Thank you want to note a couple of points first there is a request that im submitting asking did budget analyst to do a followup report on shortterm rentals requests that arose at the last hearing how many units of how are you are being used as shortterm rentals so amongst the questions were asking the budget analyst and legislative analyst how many units are used in the industry how much the city has collected in taxes with respect to shortterm rentals and out of the thousands of units rentcontrolled unit who is that is pga taxing to the 71 and lastly how the city is enforcing the hosted and nonholstered shortterm rentals the second item that is something that is still to be honest i think we collectively have it probable been aware of as much the issue we have a shortage of teachers in San Francisco united we have a shortage of substitute teachers ive leader recently from a number of parents at one of the schools that many kids and many classrooms because the school board is having a tough time understanding teachers classrooms are consolidate that impacts the quality of education that the children have we did research and found the district it finding issues with substitutes in one out of 10 classrooms in San Francisco Unified School District it is happening because of the housing crisis because the School District not only is unable to hire teachers who candles afford to live in San Francisco but that inability for teachers to live in San Francisco is making it so that we dont have give you enough substitutes to fill the classrooms ill calling for a hearing that asks the question when what we can do to help the School District address those issues we cant talk about how to raise families if were not making it so the teachers can live in the city and county of San Francisco today clapping. i have a couple of items that i want to talk about and i want to thank supervisor cowen for her Charter Amendment i want to be added a cosponsor and supervisor peskin has the distinction of serving as a supervisor longer than me i happen to be the Senior Member of the current board of supervisors as that one of the things i think that is important to think about what this system that we have in place are adequate enough to really address the challenges of the city i think the question of the eject is an example of that here you have an agency that does have the authority on its own to begin the investigations including an officer involved shooting it makes sense for us to revisit that system and see what changes to be made but i actually building clapping that that is the tip of the iceberg that whether it is Police Reform or other issues we have to go beyond and one of the things ill ask we as the board to revisit is the structure of the question of time between the mayor and the board of supervisors the way it works right now is we submit written questions to mayor ed lee who comes here and provides a response that is also written but under those no opportunity to actually have a followup discussion on whether or not the question or the answers that were priority actually got to the bottom of how to deal with the issue at heart when that is the case i think we have an obligation to revisit this i believe that we need to figure out how we actually provide the public with a more mooeveng discussion continue this board and our mayor so i will be exploring as in the past amendments to question time in the mayors so have an opportunity to have a followup question that will happen if supervisor peskin had had the opportunity to do that and since were talking about dr. Jackson was not afraid to call it as she saw it and to stand for what they believed and one thing ill say as an elected officials most importantly as a citizen the city ive been very disturbed by some of the allegations that came out in the last few days around possible corruption in this building and i know that people have strong views as an elected official im tell you that makes my blood boil when people do some of the things that these folks are being skewed it it makes us look bad address diminishes City Government and one things in the tshirt of dreamforce to commit the resources to make sure that we have a transparent and cleanair act local government and we possible can to that end the Ethics Commission has been asked by the Mayors Office to cut its budget i want to pubically go on record the supervisor i will not support a budget that cuts funding for the Ethics Commission i think that given the questions that have been raised by the District Attorney and the City Attorney this is the time to increase the funding for that the Ethics Commission not cut it liv calling names clapping. leann has made that clear foot recommending cutting that budget go in fact, recommending and then increase of budget i think this board of supervisors should wholeheartedly support thank you the rest i submit. Supreme court in the Teachers Associations that threatens to undermine over 40 years of precedence those particular caused is about steel important for the ramification from the court rules in favor of the lady she is not a member but the Health Weight bank rolling she should have to pay fees to the union even though she receives benefits from the union the center for individual rights right by the coke brothers are infamous and has a history making efforts to overturn the human rights and the affirmative action laws this a case of an attack and it is clear as day ultra converters cant win in the court of Public Opinion so for 40 years the u. S. Supreme court has protected those to not allow free riders introduce the 19778 boo versus the board of education californian con as said that is a foundation for not tens of hundreds but thousands of contracts across the nation including in San Francisco from the court between now and decided to rule in favor of the lady the people will be negatively impacted and drastically for difficulty for better wages and benefits and working conditions San Francisco is a will be a strong labor town organized layer la or labor is San Francisco values and organized labor defends education from severe budget cutbacks thats why in solidarity of labor and around my other supervisors im introducing to call on the mayor to mitigate any negative impacts for the Teachers Association on the mainstream in organized labor in San Francisco im specificallying to immediately prepare administrative remedies for proposals to mitigate any of the negative impacts this decision could have the legislation specifically calls on the mayor and departments to soak out and exclude include the input of the mainstream in organized labor i believe those are the values and i want to do the best we can for people that provide Vital Services to the residents to stand in complete solidarity and always and thank the members of organized labor that have worked on the resolution that withstood in omissions to the u. S.
