It refers to the seat in thes orchestra section of the craft row theatre, which another planet wants to remove so they can flatten the sloped orchestra section. Um im against the um eighth plan to renovate the theater. I am um here for a number of reason. First to reminds you of trauma in the castro since the 1970s with the political arc assassination of harvey milk. In the 80s we dealt can the aids epidemic killing thousands of gay men in the castro and continued to the 90s. We have seen an epidemic of evictions in the castro. Longterm residents forced out. While all this is going on, we gays had to deal with incredible stilling in and attacks by regulars and political figures. The trauma of decades in the castro has never been acknowledged by greg perlove and another planet. They came in january as the great saviors of the castro. Never acknowledging the trauma and the pain we are carrying with us as gay men for decades. Since then, the another planet people refused to hold a town hall meeting until august. And i would like to thank supervisor peskin for introducing this and would like to request that this be part of our next Board Commission agenda item to make a similar resolution to support the installation of signage and acknowledging sharp park as a temporary Detention Center during world worry 2. Il start with afternoon over view of the project site. The project site is located at 3251, 20th avenue in lake shore neighborhoods. The site the galleria Shopping Mall, 27 acres of park and operations uses and 3 acres of streets. The project site is bounded by San FranciscoState University campus to the south. Local high school. Sf housing and Buckingham Way to the west. Stones town family, y. Commercial uses and [inaudible] to the noeth and 19th avenue to the east existing buildings of the site kist of the galleria Shopping Mall. 700 space parking groj the Authentic Church at 3355, 19th and a building Northeast Corner of 20th avenue and Buckingham Way. There is one identified Historic Resource on the site. Which is the one story currently vacant United Artists stones town twin theatre at the north west corner of the site. The ua stones town theatre is 501 buckham way and construct in the 1970 and designed by george k. Red in the new formalism style. Concrete building a rescue staining lar floor flan and divided to 3 sections. A new formalism style lob etch stucco hyphen to the west and lobby. And undeck ritted stucco include real auditorium that houses the 2 theatre space. Facade colonnade that wraps partial leap ournldz the south elevations. Building is sprays friday buckham by a courtyard at the primary facade. The theatre operated until march 2020 when closed do you to the covid19 shelter in place order and was not reopened. The theatre is individually eligible for listing in the california register of Historical Resources a superior example of the new formalism style within San Francisco with a period of significance of 19 upon 70, which corvpneds to the year of construction. The ua theatre is not located in identified history irk districts. The character defining features include the symmetrical facade of the one store portion. Growing colonnade at the primary facade. Growing evacuates with arches in the lobby. A flat roof. Sunken courtiard. Smooth wall surfaces, over all massing of the auditorium at the rear. And the interior chandeliers. Moving on to talk about the project. The project proposed to redevelop the 20 acres of surface park and structure this is surround the galleria site into a master planned multiphased mixed use community. The Shopping Mall remain with minor facade alterations. The parcels that contain the mall would be rezoned part of the proposed special use district. In total it proposed to demo 4 structures clzing the theatre. Over all the project proposed to construct will following. 2, 930 residential units. And new retail use. Nonretail sales and service use. Hotel use and institutional use. Construct a new childcare facilitity and space for community unanimous add 4, 250 parking space. Develop 6 nearly 6 acres of open space. And provide further infrastructure modifications. Upon the project looks to achieve objectives. A summary of the primary points of the objectives. One, to redevelop the portions of the project site including surface parking lots. Structured p and vac an structures surrounding the galleria to create a new neighborhood that provides a mix of residential, retail, commercial, hotel, public gathering and community space. 2, maximize housing throughout the site and provide housing in prongimity to local and Public Transportation. 3. To build a mixed Item Community that provides for a range of afford at level and attracts diversity of household compositions. Under ceqa a range of alternatives need to be explored that can accomplish most of the basic ocjectives of the projects well as arc void or lessen one or more of significant affects of project. Along with a no project alternative, the project sponsor and planning have identified one full preservation alternate and i have one partial preservation alternative for your review. Under the full preservation alternative the athlete remain and converted to a multifamily building with 10 units the existing lobby converted to a residential lobby with minor aterations. The growing vaulted colonnade of the primary facade retained and the sunken courtyard. Alterations would cldz the punching of windows and door openingos morgue and south sides of roar auditorium and insertion of windows on the west wall. They would be limed to 30 to 40 of the wall surface of the auditorium vool um. Rear converted to 2 story space and sky lighted added to the flat roof. Lastly, one or bother of the hallways between the lob and he auditorium retaind and reused to provide interior access to units. It is full preservation alternative retain all of the character designing theatres to a high degree the alternative meet or partially meet the basic obyektives but construct 310 units of housing in the northwest residential area compared to the proposed projects 470 in the same area. Under this partial preservation alternative, the front lobby, stucco hyphend and sunken court yards would be retained auditorium volume demod and kisting of 30 foot tall section that recalled the massing and serves a transitional volume borrow rising 8 store and hes extending would be constructed. The 30 foot tall section contain a double height amenity spitz and one floor of residential. 8 story contain 100 residential dwelling units. The partial preservation would retain most of the character defining characteristic of the theatre except for the massing of the rear and hyphen and the mooth unash doerned wall surfaces the partial preservation meets objectives and provide 4 thondz square feet of institutional space and construct 400 residential units versus the 470 the project proposed in the northwest residential area. The table shown here summarizes the alternatives as they compare with the proposed project the project would develop 2, 930 residential units on site, in total and 4 upon 70 in the north west residential area, the full preservation would develop 310 house and 2, 770 in total. The partial preservation alternative construct 400 in the northwest residential area and 2 know, 860 in total. In developing the preservation alternative planning and project sponsor locked at sight constraints the objectives and character defining characteristic a range of alternateerations and varying uses for the Historic Resource were explores to max the density of the site. The alternatives explored were rejected due to impacts to proposed open space, inability to meet onjectives for urban design of loss of residential density and due to existing site constraints. The department concluded the 2 preservation attive was presented today represent the balance with reducing impacts to the Historic Resource on the site and meeting the objectives. As a reminder this item before you does not require action but is an opportunity for the commissioners to provide comment and recommendations regarding the alternatives presents before the draft is brought early next year. So, um i would like to see as much of that theatre retained as possible and converted for Community Use at the same time, that additional housing can be created on that lot. Um i would like to question why there is going to be so much retail. Um we all know that retailer has basically collapsed in the city. You can go really through many neighborhoods if in the all and see empty retail space what is being built now you call mixed use, you have a lot of housing above and the ground floor is for retail. And it is empty, empty, empty. People are buying things online. Am so i would hope that this proposal would look at reducing the amount of retail space that they are thinking of creating. And finally, um i dont think i heard anything about um um emphasizing Public Transportation. And bicycling. To what will be created in these locations. The gentlemen talked about the number of Parking Spaces that are going to be made available. Lets look at reducing the number of cars and the number of Parking Spaces and ask that the developers um, really stress the need for everyone to use Public Transportation or bicycle or walk.
