Thank you mta for prioritizing the corridor one of the eastern corridors our office identified with the Bike Coalition and San Francisco Small Business commission as a priority as you may know that is would the the thought high injury corridors every 38 days someone is injured between polk street and Market Street and the one of the ways to calm the traffic loan along the heavily utilized corridors and we also building that additional cyclists on the corridor make the corridor safer that activates the corridors and supports the seniors and families on golden gate is really xrefrngs a lot of transformation to the historic y and down to one of the problematic liquor store big boy that is experienced so valencia and it is really great to see one the liquor store a Riding Program for the neighborhood and this is happening on golden gate complimented and protected by Public Safety really help to rae activate this street so thank you very much fewer support and sfmta not only for working us to prioritize had. So that is the item on the consent calendar but fits nicely last thursday was dwarf day and supervisor kim and many other supervisors participated vice chair director brinkman was there as well hopefully many more i know some of you ride to work most days and this was reference to some of the projects were doing like the golden gate so it is a great time that is coming a couple of things we unveiled last thursday were two new viable automatic at that time bike berry roommates between 16th street and 17th street and westbound on Market Street between 9 and 10 compliementsz the eastbound direction also unveiled and a a bic system to roll out more 12 hundred signs citywide over the next two years im not sure it will be much clearer like lanes between 50 and 20 percent ridership on bike to work day a whole bunch of people on Market Street for example, between 8 30 and 9 30 the peek however, the ridership was up 13 plus compared to last year and so thats great during the a. M. Peak the bikes radio 86 percent of private vehicle on Market Street so pretty expressive there and what we talked about at the event was that in 2016 will be starting construction on 22 millions miles of bike lanes a lot of the work in the planning and design by the folks in liveable streets is really come into fruition in terms of the construction thats great and just to remind you from the last bike counts report we present at the the policy and governance last month we completed 23 projects with improving safety and people an increase from enforcement from through 2015 and since 2006 saw one hundred and 80 percent growth in chrysler it remains the faster part of transportation it is great we have a number of projects coming this year including the mosaic and polk and Second Street interpreting construction this year and currently a bike network that spans a lot of miles it great to see that on bike to work day moving uber to van ness as you may know the van ness bus Rapid Transit is a program it is moving forward were actually going to have an item at the next meeting to approve the construction project were getting ready to broub and when you approved the program well start putting into place next San Francisco month so well be doing business bus stop coalition with the work ahead of time to get the patterns in place and 0 coordinate with the construction we are doing some of the consolidation now to the operators and the public can be familiar with the changes before the construction starts which is this summer helps with traffic circulation and other issues during construction and the stops we maintain the ones near where the future center of boarding island will be what well have im not going to read where all the bus stops will be weve done a ton of outreach with regards to the van ness program but doing specifically with regards to the bus stops we will have ambassadors out there and buses and text message and press releases and blogs making sure that no one is precipitated and prepared as has the information kind of the physical step of this project this is been perhaps 20 years in the making were excited to see that coming in terms of the trains i on intersections i may have mentioned allotment weve done a soft launch of double stopping in the system and we have kind of left it in place now as as Ongoing Service in bound to the montgomery for those who for those of you who dont know it allows for a train pulls into the station and already a train there the people on the second train can get off and not be frustrated until the first car clears it is rider amenity we on intersections that would be great and ambassadors to make sure the people understood what is happening but generally the system determines when it hemispheres and it only happens during the commute hours we have a lot of trains and congestion by the way, it is helpful for folks coming to those stations well be leaving that in place available on the out bound side so thats well not use it b there but good to see it is a long history to get into being upgrades one rail on the motorbike loop last december the California Court of appeals listed the construction of the mission bay loop and tomorrow resuming construction on the loop that goes 19th street and illinois and back to third street the construction on those 3 streets met with the stakeholders in the dog patch neighborhoods over the last couple of months to get everyone prepared after the initial evacuation new rails and sidewalks and signals at the intersection of 18th street and i will and the new overhead lines and we repave everything and what this will allow is us to do is to on the busiest portion this is something we wanted to get done in advance the central subway came in r coming in well move to 2 car trains with the t line but you excited to be able to get this project back moving is will be an important part of t service and help in the meantime wanted to update you last as i understand as data breakers a significant event from the transportation stand point there was a lot of good planning lessons if previous years and a lot of activates management that made the day go fairly well, we had our very well Operations Centers staffed for the day that brought different departments of organizations and different parts of transit as well as our street enforcement our communications, everybody in the loop together to actively coordinate with the citys Emergency Operation center and the plans that were adjusted reverberations of previous years plans worked very well and adjustments made on the fly but there were a lot of things we were able to do to get poem transforming p to and from the event were you mother impacted we had a day without collisions great not two ocher on a day with unusual activity was great person with our cameras and other field reporting able to get much better information what was happening on the streets and will be able to use use that information to better refine the service and streamline it and make that more efficient we had a lot of coordination in the events post event work between public works and the Police Department to get the streets reopened we reopened the streets anothers 9 30 in the morning and muni was restored earlier than previous years i want to commend the numerous folks on a sunday to make sure the event went well from communications to other divisions to make that work last thing wanted to do was followup on an item we heard about a month ago with regards to the commuter shuttles going through part of mission want to ask tom maguire our sustainable streets advisor to give you an update. Good afternoon directors and chairman and directors you, you remember that last time we talked about the proposals for the mature stops on delores street with the network with the program that went into finally effect on april 1st the requirement we rove the commuter shuttle stops in april we brought the first batch to you but part of the delores to investigate whether there were technical raenlz for the existing large vehicle wait restrictions on guerrero street our team investigated the issue and did an analysis and found no technical impediments on guerrero two lanes in each direction both streets are less is steep and castro has a classification of aerial street on the caltrain map that was a question we were asked to investigate. Gilbert district 8 resident and San Francisco long time supporter of the central subway and i just wanted to direct the i make my yearly appearance here i want to thank the board and holy in the budget coming up that youre going to approve for the free for seniors and disabled i dont know long that program will run im a big supporter of it i use it so i hope it continues and i have been following the meetings watching it on my mobile device and i havent heard ive heard bits and pieces of expanding the central subway to Fishermans Wharf and north beach i know there was something in the budget for either a study or an analysis Going Forward for Fishermans Wharf and north beach and im not exactly sure what that is, i wondered how you can involve the community and the state legislator and the governor and the people like nancy pelosi and Dianne Feinstein to get money for expanding the system and i want to be involved with that as strong supporter for the central subway and its expansion to Fishermans Wharf and north beach i live on the evelyn and im not a tourist im a resident that use the f line and a lot of people going to Fishermans Wharf and north beach it is crowded during the tourist season so expanding the central subway is aical and extension into the future for san franciscans. Good afternoon good afternoon directors and director nolan and director reiskin im the policy manager with walk sf im here to talk about the walk sf we teamed up with mercy housing to look at Pedestrian Safety at the direction of Herman Laguna and market lets see if that comes up laguna and herman and market mercy housing is going to be opening a Senior Housing department as 55 laguna and 95 laguna up the block and open house opening a Senior Center hundreds of more seniors easing the direction we are considered considered that the treats we want to make sure they go far enough to protect the seniors that will be using this intersection we had the great opportunity to work with a group of seniors and do the training with the seniors and assess the conditions of this intersection 4 of the seniors are here to talk about that and share their expressions of that intersection and could make them feel safer i applaud the seniors they come to 3 different emotions to be part of project so i ask you to listen to them and their senior voices we dont hear enough and not be able to come back when this item is on your agenda take to heart what they say and mercy housing is here to talk to i cant help but tell you what walk sf are concerned about the crossing at laguna here and so we can talk you and hear about that our priority for this intersection but youll hear more from mercy housing and the seniors thank you for your thank you. Im sharon with the messenger in california im here to support kathy and the seniors on the it was a great project to participate in as kathy said well soon open 55 laguna and then in the spring of 2018 the open house on 95 laguna with 200 seniors to the z we have reviewed the upper market with the staff theyve been great with cooperating with the plans we you are interested in also the laguna street crosswalk and if interest is a possibility for right senior crossing signs that will help to attract the drivers attention to the fact that there are a lot of vulnerable pedestrians in the area and if at all possible lights ive noticed in the loose two years going up to the intersection because folks are coming north if guerrero street they dont see their focused on crossing the large intersection if you make eye contact their respectful i support the planned upper market improvements im a neighborhood another van ness and market and walk up to Church Street amend and the improvements on the south side of the street should help with Pedestrian Safety your time. Im jeanine im a San Francisco resident im 64 and a half i have support my life partner that is disability in 1989 after she was rear evident and open house will open their center and they several hundred of seniors on a weekly basis they have huge numbers of people they will serve and we want the seniors to be safe at the corners of lang and market huge numbers of pedestrians go through the intersection i do walk sf and here we have the jeep in the middle of a crack with the tires on the strips with the invasion of seniors we need the bulb outs that helps to keep the pedestrians safe. The last speaker was right there is numerous numbers of cars north from guerrero up to Market Street and a lot of get stuck on a yellow light and drivers are monk see monk do so checkout those mediums and please as a matter of law a large concrete medium that will slow down cars going north promote Pedestrian Safety and are prevent cars from going to laguna thank you. Im larry kaplan a taxi driver here in the city and county of San Francisco for the past 36 years fulltime and for the past 10 years a San Francisco medallion taxi driver medallion holder so i guess what i have to say is simple im here to implore you to waive the upcoming annual medallion fees this year you heard it in various forms before ill put it this way the taxi business in San Francisco has bang tolerantly destroyed and the livelihood of the taxi drivers has been completely devastated i used to be able to make a living in the town i cant make a living here anymore the allowed uber and lyft to invade the city the way they have is nothing short of a cancer many nobody at the state level or the city level has done anything about i do remember a few years ago when it seems to me the city as essential hell believability that moneyizing the medallions and the city has nothing done nothing for a medallion theyre worthless nobody wanted to buy or lease a medallion were hooking most of the time most of us dont have the thousand dollars to pay for the renewal fee what will happen were very, very unhappy about the situation i mean to have the rug pulled out from underneath you is a horrific thing youve counted on something for many years and put your life into it and suddenly its gone thank you very much. My name is ken im a Pedestrian Safety organizer at the corroborative and an advocate for vision zero im here to support the improvements for the golden gate after the tenderloin streets have been high injury corridors for years and no changes to make them save now with the golden gate zero to eliminate all pedestrian deaths by 2030 the neighborhood will finally be safer for the children and families and disabled residents many of the trader joes that work in the tenderloin are enlists instead of car owners so having a bike infrastructure is important to make sure this area the city flourishes and you are thrives for future residents and others in the tenderloin thank you. Nice to see you all again yes madeline folks for polk im here to speak for the Lower Polk Neighborhood Association for the cd and the new leadership the Polk Association there is great support for the bike lanes and as jane kim and kevin referenced crisscrossed by freeways one way streets of which people go high speeds and the residents suffer a one, two punch one of the biggest crash zones but disproportionately for bicyclists ive personal rind there are no bike lanes that offer that route from downtown towards the west through the t l and dangerous and thus people rides on sidewalks or whatever and then suffering with the citations they get and supervisor kim referenced the nature the neighborhood and golden gate avenue is changing to which i want to add that bike shares have coming up with the second roll out we would like to see this in the ground and more safety for people which will 2, 3, 4 turn increase the uncle of the bike share system and relief some of the congestion i want to quote the mp a leadership it promotes safety and they would to see a 2way street with wider sidewalks we look forward to protected bike lanes like ellis and others. When i see this, i think this is some of the most beautiful architecture our city has. A lot of people dont know these are problematic buildings. Why dont you tell us about some of the risks he we have in these buildings . Soft stories are vulnerable in past earthquakes and the northridge earthquake to this type of building and character of building. When we talk about the soft story, what were talking about is generally a ground story that has less wall or other pwraeugs to resist the lateral forces that might be imposed by the earthquake. So were looking for something that is particularly weak or soft in this ground story. Now, this is a wonderful example of what some of the residential buildings that are soft stories in San Francisco look like. And the 1 thing that i would point out here is that the upper force of this building have residential units. They have not only a fair amount of wall around the exterior of the building but they also have very extensive walls in the interior and bathrooms and bedrooms and corridors and everything that has a certificate amount of brazing yea its significantly less country srabl in those stories. Now very often, we get even a garage or storage or sometimes commercial occupancy in this ground story. That very often not only has a whole lot less perimeter wall but it often has little or no wall on the interior. That wall is the earthquake bracing and so he see very significant bracing in the top floor and very little on the bottom. When the earthquake comes and hits, it tries to push that ground floor over and theres very little that keeps it from moving and degrading and eventually paoerblly keeping it from a collapse occurring. So we know theyre vulnerable because of this ground story collapsing is this only a problem we see in sentence france . San francisco . No, this is certainly a national problem.
