Colleagues, i am really excited hold our first hearing on prop g the Student Success fund and implementation plan. Especially excited hold the hearing with supervisors safai and melgar because we were the 3 Supervisor Team that put this on the ballot and got this important item passed. It is an honor to be sitting with the 2 of you and at the happy phase of seeing how the Exciting Initiative will be implemented. As we remember the voters of San Francisco overwhelmingly voted support prop g provide needed funding directly to Public Schools to support the academic achievement and social Emotional Wellness of students. This was a landmark measure an example of of city and School District partnership well being of children at the center. We are eatingtory hear from department of children, youth and families and the unified School Direct on how the funds will be allocated in the first year and beyond. My office has been getting questions from supervisors, school add administrators and Community Members eatingtory hear how the success funds will be rolled out. We know that sfusd working together to devise the plan in preparation for the coming school year. Today we hear the details. We asked each the agencies to present on the implementation steps, application procedures, selection criteria and information out roach that will be conducted to information schools on the process and encourage applications for these funds. Before we invite doctor mira soo to join us for the first presentation i want to recognize that both president kevin bogus who the original idea for prop g started from. And commissioner alexander who was our school board champion to get the measure passed are here today. I think it is in the an accident that the leaders of this campaign of the idea are in the recommend. I want to thank you for being there. Am from day one from a, having the idea. B, so excited about the idea and just working with us to make this happen is just really xoiting to be here with you, thank you. Chair robe sxen supervisor melgar and safai and board of education president kevin bogus and commissioner alexander. Im maria soo im the director for department of children, youth and families im super excited be here today and so happy that we are finally at this moment where we can talk with you the early initial plans. So, thank you for the opportunity to share with you our initial plans for the Student Success funds. Before i star i want to once gwen apologize we are unable to thereby in person with you today. In fact, we just finished getting a dynamic and enengaging presentation at a Youth Development conference in palm springs talking about best practices for partnership and coordination in order to achieve desirable out come for children, youth and families. So, we are lit irrelevant taking the secret sauce San Francisco and with the rest of our colleagues both across the city and other cities and in other states. There other than many leaders from other states in the room. So, if it was not for that speaking engage am we would definitely be in chambers with you today. Im honored i will be tag teaming with doctor matt wayne from our School District superintendent and his fantastic team of directors. So starting with mey smith. I believe julia and jason might be here now with hong mai. I want to say that we have been through a lot as a city over the last 3 years. And we have made remarkable progress navigating the pandemic and the citys response to it. We learned that when we Work Together as a city, as a School District and as communities leaders we are able to do the impossible. Quoting from one of my favorite board of supervisor members, we demonstrated the can do attitude in San Francisco. Once again, i find it fitting that the Student Success fund is heard today in the closing meeting of the youth, young adult and familys committee. Committee was created to bring greater clarity alignment and partnership with sfusd and the city. And i believe that the Student Success fund is a symbol of the progress we made and quite frankly the hope for the future ahead. Journey to the Students Success Fund was a long road that involved leaving together various existing initiatives. Such as dcyf initiative and our middle and High School Wellness centerses. Our collective commitment as a city and School District to partner and Work Together. Dcyf demonstrated experience as a fundser and jarring from the findings of the sf rise report supervisor ronen commissioned provided a press this we used to engage our community. Engage our parents, teacher, school add administrators and other leaders during the pandemic to seek their feedback and insight to huwe can support our children and families to succeed and thrive. Sdmaf really came together to create when we call the Student Success fund what was called prop g. Figure out what services were needed support our School District, children and families this were add refers low affected by the pandemic but in general just helping young people skreed and really thrive and participate in the wealth and prosperity of our city and through this process, of in all of the conversations this we had with key leaders and key constituents we heard loud and clear three key things. 3 core things. First was system ash linement and Capacity Development. We heard over and over again that we needed to foster better partnerships between school and cbos and administrators. Needed more alinement around our policy and how we do business in the city. Huwe support our cbos and our teachers. Not weather one or the other. It was irrelevant trying to figure out how do we share resources and krosdz train our people. Because at the end of the day, we are talking about our Community Serving our children. We also heard loud and clear the need to support academic growth. Needed to figure out how to provide targeted interventions for students that were both in School Fights and in off site. We needed to figure out ways to provide intensive support for young people who needed it and then also support teachers to have more tools. So they provide support to students. We needed to make sure we hire more. Hire more cbo staff. More are support staff. Because we didnt have enough adults that were wrapping our city bear hug around these children. We also needed to really think about how we integrate the after School Academic support and social emotional support throughout the day and into the after school hours. And finally another key area was really focusing in on the social and Emotional Health and wellness of students and staff. We needed to figure out a way to retain and increase support for staff. So they can focus serving our children and this they can focus on supporting themselves and their own wellness so they can support our under any circumstances stereos. Those were the key areas we leaned into as we thought about how do we build out a Student Success fund what met those core needs we found through the sf rides report. Next slide. And im excited. That we have the funding opportunity. To partner with the School District in supporting the whole child and thinking how we aline the goals of of of well being and social emotional support for young people with our School District goals of academic support. And over the last several months the team and our School District partner team usa worked together to been that alignment to really honor what our Community Asked us to do which is to work closer together. To make it easier for our students families to Access Programs and services and to make it fast. So that it is not something that they ask for a need asked for and had to wit for a long time. Over the last several monthses the superintendent and i have been in deep conversations how we make this happen. And im so excited that we do have a plan and we will have a plan moving forward on how we would implement the first roll out of the dollars. And with that, im going to hand over the mic to doctor wayne to share how the district the interim goals and guard rails will support this vision and this new partnership. Thank you. Thank you. And good afternoon. Im pleaseed be here to speak about the Student Success fund and appreciate doctor soo in a conversation in the stele for the last couple years. I am close to finishing my first year as superintendent and think back to when i was announced the in coming superintendent on may 12th and excited be upon joining the School District and becoming a part of the San Francisco community. I think on may 13th the commissioner said, we know you start on july first but you need to talk to supervisor robe sxen other leaders about the Student Success funds being developed. So was eager to jump in the conversation and started learning about the w in doctor soo reference exclude support students and families working with the district. That was inspire to see how the community wasmenting to come together to work for our youth and rescue noise that it needed to be done collaboratively or each working on their own plan i was pleaseed have those conversations the conversations were occurring at the same time the board of education making a commitment to focus on student out come. And to recognize that we as a School System exist student out come and this we need to look at our adult behaviors on how we do business to improve Student Learning. So thats how drive even some of the development of Student Success fund and i appreciate the work in drafting the resolution so that the proposition so it emphasized the reasons for this fund is to improve student out come. That language was incorporateed drive the planning. And so if you go to the next slide. And the slide after. As the actually as we were promoting the Student Success fund the board was engage in the deem work with the community to identify the goals for Student Learning. They are based on division for our students and the values that i guess. [laughter]. That was based on the vision that we heard from the community and the values that we have as a district. And our commissioners met with hundreds of mount members got a thousand pieces of feedback to help inform our goals and identified 3 longterm goals around Student Learning. Temperature is increasing the number of students who are achieving third great literacy. Eighth grade math and career and College Ready there is nothing revolutionary about these goals what i appreciate the work it brings a folk that yous hen need instead district so our resource a lineed support the goals. And you think the next slide when think burglar how we will going to work toward the plans zee guard rails. Nonnegotiableables honored while implementing the goals goals are frame in the terms of student out come. But we rescue noise to meet those goals there were foundation at pieces that needed be in accomplice you see that on the screen. Effective decisionmaking. Focus on curriculum and instruction and resource allocation and guard rails we have first is serving the whole child. We are an ejsz system focusod student out coming to achoef that we recognize we need to support students in the class and beyond. And we are facing challengers. Students are facing challenges and need support around the Mental Health or around upon chronic ash centeeism showingum in school. Making sure the School Environment is safe and cure. So this it is a guard rail we are working on in service of goals for Student Learning the other important and a value we have is recognizing we will not reach goals alone. We need to work in partnership with the city and with the d. Children, youth and family and with other agencies in order to work territoried goals. So these goals helped shape the conversations we robbery having with the district and dcyf to develop a plan for the success fund. These other north star that the Students Success Fund plan will help us work toward in our schools and as a district as a whole and as a city manage together in the effort.
