Thank you supervisor cowen i want to thank supervisor wiener and supervisor cowen for increasing the neighborhood preferences percentage last week from 25 to 40 percent i know that they have been a lot of challenges and talks around the right percentages and when i wanted to see is 40 percent is definitely the step in the right direction we have a lot of challenges with Affordable Housing in San Francisco and in the past time and time again gone to members of the western edition and the Bayview Hunters Point Community and we said to them let us build more Affordable Housing let us make sure you have Affordable Housing in your community and when the time came for those members of the community to assess the Affordable Housing they were put in a lottery system and the chances of obtaining that Affordable Housing unfortunately was slim that is why we cant delay this process we cant stop this process moving it forward now is esteeming important were openly up the Affordable Housing were looking at 0 folks and saying finally all are right of refusal an opportunity to assess the demonstration interest unfortunately, this is not been the case it is not the case at mary he will on Rogers Community and good evening davis i i dont want this to had a rosa parks and seniors in my communities are sleeping on couchs and sleeping are with relatives not a place to stay but born and raised in the he western edition how can i get into rosa parks two i qualify but we cant delay this legislation we need to make sure those members of that communities have access to these units sxooel important we ask the communities support and more Affordable Housing were lying to them when we say this is assess theyll have an opportunity the the truth of the matter not an opportunity thats the problem thats why we have to move forward with the legislation i want to thank what kind colleagues for supporting this i think ive heard a lot of arguments you know sxoirl district versus neighborhood ive heard arguments 40 percent versus 100 percent i realize no perfect solution this is the first time step going in the right direction this and preclude us from revisiting and making that better legislation but to delay moving to legislation as soon as possible will be a huge mistake and devastating to the Affordable Housing we make promises we cant keep them without a preference to the folks r that live in the neighborhood and supervisor cowen im looking forward to hearing the presentation as well as from members of the public. Thank you, madam chair and supervisor president london breed for your leadership in moving this forward and proud to be a cosponsor of this legislation we are in the middle of just a terrible housing crisis were all working very, very hard to build has much Affordable Housing as we can as quickly as possible and things happening with the ballot and the trust fund and various pieces of legislation that are moving through this to the supervisors to there what we produce and get it done faster we need the Affordable Housing yesterday we need as much as possible but it is in order to program to work people in the city have to be able to assess the Affordable Housing and people need to have a fair shot at getting into Affordable Housing this is built in their community and it is beyond frulth e frustrating to people in various parts of city and communities when Affordable Housing is built in their neighborhood and they are not recent to get into the Affordable Housing and their neighbors not aable so in my district in the Lgbt Community the 55 laguna project with one and 10 unit of Affordable Housing for low income seniors which has been spaerpd by open house our o focusing on the needs of lgbt seniors where weve raised money in the community for many years to support moving forward with this housing and with many, many people working on and we need to make sure that our residents have a fair shot at getting into this housing that is balanced legislation i want to thank supervisor cohen their legislation for the change of 25 to 40 and be moving forward with that legislation i want to say weve received a Statement Today from some Community Organizations that was internally contradictory 40 percent was not enough it should be 100 percent as i understand has serious legal problems to go to 100 percent before you 2, 3, 4 the same statement is it applies that it should be zero percent because of the Affordable Housing is being built in more areas of some places in the city we have a coalition it is saying contradictory things the fact is whether or not youre right now in chinatown or bayview are the mission or potrero we need to build more Affordable Housing and the residents of those neighborhoods have a fair shot of getting into the Affordable Housing in their neighborhood recently purchased a large site in the mission to build avenue, i was happy to support that and we need more Affordable Housing for example, in the mission and make sure that residents of the mission have a fair shot at getting in right now from the current law this is zero preference for living in the neighborhood and so were now going if zero to 40 percent and that benefits the residents of the mission it benefits the residents the potrero and chinatown and the bayview we need to move forward. Good morning supervisor president london breed and chair cowen and other members sophie from the Mayors Office of housing and Community Development as you may know the proposal is would create a third preference for access to affordable units the proposal as amendment calls for 40 percent of the unit as they become available to be retired for the current residents in the supervisorial and a halfmile buffer around any project on line the preference applies to New Buildings and the preference will apply to the housing fined or administrative code by the Mayors Office of housing and Workforce Development and also want to note that last week the file was duplicated thanks to supervisor wiener to codify that 3 duplicated file will be coming to the Planning Commission for the before being heard again separately i want to restate our policy goals an effort to lead to the needle to insure conditional equal and fair assess while honoring the fact many communities local communities form bond and crate the neighborhoods the neighbors make those neighborhoods dynamic and the neighbors being priced out our here e hope 0 geography graphic preference will help the bonded communities including the schools and corridor and fosters centers without ibm hepatitis b equal opportunity or excluding anyone or more groups there were a number of questions at the last weeks hearing i want to make sure to address those briefly questions included who applies more Affordable Housing and who occupies the Affordable Housing and our ability to implement the preference in which we use federal or state fund letting e let me who occupies the building 100 percent of our Affordable Housing portfolio is occupied by people who work in San Francisco who applies for the Affordable Housing does vary approximately 17 percent of applicants this is based on disconnecting analysis 17 percent are from the neighborhood of the sampling of the projects, 68 from San Francisco as a whole, and as i said 100 percent of units are occupied by people how work e. How do you verify their addresses when they apply because from my understanding no clear verification and anyone can use my address they president in this process. Good morning supervisor president london breed we currently ask for documents like a pay stub or a if they worked here or for living here a bill in in their name that for the address that their claim is their San Francisco address. What kind of bills giving me and then example is there specific requirements or general requirement. Very specific requirement a utility bill for the same property or usually the easiest is a pay stub shows their address. But a pay stub didnt necessarily mean theyre actually a resident oftentimes because is their people that use outlet peoples addresses that explicit necessarily mean they actually live there. Asking for tax returns and Bank Statements all of those documents have to have the same San Francisco address. Okay. But so sounds like you dont ask for something specific but ask for a variety of documents. Yes. Thank you for the clarity. One question brought up by supervisor kim recommended to the ability for us to implement the preference when there there are state or federal funds i want to go over quickly our process the existing ellis act Housing Preference is by hud and when hud heard of our efforts to introduce a neighborhood preference we were immediately contacted from concerns from the Regional Office our formal contract was 25 percent of the preference for the residents of the neighborhood is likely effected we have not no agency has made and formal determination of this legislation and pending and the percentage the percentage has been a topic of decision when the legislation is passed hud and certainly the state housing and Community DevelopmentAgency Reviews any final 4 programs in building bes that have stated or fell funding the existing portfolio is excited programs that have stated and others federal money in the pipeline at least 7 projects that for which we anticipate the state fund and 5 for which we anticipate state fund and a question how we handle preferences for dpw or h s a and specifically 24 legislation applies to Buildings Fund and administrative code by the mohcd we ocii cant in their buildings but the commission is proactively taking that to adopt the preferences. Actually, my question what are the specific programs that are under 100 percent dpw and hsa. Okay. I apologize i have the total number 36 master Building Inspections but not the address i apologize. I had asked specifically i mean, my question what projects are not eligible for the project and you described the categories i want to know how many unit and which property. Im hopefully to succeeding development to hud the neighborhood preference at 40 percent is acceptable to them and well be able to implement any projects that includes the hud funds and certainly for the state projects that are coming up that have stated funding i can name the projects weve hopefully that one a preference is adapted well successfully make the process success whether or not there are state or federal funds. I want to know if they dont approve it how many projects. Sure. Sure i have that. And then you know my a concern that came up last week for me was specifically with the projects that have stated fund a small universe of projects with the portfolio because they require a live or work in so what is the the City Attorney said last week in the state funded project that the neighborhood apprehensive will be for those two live or work in the neighborhood my concern almost everybody in the bloifr lives in district 6 that wipes out those two reside in the south of market and tenderloin and Treasure Island im worried if we allow that for the Affordable Housing projects that it really takes away benefits of the neighborhood preference i want to make sure that interpretation we dont trespasser that. Well present the neighborhood preference to mohcd as residents who live within a geography boundary of the preference area if they didnt agree not to apply the preferences not a circumstance in which we anticipate providing a preference for people that live or work in the neighborhood i appreciate the opportunity to clarify that. At that point with an interpretation will there is an opportunity for the board to kind of help to guide the direction. Yes.
