Good afternoon, commissioners, through the chair, this is an administrative amendment to two redevelopment plans that is trying to enact what the voters approved in november, 2016 which was proposition o that allows for these Development Areas to be able to pursue Development Without any limitation to the existing proposition m, so this allows us to kind of codifies the voters will and [inaudible] whos the senior project manager and the project will be presenting on this item and theres of course the development [inaudible] nr the audience. Thank you, executive director and good afternoon, chair mondejar and commissioners, tamp son drew, im the project manager for Hunters Point shipyard and Candlestick Point, staff is requesting that the commission recommend amendments to both the Hunters Point Shipyard Redevelopment plan as well as the bayview Hunters Point redevelopment plan to the board of supervisors to implement the voters approved proposition o which passed this november. Prop assisting o exempts the Hunters Point shipyard and Candlestick Point project from the citys annual office limitations which is also known as proposition m, weve got dialing propositions o and m, bear with me. A quick overview of todays presentation, i would like to provide the public with some overview of the Hunters Point shipyard and Candlestick Point project, and then go into some details regarding the bayview Hunters Point as well as Hunters Point Shipyard Redevelopment plans, finally provide an overview of proposition o before going through the plan amendments themselves. So, this is the map of the project area that includes Hunters Point shipyard as well as Candlestick Point, it is off of highway 101 in southeast San Francisco, it includes the portion it includes the site of the former candlestick stadium or candlestick which is at the bolt tom of the screen and former naval yard which ceased operations back in 1974, the site is a mixed use, misincome project, it will include in total about 12 thousand new Housing Units of which a third will be affordable. The both the candlestick and Shipyard Sites includes commercial development, candlestick portion of the [inaudible] st the shipyard will focus on research and development or office space for its commercial development. For the purpose of this presentation as well as the proposition in front of you, research and development and office space are used interchangeably and mean the same thing. So, there are two redevelopment plans that govern the development that happens at the site, there is the bayview Hunters Point redevelopment plan which covers the Candlestick Point portion of the Development Project and then theres the Hunters Point Shipyard Redevelopment plan, which covers both phases 1 and 2 of the shipyard project. Redevelopment plans establish high Level Development controls and guidelines including establishing these project area boundaries and when the plans were adopted in 2010, they include ted approval processes for what would be required to approve future Development Including development of office space rnd, at the time, that included reference in the redevelopment plans to proposition m. Getting more specifically into proposition o, the Hunters Point Shipyard Candlestick point job stimulus proposition was approved by the voters november 8, 2016, and this proposition exempted new office space to be developed within the shipyard and candlestick from proposition m, so proposition m is similarly a Voter Initiative that was approved in 1986 and that sets about a million square foot annual cap on new development of office space being approved within the city, so this applies citywide, whether youre developing downtown or in the shipyard and says that only a certain amount up to 950 thousand square feet may be approved within any year. The voter proposition m was codified within the planning code specifically within sections 320325. So, proposition o does not affect the entirety of the Geographic Area within each of the redevelopment plans, it only applies to Candlestick Point and phase 2 of Hunters Point shipyard, so the remainder of the bayview Hunters Point and Hunters Point Shipyard Redevelopment plan areas are not affected by prop proposition o. Getting into the plan amendments themselves that are in front of you for consideration today, after the voters aproved proposition m in november, the planning code was automatically amended to include an in addition until section of law, 324. 1, and that section excludes the shipyard and candlestick from the annual process and limitations of Office Development in San Francisco. However, a local Ballot Initiative may not amend redevelopment plans, so thats why were in front of you today with these conforming amendments. The amendments in front of you today are very narrow and all they are doing is implementing what the voters approved which is exempting Office Development from the annual cap included within proposition m, so theyre only affecting the approval process for how when the developer come tos ocii with the proposal to build a new commercial space or rnd space at the yard, its only removing a portion of that process, so Schematic Designs and assumption agreement that is youre used to reviewing would still come through this process, we would not then need to go to the Planning Commission for their review and approval and allocation of prop m office space. As director [inaudible] said at the beginning, the benefit to to project is that this permits Office Space Development on the shipyard to continue with predictability, so that our Development Partner is not subject to other Development Proposals that are happening within San Francisco and that they have some certainty when moving forward with development of the shipyard. And i also wanted to point out that the plan amendments do not affect the amount of office space that is permitted to be built, both the redevelopment plan and the disposition and Development Agreement include limits in termser of the amount of entitlement amount available to build, so the redevelopment plan established a high level threshold of up to about 5 million square feet of research and Development Space that can be built on the shipyard and candlestick and the disposition and Development Agreement between ocii and our Development Partner includes approximately 3 million square feet of rnd and that remains unchanged. So, these amendments also further development the redevelopment plans established Economic Establishment goals, they increase job generating Office Development within the project and ensure its not interrupted by that office cap being reached by other projects, and they also help the project deliver on the other economic and Community Benefits that are associated with the project and are delivered based on reaching projts milestones. Community redevelopment law establishes a required process for approving redevelopment plans, which we followed here, they include first starting with our Citizens Advisory Committee which provided their recommendation that the commission approve these plan amendments at their meeting in february, we also have required noticing in both the examiner as well as a mailed notice to all owners and occupants so residents or renters within the plan area which was mailed, and then as with all of the projects that come before you, staff has reviewed their consistency with our Environmental Review process, here staff is undertaken that review and determined that the plan amendments do not require any additional Environmental Review, and then staff has also prepared for your consideration a report to the board of supervisors outlining the plan amendments and their purpose. To summarize the actions that are in front of the commission today or to adopt those Environmental Review findings pursuant to ceqa as well as to approve the plan amendments to approve and transmit the staff drafted report to the board of supervisors and to submit recommendation to the board of supervisors that they adopt the plan amendments. If approved, the next steps in the process would be for the plan amendments to be introduced to the board of supervisors next week and we anticipate the board of supervisors would hold a hearing on these items in late may or june. Small and mid sized businesses are priced out of the markets in most areas of the city, this exemption will provide reasonable price space for small and mid size businesses which will translate to jobs for residents. Greetings, commissioner, my name is dedri smith, reside in west point which is Hunters Point to us, i mean, today, and also in Alice Griffith but known to us as double robing im asking you to support moving the amendment. We have residents ready to go to work, district 10 has the right to be the first on the job. I was told from an original resident who made it clear that this right for us was grandfathered in, San Francisco also passed local hire that need to be recognized and respected, housing including in this low, lowincome housing and commercial space. To many of us many of us are homeless, have relocated, talking about our seniors, adults, our youth, our babies who want to come back or stay here in our community.
