Thank you and i think we have our executive officer jeremie pollock to present the final budget good afternoon jeremie pollock and if sfgovtv can show my slide deck through teams . So. You know lafco required by state law to adopt a budget by may first and final by june 15th. The Commission Voted on april 21 to adopt the proposed budget and the final budget is here with 2 minor changes. Upon we worked with sfgovtv to reduce the amount of the line item there. It was based on 12 meetings per year and revised to our schedule is 9 meeting per year the savings shown there. With the proposal on todays agenda to witch to bimonthly schedule be revisiting this at the mid year point. This budget is already put in the books on sfgovtvs budget for the year. And we will reevaluate depending on the leth of meetings we have and any special meetings and the true up to actual expenses with them at the mid year point. And then one other correction is in the reserve fund, that is corrected to 57, 917, and that is maintained by the clerk of the board for us. And the amounts to 15 of the general funding to lafco. This slide shows the source of the funds with the carry over funding. And the general fund amount requesting is 386, 113. Represents a 45 thousand dollars increase from the previous fiscal year. And then as well as shows the anticipated sources from the mou with the puc. And this page here shoes the line items i give a small font size happy to answer questions on details and have slides as well on the work plan that is unchanged from last months meeting and in the interest of timil hold off on this unless you have a question on any of the studies on the work plan or the other activities. And i move ahead to the other item we have is the approval of the meeting schedule item 4. And chair chan proposed bimonth low to meet every other month. And is shown below based on the previously adopted schedule for the calendar year, this would the change would result in canceling the previously schedule october meeting. And so we would have a meeting july, september, november for the rest of the calendar year. And in the event of time low business contract approvals the chair can schedule a special meeting or adjourn a regular meeting to another dealt accommodate that. And so lets start thinking about that timing looks like for calendar and future agenda and separately i want to thank our general council, thank you for all your work. Leading us through pandemic. Leading us through back in person. And answering all our willing questions as a state body under this very strange unique if set up in the city and county of San Francisco. It is none like no other county where they have individual county with the City Councils the year looking at city and county make up and power structure and you know elected officials mixing in space. Your independent Legal Council and he will guidance have been helpful in our conversation with bobble puc and others. And i think that im going to let other commissioner to speak on their own about this. I look forward to continuing our work together. And also perhaps i have a conversation in the future for the future calendar to think about during closed session about how we condition this partnership if need be through the chair. To clarify. Since executive officer is tasked with hiring other staff you can evaluate his management but you would not evaluate any other employees or contractors that is under his authority. Joes ice cream in rich mondistrict since 1959 and we are proud to be registered a San Francisco legacy business since 2017. And we offer more than 50 flavors of homemade ice cream. And delicious home style burgers, sandwiches, hot dog, salad and more. We have a lot of different ice cream flavors both classic, long forgotten but classic and asian flavor inspired flavor like 3 red bean and black and now we also brought the korean im from korea. Korean coffee krooem. We mix our traditional and trendy flavors all together. Shawn and i are the first generation of the immigrants here in San Francisco. So as immigrants, we have a special connection to this diverse community, San Francisco richmond district. So we made this place our home. That is where we are trying to build our business as a place where everybody can feel welcome like we felt when we first came here what really makes fisher or joes ice cream we have been growing together with our community. So we support our local schools throughout the fundraiser. We provide job opportunity for high school, i hire them every year. Built a beautiful parklet outside funded by donations from over 200 neighbors and friends and i think this really shows how joes ice cream and our Community Like lives together. So you see our mission is to serve as a Fun Community hub in San Francisco and richmond district. So, i hope that we can stay this way for many years. For us, we wish we had our queue and we created spaces that are active. Food and drinks. There is a lot for a lot of folks and community. For us, it started back in 1966 and it was a diner and where our ancestors gathered to connect. I think coffee and food is the very fabric of our community as well as we take care of each other. To have a popup in the tenderloin gives it so much meaning. We are always creating impactful meaning of the lives of the people, and once we create a space and focus on the most marginalized, you really include a space for everyone. Coffee is so cultural for many communities and we have coffee of maria inspired by my grandmother from mexico. I have many many memories of sharing coffee with her late at night. So we carry that into everything we do. Currently we are on a journey that is going to open up the first brick and mortar in San Francisco specifically in the tenderloin. We want to stay true to our ancestors in the tenderloin. So we are getting ready for that and getting ready for celebrating our anniversary. It has been well supported and well talked about in our community. Thats why we are pushing it so much because thats how we started. Very active community members. They give back to the community. Support trends and give back and give a safe space for all. We also want to let folks know that if they want to be in a safe space, we have a pay it Forward Program that allows 20 to get some funds for someone in need can come and get a cup of coffee, pastry and feel welcomed in our community. To be among our community, you are always welcome here. You dont have to buy anything or get anything, just be here and express yourself and be your authentic self and we will always take care of you. Long it was in fashion, oshaughnessy water system has been sustainable. In addition to providing water for the bay area, it also generates clean hydroelectric power to run city buildings and services. And more recently, some San Francisco homes and businesses. Satellite electricity is Greenhouse Gas free, so we see a tremendous benefit from that. We really are proud of the fact that, weve put our water to work. Even with the system as well coon received as hetch hetchy, Climate Change has made the supply of water from the sierra vulnerable. And requires new thinking about where and how we use water. We have five hundred million gallons a day of wastewater being dumped out into San Francisco bay and the ocean from the bay area alone. And that water could be recycled and should be recycled for reuse through out the bay area. Were looking at taking wastewater and reading it to drink watering standards. Were also looking at our generation and looking at onsite water reuse looking at the technology and strategies we have available to us today. The very First Recycling plant in the state of california for landscape irrigation was built in San Francisco. Weve just developed a new recycled water plant in the ocean side wastewater facility for irrigation purposes in golden gate park, lincoln park and the panhandle. A century ago, San Francisco built a dam to create bunched znswer of fresh water to ensure the future and ensure the taps will flow for future generations, it will take as much vision when it reflects a fundamental change about how we think about water. I think we recognize theres going to be change in the future. So were going to have to have the flexibility and the creativity to deal with that future as its presented to us, its a matter of how to see it and say, okay, lets make wise use of everything we have. This oshaughnessy centennial moment is made possib we have private and Public Gardens throughout the garden tour. All of the gardens are volunteers. The only requirement is youre willing to show your garden for a day. So we have gardens that vary from all stages of development and all gardens, family gardens, private gardens, some of them as small as postage stamps and others pretty expansive. Its a variety all of the world is represented in our gardens here in the portola. I have been coming to the portola garden tour for the past seven or eight years ever since i learned about it because it is the most important event of the neighborhood, and the reason it is so important is because it links this neighborhood back to its history. In the early 1800s the portola was farmland. The regions flowers were grown in this neighborhood. If you wanted flowers anywhere future bay area, you would come to this area to get them. In the past decade, the area has tried to reclaim its roots as the garden district. One of the ways it has done that is through the portola garden tour, where neighbors open their gardens open their gardens to people of San Francisco so they can share that history. When i started meeting with the neighbors and seeing their gardens, i came up with this idea that it would be a great idea to fundraise. We started doing this as a fundraiser. Since we established it, we awarded 23 scholarships and six work projects for the students. The Scholarship Programs that we have developed in association with the portola is just a winwinwin situation all around. The Scholarship Program is important because it helps people to be able to tin in their situation and afford to take classes. I was not sure how i would stay in San Francisco. It is so expensive here. I prayed so i would receive enough so i could stay in San Francisco and finish my school, which is fantastic, because i dont know where else i would have gone to finish. The scholarships make the difference between students being able to stay here in the city and take classes and having to go somewhere else. [ ] [ ] you come into someones home and its theyre private and personal space. Its all about them and really their garden and in the city and urban environment, the garden is the extension of their indoor environment, their Outdoor Living room. Why are you here at this garden core . Its amazing and i volunteer here every year. This is fantastic. Its a beautiful day. You walk around and look at gardens. You meet people that love gardens. One of the ways it has done that is through the portola garden tour, where neighbors open their gardens open their gardens to people of San Francisco<\/a> so they can share that history. When i started meeting with the neighbors and seeing their gardens, i came up with this idea that it would be a great idea to fundraise. We started doing this as a fundraiser. Since we established it, we awarded 23 scholarships and six work projects for the students. The Scholarship Program<\/a>s that we have developed in association with the portola is just a winwinwin situation all around. The Scholarship Program<\/a> is important because it helps people to be able to tin in their situation and afford to take classes. I was not sure how i would stay in San Francisco<\/a>. It is so expensive here. I prayed so i would receive enough so i could stay in San Francisco<\/a> and finish my school, which is fantastic, because i dont know where else i would have gone to finish. The scholarships make the difference between students being able to stay here in the city and take classes and having to go somewhere else. [ ] [ ] you come into someones home and its theyre private and personal space. Its all about them and really their garden and in the city and urban environment, the garden is the extension of their indoor environment, their Outdoor Living<\/a> room. Why are you here at this garden core . Its amazing and i volunteer here every year. This is fantastic. Its a beautiful day. You walk around and look at gardens. You meet people that love gardens. Colin and fraser thank you for being here and the art commissioners president collins and others, welcome, i dont know all your names i apologize. But welcome. And thank you for your partnership on this. To our my command staff that is standing behind me i like to point out our ems command staff. Chief tong who is the assistance the deputy chief of ems and paramedicine. Chief tang and gordon and choker. Also thank you to the sfac public arts staff. Mary chew, marcus davie. Lee. [applause] thank you to public works. Kathleen oday in the house. Thank you, sister, you did a great job on this station from beginning to end for us. And we appreciate you, we need to clone you, thank you. And would like to welcome our fantastic artists here. Michael bartloss have ralph come up per further opening remarks. Come on down, brother. [applause], thank you, chief. Good morning im ralph remmington welcome you to fire station 49. We celebrate initial ehs week and new art work. I like to take a moment and thank the Fire Department<\/a> for hosting us today at station 49 opened 2 years ago and for their Close Partnership<\/a> and collaboration the past few years we work on this incredible public art project. We are honored have mayor breed. Supervisor walton. Chief nicholson and michael here with us today who you will hear from in a few moments. I see and would like to welcome several art and fire commissioners this are here with us today. As well as inter~im director carla short. Welcome. [applause]. The over all ambulance deploy am fire station 49 project managed by public works. Construction began in 2018 and complete in the 2021. The San Francisco<\/a> Arts Commission<\/a> Public Art Program<\/a> staff managed the artist selection and installation process. Art work titled, serving the city, honors and highlights the work of First Responders<\/a> who do so much for the city and the people of the city of San Francisco<\/a>. And what better time than during national ems week to unveil a magnificent and meaningful installation. Funding made possible through the art enrichment ordinance allocates 2 of Construction Costs<\/a> from capital improve am projects for the commission on new public art. Art work has the vehicle and period of timent row and exitigateos jeerld and mc kennon and over lapping stainless and painted steel cut outs insignia and badges associated with emergency medical response. And supplemented illustrating yes or no upon Fire Department<\/a> operation and San Francisco<\/a>s neighborhoods and landmarks. And now, to get this celebration under way. It is my pleasure to welcome the mayor london breed. [applause]. Thank you, receive and i think the celebration has already started. Thank you so much. We are grateful to be here. And you know what is interesting about today, people wonder, why do we have you know the ems team and everyone coming here together to celebrate this incredible art work . Well, in light of everything that continues to happen in our city, it is so important this we take a moment to celebrate and appreciate what we are accomplished. It is not just about the beautiful art work it is about the process that we under went to get to a place that even build station 49 in the first place. It started when i was on the board of supervisors and in fact, may be even as far as when i was on the fire commission. When we saw the previous conditions of what people and station 49 were working under. They were out on the streets saving lives. The First Responders<\/a> in many case and did not have an appropriate facility. Then come the union and at the time a deputy chief o oconnor was it is president of that union harassing me every day about making sure that station 49 was in the next Public Safety<\/a> bond. That fire house and other things we are taking care of. But not station 49. Then, 2016 kicks in the board of supervisors made sure that it was person part of what we needed to do. The Fire Department<\/a> worked to get the voters to approve it and than i did. And we got to work with the d. Public works and the Fire Department<\/a> leading the way on this extraordinary project. We broke ground 2 years ago. Got to this place an amazing facility. Fact is this is more than about a facility this is public service. And the people who represent the ems division of the department. We know the Fire Department<\/a> is loved throughout the city because they save lives. We also know what there are so fifteen many levels of medical calls and challenge this is we deal with in this city unlike ever before in light of what is happening around the Opioid Crisis<\/a> that has been really challenging our city like nothing else. The people who are on the 41 lines helping us to dweel it. Helping us to save lives are a lot of folk who is come out of station 49. The w they do to package everything. And get everything red with partner and to also without a lot of protection the dangerous conscience putting themselves on the line. The least we can do is make sure they have a facility of this nature with beautiful art work that really represents the importance of their work. Because i dont know how you were able, michael to carve an iv bag in a metal situation but you made it look good. Thank you for your creativity come able to really capture the essence of San Francisco<\/a> and more important low the essence of that the Public Servants<\/a> with the Fire Department<\/a> and station 49 when they do to serve and protect the people San Francisco<\/a> every single day. Today is an occasion for acknowledging them. Yes it is ems week where we honor and recognize the courageous work our ems support does every day. I know there was a great event of yesterday at the San Francisco<\/a> public library. And calling out those various stories and recognizing you and today is another part of recognizing your work and also celebrating what makes San Francisco<\/a> so special and that is art. Art brings people together. Whether you love it or you dont. It is still sparks conversation am wlchl visual or performing art, people talk about what happens in San Francisco<\/a> because. We are dedicated to making significant can investments in highlighting our city in so many ways whether it is with the gate or murals or other things, per of our commitment to art has toefrg do how we invest the resources to get it done y. We see beautiful beautiful gate and things like this because of our commitment and desire to continue to make investments in artists who represent the best of San Francisco<\/a>. And michael is the person who does this. We are excited be here to celebrate this mile stoneful i want to thank the commissioners i think we have a quorum of Arts Commission<\/a>ers here. This is the most exciting and enthusiastic bunch people i ever worked watch you will they do is fun stuff all day. They get to have fun and approve art and give out art avenue money. Get thanks all day for the great w they dom thank you, ralph and to the president colins and others all of you for all the amazing work do you for San Francisco<\/a> to make art an important part and we have a collection of our quorum of our fire commissioners here today as well. They wanted to make sure that they were getting a part of the action. And of course we are here in supervisor waltons district, really to highlight that this facility the most upon important life saving facility in San Francisco<\/a> with the most beautiful gates in San Francisco<\/a>. Thats all right. [laughter]. Hey. The sun is not here today but what we have to offer is upon one this beautiful facility station 49. We love our Fire Department<\/a> in d10 in case you didnt know. We have station 49 and the Training Facility<\/a> on the way, my staff and i had an opportunity to participate inoms to get a look at the work our Fire Department<\/a> does. I want to thank our firefighters for their amazing work and everything that they do and i think they deserve a hand. It is grit to come together and celebrate the amazing not only amazing work of the Fire Department<\/a> but bringing art back to an area and back to a space where it is needed. Ure look at the culture of the district and look at the culture of the Fire Department<\/a>ful combike art, saving lives. Bringing everyone together is manage we mead to celebrate and make sure they are aware of in our city. I want to thank the artists for the amazing work i finally looked at the gates and i will tell you when we are gets the one thing we want to do is make sure they are welcoming. Right . And they are welcoming gates. They have beautiful art like the mayor said. Being able to come up with those designs and the making that happen and out. I dont know the material but that is manage that is beautiful. And something we ped to cell brachlt i want to say i appreciate having the opportunity to have a station 49. I want to say happy national ems week. It important we celebrate all of our Emergency Medical Service<\/a> workers. At the end of the day they dot most important things you do in providing service this is save living i want to honor them and thank you for coming out to celebrate the beautiful art. Everyone has been thanked and acknowledged. I appreciate all of you, welcome to the beautiful district 10, we want to do everything we can to support the work of our departments naneed us. And the folks who save live and thes folk who is make our city beautiful with art. Thank you, so much. [applause]. I forgot but now i have the opportunity and pleasure of introducing the chief of the Fire Department<\/a>, chief nicholson. All right. Thank you, i will be brief. But again thank you mayor broed for your support and this irrelevant turned toubt a beautiful facility and the gates are incredible. And this was a much need Infrastructure Project<\/a> do you to the increase in ems call volume and the work that our folks do on the street and i irrelevant want to give a shout out to off the emts and paramedics that work on the ambulances and street crisis units. That are out there daily. And you know they do it because they love to help sxeem it is challenging. And so i want to thank them again. And so i love this program in terms of how we beautify our public buildings. When i start in administration 5 years ago with chief white i was on the committee that got to chose this lead here. And i appreciated, we had someone from the neighborhood on it. I appreciate that. We dont want to go in a neighborhood and say this is when we are doing. So i appreciate the process and it speaks to the values that our city holds. And im proud of that. And im no artist. Let me tell you now. And i also want it thank you, michael for doing great research. To make this what it is and if those of you who have not stleen is a panel on the side here. Behind me that is a key to what everything means. And i learned a thing or 2, too. I appreciate that. Any you have mad skills i dont know how do you it i can barely draw a stick figure this is a wonderful way to honor people that work here. And it it is a way to engage the community with this station. Thank you, again mayor breed and whoefrn had a hand in making this possible. And yes. Go artists thats what i say for you michael [applause] and having said that, you know there is a list of wonderful accolades michael has but i will say briefly he is a visual artist and works in print, video and skullor and fabulous gates as well. And he has worked with a multitude of xerox park the San Francisco<\/a> center for book. Maryland college of art. National Science Foundation<\/a> artists and Writers Program<\/a> and works exhibited internationally and found in numerous artist book collections including the gety Research Institute<\/a> and the walk are art center. Attended school of Art Institute<\/a> of chicago. Prat institute and Stanford University<\/a> for msa. Lives and works in San Francisco<\/a>. Love that. Where he serves codrerth of art made here and the first affiliate artist of the California Academy<\/a> of science. His work is online. And i would like to now introduce the artist michael. Can im not as talented as the speakers i will refer to my notes if you dont mind. I have prepared remarks for you all. First of all i like to say headquarter for your introduction chief nicholson it was an honor to work on the project as a residents i cherish opportunity it enhance our communities through art. Steining for an important facility like station 49 is gratifying. After all, where would we be without the amadzing emts and staff that drive through the gates around the clock serving the city . My hat is off to them i titled, serving the city. From the outside of the project, i aimed to accomplish three things with the art work. One, to communicate the sf Fire Department<\/a>s mission which is to protect the lives and property of the people of San Francisco<\/a>. I did this by referencing badges that express strength, courage and commitment. They describe our personnel giving spirit and seed sense of provide in work. Team and history. And another objective was to celebrate our citys greater fabric and character. Our neighborhoods and land marks. Buildings and bridges. Florala and fawna. This imagery is throughout the fence to describe unique features past and present. Lastly i want to engage viewers to welcome them with bold, exciting designs. Designs that delight eye whether for the first timer 100th this is important ambulance drivers and staff pass through often on long and challenging shifts. If the arts playfulness can bring a baptist you to the start and end of their workday i will feel i have succeeded. Of course of course the fence could not have been, chiefed without the help of so many. I like to thank the key mrashs. Lets start with fire chief nicholson. She championed this project. [applause]. Yes. She champion third degree project from its inception with her energy and wicked sense of humor. When she calls you brother or sister she means that means the world to me. Thank you for having mow as a brother here, chief. Thank you also section chief gordon your involve am in every facet of the installation was key to its success from accommodating equipment and crew reviewing progress, pouring overnight signage details your hospitality at station 49 saw this project through. Thank you for attending. [applause]. My name is holly doudiet. H2 firefighter with the San Francisco<\/a>wired. What inspired me to be a firefighter was in 2008 i graduated college. The recession had happened so there werent any jobs. I was having troublefinding a job. And i was kind of looking around. My dad was a firefighter and i thought what a great career he had. So i asked my dad, never thinking about it at first before. I said dad, what you think about me being afirefighter and he goes yeah, thatwould be a good idea. I took some classes, i ended up loving it. I grew up and actually and i think it was a good fit for me because its a physical job and its enjoyable. You never know whatyoure going to get and its a team effort. I first realized i was part of the Lgbt Community<\/a> in sixth grade. I looked on the other side of the classroom and i sawthis girl i thought was really attractive and i thought i want to be her boyfriend. Though my experiences in the city growing up in the city and countyof San Francisco<\/a> were always verypositive. I came out in high school. I actually ended up being prom king my senior year in high school and a lot of peoplewere very supportive. Myparents were very supportive. They just let me do my thing and my dad knew of a lot of lesbian women in the Fire Department<\/a>the time because he was a San Francisco<\/a> firefighter. For me its very important to be part of a community and organization and an agency that supports my lgbtq status because if youre not yourself, how can you perform to the best of your abilities . Youre always holding back in some way whether its your personality or your abilities or your overall skills and with agency that supports me being a lesbian i can truly be myself. I can be happy. I can be social with other people. It makes me want to work as a team and we all work Better Together<\/a> when we are happier and we can be ourselves.
