides that the agency shall not approve more thanl 25 years extensions. Occ is authority is limited to fulfilling obligations as part of a lying down of redevelopment affairs. These obligations limit the applicability [inaudible] through the memorandum of under ing between ocii and [inaudible] assists in implementing the cop program. On june 2, 2015 [inaudible] present thd annual report on the cop program to the commission. It out 37 lined the relevance and need the program and the 5 year extension and also insure Certificate Holders have a opportunity to exercise his or her certificate. Ill turn it over to Maria Benjamin that will provide a update on the program, impact, status and results and we are available for questions and comment. Good afternoon commissioners. Good afternoon. Sorry. There we go. Thank you. We are very pleased to present to you the certificate of Preference Program as the Mayors Office of housing and Community Development has embraced this program and we areit is making it one of the highest Priority Programs that we work in with the Mayors Office. This extension is the second extension. It was originallythere we go. How did you do that . Sorry. Thank you. It was originally extended in 2008 and it will expire the first 5 year extension will expire in january, next month. We are anxious to get your approval to extend it for the next 5 year period, which will take us through 2021. So, currently we know of 4138 certificate of preference holders and we know that of that amount that number of people, a little over 1600 are deceased. We know that we were able to reach 125 new certificate of preference holders through the ought outreach we did earlier this year. We sent out a letter to over 1100 folks based on research that was done to find Certificate Holders. People potential Certificate Holders. We went sout 1100 letter jz got a lot of response back. Many people were not certificate eligible but 125 new sfokes were so we are pretty happy with that and those people are in our loop and we are able to provide them withthey are on our email housing alert system that goes out to 17,000 people and they are on the first notice and they get the notification from every developer as they are marketing. Ocii marketing does early marketing, so afterabout 18 months before the opportunity is made public to the rest nof world, certificate of preference holtders get that notification, get ready, here it come. Those new 125 people are now on that list. Of the 4138 there is 1681 certificates already used. The thing with the certificates is you could use them for ownership. You have one clans to use them for ownership and one chance for rental, so we have 593 people who never used their certificate, but there are 1681 certificates that have been used, which means the difference used theirs to purchase and could still use it to rent if they wanted to down grade orthat is showing my bias about Home Ownership, it isnt necessarily a down grade. Or vice versa if people used it to rent they can use it to own. We have plenty of opportunities for these folks in coming in the next 5 years, like plenty of opportunities and so we are happy to be able towe will be able to offer those people the opportunities. So, in the last year we were able to issue 73 new certificates. This is as of october 30. And we have had 95 cop holders apply for housing. Out of the 95, 23 have been housed. This is actually a improvement. We were not getting as many cop holders to apply, so now at least we are reaching out to folks enough to get them to apply. We have been able to provide many resources in the last couple of years to folks. The Mayors Office of housing provides grants to agency all over the city. Sfhdc and meta are 2 of them to be able to provide access to housing workshops and one on one counseling and not just for Home Ownership but rental preparation so people can work on whatever credit issues that are keeping them out of housing or if it is the deposit or Something Else on the report landlords are turning their nose up at, helping get throw the barriers to attaining housing. We are also working together with the aids Housing Alliance tothey have a program where they provide housing certificates kind of like a section 8 vouchers where the person who moves in pays a third of their income for very low income people and the voucher pays the rest. It is sometimes what keeps our cop holders out of housing is they apply for bmrs that are priced at like 55 percent ami or 60 percent ami and their income may be 20 percent ami so they dont qualify for a bmr opportunity and only qualify for units at 30 percent ami. If you are at 20 percent you dont qualify for a 30 percent unit so this helps folks gain opportunity tothey wouldnt otherwise be able to reef. What else can i tell you about our folks . This year we had one house hold move back to San Francisco that had left previously. We always thing think that is a success to get folks to move back. We also had a family in 1971 the grandmother was displaced but found housing in San Francisco and she recently needed to have more assistance to liver. Her grandson lived with her so she was moving out to live with family in ant oc. We were able to find the grandson and give him a certificate and he and the grandmother decided to stay because they had a new housing situation. It isi love these stories because itbaby steps, but we are being able to help folks who otherwise would have to leave the city and building relationship with the cop holders. They are coming to us now. When there are issues with their housing and securing they come back to our Program Coordinator brook [inaudible] brook is able to advocate where appropriate or refer them to the Legal Resources or housing counseling resources our eviction defense resources if necessary to help them get and stay in their housing. We are also working currently with the bayview Hunters Point multipurpose services. They are doing good things to get the word out to all bayview Hunters PointCommunity Members about the Senior Housing that is coming up any minute there. The davis senior residence. Cathy davis and her team have been very just on the ground talking to people, interviewing people to figure if they qualify for the certificate. As of the october 30 we had 66 eligible folks applying for dave us senior residences. Cathy was givinghas been doing so much outreach with had all most 200 people apply from the neighborhood, which is really great. So, we will be able to serve the people that are applying through the certificate of preference and qualify for certificate of preference and hope we will still be able to serve other folks that are applying through the neighborhood preference that the mayor just signed inlast week or havent recently. The neighborhood preference will work where 40 percent of a new units in a new building going up, will be set aside for people who live in that particular neighborhood. It goes by district so their superviseeral district and a half mile radius the project, so if the project boarders 2 districts it will take half a mile around that project. I think it is a great step forward in assisting folks that are in neighborhoods that are that have been traditionly displaced from housing. They will be able to stay in their neighborhood with this preference in place. So, it isnt in place yet. The mayor signed it in so we have to create a program for it now so we have until april of next year to get it in place and then well come to you and present it to you and hopefully you will like it. Well move forward from there. I have no other things to bring to your attention, accept that the certificate of Preference Program is still alive and well and we need this extension to be able to offerwe have 5 lotteries in january alone, so we are looking for this extension so we can let people know of the opportunities that are coming. We Work Together with thethe developer gives a proposal for when they want the lottery scheduled and we require prior notification and prior information sessions and open housing and lots of Community Outreach and Community Involvement 18 months prior to that lottery and then as it gets closer to the application when people can apply we make them beef it up again and get more information out there so people know when the lotteries are and the Mayors Office of housing and Community Development ovsee the lottery to make sure it is done according to the rules that have been set up and that it is transparent. The public is invite d to all lotteries so anyone who wants to come can come and see how it done and go through the list jz make sure their name is on the list prior and then make sure they have been called afterwards.
