On the motion commissioner frost commissioner lee commissioner joseph commissioner thomas commissioner perez president tan that motion carries move on to item 3 the report from our executive director. Good evening, commissioners im going try to be brief i wanted to update you on the resolution that i brought this up that he last meeting regarding supervisor wieners resolution on the creation of an lgbtq Late Night Task force after the first hearing at the Land Use Committee the resolution went to the full board at which time supervisor campos returned it to committee that was reheard but very briefly this yesterday at land use and again is being moderator to the full board with recommendations i think that supervisor campos addition was just to wanting to insure is it fair to say inclusive as possible and this task force late night and heritage was not just south of market but also you know encompassed areas in the mission and obviously his district and anywhere else lgbt cultural existed well about get that clock ticking it gave us a passage at the full board about 6 months to return at least some form of the strategy to the board we pursue that and again any, any assistance in terms of who should be a part of this working group well happily take suggestions well do that in the next few weeks. Let me just go to skip over dill i dont think for a second and come back and done talking i handed out to you guys this item indicated was found number one 60478 frankly i dont understand but the commissioners to file Budget Committee heftd reports i gave you the whole thing to take home and read it im not sure it is passed at the board there was a substitutes i gave you the text but to bring campaigning government codes up to state sort of requirements and again, the gift that you might receive and making sure you file properly with ethics so take this home and frankly any questions ill refer to you to the City Attorneys Office to be clearer about what exactly this means to a degree there we go youve got it. Can i is this about contributions that we as commissioners are requesting or making a. Is that a question i should take up. I did give us the digest what exists on the amendment to this has to do with with the idea of using your commissioner position in such a way that maybe acts asks for donation from third partys without being confusing read if you have a question ill mess this up worse and ill refer you to the City Attorney so, yeah yesterday was a really cool two hour there abouts workshop that dillon put together for outdoor event producers and commissioner frost attended i want him to give you an update good evening, commissioners so, yeah yesterday we held the workshop called could improve our events that was the objectives to introduce the event producers to sustain the after events and listened to them in terms of their needs and priorities and bring some solutions and then collect this feedback as data that we can use formally for our evaluations efforts to recap the who what when had 20 pours come and recommended different events with the cardinal and data breakers and black catch22 sin and sunday streets and deimposition and marijuana and others we held feeds as one Public Comment is another and Revenue Streams another and emphasized keeping those discussions orient solutions we heard ideas we heard before we want to centralize the Applications Online you can track our status realtime or wave or lower the permit fees to support nonprofits and things like that i want to share a few examples of fresh ideas that i think show that we were able to expand the conversation and get more nittygritty to regarding the permitting and fees one solution was there Interagency Training with events with key con northern maybe the Entertainment Commission or department again for permitting and fees an after action from each agency that regulates the events good and bad things as a tracking tool for annual and for Revenue Streams another idea was you know for Department Regulations that spring u. S. Up an opportunity for an event producer to comment on changes and regulations you know so they can plan carol for a difference in revenue ill send all you guys a recap of the notes and materials from that and make sure that everything is complete you can take a deeper look and this dovetails into a development that relates to the collection and evaluation that is, we are going to be doing think evaluation report which i mentioned but we actually working with the citys civic Bridge Program and mckinsey and company signed on to volunteer pro bono with the evaluation were calling this improving and sustaining Outdoor Events in San Francisco ill be the project coordinator working closely to make sure we stay on the objectives make sure theyre met and basically, what wear covering look at the birds eye and grand letter view the Customer Service center and funding streams and how does San Francisco measure up to other cities in terms of best practices and analyzing things that factors that impact the success and failures of event not just from the point of view of the producer but from the regularity so i think the takeaway to this news is that you know myself and director kane and all of you once we get in a data that will be where sort of the work of the commission really starts where we can make those recommendations for policy change im not expecting the mckinsey people to be experts in making recommends but i think theyll be able to crunch hard data and theyll help us to really elevate this evaluation we have to move quickly were due to center the report in january and so right now, im finalizing and getting all the data so all the forms and the links to code and then two members from the mckenzie were at the workshop theyve dived in so ill update you guys as long as i have more information. Great so i know there is a survey that is out or going out. Yeah. What i know you named a couple of data sources what data are they looking at outside of the survey. So they are im helping them get a sense of belonging every Single Agency they interact with to do an event for example, if you have liquor and food and 25 hundred people and a street closure and public free admission you know you have to deal with 10 agencies at the very least and so theres nuances that are not apparent in the process youll not see if you look at the permits online. I guess what im asking are they interviewing people or looking at forms. So we havent figured out but were ill be the primary contact im interviewing all the people im sure that was not clear one by one and taking good notes so the point is not to have too many cooks i can share this information with them. Great. Yeah. Thank you, thank you. Other questions for either director kane or dillon. I was not quite done sorry i wanted to review quickly that we had discussed last meeting having Holiday Party and then there was some maybe internal go discussion amongst the president and staff around whether we should have the party on december 20th i dont care we have permits scheduled i want to get an idea from the commission our summit is in february so we are plenty of time for that but in terms of yeah which one of the december dates if there is one, if we have a Holiday Party it is always on a regular Commission Day well hold our really fast public merging and wherever venues were out of city hall so backing into all of this that would be great for you guys do put that in the pipe and let me know how to smoke that sooner than later. I think we should have the Holiday Party on december 20th. Okay and, yes thats my opinion it would have been a reagan meeting on that tuesday are you not available. Ill be out of town. Thats fortunate unfortunate but can we request get a quorum. Can we poll the commissioners. Im available. Are you available. I am. I am. Most of us are so we have quorum so i dont think that takes a motion december 20th will be the the Holiday Party a regular meeting of on december 6th in addition fantastic im done and wanted to hand it over to jordan you have a report from sean burke inspector burk he had to attend on the other hand, attend a Community Meeting this evening in the southern station related to some of the violence that went on over the weekend in lui of him not being here he can attempt to speak to any questions you might have or hold them until next meeting or email him whatever you think you need im going to turn it over to inspector pauley unless you have questions. Questions commissioners nope all right. Inspection pauley good evening, commissioners several items to go over with i did an inspection at the mays on polk street they received a bunch of complaint over foot traffic and noise i did a walk through of the venue and talked with the owner we talked several times through phone communication and explained the concerns of the neighbors that are complaining im preserved the issue but nevertheless, explained as well as there is security so the issue was about loitering we talked about this last hearing objective on that block there is a bunch of venues operating at the Maximum Capacity it is hard to point the finger at mays but nevertheless, he talked with management theyre on board to alleviate the issue i performed a sound teste Great Northern and in support of poe they dont have neighbors so they peaked at one 12 during the sound test and it was not particularly loud outside but will change with the freeway traffic ill be fine with that kind of sounds like alignment if there are changes in the neighborhood there maybe changes coming but well communicate about that if there is something that needs to change but that sounds like test went fine a new complaint im not sure there was a letter written in regards to issues that are added club malibu we originally got a complaint about a month and a half ago about ventilation holes they cut i dont persevere to be an issue but the Building Code may i dont know about cutting holes into the walls but nevertheless, the neighbors are serious about whatever issues they preserve so what well be doing performing residential sound inspection to figure out the impact that the noise impact is compliant or not and also ill be i talked to the operator about the issues before but we didnt get deep but nevertheless, i think there are things they can do immediately to take care of the sounds like situation if there is a sound wlaek like look at it scientifically youll update you on that that and expect more information to come forward you and know in the letter they talked about people urinating and playing the radios and no security when the club closes i know youll inspection the actual but did you talk about the security. Not particularly about that i go by every weekend and dont see that at all ive never seen that but they live there. A friendly reminder didnt hurt. Right everything in the letter youll address with the operator so they know what the neighbors are saying and go from there. Expect update probably next hearing im not sure what the schedule for the neighborhoods or get the sounds like test test done but ferlsz it is in the cue. Fillmore major had one particular complaints with that was amazed i went by and looked at it you know thats another place fillmore in the marina where the whole area busy but nevertheless, he talked with one of the manager a person about the noise o noise complaint and she would theyll do something about it were open to whatever you want us to do but at this time i dont know there is anything but monitor the issue and obviously do something about that. Another issue we had a few weeks ago with the delirium and i did a visible inspection pass by that area anyway when i determined is that a lot of the foot traffic on the corner is a people passing by another busy area and people tend to congregate a little bit down from the venue not at the venue and smoke and whatever and keep going on their way and thats another thing ill keep an eye on but nevertheless, not want to put the responsibility on the venue in this particular case and performed. Couple of contact one at the boom, boom room and another housekeeping type of things if you have any other questions ill be happy to answer any questions you may have. Commissioner lee. So when they up to the time ring with the harmonies of liberty; cut this hole in the building how many. Two for like i want to say 10 inch ventilation. And would it block or air coagulate in and out. Like a fan basically i mean. An air conditioner it is plugged. An exhaust fan. Basically an exhaust fan i think when i say was the hole it is close to the stage no baffling so it is open. There is sound getting out and well see whatever impact on the neighborhood but you know all the complaints are krovm from the other side and there are people that live by walgreens and think theyll be complaining if there is a serious noise issue when i drive by i dont see that. Were talking about windows all the time and putting a hole with a fan there is free air flo. Well to be frank i dont think that is was the most insulate the duck. Installation and put all your eggs in one basket on the other side. Check that out and then the matrix on the first name is it basically because it gets warm inside because they leave their glass door open. I dont think so the complaint doesnt specify. When you went there was the door open. The door a usually opening and closing not like sitting open. What is it closed you dont hear much. I dont hear anything about that saying thats fillmore magical but sometimes theyre busy im not there all times of the net if 10110 or 20 minutes the door was open. When you walked by what is it on or closed. It was closed but not like proposed open. I have one question on the Great Northern on the dvd is that inside or outside. It was inside. It was d d c. So 15. But one and 15 d b c is 90 d b. A. Yeah. It depends on the sound but there might be a 15 percent drop off so maybe library 98 d b. A. Somewhere. Ill have to look at the meter. Once you get outside. I actually didnt take a reading outside in this particular case they dont have neighbors when the first one i had a close the door and go outside and listen it wasnt highly perspective they have about i want to say about 20 or so yards if the door to the first speaker that is passenger seat into the Building Space between the speakers and the door so, i mean, it wasnt particularly loud outside but from now and then i will but no neighbors so they need additional soundproofing. Not that i know of. Theyve remodeled the whole place they probable did and one and 50 bbc is. Not very loud all right. Any other questions for inspection pauley lets open up for Public Comment any Public Comment on the staffer report not seeing any, Public Comment is closed. Item 4 Police Department questions or comments. Nice to see you tonight do we have anything and no . Yes a long time no see. President tan lieutenant San FranciscoPolice Department i think everything is aware we had a homicide on one the licensed businesses i cannot go into a lot of details the fact we had an incident 3 or so months ago it ruled in the loss of a life and just up until 5 oclock director kane and others metabolic owners of club as well as their Security Team and we were discussing the most recently incident and what i can tell you tonight is that ill speak for the Police Department my takeaway i was not satisfied with their responses and i think that well be coming back to the commission in the near future with some specific actions and were going to be working on that now were working i have staff working on stuff well be working on it through the week and i think well see where it takes us but the sense that i got from the meeting and from captain fong got they didnt want
