Special order the honorable mayor have a policy discussion with the eligible members of the board and mayor may address the board up to 5 minutes. Maybe breed welcome any opening remarks. Thank you president peskin and members of board of supervisors and the members of the public we have hit a new miles in our work around homelessness since you 2018 now helped over 13 thousand households exit homelessness and for people for Supportive Housing and rental subsidies and recognize assistance and Financial Assistance this is the auto nation to the thousands of people that we help in shelter everyday this is again, a huge success. Last year was our largest year for this work and continuing the same momentum. I really want to thank all of the team and the staff and the nonprofit workers who made this happen 0 much effort and to move housing projects faster we streamline the strategies that fill vacancies and worked to get support from governor gavin newsom with the 2021 homekey and San Francisco is delivering housing not per capita more than what anyone else has period a huge success but, of course, so many more work to do important projects coming down the pike and adding more shelter beds to temporarily stabilize people that need help and continue to confront the challenges that will not come indoors we have the more resources seeing the dividing line who want support or cant accept help in any way. For this Outreach Team as 15 hundred people into the shelter a huge number 37 person of people and encurrent 63 percent are housed in shelters or reduced offers of shelters heres a few work at baker and a peck one shelters and merlin and harrison 11 people and three accepted shelter and who were housed or be sheltered and 6 refused help at san bruno 17 people 6 accepted shelter and 11 roosted help this is those who refuse shelter need help from many or many are using tents to have Human Trafficking and other unfortunate 234i7kz and encampment fires are a main issue we take the challenges with the efforts to combat them but are to be hope not were seeing on the streets has to do with with sadly what is happening people are or so addicted cant accept the help we need treatment and affordability alongside the housing and shelter we offer and thanks while other county are waiting to implement this new law who are a year or two San Francisco is moving forward full speed ahead and will be excused for people say we should wait or hold on or this and that im interested in pushing solutions and moving because that is how we save lives thank you for the opportunity and madam clerk call the first topic if xhvrpd. Commercial corridors and supervisor chan ask your question. Mayor breed you came to the meeting last tuesday since the murder at the richmond market we heard about the visit and you heard their concerns and ready to address the concerns as i have in the past residents to weigh in on issues and like to come to our attention todays comes from the Inner Richmond regarding your suggestions to have more Police Officers downtown has this failed before do you think it might be more helpful to increase the funding for social services to get those in need off the streets what are you doing about homeless. I agree with her we need more social services San Francisco 9 and a murder occurred at the richmond market your asians worried about the because theyre reluctant to go out and shop we need more resources so adding to did question with a sense of urgency what is your plan Important Social Services and Public Safety resources. Mayor breed may respond to supervisor chan opening question. Thank you. Supervisor chan i want to start with the work to try to focus our resources and attention on nonetheless staffing up the Police Department as a whole, and were seeing an increase in the number of applications and we think that it has not um, going to make a difference it already made a difference around retail theft and car breakins im grateful to the Police Department but requested ambassadors along clement street that is happening. Um, we believe that some of the needs that we have because least be real we cant make sure that a people of color is at ever corner every single day and sews we want more officers walking the street light i get a call a 911 call for my capacity they leave the neighbors and part it ambassadors and part is Police Officers and social Services Including money i provided in my budget to support the Community Center theyre building out in our district we provided some Additional Support to the nonprofit organizations that serve the community in the area. And more recently, i think were trying to do around Surveillance Technology is electronics forming the grant fatal state to put cameras in various intersections one hundred intersections thought San Francisco we think the license plates Reader Technology it helpful and looking forward to make sure that that technology is noosed a way to help us combat the situations not a one thing or another it is all of it bell ringing and all the city to try to make sure that neighborhoods on the west side of the city receive the support and the Services Necessary to combat many of the champions there you look at the data in comparison there are smaller numbers we know but that it didnt matter if something happens you, you but continuing the work to support the community. Thank you, mayor. Breed and supervisor chan you may ask a followup request he to our opening question if you choose. Okay. Mayor breed you may ask a followup question if you choose. I want to bring up something too because we talk a little bit about about Public Safety the residents of richmond is the board of supervisors work when this year policies that you or members of the board moving forward or we receive the grant to provide for the license plates readers and technology we asked president of the board of supervisors president peskin to waive the thirty day rule we understand the need to put it legislation forward and get to out on the street we ask support from supervisor dorsey we asked from the Budget Committee and received the same kind of support that is a 4 week delay a part of our Public Comment strategy in the city and county of San Francisco and the one question i will ask supervisor if i could rely on our help and support as the chair of the Budget Committee to be more supportive of the policies three we move forward that involve helping to address any Public Comment on this item . Supervisor chan. More than happy to be in support of policy that is invested and go to the appropriate channels and process but not at the expense of skipping transparency and skipping the process that has been around at the elective process the so resolution you have mentioned madam mayor it really requires that the approval for the boards policy um, first before we can accept the money and allow the department to spend that, in fact, that is before us today for approval at the full board in case you have not noticed i want to say absolutely b have been our partner in the Budget Committee the Budget Committee chair we have provided support. I mean frankly that is difficult to understand if you have announced this grant in september why did it not take place how do we make sure that is a sense of urgency we do this in timely fashion at the time of our announcement we can definitely step up to the plate to keep San Francisco safe. If i may add. Ill rise a point of information a fact there was a one month delay between the announcement and the introduction that a true fact. Ii dont know if i heard a question was there a question in that . I dont think i think that is a statement that concludes district one topic conclusion and the next topic submitted by the repetitive of supervisor chan. Ocean have you library. Thank you, maam, clerk and indict 11 has the largest population of seniors and children but in my neighborhood has the smallest in the city it was built quickly by mayor brown 23 years ago. And less than 9 thousand square feet so only half an Elementary School what enter at a time and children must enter the library in shifts otherwise it is too crowded it is disservice to he our children and youth the city this is a spent a lot of time in developing a design in project assessment of report reviewed by the Planning Department and initialed supported by the library and Public Utilities commission and mta in addition to the concerns of pedestrian state of the mta and Transportation Department improves the intersection in the area. After countless Community Meetings in 2019 support is the community and Traffic Studies proof that is save your administration continues to delay it instructed your did i larger than causing confusion about whether the future location will be and private owned land will result in a higher cost we want to see this Library Project move forward it is over 4 years and deserves the resources to my question mayor will you comment to come together and work with the lakeview community. Mayor breed you may responder to supervisor safai. Thank you for your question periphery that is important we are all speaking from the same level of facts in 2018 there was funding to do a rehab and commitment by the city and county of San Francisco to do rehabilitation work for the existing library and as a result of some of the work that the community did and you were part of this the community decided didnt want to rehab but a brand new library. Brand new Library Comes with a large price tag than was allocated we were able to get additional grant monies and able to be a creative as possible in looking for the resources necessary. Because this project has increased 4 times the amount of money allocated so not a service as this is what we wanted to do and making that happen without the financial resources. I also think that running the community is divided. Um, it is, you know, from some seniors and some people who, who were part of o m i communicate not convinced brotherhood way is the right location that is a concern and some mixed feelings about the specific location where the library could be as an alternative location. Like i said, the money was earmarked many, many years ago to do the rehabilitation is still in place and ready to go i understand the desire from the community to see something bigger to see something better. But we also need to make sure bell ringing in the decision it is responsible and enclose graphically the right location and it is the right message in terms of how we plan to construct in as a library that not only provides the resources that libraries provide but some of the requests from the community include the Community Room and other things. So i think there are different messages from the members of community and not enough money to make that happen as quickly as as you think is it should. Thank you, mayor. Breed and supervisor safai thats all the question. Yes. Prior to this budget circle madam mayor well work with the City Attorney to transfer the land from september 22nd and correspondence from the city librarian and met with the folks to talk about the transfer and Public UtilitiesCommission Sees what we need to do for the interdepartmental and all the conversations we halted in june and the library started to review the site after they poured a lot of money and resources and gathering 23u7b8d for it actually over 30 million in reserve and enough money to begin this process someone has represented this for seven years so my quo back to you and traffic study and letter from you were mentioning traffic information can be fully independent of land uses including potential for the Public Library had changes during that time for the library to move on that location madam mayor and mayor breed. Again, i go back to i think were not speaking from the same set of facts. And i dont deviate from what i said as it Residential Hotels to the location that your speaking to there is not census there is not sufficient revenue to move forward. But i am more than happy to work you and the community on allocating the Budget Resources if they want to move quickly i mean the pandemic had a effect and if they want to move quickly we have the resources to do rehabilitation for the existing library but a new library in the location youre asking for it it to be is note smog in line to happen at this time and not enough money there is a consequence on whether or not . The appropriate location and not to mention i think in light with the significant budget deceptive to cut costs on issues that impact our overall spending in San Francisco spent a lot of money during this time as enjoyed this time to do you know, Major Projects of this magnitude but in light of upcoming budget dpeftd weve have to rethink projects not started and other ways to get those projects but again, i go back to the fact not enough money and no consequence on the location but im here to work with the community to find a solution that is a winwin to deliver what it is that the Community Wants and deserves. Thank you, mayor. Breed a question for supervisor safai. Not at this time. Thank you. With no question from the mayor.
