Item number three is announcement of prohibition of sound producing devices during the meeting. The ringing of and use of cell phones, pagers and similar soundproducing Electronic Devices are prohibited at this meeting. Please be advised that the chairman may order the removal from the meeting room of any person s responsible for the ringing or use of a cell phone, pager, or other similar soundproducing Electronic Devices item number four is approval of the minutes of the october 4, 2016 regular meeting. If you would look at the public you would notice that there is someone wanting to make a comment. Im sorry you caught me offguard we have never had someone from the public want to comment on the minutes you caught me off guard. One moment please. I went to get a copy of the agenda of the meeting and it took can i interrupt . Is this on the approval of the minutes from october 4 . I am talking about the availability of the agendas and the minutes of these meetings and also of the minutes that you want us to approve here. So i am concerned that you are approving minutes that i as a member of the public has not been able to approve and we cannot see it because you do not provide a copy here. And so i dont have an opinion as to whether they should be approved or not because i have not seen a copy but i would ask the next time you would put off approving the minutes until the public can have copies. Thank you. [timer dings] thank you. Can we get him a copy of the minutes . I would like to say that the minutes are posted online and are provided in the library available at the reception area. There are times at the reception area where our receptionist is one a break and we have a light duty officer which is somebody who is not they are all of the time and so, they are aware that the board packets including the minutes and all the explanatory documents are right there. We will go back and make sure to inform the light duty and substitute staff thatwhere the location is of the board packets including the minutes. Do i have a motion . And a second . All those in favor say, aye. Opposed, nay. The minutes are approved. Item number five is communications. Item number six is introduction of new or Unfinished Business by the board members. Item number seven is the directors report. Good afternoon members of the board and chairman of the board andmembers of the public. In the chamber in 1916 in the chambers at city hall so sorry i was late. I have a number of news items on my report today. First of all ive mentioned these all long but since they are significant i want to mention them again. First of all we just received approval for the project of the van ness projecttthat we began in 2003. Members of the public will see elimination of the left lane and left turns in some places and a bus stop from the seo will be on pacific and the turn lane on van ness will now be available to make the turn on the tunnel. And then, all access to van ness, and those two were to have to makea left turn on vanness we ask you to check that out before they are no longer permitted. Following that we are scheduling a groundbreaking ceremony for decemberernest for our smallagreement from the government and i would like to show you a little video to help the public prepare for the construction. [video] it was a great video. I should have just let her speak. So anyway, the project will be next week and also got polk street projectstreetscape projectabout the legislation is underway this month as well. Just to remind you, there were 290 traffic collisions between mcallister and polk, including many deaths. We started this project march of last year the construction is happening now and if you will recall that paving will include bicycle lanes red sermons an structure about 90 of those included in this project. There will be three stops that will be removed there will be eight stops southbound to farrell and improving safety and reliability and performance while at the same time like you saw with fan nests are much more of a Pleasant Court order to be on. Oh great that those are starting. The next bit of good news is that mta will be awarded 11 million for a more safe Transportation System it is from the advanced Technology Employment program and it was for the development of large scale insulation and advanced transportation technology. So you may recall and we talked about before the smart cities challenge and this is an opportunity for us to take part in that process that were smart cities but one ultimately awarded. Part Traffic Signals to reduce congestion and deploying multimodal Intelligence Systems so trying to see what additional technologies we can layer on to our signal system to help people get through our intersections more safely. Connected electronic toll system for the program at Treasure Island. Electronic comic shuttles at Treasure Island and essentially to for carpools, two for congestion safety and two for Treasure Island and then also berkeley is providing the r and d support for the grant as well as the data. So if you add up all of the projects and all of the inkind work for him berkeley and others it is a total of a 22 1 2 Million Dollar program. The grant required a 50 match and we have 6 million through the Treasure IslandDevelopment Authority or tida. Lastly, i believe you asked us to report back on this or maybe you didnt ask us to report back on this but this is good news. We have had during the morning commute just between 8 oclock and 9 00 am anyone in that portion it leads to [inaudible] and pass ups. Your odds of getting on a train between 8 00 am and 9 00 am were not very good. We also are adding a judah express and as well adding a train and as ridership has continued to grow its proven to be not enough. It wasnt until september that we launched the cole valley shuttle Everybody Knows where hillary street is hillary street has the cole valley shu ttle and seeing an increase at i that 18 and we are seeing that the trains were running 20 minutes late were decreased by 2 and that the bunching has arranged unchanged and most importantly, the feedback that we are getting from our customers is that they are really happy. So were getting over 500 customers better access to that and that we are just glad for your urging that the we continue to look at congestion in net rail system and on that note, that concludes my report. Thank you. I am just wondering if there is any way thethose commuters on the n judah shuttle if there is a way if you are a savvy commuter to go another way until that shuttle is available. The gps would pick it up until the scheduled time would be available. And given the schedule that should improve the performance i hope. Ultimately, any of these shuttles and special service our goal is to get them into the shuttles and on to the next bus. Director, does anyone have any questions or feedback . All right, thank you. Mme. Chair i am sorry mr. Haley is coming up. Just to cross a loop on that, its being built in on the schedule and it will be institutionalized in january. Good, thank you very much. Mme. Chair you do have members of the public that would like to comment on the matters that you discussed. Tthis is only on topics that mr. Reisken has discussed. Good afternoon i am a taxi driver in San Francisco i know block by block corner to corner if you say where is 1700 fillmore. If i am talking to you i probably the good idea of what the subject is before me. The traffic jams are connected to the directors report with new plans. It is a grid lock. People take two hours to cross 10 city streets. Two hours. There is no much any kind of imprisonment or punishment you can give them more than this. You decided that the mission is to change and when we are going on those blocks, tens of thousands of cars a day, a day, come into the second lane of the third lane to cross over the other cars. Whichever is double parked there is no policing and we are in a hands tied solution. So what youre going to do with van ness is just building another nightmare and that you are sitting in the seats and you just do it and you have no idea what you are creating. If you sit with me i will sit with you and show you how many cars are ready are going down that boulevard. That is your project. Thank you. Mr. Weiner followed by philip stern in. Those are the lastpeople to turn any speakers card on the directors report. I see people on the sidewalk and the bicyclists are knocking people down on their bicycles. In fact, there are two bicycles on this board and they have a responsibility to look for pedestrians on the sidewalk. And so, that is the issue that i have. If i missed something i apologize, i arrived late and i saw it was listed on the directors report and i wanted to voice my concern. Thank you mr. Weiner. Next speakers please. Phil sterling followed by todd lee. Hi i am at phils turning and i amwith [inaudible] huber is causing a huge congestion in our city is over 45,000 and it is growing. They are completely unregulated and i believe they are a criminal enterprise because they are transporting people without commercial insurance and i think that a way to deal with this problem and not having more and more uber coming into the city is to help the Public Finance cabs. Drivers would be able to take care of the public a lot easier in the way that it is now. Because, the companies do not want to use their vouchers which is understandable. Because with the comprehensive central dispatch, no one would lose their particular business but the company would have better access to get around professional drivers. Thank you. [timer dings] thank you. Next speaker please. Tone lee and he is the last one to turn in a speaker card on the directors report. [indecipherable] i take van ness and we have to start researching why this happens from the beginning of the resources becausepeople using the street are not staying in San Francisco they are going to another county. As well as the bay bridge. All of the money that you put you have too much money and no matter where you put it doesnt care and at the end of the period of time you just find out that its not a good idea. The real problem is the rushhour. We have to find at how to commute these people to the peninsula area. In hong kong this happened one time in a tunnel [timer dings] and what did they do they use the free way. Now we can use different ways. So we can put a box where people sit and then we can have somebody come and pull to oakland. This way you can provide more service [timer dings] thank you mr. Lee. Mme. Chair, that is the last comment card that we have on this subject unless there is anyone else from the public you like to speak. Great. From a user perspective we are not connected speaking personally i am glad that the socalled cole valley shuttle is coming into play. I have always wondered as ive lived in coal valley for decades right there hasnt been one but it seems like a very sensible and good thing. Let me go on with mr. Reiskens report you surely should know that anytime you put pedestrians in the street in the crossing of the street you are putting them at risk and that is exactly what the removal of the stops do particularly the three that are closest to the Library Stops and you are planning to remove the 19 poli think that is a crime and an exposure and polk northbound and this is exposing these people to death and maiming and this is what yourplan will result in. [timer dings] any more comments on the directors report . Seeing none moving one. Item number eight is the Citizens Advisory Council report. Seeing none we will move on to item number nine. Item number nine is Public Comment. Members of the public may address the sfmta board of directors on matters that are within the boards jurisdiction and are not on todays calendar. We have one speaker card, tone lee, would like to speak on this. The following matters before the San FranciscoMunicipal Transportation Agency board of directors are recommended for action as stated by the sfmta director of transportation or City Attorney where applicable. Explanatory documents for all calendar items are available for review at 1 south van ness ave. 7th floor. If you go wildly offtopic on this let me and let you know that i will pull you back. First speaker, tone lee. [indecipherable] i was lucky i got my money back for the parking and your medallion is still a italian. A lot have problems with me and they dont like me becausetheir very procolor scheme nnot one time on the driver side and in the service we are not going to support [inaudible] your office is very proscheme and i have saw that. I cant trust you anymore. Now drivers like me cannot get out because theyre tied into your agreements and everything but the money and the point that was applied in 2010 was 1 million and now the medallion has 300,000 now see should set your medallion for what it is worth. We have an agenda to put it in the agenda and they never let us speak and they never talk about in the agenda to let us speak so thats what i come here for. [timer dings] next speaker please, jenny zhang followed by [inaudible] good afternoon my name is jenny zhang we would like to talk about the fifth resolution and we thought it was important to come here to speak with you directly and not to approve this resolution. Normally you would think that a station for chinese immigrants would be a great place to communicate however for these particular ideas we are not really opposed to it because the road packet is not only highly controversial but legally active as a Foreign Government and, you know, her actions actually undermine the freedom that are cities hold dear. So i feel this is highly inappropriate to name such a person on a Public Transportation facility that our taxpayers pay for it. So many of the customers really dont know about [inaudible] but most people do not know what her intention is. s in a few minutes we will share some facts about her thank you. [calling speakers] good afternoon my name is i am a engineer and we are here to talk about roe kwhich you do not know yet we believe in morality and integrity of a person and especially if the persons name would be used in [inaudible] you know many people in china are afraid to speak because those are the people that rose pack have that are afraid of her because they know the government is her body. She had continuously bullied people often. To give you an example, the [inaudible] reporter wrote force of Small Business closure. She organized against the [inaudible] of [inaudible] highway back in the 1990s. Moreover rose pack instituted the policy of the Chinese Government in San Francisco in 2001 the governor approved the resolution for the [inaudible] in china and rose pack [inaudible] the resolution. One advisor had rose pack to run for [timer dings] thank you. Next speaker please. [calling speakers] im here to speak about why the station should not be named after rose pack. [inaudible] the dragging lady of chinatown she denounced herself to the board of supervisors antigay, antigreen and almost everything that San Francisco holds dearly to its also worth noting that supervisor tom any on our and supervisor gainey all supported [inaudible] please allow me to give you a quick introduction of [inaudible] of tolerance and practice and this became very very popular in the 1990s. This is due to its increasing Health Benefits and principles. A number of practitioners agreed to approximately 17 to 100 Million People out a fear of a large number of practitioners to increase personal power the formal general of the secretary of the Chinese Communist government [inaudible] many of these people were tortured and dehumanized and many of them perished there. Thank you for listening. [timer dings] thank you. Next speaker please. [calling speakers] good afternoon my name is mary in San Francisco i would feel more comfortable to [inaudible] if it was named after your staff. I have benefited so much from the practice of [inaudible] which goes way back and has been persecuted in the last 17 years. Because of persecution the regime has to hide because it is such an atrocity. Not only have they banned [inaudible] in china but to move its overseas practices to make sure that [inaudible] isnt hurt or seen. And they are supported by mr. Rose pack. [inaudible] among was missed packs [inaudible] at city hall today [inaudible] [timer dings] being beat by an anti[inaudible] crowd in the square the first place after they arrested was the Chinese Chamber of commerce. We see a pattern here [timer dings] thank you. Next speaker please. [calling speakers] is ms. Cosgrove here . I am here. Please state your name for the record. Good afternoon i am ms. Cosgrove [inaudible] apolitical productivity awarded a letter [inaudible] the report went on to explain the real reason rose pack had pleaded the allegation to china later this month and perhaps my wish to look like a gentle warrior to the powers to be there to push her arrival with the golden [inaudible] report ended by saying [inaudible] before chinas issue becomes San Franciscos issue [inaudible] sure enough rose pack let the allegations of china in october 2001 according to the supervisors report which we have a copy. [inaudible] personally thanked rose pack for the [inaudible] resolution. Thank you. Thank you. Next speaker please. [calling speaker cards] good afternoon my name is rose pack has a [inaudible] title for the organization of a Foreign Affairs organization under the direction of the chinese counsel and chinese affairs. Over the years rose pack [inaudible] organized by the Chinese Communist party and
